Following unanimous recommendation from the Education Committee on 8 June, we respectfully nominate Dr. Mustapha Debboun, Director, Mosquito & Vector-borne Disease Control Division, Harris County Public Health & Environmental Services, for an Adjunct Graduate Faculty membership in the Department of Entomology. This nomination meets compliance for membership in two areas: 1.) Dr. Debboun has served on the advisory committee of a student completing the Master of Public Health degree, through the School of Public Health, University of Texas Health Science Center on visceral leishmaniasis, and 2.) Dr. Debboun is extensively published, including senior authorship. We expect Dr. Debboun to serve on our student committees beginning in the 2016 academic year, in part due to his expertise, a new Affiliation Agreement between Entomology and Harris County Public Health & Environmental Services that facilitates student engagement with their programs and access to Jong term data sets on mosquitoes and encephalitis viruses, and the opportunities forthcoming through the Vector Biology Initiative. With our new policy of graduate students needing to have degree plans on file by the end of the second semester, Dr. Debboun's availability for service on advisory committees would be in place.

Dr. Debboun has an impressive background as a medical entomologist with the US Anny for 23 years. During this time, Dr. Debboun was engaged is many research projects yielding 60 peer-reviewed publications, was deployed in multiple assignments abroad, and towards the end of his career, became a senior administrator. Dr. Debboun is an internationally recognized expert on insect repellents.

As a civilian, Dr. Debboun began as the Director of the Mosquito & Vector-Borne Disease Control Division, Harris County Public Health and Environmental Services (HCPHES) in 2014. Texas A&M University has had a long history of working with the Harris Co. mosquito control and Dr. Debboun's formal adjunct appointment to the TAMU graduate faculty would strengthen this relationship and provide several advantages. For example, HCPHES and T AMU recently established a formal internship program where T AMU students can intern in Harris County, working on a variety of public health related projects, and gain university research credit in the process. Dr. Debboun is the critical coordinator for student interns in projects related to mosquitoes or other arthropod vectors of disease. Currently, doctoral student, Karen Poh, in Dr. Hamer's laboratory is an intern with HCPHES during the summer of2015 as part of her dissertation research project studying spatial epidemiology of West Nile virus. Also, Dr. Debboun would be an excellent committee member of graduate students in the Department of Entomology that have projects relevant to his expertise or relevant to utilizing data collected in Harris Co.

As an Adjunct Member of the Graduate Faculty in Entomology, his privileges in accordance with current university policies, would include teaching a graduate course and serving as member or co-chair (but not chair) of graduate student Advisory Committees.

Served as the Army ' s Medical Command Pest Management Certification Official and senior subject matter expert for medical entomology and disease ecology for the Army Medical Department Center & School.

Serves as national and international consultant and subject matter expert on Department of Defense arthropod repellents and personal protective measures.

Oversaw, led, and directed the cleanup and washing of military equipment to prevent introduction of invasive insects or plants to the US during the multi-million retrograde operations in Iraq, Kuwait, Saudi Arabia, and Bosnia.

Developed and led a $2.7 million joint-service Science and Technology Objective and Product Development Plan to develop a new standard military insect repellent for the warfighter.

Performed cooperative repellent research with the USDA, Center for Health Promotion and Preventive Medicine, Uniformed Services University of the Health Sciences, Army and Navy Overseas Research Laboratories, Australian Army Malaria Institute, universities and industry.

Negotiated partnership and Cooperative Research & Development Agreements (CRADAs) with Industry Partners such as Iguana LLC, MGK, SC Johnson, and Bayer.

Coordinated regulatory aspects of insect repellent development with the US Environmental Protection Agency.

Invited as guest presenter at the meetings of American Society of Tropical Medicine & Hygiene, Entomological Society of America, Society for Vector Ecology, American Mosquito Control Association, International Congress of Entomology, and Annual Medical Military Force Health Protection Conferences.

Conducted numerous successful laboratory insect repellent research at Walter Reed Army Institute of Research (WRAIR) and field efficacy trials in (Peru, Sinai, Thailand, and Australia) for the development of a new standard military insect repellent.

Conducted successful laboratory (WRAIR) and field trials of the new combined camouflage face paint insect repellent in Peru, Thailand, and Korea.

Conducted laboratory efficacy studies to determine the effects of sunscreen on insect repellent.

Built, activated, manned, equipped, and commanded a newly activated Preventive Medicine unit in Vicenza, Italy from May 1994 to September 1997.

Served as Liaison for overseas military Preventive Medicine and International Public Health agencies in Italy, Spain, Turkey and North Africa from 1994-1997.

Directed and oversaw disease vector surveillance and control operations in Bosnia.

Established Preventive Medicine and public health professional exchange monthly meetings with Multinational medical officers from 14 nations in Bosnia, during Operation Joint Endeavor.

Served as a Class A Agent and an Arabic Interpreter during medical in-processing of Iraqi prisoners and monitored POW camp health concerns.

Determined species of invertebrate organisms breeding in treeholes and proximate artificial containers in central Missouri with emphasis on mosquito fauna.

Directed and managed coastal New Hampshire Mosquito Control Program.

Conducted field experiments on new insecticide formulations and provided data and technical assistance to New Hampshire Health Department.
