must be solved by settlement planning on " world scale with absorpt ion

of settlers in lilllited numbers here , t here , a nd elaeflhere, and everywhere ,

so as to produce no shock to the economic structure of the receiving

country. Put in anot her way , the absorpt ion aua t be on such a l.iJlited

scale in any one a1·ea that the people already established in the area will

welcome the new set tlers . That wel come will be greater in proportion aa

the new settJ.ers are econO&icelly wall l ounded , backed up by capital,

and able to supply new skills that are desired in the area. All of this

means s pecia l study of many areas , wiao selection of groups to f i t

particular areas, and economic beckina t hat wiJ.l make each sett~ement

~roject a sound business undertaking.

I believe that money of the order of ~500,000 ,000 , expended on
