ITEM 2 CITY EVENTS JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) 1 BASIS FOR CONFIDENTIALITY Not Applicable. 2 EXECUTIVE SUMMARY Not Applicable. 3 PURPOSE OF REPORT The purpose of this report is to consider the post-event reports of the 2017 Somerset Celebration of Literature, 2017 QLD Surf Life Saving Championships, 2017 Australian Surf Life Saving Championships and 2017 Gold Coast Bulletin Fun Run. 4 PREVIOUS RESOLUTIONS Proposals to support various events were considered as below: 2017 Somerset Celebration of Literature: At its meeting on 2 November 2015, Council resolved:

1 That the applicant (Somerset College) be advised that Council will provide cash support of $15,000 (plus GST) annually, to assist in the growth of the 2016, 2017 and 2018 Somerset Celebration of Literature, with the 2016 event to be held from the 9th to the 11th of March 2016, subject to the applicant:

(i) listing the event with detailed information and images on

www.moregoldcoast.com.au (ii) engaging with Gold Coast Tourism to:

• coordinate marketing and promotion of the event so as to attract additional visitors to the city and

• deliver out-of-region visitors with a range of Tourism related products to support overnight stays and expenditure around the event;

(iii) agreement on a sponsor benefits package; (iv) undertaking to provide a Post Event Report demonstrating the outcomes of

the event in relation to increased out-of-region visitation, in addition to the KPI’s established by the Arts and Culture Unit.

2017 QLD Surf Life Saving Championships: At its meeting on 9 August 2016, Council resolved:

1 That the applicant (Surf Life Saving Queensland) be advised that Council will provide support to the 2017 and 2019 Queensland Surf Life Saving Championships comprising a cash contribution of $25,000 (plus GST), and in-kind support of $5,000 (plus GST) per event, subject to the applicant:

2017 Australian Surf Life Saving Championships: At its meeting on 27 October 2008, Council resolved (in part): 6 That the report advising of the successful negotiations to secure the Australian Surf Life Saving Championships from 2010 be received and noted. This event is under contract with Surf Life Saving Australia through 2022 and will be held on the Sunshine Coast in 2018, then return to the Gold Coast in 2019 and 2020. 2017 Gold Coast Bulletin Fun Run: At its meeting on 9 August 2016, Council resolved: 1 That the applicant (The Event Crew) be advised that Council will provide cash support

of $5,000 (plus GST) per annum for the Half Marathon component of the 2017 and 2018 Gold Coast Bulletin Fun Run and Half Marathon, subject to the applicant: a achieving growth in the number of Half Marathon participants year-on-year

b achieving at least 25% participation in the Half Marathon from out-of-region

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) 5 POST EVENT SUMMARY 5.1 2017 Somerset Celebration of Literature The Somerset Celebration of Literature is a three-day writers’ festival comprising of student and adult workshops, seminars and social events, while showcasing a number of Australia’s most recognised and promising authors and illustrators. Highly regarded as the premier youth literature festival in Australia, the Somerset Celebration of Literature was this year attended by students from South East, Regional and Northern Queensland, Northern New South Wales and the Solomon Islands. Attendance:

• overall attendance for the 3-day event continues to trend upward, with 6,727 unique persons attending in 2017 (refer Figure 1 below) with almost 1000 of these being from out-of-region

• the number of attending schools has grown from 66 in 2015 to 73 in 2017 • overall ticket sales for the duration of the event have grown from 18,250 in 2015 to

21,614 in 2017.

Media Coverage: The 2017 Somerset Celebration of Literature was successful in obtaining extensive print media coverage. Highlights included securing nine full pages of stories in the Gold Coast Bulletin and Weekend Gold Coast Bulletin throughout the lead up to the festival, plus festival mentions on three front pages of key magazine supplements within the Gold Coast Bulletin including Inspire and the Weekend Gold Coast Eye. Other highlights included two lengthy and positive interviews on ABC Gold Coast’s Morning’s program and Weekend’s program, featuring authors Benjamin Law and Jessica Walton.

• 54 media stories that referred directly to the Somerset Celebration of Literature Festival (12 stories were aired nationally, 4 were available state-wide and 38 locally available)

• 20 print stories, 17 online stories, 11 radio stories and 6 TV stories appeared.

ITEM 2 JULY 2017 POST-EVENT LG426/602/-(P18) Sustainability Outcomes: Environmental improvements have always been implemented in the Festival where possible. In recent years, Energex has funded various ventures through their sustainability grant which has supplied over 10,000 woven bags. In addition, partnerships have been developed with local water technology company Grander Water, who provide water hydration stations and reusable BPA-free water bottles for Festival guests to take home with them. Looking towards the future, organises plan to partner with OzHarvest to donate any leftover food from Festival functions. 5.2 2017 QLD Surf Life Saving Championships The Queensland Surf Life Saving Championships were held from March 10 -12 and were the marquee sporting event run by SLSQ in 2017. The competition is for both male and female members aged 15 and up, and includes a variety of events such as the iconic ironman and woman, surf boats, beach sprints and beach flags amongst many traditional events such as march past, rescue and resuscitation and the surf belt race. More than 1,700 of the best surf lifesavers from across the state, along with a number of interstate and international competitors, lined up against each other for one of the multiple Queensland titles up for grabs. Due to beach conditions, the Masters and Opens events were held at North Kirra, with some of the beach events transferred to Kurrawa. Attendance: This year’s events were contested by more than 1,700 athletes (refer Figure 2 below) and featured 180 officials from across Queensland and interstate. Nearly 45% of competitors came from outside of the Gold Coast and stayed on average three nights. In addition to this, it is estimated that a similar number of support personnel, family and supporters also stayed on the Gold Coast as a direct result of the Championships. This puts the total expenditure as a result of the event in excess of $1.2 million.

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) Media Summary: In the lead up to and across the duration of the Championships, Surf Life Saving Queensland’s (SLSQ) media team worked closely with clubs, athletes and event officials to draft and circulate almost 30 targeted media releases promoting the North Kirra carnival. In addition, SLSQ liaised with media outlets to set up a number of tailored and exclusive opportunities. This resulted in multiple stories in the Courier Mail, state-wide television news and radio coverage, and regional coverage in the Gold Coast Bulletin as well as Gold Coast TV news coverage. SLSQ set up a media call at North Kirra on the day before competition commenced featuring a number of high profile ironmen and ironwomen including Courtney Hancock, Matt Poole, Matt Bevilacqua, Harriett Brown and Shannon Eckstein. SLSQ’s media team also utilised this opportunity to highlight the change of venue (from North Kirra to Kurrawa) for the beach events. SLSQ used social media to report on key results in a timely fashion throughout the Championships and for the first time featured ironman and ironwoman video highlight packages on social media on the same day of the finals (posted shortly after the completion of events). SLSQ also hosted journalists on-site for the finals and provided packages for media outlets unable to send reporters. This resulted in strong state-wide coverage including news coverage across channels Nine and Seven as well as online news coverage. 5.3 2017 Australian Surf Life Saving Championships The Australian Surf Life Saving Championships, known as “The Aussies”, date back to the first event conducted at Bondi Beach in March 1915. In the years since, The Aussies have become a major event on the Australian sporting landscape, with participation exceeding the number of competitors involved in the Commonwealth Games. Each year up to 7,000 competitors as well as club members, volunteers, officials, accompanying people and spectators attend the event. From the traditional surf boats, rescue and resuscitation and belt swimming, to the modern-day ironman racing first introduced at Coolangatta in 1966, surf lifesavers compete for their chance to add their names into the Surf Life Saving record books, alongside some of Australia’s greatest sporting heroes. The Aussies comprise beach and ocean events typically based in one location (over 2km of beach) and in 2017 were held at North Kirra, Coolangatta, Tugun and Bilinga. The Championships were marred by extreme weather conditions in 2017 brought on by ex-cyclone Debbie, making certain events unsafe for competitors and staff, due to poor water quality and visibility. There was a suspension of various events on Thursday and Friday (30 and 31 March), followed by the cancellation of all water based events on Saturday and Sunday (1 and 2 April). Due to the suspension and cancellation of events, the following number of events were completed:

• 42 Youth (all events completed) • 257 Masters (all events completed) • 82 Open events (58% of events were completed).

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) Attendance: The total number of event competitors at The Aussies 2017 was 6,804. This was a 2.9% decrease in event participant numbers from The Aussies 2016 which was 7,004 competitors (refer Figure 3 below). Surf Life Saving Australia (SLSA) attributes the decrease in participants to the following factors:

• weather conditions resulted in minimal late entries for the Open Championship • the uniqueness of the Sunshine Coast in 2016 (first time back since 1980) created an

increase in awareness and desire to be a part of the Championships • while it was a decrease of 2.9% from 2016, it was 4.13% increase from 2015 when

The Aussies were last held on the Gold Coast.

Attendance at this event from competitors from outside of the Gold Coast is significant (88.5%). The overall geographic breakdown of competitors per event is as follows-

The Tourism Analysis Report which outlines the events economic impact has not been completed and released by Tourism and Events QLD as yet. Event Broadcast: The 2017 Aussies were broadcast as part of the Summer Surf Series on Fox Sports. Timings were as follows:

• Saturday 8 April: 10.00am on Fox Sports 505 for 1 hour • Sunday 9 April: 12.30am on Fox Sports 505 for 1 hour

Marketing Summary: SLSA delivered a successful three phase marketing plan, which focused on:

• promoting the destination and encouraging participants to embrace the local Gold Coast area

• engaging the local community and businesses by delivering them key event information and activation opportunities

• providing an at-event experience that drew spectators to The Aussies 2017. Throughout the delivery of the marketing plan, the key audiences targeted were surf life saving members and clubs, and the local Gold Coast community and businesses. Partnership Benefits: The City received significant high profile branding both in the lead up to and during the event. This branding was commensurate with the investment in the event and those of other sponsors. This included:

• use of intellection property • signage

o 24 x crowd control banner o 20 x feather flags o 2 x ocean buoys

• partner recognition o branding on all competitor lycras (front and back) o logo represented on the media and presentation backdrop o logo represented on the finish arch / tape o logo represented on all event advertising o logo represented on course maps o logo represented on event homepage o full page advertisement in event program o PA announcements at event.

Sustainability Outcomes: The following activities were undertaken by the event organiser to undertake best practice in environmental management throughout the event:

• consultation with dedicated onsite Work Health and Safety Officer over a 4 week period pre & during event

• presence of a hydration station to reduce the number of disposable bottle wastage

• early intervention in parkland to reduce the impact of presence on the grass. This was assisted by Council officers with fence mesh setting barriers around local vegetation and the installation of gravel at the entrance of the park

• use of concrete blocks to hold down marquees rather than metal stakes • post event rectification works on parkland.

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) 5.4 2017 Gold Coast Bulletin Fun Run The 2017 Gold Coast Bulletin Fun Run marked the sixth year of the annual event, held at Robina’s Cbus Super Stadium on 23 April. The Gold Coast Bulletin Fun Run continues to offer five distinct race distances, catering to everyone from the serious half marathon runner, to parents who just want to get the kids out and have some family fun. What makes this community event special is that every participant experiences how it feels to run through the stadium gates, accompanied by the cheers of watching family members & spectators in the stands, and look up to see themselves on the big screen running to the finish line. The Fun Run includes five distinct events which cater for a wide variety of runners, families and walkers alike including:

• Half Marathon (21.1km) run – attracting both elite and the challenge-based runner • 10km run – attracting both elite athletes and passionate runners • 5km run/walk – a nice distance for everyone • 2.5km run/walk – a great family event or for the runners who are just starting out • 1km run/walk – a great one for the kids

The Fun Run also incorporates other activities including an event expo and an area set aside for kids’ activities. Attendance: Organisers have indicated that overall participant numbers were slightly down in 2017 (refer Figure 5 below) due to:

a) extreme heat compared to previous years in the lead up to and during the event, with people potentially not running as much

b) unable to create the same local promotion per previous years, as a result of: a. the Gold Coast Airport Marathon declining to continue to cross promote the

event as an ideal lead up to the Marathon as they had done in previous years b. changes at the Gold Coast Bulletin which lead to less local media exposure

from them.

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) The City’s investment is specifically geared towards the Half Marathon (as the event people will most likely travel for) and participation in this event is listed in Figure 6 below (18% decrease in 2017). Organisers indicated that this was as a result of participants changing from the Half Marathon (21km) to the 10km with the feedback from participants indicating that in many cases they had yet to do the training required due to the extreme heat of January and February.

As a result, the event is scheduled for May 20th in 2018, which is a full 4 weeks later compared to this year which will also sit slightly further away from the busy Commonwealth Games period. Marketing Summary: A number of mediums were used to promote the event including:

• advertising within the Gold Coast Bulletin • electronic newsletters (eDMs) • social media (primarily facebook and instagram) • google Ad words • running websites & event calendars • cross promotions with various other events, training groups, corporates and media • event flyers • direct mail outs with REMAX • interaction and communication with local training groups, corporations and schools

spectators a great viewing spot and helped spur on participants • continued to include the free athlete gift (run visor) with entries • Gecko Sports conducted fun event warm-ups prior to 2.5km and 1km events • provided a mail out option for bibs for those who live outside the Gold Coast (the level

of uptake on this was significantly higher than previous years and feedback was extremely positive on having this option available)

• bibs were made specifically for each run distance this year with each of the 5 distances having their own colour and the naming rights sponsor included

• printed participants names or nicknames on race bibs for those who entered prior to 17th March

ITEM 2 JULY 2017 POST-EVENT REPORTS LG426/602/-(P18) 16 CONCLUSION Somerset Celebration of Literature is developing from a real niche event within the Major Events portfolio into an event that is driving strong cultural and economic outcomes for the city. Combining student and adult workshops and seminars, with literary social events and some of Australia’s most recognised authors and illustrators, organisers continue to develop a strong event brand and drive greater outcomes. Overall ticket sales for the duration of the 2017 event have grown from 18,250 in 2015 to 21,614 in 2017 and the number of attending schools has grown from 66 in 2015 to 73 in 2017. There is a real strong appetite for this event, as demonstrated by organisers securing nine full pages of stories in the Gold Coast Bulletin and Weekend Gold Coast Bulletin throughout the lead up to the festival, plus festival mentions on three front pages of key magazine supplements within the Gold Coast Bulletin including Inspire and the Weekend Gold Coast Eye. Owners of the event (Somerset College) are well positioned to continue to drive this event forward and the City is committed to supporting this event through 2018. The 2017 QLD Surf Life Saving Championships were contested by more than 1,700 athletes and featured 180 officials from across Queensland and interstate. Nearly 45% of competitors came from outside of the Gold Coast and, on average, stayed three nights. In addition to this, it is estimated that a similar number of support personnel, family and supporters also stayed on the Gold Coast as a direct result of the Championships. The Masters and Opens events were held at North Kirra and due to deteriorating beach conditions, some of the beach events were transferred to Kurrawa. SLSQ place significant effort into marketing and media around the event, which in 2017 resulted in multiple stories in the Courier Mail, state-wide television news and radio, and regional coverage in the Gold Coast Bulletin as well as Gold Coast TV news coverage. The event will move to the Sunshine Coast in 2018 before coming back to the Gold Coast in 2019. The 2017 Australian Surf Life Saving Championships takes place over nine days, bringing together thousands of surf life saving competitors representing their Surf Club for the chance to be deemed Australia’s best. The “Aussies’ as they are known, were held across North Kirra, Coolangatta, Tugun & Bilinga in 2017, with the tail end of the competition marred by extreme weather conditions from ex-cyclone Debbie. This weather made the certain events within the Championships unsafe for competitors and staff, due to poor water quality and visibility and in following their strict risk management processes, the competition was suspended on the final Thursday and Friday (30 and 31 March), followed by the cancellation of all water based events on Saturday and Sunday (1 and 2 April). Overall all 42 Youth and all 257 Masters events were completed, with 82 Open events (or 58% of the total) able to be completed. Overall there was a 4.1% increase in the number of participating athletes compared to the last time the event was held on the Gold Coast in 2015 (6534 to 6804) highlighting the sheer volume of people involved in the event. With almost 89% of the audience coming from out-of-region, the Aussies are a high yield event and very important to the Gold Coast economy.

While slightly down on previous years, overall competitor numbers in 2017 were still strong at over 2000, with 387 of these being Half Marathon runners. Owned and managed by a Gold Coast based event management company, The Event Crew, organisers are continually trying to innovate and drive greater participation. They have dedicated marketing resources who execute comprehensive marketing plans and work closely with relevant media outlets and overall are well positioned to work towards breaking the 3000 athlete barrier in the coming years. ITEM 3 2018 NRL MASTERS CARNIVAL LG426/602/-(P18) 5.2 Event Background The NRL Masters Carnival is a significant rugby league event that encourages players aged over 35 to stay active in the game and involve families in sport. For the first time in 2016, categories for women were integrated into the Carnival Program. Each year, additional layers of events and activations are added to broaden the program including features such as an “Invitation VIP” game as a curtain raiser on day 1, “All Stars” teams comprising legends from the past and international teams “Tug-O-War”. RBJLC successfully tendered to host the inaugural 2007 Carnival by highlighting the benefits and value of the Gold Coast destination and the quality venue. The Gold Coast destination has proven so popular with audiences, that the Australian Rugby League (ARL) has declared Runaway Bay as the official “Home of The Masters”. The event is traditionally placed into an off-peak period between Christmas and Easter, in the lead up to the start of the football season. The event has changed over time from being the ARL Masters to now known as the National Rugby League Masters Carnival. 5.3 Program The proposed program in 2018 is as follows: Day 1 (Wed 28 Feb)-

• 12pm - 4pm Teams arrive and are officially registered • 5pm Team Coaches and Managers Meeting • 6pm - 10pm Welcome / Opening Dinner Function

Day 2 - 4 (Thurs 1 Mar – Sat 3 Mar)

• 8.30am Games Program kicks off across 10 fields • 5.30pm Last scheduled game before competition closes with Dinner Function

5.4 Attendance The ARL registration database is used to accurately calculate total event attendance numbers. Overall registered competitor numbers have steadily grown since inception with 350 players in 2005, to a peak of just over 2600 individual players in 2016 (refer Figure 1 below).

Of the approximate 2500 competitors that will attend the event in 2018, organisers are forecasting a similar geographic breakdown as per the 2017 event (refer Figure 2 below) with over 90% coming from outside of the Gold Coast region:

• association with various Rugby League TV shows who allocate the event segments

of time for newsworthy content • during the event, photos and video content is fed back to teams and spectators, and

also distributed to various media outlets across the country • media personnel are invited to attend the event, along with NRL development groups

and local TV and radio personalities • event listings on More Gold Coast and the Australian Tourism Data Warehouse.

5.6 Growth Strategy Planning towards 2018 and beyond will include:

• strategies designed to attract more women to this new category of the competition • VIP guests and guest speakers will include the Australian Women’s Rugby League

Captain and various ARL Executives • marketing campaign directed towards veterans players during the 2017 Rugby

League World Cup in Sydney, including the attendance of a number of delegates from Runaway Bay Junior Rugby League Club

• push for increased national advertising through NRL Community Development staff.

5.7 Funding Request Organisers are requesting an investment of $28,000 (+GST) from the City for the 2018 event. These funds will be used to partially offset event related costs including venue hire, infrastructure, amenities and security staff. Organisers have sought long term arrangements with existing commercial sponsors of which conversations are ongoing. 5.8 Sponsor Benefits The following benefits will be awarded to the City:

• City signage with acknowledgement of support on fencing, playing fields and within the main presentation marquee

• acknowledgement within the Official Program • logo recognition across all collateral • PA announcements of the event being supported by the City of Gold Coast across all

ITEM 3 2018 NRL MASTERS CARNIVAL LG426/602/-(P18) The recent introduction of a category for women, along with ongoing endorsement by the Australian Rugby League and the usage of their communication channels into all clubs nationally, will assist organisers to reach their 3000 competitor target for 2018. The impact of this event of the Gold Coast economy is very sound, with key impacts coming from attendance of over 90% of the competitors travelling to the city to attend. The average stay period is expected to be 3 nights. An investment of $15,000 annually across the next 3 years to secure this event, will provide a high return on investment, with mass participation sport identified as a high yield category within the existing major events portfolio. The City intends to discuss with organisers a business model that lends itself to a more financially sustainable event which in the longer term may not require the ongoing funding support of Council. 17 RECOMMENDATION It is recommended that Council resolve as follows:-

a That the applicant (Surf Life Saving Australia) be advised that Council will provide in-kind and in-value support to assist the staging of the 2015 and 2016 Coolangatta Gold, with the 2015 event to be held on 10 – 11 October 2015, with the source of funds being Account 5710O006 ‘Major Events Support’, subject to the applicant: (i) listing the event with detailed information and images on

www.moregoldcoast.com.au (ii) engaging with Gold Coast Tourism to:

• coordinate marketing and promotion of the event so as to attract additional visitors to the city and • deliver out-of-region competitors with a range of tourism related products to support overnight stays and visitor expenditure around the event;

(iii) undertaking to provide a comprehensive Post Event Report b That the maximum amount of funding be:

(i) $15,000 (plus GST) for the 2015 event (ii) $16,500 (plus GST) for the 2016 event

c That the source of Funds be Account ED5710O007 ‘Tourist Park Tax Equivalents’.

d That support to this event is an exercise of Council’s Beneficial Enterprise Powers.

ITEM 4 2017 / 18 COOLANGATTA GOLD LG426/602/-(P18) 5.2 Event Background Owned and managed by Surf Life Saving Australia (SLSA), the Coolangatta Gold is one of the most challenging endurance races in surf sports. What began as the central theme for a motion picture more than 30 years ago, has now commanded a place in Australia’s calendar of prestigious sporting events. In 1983, the inaugural event was conducted as part of the making of the movie “The Coolangatta Gold” which created a national profile for the event. The event ran intermittently throughout the 80’s and 90’s, recommencing in 2005. Since then it has been conducted each year and continues to be a well-known iconic brand associated with the Gold Coast and Australian beach culture. Surf heroes including Grant Kenny, Guy Leech, and Dean Mercer all became household names as Champions of this event, as have athletes from recent years including Ali Day, Caine Eckstein, Hayley Bateup and Courtney Hancock. This event will return to the Gold Coast in 2017 over the weekend of 7-8 October. It is open to the public and consists of a 21km short course, a 41.8km long course race and a youth challenge. The multi-disciplinary course combines swimming, running, board paddling and surf skiing. Endurance surf athletes from all over the world will unite at Coolangatta, to compete in one of the most challenging surf sport races in the world and test themselves alongside some of Australia’s greatest sporting figures. The event now attracts more than 600 competitors across the short course, team categories and the long course. The 2017 Coolangatta Gold will once again see the addition of the youth challenge event, which contributes to the events overall outcomes by encouraging the next generation of surf sports competitors to begin to make their mark from the age of 10. 5.3 Program The two-day 2017 Coolangatta Gold program will consist of the following:

• Saturday 7 October - Short course categories • Sunday 8 October - Long course categories and youth challenge

All events will start and finish at Coolangatta Beach and the long course will consist of:

• ski leg from Coolangatta to Miami via Anne Ave Broadbeach (23km) • run leg from Miami to Burleigh (2.1km) • swim leg doing a loop of Burleigh (3.5km) • board leg from Burleigh to Currumbin (6.1km) • second run leg from Currumbin to Coolangatta (7.1km)

The long course route has not changed from 2016, with exception to the finish. The course will finish on the sand at Coolangatta Beach, instead of the grass at Queen Elizabeth Park. The short course differs from last year and will be based more centrally out of Coolangatta Beach as opposed to using the length of the coastline, including:

• ski leg from Coolangatta to Tugun then returning to Coolangatta (10.5km) • swim leg from Coolangatta to Haig St Kirra, then returning to Coolangatta (2km) • board leg from Coolangatta SLSC to North Kirra, then returning to Coolangatta

• run leg from Coolangatta to Mills St Tugun, then returning to Coolangatta (5km) 5.4 Attendance Organisers are able to accurately report on attendance numbers with each competitor having to individually register to participate in the event. Overall registered competitor numbers have remained between the 500 and 600 mark in recent years, with organisers predicting a slight increase in 2017 (refer Figure 1 below).

Of the 650 competitors forecast to be involved in the 2017 Coolangatta Gold, more than 75% (or 488) will travel to the city to participate in the event (refer Figure 2 below).

• Mon 3 July - launch of early bird entries opening • Fri 25 August - early bird entries close • Fri 15th Sept - normal entries close • Fri 29th Sept - late entries close.

Key Messages:

• the Coates Hire Coolangatta Gold 2017 is the ultimate ironman and ironwoman challenge held on the Gold Coast from 7-8 October

• the event is open to the public and consists of a 21 km short course and a 41.8 km long course that can be taken on individually or as a team

• the multi-disciplinary course combines swimming, running, board paddling and surf skiing

• the Coates Hire Coolangatta Gold is presented annually by SLSA. Target Audiences:

1. Elite Athletes - typically surf life saving high performance/experienced athletes - those who are already aware of the event, in training and participate in this event each year - triathletes, triathlon community, competitive bucket listers and endurance adventure racers who could complete the long course individually.

2. Team Athletes - SLSA members (entry level and intermediate) - triathletes, recreational bucket listers, healthy lifestyle lovers, adventure racers, sports lovers, community and active minded people.

3. Spectators - sports enthusiasts in the local Gold Coast community

4. Local Media - Gold Coast, Sunshine Coast, Brisbane and Northern NSW media outlets will be targeted to build event awareness and hype within the local community

5. National Media - national media outlets will be targeted to ensure the Coolangatta Gold event remains relevant and attracts interstate participants. SLSA will execute an extensive plan across a broad range of mediums including:

ITEM 4 2017 / 18 COOLANGATTA GOLD LG426/602/-(P18) 5.6 Growth Strategy In addition to marketing initiatives to drive greater overall competitor numbers, SLSA will continue to refine and expand on the youth challenge event that sits within the Coolangatta Gold weekend. The youth challenge is a 1.65km event that caters to 11 to 16 year olds and is held at the same location as the main events. Running for the third time in 2017, the event is aimed at increasing the number of people around the finish line area to enhance the overall event atmosphere and event status. It will also encourage youth competitors to participate in the main event in future years.

5.7 Funding Request Organisers are requesting an investment of $24,000 (+GST) from the City for the 2017 event, which is an increase on the $16,500 that was allocated in 2016. These funds would be used to partially offset event related costs including event equipment and infrastructure. Organisers have an ongoing partnership with Tourism and Events Queensland and are in their final year of naming rights partnership with Coates Hire. 5.8 Sponsor Benefits The following benefits will be awarded to the City:

• official event partner of the 2017 Coolangatta Gold • Australia wide brand exposure via a national telecast (currently under negotiation with

Fox Sports as a delayed package) • signage package including:

o barrier signage in the finishing arc and chute o water buoy signage o media backdrop o presentation backdrop

• use of event imagery (broadcast and stills) for use in all mediums (subject to SLSA approval).

Operational risks will be assessed and addressed as detailed planning and preparation evolves. 10 STATUTORY MATTERS All appropriate legislative requirements will be addressed during the operational planning and approval processes. 11 COUNCIL POLICIES Not applicable 12 DELEGATIONS Not applicable 13 COORDINATION & CONSULTATION Stakeholder consultation is underway as part of the standard event approval process. 14 STAKEHOLDER IMPACTS Key stakeholders are sectors of the tourism industry, business community and the broader community. 15 TIMING The event will be held on the 7th and 8th of October 2017. 16 CONCLUSION Supporting the ongoing growth of the Coolangatta Gold is part of a wider strategy of cementing the reputation of the Gold Coast as Australia’s home of surf lifesaving. When combined with the Australian Surf Life Saving Championships, the City has two very high profile vehicles that it can use to promote the city’s image as a tourist and sporting location, its strong beach culture and its status as a global event destination. The timing of the event sits well with a number of other high-profile events in the city creating a sense of vibrancy and a boost to the tourist industry in a shoulder period, including:

• Australian University Games (25 – 29 Sept) • Gold Coast 600 (20 – 22 Oct)

This event has rich history on the Gold Coast and it would seem highly unlikely that organisers would ever relocate it to another destination (particularly given the event’s name). A two-year financial commitment from Council at the same level as last year is recommended.

• enter into a contract, whereby in exchange for certain promotional/marketing opportunities, Mercedes Benz Gold Coast will pay $50,000 per annum in each of three years (2017 – 2019) of the Mayor’s Christmas Carols;

• amend its contracting plan accordingly. 4 PREVIOUS RESOLUTIONS Nil 5 DISCUSSION 5.1 Introduction The Mayor’s Christmas Carols have been operating since 2012 and are the pinnacle Christmas Carols event on the Gold Coast, held at the Southport Broadwater Parklands on the first weekend in December. Previous headline artists for the event have included Jessica Mauboy, Luke Kennedy and Kate Ceberano. The event is delivered by the City Events Unit within Economic Development and Major Projects with an annual cost of between $110,000 to $150,000. This matter has been brought to Council due to:

• s104 LGA, and the strategic contracting procedures and the Contract Manual / Procurement Policy, mandating that Council have regard to open and effective competition (unless Council resolves such should not be required);

• the existing contracting plan did not recognise this proposed contract;

authorize the process leading to its making eschewing any open and competitive bid process.

5.2 Procurement The City Events Unit both actively procures and passively acquires sponsors for various events that the City owns and manages. Some examples of previous (incoming) sponsorship arrangements for this even have included:

• Australia Fair - $5,000 contribution towards fireworks, for naming rights to the fireworks component

• Slater and Gordon - $5,000 investment for general partnership association which included an on-site activation

In order to try to obtain some understanding of which businesses may be willing to pay money to obtain promotional / marketing opportunities, a public call for expressions of interest was placed in the Gold Coast Bulletin in July 2015 and again in July 2017 (refer Figure 1 below):

This public call for sponsors, is in addition to the regular targeting of individual businesses with specific sponsorship proposals that align with the objectives of an event. There were no expressions of interest received as a result of the above public notice at this time of writing. The Mercedes Benz opportunity did not come as a result of the above public notice. 5.3 Benchmarking The City Events Unit regularly engage with other Gold Coast event organisers to determine sponsorship values against assets being offered. The contract detailed within this report is recommended as offering value for money and is generally in line with that of other event organisations in the city.

• Mercedes Benz Gold Coast (MBGC) will be recognised as the exclusive “Presenting Partner”. The Event will be referred to as the “Mayor’s Christmas Carols presented by Mercedes Benz Gold Coast” at all times, including:

o Verbally on-stage at the event o In all City produced marketing material

• MBGC logo inclusion on all collateral, including:

o Event program o Website o In all event related TV, radio, print and on-line advertising

• the opportunity for a MBGC representative to deliver a short address on-stage at the

event and introduce one of the performers

• the opportunity for MBGC Marketing Team to have input into: o Stage program o Collateral look and feel o Site layout including location of static vehicle and display

• allocation of space at the event (size subject to Council’s discretion and allocation) for

a MBGC activation including promotional giveaways

• exclusive use of the rooftop of the Broadwater Parklands for a VIP area (noting a small area will be in use for main stage lighting)

• exclusive area for 30 people on grass level at the event

• opportunity for Hot Tomato on-air interview with MBGC representative to promote the

event (at discretion of media partner)

• opportunity for MBGC to offer prize option as part of a City social media competition in the lead up to / at the event

• opportunity to brand MBGC company vehicles as the ‘Presenting Partner’ of the

Mayor’s Christmas Carols (artwork to be approved by City) 5.4 Mercedes Benz Gold Coast deliverables The following will be delivered by MBGC, as part of the agreement:

ITEM 5 SPONSORSHIP OPPORTUNITY – MAYORS CHRISTMAS CAROLS LG426/602/-(P18) 7 GOLD COAST 2018 COMMONWEALTH GAMES IMPACT Council entered into a contract with the Commonwealth Games Federation in 2011 whereby it states it would “not conduct, or grant any rights in relation to, any sponsorship or marketing campaigns identified with the Host City for the rights period (1st January 2011 – 31 December 2018) without the prior written approval of the CGF Executive Board”. Seeking of this approval is underway.

8 FUNDING AND RESOURCING REQUIREMENTS Mercedes Benz Gold Coast are proposing to invest $50,000 per year into the 2017, 2018 and 2019 Mayor’s Christmas Carols ($150,000 over 3 years). These funds will be used in addition to the funding that is available for the event annually, to contribute to an overall higher level event featuring higher profile artists. 9 RISK MANAGEMENT Operational risk management of event delivery will be addressed as detailed planning and preparation stages evolve. 10 STATUTORY MATTERS Council is obliged to:

• make a contracting plan for all contracts it proposes to enter into • have regard for the sound contracting principles

11 COUNCIL POLICIES Not applicable 12 DELEGATIONS Once the contracting plan has been amended, the CEO may finalise the terms & enter into the contract. 13 COORDINATION & CONSULTATION Consultation has occurred with both Legal Services and City Procurement. 14 STAKEHOLDER IMPACTS This incoming sponsorship will benefit those attending the event as the funds will be used to contribute to an overall higher level experience.

ITEM 5 SPONSORSHIP OPPORTUNITY – MAYORS CHRISTMAS CAROLS LG426/602/-(P18) 15 TIMING The event will be staged on the first weekend of December annually. 16 CONCLUSION Mercedes Benz Gold Coast are seeking a sponsorship agreement with the City, to be the presenting partner of the 2017 – 2019 Mayor’s Christmas Carols. The proposed investment is $50,000 per year ($150,000 total) and will provide them with exclusive rights including presenting partner, logo and marketing association, on-site activations, influence over the stage program and ability to host VIP’s on-site. This investment will be used by the City in addition to the funds that are allocated to this event annually in order to drive a higher level experience for those attending. The investment represents value for money for both organisations as determined by regular benchmarking that occurs with other events held in the city. A public call for interested sponsors was placed into the Gold Coast Bulletin in July 2015 and again in July 2017. The goal of such actions is to ensure that incoming sponsorship is dealt with in an open and transparent manner. Alignment to Mercedes Benz will allow the City to leverage off a well-respected, prestigious and pro-active brand, and ultimately drive a substantially greater outcome for the event. Mercedes Benz as a global brand have a track record of supporting art and culture events. 17 RECOMMENDATION It is recommended that Council resolve as follows:

1 That the report/attachment be deemed non-confidential except for those parts deemed by the Chief Executive Officer to remain confidential in accordance with sections 171 (3) and 200 (5) of the Local Government Act 2009.

2 To make, subject to, and conditional upon, obtaining the prior written approval of the

Commonwealth Games Federation Executive Board as required by clause 27.2 (d)(iii) of the Host City Agreement dated 11 November 2011, the proposed contract and amend the contracting plan, noting that it is considered disadvantageous or impractical to undertake a competitive process.

3 That the Chief Executive Officer be authorised to negotiate the final terms of, and

execute the contract with Mercedes Benz Gold Coast (as the presenting partner of the 2017, 2018 and 2019 Mayor’s Christmas Carols) and sign it.
