The Central Coast Motorcycle Association (CCMA), in conjunction with the Los Padres National Forest and California Trail Users Coalition, is requesting grant funds to restore closed sections of trail that have been replaced by rerouted trail sections constructed during the Pozo La Panza Reroute project. This project was funded through a combination of San Luis Obispo County OHV and State of California OHV grant funds. The new trails will be better located, less prone to soil erosion, and less costly to maintain than the segments being closed and restored.

The CCMA has been awarded a State of California OHV Division grant for this restoration project in the amount of$136,750.00. To be awarded this amount the grant requires a 25% match obligation which totals $48,149.00. To be eligible for this grant the CCMA originally received commitments for this match obligation from the California Trail Users Coalition in the amount of$27,240.00. Due to an unforeseen equipment and staff shortages CTUC will not be able to meet this obligation, therefore we are applying for supplemental funding for this purpose.

All environmental clearances have been obtained for this project from the US Forest Service.

Restoration will be done one season following reroute construction. This will allow time for the new trail beds to settle and cure. The number of trail segments restored will match the number of reroutes that are completed. Although we anticipate completing up to twelve reroutes, the ability to complete all twelve will depend on the conditions encountered during construction. Things such as amount of rock, unfavorable soil type, or steep side slopes are some ofthe unanticipated difficulties that can often slow construction during projects ofthis type.

The restored road and trail sections will range from about 800 to 3,000 feet in length. Most are on or near ridge tops high in the watershed. Most are unsustainable, steep (30-45 percent gradient), fall-line segments that were originally fire breaks. The project includes fencing to prevent continued use of the closed and restored trail segments.

This project uses the methods for restoration described by Poff.

Simple treatment ofOHV damaged areas has proven highly effective due to the resiliency of hardy, drought resistant vegetation that grows on the District. User created side trails are first blocked with naturally occurring materials such as brush. In locations were enough material is not available the area is fenced. In some cases denuded areas must be covered with brush to

make them less visible. Brush dissipates rainfall, reduces erosion caused by concentrated runoff, and makes the area less attractive to unauthorized use. In other cases the soil requires scarification, but this must be done with caution on slopes because this can cause subsurface erosion due to piping. In most locations planting or seeding are not practical and the area is left to revegetate over several seasons. Monitoring and periodic repair of fencing and ground cover is essential to the success ofthe project.

Biological and heritage surveys have been completed for this project. Provisions have been made for ongoing monitoring during restoration activities.

Various types of fencing are used on the District. Steel pipe fencing is the most effective and has a service life of 30 years but is the most costly. Fencing constructed from peeler cores is more attractive, less costly, and has an expected service life of approximately 10 years. A combination of peeler core fencing with T post and smooth wire strands is reasonably effective, although wire fencing requires more maintenance.

Background: The Pozo La Panza OHV trail system is a 45 mile National Forest designated system located approximately 17 miles East of Santa Margarita on approximately 14,000 acres of National Forest Lands. The trail system is composed of fire breaks, utility access roads, ranch roads, and purpose built OHV trails. Many trail sections were never designed for OHV use and require frequent maintenance to reduce potential for soil erosion and watershed sedimentation.

Number of persons served:

The project would benefit all forest visitors and local residents by improving the appearance of the area and reducing impacts to natural resources. There would be a benefit to the user of the trail system due to improvements would enhance the long term viability of the system by maintaining the OHV area.

We estimate that the Navajo Flats staging area receives, at a minimum, 5000 and 7500 visits per year. This is based on traffic counter data collected by the Forest Service. Trail traffic counter data recorded during 2009 revealed that Burnout trail, which originates from the Navajo Flats Staging area, received approximately 10,000 trips. Red Hill Road, which provides access to the Navajo Flats staging area, received over 14,000 trips. 2

Additional Types of Use

The trail system is used for many purposes other than off-highway vehicle recreation. Uses of the area that are frequently observed include driving for pleasure, hiking/walking, bird watching, camping, hunting, bicycling, wood gathering, target shooting and recreational mining.

Alternatives

Alternatives to completing the project as proposed would include not completing the restoration. In this case the trail system would remain as it is. Erosion and soil loss would continue at the present rate.

A second alternative would be to complete some but not all of the proposed restoration within the limits of available funding. In this case the areas would be prioritized based on erosion potential and work would be done on those at greatest risk. Over time additional work would be done. The advantage of this approach would be lower cost, and although we considered this approach there is a significant economy of scale achieved by completing all work as a single project.

8. Long range plans and maintenance of the project

Long term maintenance of the Pozo La Panza area will be provided through a combination of State of California OHV Grant funding, US Forest Service support, volunteer support, and possibly future San Luis Obispo County OHV Grant funding.

9. Description of land status and location:

The project location is approximately 17 miles east of the Santa Margarita community and south of Highway 58 and is within the Pozo/ La Panza Place and has a Land-Use Zone of Back Country. Please see the attached maps.

II. History of condition and status of resource and expected benefits

The Pozo La Panza trail system has had minimal improvements over the years. In the late 1980's a significant portion of the trail system was rezoned non-motorized and closed to OHV use. This greatly limited the opportunity available to OHV users. In the 1990's pipe fence barriers were installed at various locations and vault toilets were installed at the Turkey Flats and Navajo Flats staging areas. Trail maintenance has been conducted by the Forest Service and volunteers as time and resources have become available, primarily though State of California OHV Division grants.

Over last five years there has been increased interest and volunteer involvement in the management of the trail system. The condition of the trail system has been brought up to standard where possible. As a result of this effort problem sections of trails that required constant maintenance were identified and the Pozo LaPanza Trail Assessment was commissioned to better identify the needs of the trail system.

Though a cooperative effort, San Luis Obispo County, members of the Central Coast Motorcycle Association, the US Forest Service, and the State of California OHV Division there is now a comprehensive OHV Trail Plan for the area.

This project will enhance the long term sustainability of the trail system. The Pozo La Panza system is one of the very few remaining OHV trail system available for public use between Hollister Hills in the North and the Rock Front and Ballinger Canyon areas to the South. It provides a very different experience and attracts very different users compared to the Oceano Dunes. Generations of Cal Poly students and local residents have used the area for over 30 years. The trail system is a unique feature of the Central Coast that attracts visitors from as far as the San Francisco Bay Area, Bakersfield, and the greater Los Angeles area.

15. Experience of applicant in completing similar projects

2009- The Central Coast Motorcycle Association first applied for San Luis Obispo County OHV License funds in 2009. The CCMA was awarded $15,000 to complete trail maintenance and $10,000 for specialist surveys needed to complete planning for the Navajo Flats Project. The trail maintenance was successfully completed by the California Conservation Corps and CCMA in April of2009. The Navajo Flats Plan was completed by the US Forest Service in 2012 as the first phase of the current Navajo Flats Improvement Project.

2011 -The Central Coast Motorcycle Association was awarded $25,000 from the SLO County OHV License Fund for trail reconstruction. Work was completed on the Mare Springs trail in May 2011 by the CCC with the CCMA providing construction materials and logistical support.

2012- The Central Coast Motorcycle Association was awarded $5,000 from the SLO County OHV License fund for a two phase project that would include phase l, flagging of trail reroutes, followed by phase 2, environmental surveys necessary to study the reroutes for construction. The reroutes are to be flagged in by Trails Unlimited, an Enterprise Unit of the Forest Service. The flagging phase was completed in May -June of2013. We anticipate beginning the environmental surveys once we have received grant funding.

2013- The Central Coast Motorcycle Association was awarded $41,000 for furnishings for the Navajo Flats Improvement Project and $8000 for development of the Turkey Flats Concept design through the San Luis Obispo County OHV Grants program. Both projects are well under way. In addition the CCMA received a Ground Operations grant for trail and facility maintenance from the State OHV Division grants program and $19,000 from the Recreational Trails Program, also for the Navajo Flats Improvement Project.

2014 -The Central Coast Motorcycle Association was awarded:

$23,090 for restoration projects. Approximately 1000 linear feet of fencing was repaired using these funds. Additional work is anticipated this year when conditions permit.

$41,000 for completing an Environmental Assessment for rerouting of 1 0 sections of OHV trail on the Los Padres National Forest. EA completed.

$21,000 for the purchase of a trail dozer. This purchase has been completed and the dozer is being used for maintenance.

2015 -The Central Coast Motorcycle Association was awarded:

$40,000 for Trail Maintenance projects. $12,000 for Trail Maintenance Equipment Purchase. Trail dozer attachments and

trailer have been ordered. 2016 -The Central Coast Motorcycle Association was awarded:

$29,000 for Trail Maintenance projects. $25,000 for Trail Maintenance Equipment Purchase. $12,000 for additional required Environmental Assessment - archaeology survey

during construction of rerouting sections of OHV trail on the Los Padres National Forest.

$4,466 for Road Maintenance on High Mountain road.

16. Allowable Use Criteria and Grant Evaluation Criteria

This project meets the criteria for the restoration category by providing ecological restoration or repair to habitat damaged by either legal or illegal off highway motor vehicle use.

This is a restoration project that generally improves and restores the function of natural resource system damage by motorized activities. The grant request does not include any use of funds for maintenance of trails for motorized use.

The Los Padres National Forest is pleased to support the Central Coast Motorcycle Association (CCMA) and the County of San Luis Obispo in submitting three grant applications in support of the Off-Highway Vehicle (OHV) recreation program on the Santa Lucia Ranger District.

The first proposal is to conduct trail tread work and drainage structure repair on various trails on the District including Mare Springs, Howards Bypass, and Las Chiches OHV trails. The maintenance will be accomplished by various methods including hand work to be completed by contract labor such as the California Conservation Corps, and mechanized trail maintenance using power equipment. CCMA volunteers, using their own vehicles and trail dozer, will provide some grading, labor and logistical support including 4X4 pick-up trucks, equipment trailers, ATV's and UTV's. The CCMA is requesting $40,000 for this purpose.

In addition, the CCMA is requesting grant funding in the amount of $14,343.00 for the purchase of storage containers for club owned equipment, including the trail dozer, trailer, and ancillary items such as hand tools and supplies. This will enable equipment to be stored close to the work location for use by club members who carry out volunteer maintenance activities. This storage facility is portable and can be moved to a different location if necessary. It would be located on privately owned land within the Forest boundary that is owned by a club member. The Forest is unable to provide a suitable location for such a facility at this time.

Since 2014, the CCMA has been coordinating the Pozo/La Panza Reroute Project. This planning project would reroute approximately 10 sections of trail on the Pozo/La Panza trail system. The project is being done in coordination with Forest Service resource specialists who provide oversight. The construction phase of the project is scheduled to begin December 1, 2016. The restoration phase of this project, which would restore the unsustainable trail sections that are being replaced, would begin next year.

The California Off Highway Motorized Recreation Vehicle Division awarded the CCMA a grant in the amount of $136,000 for the restoration project, however we understand that due to unforeseen circumstances, it may be difficult for the CCMA to meet the match obligation for

The new trail willbe beHer located,less prone to soilerosion, and less costly to maintain !han !he segments being closed and restored. Restoration will be done one season following reroute construction. This willallow time tor the trailbed to settle. The number of trailsegments restored wl match the number of reroutes that are completed. Although we anticipate completing up to twelve reroutes, this will depend on the conditions encountered during construction such as amount of rock,unfavorable sotype,or steep side slopes which are difficulties often encountered during projects of this type.. The restored noad and trailsections will range from about 600 to 3,000 feet in length.Most are on or near ridge tops highin the watershed. Most are unsustainable, steep (30-45 percent gradient),fall-line segments.

PROJECT DESCRIPTION : The La Panza Bypass reroute relocates a trailsegment up and out of a watercourse onto the adjacent slope allowing restoration of the

watencourse.The Lower Las Chiches reroute relocates part of a trai segment onto an old roadbed, and moves a watercourse crossing upstream to resoille property boundary Issues.The Benchmar1</Mare Springs reroute replaces an eroded segment with a 45% grade. This will allow restoration of the segment that delivers sediment to a watencourse.

The decommissioned trailsegments would be closed using methods based upon site conditions,as described in Poff (2006),"Restoration of OHV Damaged Areas - a Ten Step Checklist". Areas with suffiCient topsoil would be fenced and the fanner trail surface scarified and decompacted. Adjacent berms would be pulled back into the trailtread and the surface recontoured where possible. Where the trailsurface is bedrock,barriers made of boulders would be placed to prevent use. The surface would then be inoculated with topsoil containing native seeds and mychorrizae obtained from the vicinity,and surface scattered with woody debris and rocks,obtained from the adjacent trail construction site, to protect the seed bed. Supplemental seeding in October with an appropriate seed mix may be needed at select locations. Revegetation sites will be monitored for Invasive weed species and weeds will be excluded during the monitoring period. In some locations placement of erosion control measures such as straw wattles and erosion control blanket may be required.
