    申請說明

    壹、申請資格

    申請人須符合教育部「外國學生來臺就學辦法」規定,並於國內大學或獨立學院修業滿一學年,且未因前述辦

    法內第十二條規定致遭退學者。

    註一:根據「中華民國國籍法」第 2 條規定:

    有下列各款情形之一者,屬中華民國國籍:

    一、出生時父或母為中華民國國民。【*】

    二、出生於父或母死亡後,其父或母死亡時為中華民國國民。【*】

    三、出生於中華民國領域內,父母均無可考,或均無國籍者。

    四、歸化者。

    【*】1980 年 2 月 9 日前出生者,僅以父親國籍為準。

    註二:大學或獨立學院在學學生報名時,因最後一學期成績單學校尚未寄發,可先行報名。倘錄取後

    未能繳交歷年成績單,或遭退學者,即取消其錄取資格。

    貳、報名辦法

    一、報名日期:即日起至 2020 年 3 月 16 日

    二、報名方式:線上報名網址為 http://ap.itc.ntnu.edu.tw/istudent/transfer/,經線上報名程序完成後,始可

    將報名資料郵寄或親送國際事務處開發組。郵寄或親送皆須使用本簡章制訂之信封封面格式(如附件

    五,P.34)黏貼於報名資料袋封面。郵寄報名資料須於期限內以限時掛號郵寄至本校國際事務處開發

    組,郵戳為憑,逾期不予受理。親送報名資料須於報名期間週一至週五 9:00~17:00(12:00~13:

    30 不受理現場收件),逕送至校本部國際事務處開發組(位置請見校園地圖 P.33),逾期不予受理。

    三、報名費及繳費方式

    (一)報名費:1300 元(或美金 55 元)

    未繳交報名費之申請件將視為不合格件。報名費一經繳納,恕不退還。

    (二)繳費方式

    1. 線上金流系統繳費:可使用信用卡、網路 ATM、臨櫃繳款及超商付費方式繳費。詳細操作

    說明詳見線上報名網站。

    2. 電匯美金。請以美金匯入,勿以其他幣值匯入。並請於匯款單上註明申請編號。匯款後請將

    繳費收據附於申請資料中。

    I:Applicant Eligibility

    Applicants must meet the MOE Regulations Regarding International Students Undertaking Studies in Taiwan, finishing studied at any university/college in Taiwan for a full academic year without being dismissed due to the reasons stipulated in Article 12 of the aforementioned Regulations.

    Note 1: According to Article Two of the Nationality Law, a person who meets one of the following requirements acquires the nationality of the Republic of China: (1) A person whose father or mother was, at the time of his/her birth, a citizen of the Republic of China. 【*】 (2) A person born after the death of his/her father or mother, and whose parent was, at the time of death, a citizen of

    the Republic of China. 【*】 (3) A person born in the territory of the Republic of China and whose parents are both unknown or are stateless. (4) A naturalized citizen.

    【*】An individual born on or before February 9, 1980 needs only consider the nationality of his or her father. Note 2: An applicant currently studying at any university/college can apply first before receiving the transcript for the final academic semester. Provided that an applicant fails to submit transcripts for each academic semester or is expelled from the university/college after being admitted to NTNU, his/her admission will be immediately revoked.

    II:Application

    1. Application Deadline: March 16, 2020 2. Application submission:

    The web address for applying online is http://ap.itc.ntnu.edu.tw/istudent/transfer/. After completing the online application, application materials must either be mailed or delivered in person to the Division of Recruitment and Development, Office of International Affairs. The envelope cover (Attachment V on page 34) of this prospectus must be affixed to the front of ALL application envelopes regardless of delivery method. Mailed applications must be sent by registered mail and be postmarked before the application deadline. Applications may also be delivered in person to the Division of Recruitment and Development, Office of International Affairs (See the campus map on P.33). In-person submissions are accepted from 9:00-17:00 (except 12:00-13:30), Monday-Friday. Late applications will not be accepted.

    3. Fees and Payment (1)Fees: NT$1,300 (US$55)

    To complete an application, the application fee should be paid by the application deadline in order to be eligible for the chosen semester. Payments, once made, are not refundable.

    (2)Payment 1. Online Electronic Payment System: Payment options include credit card, Web ATM, pay at counter, pay in

    convenience store. See online application system for more information. 2. Wire transfer in USD to the account given below.

    四、報名時應繳交資料

    1. 入學申請表一式三份(請於線上報名完成後列印申請表,並需簽名)。

    2. 二吋正面半身脫帽照片一式三張(請自行黏貼於申請表上)。

    3. 繳交報名費之收據或證明。

    4. 護照或身分證明影本一份。如有外僑居留證,亦需繳交影本一份。

    ※ 如符合教育部外國學生來臺就學辦法第二條具外國籍且(曾)兼具中華民國國籍之規定者,需另繳交近

    6 年出入境紀錄、未設戶籍證明具結書(如附件三,P.31)、喪失中華民國國籍許可證書或其他證明文件。

    5. 原就讀國內大學成績單影本二份(錄取者須於註冊報到時繳交完整歷年成績單正本查驗)。

    6. 財力證明:新臺幣 100,000 元以上(美金 3000 元以上),請選擇以下任一種方式繳交:

    (1) 最近三個月經由內金融機構開具之財力證明書正本一份。

    (2) 存款證明非申請人帳戶者,需提供 ○1E A 資助者財力證明書 與 A○2E A 資助者財力保證書(如附件二,P.29)。

    (3) 已獲得全額獎學金之證明影本一份。

    7. 各科系另行指定繳交資料:請參閱本簡章各招生科系「繳交資料」及「規定事項」內容。

    4. Required documents and materials:

    (1) Three hard copies of the application form (Please print out and sign the application forms after completing the online

    application.)

    (2) Three two-inch passport photos attached to the application forms.

    (3) Receipt or proof of application fee or a USD wire transfer.

    (4) Passport/Certificate of Identification; a R.O.C. Alien Resident Certificate for those holding one.

    ※If the applicant is of foreign nationality as specified in Article 2 under the MOE Regulations Regarding International

    Students Undertaking Studies in Taiwan and possesses (or has possessed) nationality status from the Republic of

    China (R.O.C.), additional proof is required, such as entry and departure records for the past 6 years, a declaration

    form stating that they do not hold a R.O.C. household registration (as in Attachment III, P.32), Certificate of

    Nationality Renouncement of Republic of China or other documentation.

    (5) Two copies of university-level transcripts (Admitted students must submit the complete original copies covering each

    academic semester for review to the Office of International Affairs on the day of enrollment.)

    (6) A financial statement: A minimum of NT$ 100,000 (or US$ 3,000) is required. Please select one of the following

    ways of submission:

    ■ An official financial statement issued within the past three months from a financial institution.

    ■ If the financial statement provided is not under the name of the applicant, please submit A○1E A the sponsor’s financial

    statement and A○2E A a financial guarantee statement from the sponsor (see Attachment II, P.30).

    ■ Proof showing the applicant has been awarded full scholarship.

    (7) Documents required by specific departments: please refer to the information listed under each department in this

    prospectus.

    ※ Unless specified by separate department, application documents submitted shall not be returned.

    五、報名注意事項

    1. 本項招生係依教育部發布施行之「外國學生來臺就學辦法」辦理。應備文件及相關規定應以中華民國教

    育部公布之最新「外國學生來臺就學辦法」之規定為準。

    2. 本項招收轉學生轉入年級為二年級。

    3. 凡經完成報名手續者,不得更改科系、組別。

    4. 如申請之科系訂有筆試、口試或術科等甄試項目者,考生須依申請科系規定之甄試日期及地點,攜帶護照

    (或身分證明)正本參加甄試。

    5. 入學申請表之【電子郵件】及【聯絡電話】,請務必填寫正確。本校將依情況所需聯絡申請者,如申請

    者未能於期限內回覆,視同申請者放棄本身之權益。

    6. 申請者應具備中文或英文能力,錄取學生應依申請學系之規定報名參加國家華語測驗推動工作委員會舉

    辦之「華語文能力測驗」。如因中文能力較差無法隨班聽課者,須依各學系規定另行自費修習相關之華

    語文課程。

    7. 本校學生需通過各學系規定之語言能力檢定標準,方可畢業。

    8. 本校學士班學生依規定必須修習「初階服務學習」課程及格,方可畢業。

    9. 已報名或錄取之學生,如經發現申請資格不符規定或所繳交之證件有不實、偽造、假借、塗改、學歷資

    格不具合法有效等情事,即取消其報考、入學資格或開除學籍,且不發給任何學歷(力)證明。如係在

    本校畢業後始發現有上述情事者,除勒令繳銷其學位證書外,並公告取消其畢業資格。

    5. Notice:

    (1) This admission prospectus operates under the MOE Regulations Regarding International Students Undertaking Studies in Taiwan. Documents and relevant regulations will be subject to the most updated version of the MOE Regulations Regarding International Students Undertaking Studies in Taiwan.

    (2) Admitted international transfer students shall transfer to NTNU as sophomore students.

    (3) Students who have completed the application process are not allowed to request a program change.

    (4) Applicants must take any written exams, interviews, and/or technical tests required by the department or institute to which they are applying. A passport or other form of picture identification must be presented at the test site.

    (5) Please ensure that the email address and contact phone number provided in the application system are correct. Applicants may be contacted when needed. Failing to respond within the specified deadline may result in students forfeiting their rights and privileges.

    (6) Students should possess basic skills in Chinese or English. When required by the relevant department, applicants must take a Test of Chinese as a Foreign Language (administered by the Steering Committee for the Test of Proficiency-Huayu). Those who fail to pass the proficiency level set by their department shall be required to take Chinese language courses as necessary.

    (7) Students admitted to NTNU must fulfill the language requirement set by their department as part of its graduation requirements.

    (8) Students admitted to bachelor programs must take and pass the course “Basic Service Learning” as part of their graduation requirements.

    (9) If application materials are found, at any time, to contain inaccurate, false, or fraudulent information, inauthentic documents, or fail to meet admission requirements, the student in question shall have his/her admission to NTNU revoked and be dismissed from the university. Students who have already graduated will have their diploma revoked.

    參、錄取公告

    一、錄取名單將公佈在報名網站:http://ap.itc.ntnu.edu.tw/istudent/transfer/。

    二、本校以掛號寄發甄審結果通知正取生。

    肆、錄取規定

    一、錄取名單由本校招生委員會依各系甄審結果核定,並得列備取生若干名。

    二、各系、組考生成績未達最低錄取標準者,得不足額錄取;惟正取生錄取不足額時,不得列備取生。

    伍、報到及註冊入學

    一、錄取生須於報到時繳交國內大學歷年成績單正本 4 份,如未能出示本項文件,將取消其錄取資格。

    二、錄取生不得申請保留入學資格;註冊入學後,亦不得申請轉系。

    三、錄取生應依錄取通知規定,在指定期限前上網辦理網路報到:http://ap.itc.ntnu.edu.tw/istudent/transfer/。

    逾期未完成網路報到者,即以自願放棄錄取資格論,其缺額由已登記遞補之備取生依序遞補。備取生亦

    應於通知書敘明之指定期限前上網辦理「遞補登記」手續,否則視同放棄遞補資格。經遞補為正取生

    者,另行通知辦理報到。備取生遞補截止日期為該學年度行事曆所訂之上課開始日。

    四、已完成「網路報到」之新生應依錄取通知之規定至本校辦理報到及註冊手續,未能於當學期課程加選最

    終日前完成註冊報到者,本校有權取消錄取資格。

    五、錄取生應依「外國學生來臺就學辦法」之規定,於註冊時檢附已於國外投保自入境當日起至少六個月效

    期之醫療及傷害保險或委由本校代為購買六個月效期之醫療及傷害保險。如已具有我國全民健康保險,

    則檢附相關保險證明文件。保險證明如為國外所發者,應經我國駐外館處驗證。

    六、錄取生應依申請學系之規定,自行向國家華語測驗推動工作委員會報名參加「華語文能力測驗」與繳交

    測驗報名費。詳細測驗時程及報名請至:http://www.sc-top.org.tw/。

    七、經錄取學生註冊入學後,其學分抵免悉依本校學生抵免學分相關辦法辦理。

    八、錄取生持本校入學許可,不代表即可獲本國核發簽證;獲本國核發簽證者,並不代表即可進入我國境

    內。依據「外國護照簽證條例」及其施行細則,簽證核發為國家主權行為,中華民國政府有權拒發且無

    須說明原因。錄取生如有疑義,需自行洽詢我國駐外機構。

    陸、其他事項

    一、考生如對考試結果、與考試相關事宜,或因考試有性別不平等待遇之相關疑義時,應於考試放榜後 15

    日內以書面敘明具體事由並檢具佐證資料向本校國際事務處提出,由本校依相關規定處理;未具名之

    申訴案件不予處理。

    二、本簡章若有未盡事宜,悉依相關法令規定及本校招生委員會決議處理。

    三、中、英文版簡章內容如有不一致,以中文版為準。

    III:Admission Announcements 1. Enrollment lists will be posted on the application website: http://ap.itc.ntnu.edu.tw/istudent/transfer/. 2. Admitted students will receive notification through registered mail.

    IV:Rules Governing Admission 1. The final list of admitted students will be decided by the Admissions Committee. A number of candidates may

    be put on a waiting list in case any admitted students fail to complete registration procedures. 2. Individual departments may choose not to admit their full quota of students. In such cases, no waitlisted

    candidates will be admitted. V:Registration

    1. Admitted students are required to submit four original university-level transcripts covering each academic semester during registration. Failure to comply will result in the revocation of admission status.

    2. Admitted students must neither apply to extend the admission status, nor apply to transfer to another program of study after registration.

    3. Admitted students are required to complete online registration before the stated deadline at: http://ap.itc.ntnu.edu.tw/istudent/transfer/. Students failing to complete the New Student Confirmation Form online will be regarded as having voluntarily forfeited their admission status. Vacancies resulting from students who have forfeited their admission will be filled in the order of the names as they appear on the wait list. Students hoping to retain their name on the wait list must complete an online confirmation procedure before the specific deadline as outlined in the notification letter; otherwise, students shall forfeit their place on the wait list. Waitlisted students who are admitted to NTNU will receive an additional notification letter and shall be required to complete relevant registration procedures before the closing date for registration, which is the first day of class of the current academic year as specified by the annual school calendar. Students who fail to register by this date will be seen as having forfeited their admission to NTNU.

    4. Admitted students who have completed the online New Student Confirmation Form must complete all registration and enrollment procedures before class sign-up deadline to avoid having their admission status revokes in accordance with the Admission notification regulations for confirmation and registry procedures.

    5. According to the MOE Regulations Regarding International Students Undertaking Studies in Taiwan, upon enrollment admitted students must provide proof of medical and personal accidental insurance from their home country valid from the date they enter into the R.O.C. and up to at least six months or purchase six-month medical and accidental insurance coverage through NTNU. Students already insured by the R.O.C.’s national health insurance must also provide proof of insurance. If the proof of insurance is issued outside of Taiwan, it should be verified by R.O.C diplomatic missions in the country where the document is issued.

    6. When required by their department, admitted students must register with the Steering Committee for the Test of Proficiency-Huayu to take the Test of Chinese as a Foreign Language (TOCFL). Students shall be required to pay for the test themselves. Please visit the following website for registration periods and more details: http://www.sc-top.org.tw

    7. Transferring credits from other colleges/universities will be governed by the related regulations of NTNU. 8. Obtaining an admission permit to NTNU does not guarantee the issuance of a Resident Visa. Obtaining a

    Resident Visa does not entitle the visa holder to enter the R.O.C. (Taiwan). Visa issuance is an act of sovereignty. According to the Statute Governing Issuance of R.O.C. Visas in Foreign Passport and Enforcement Rules for the Issuance of R.O.C. Visas to Foreign-Passport Holders, the R.O.C. reserves the right not to issue a visa and is under no obligation to disclose the reason. If there is any problem related to visa issuance, admitted students should inquire at their R.O.C overseas diplomatic missions for inquiries.

    VI:Miscellaneous 1. For admission results appeals, procedure or gender inequality, applicants may submit a written statement to the

    Office of International Affairs within 15 days of the admission notification. Anonymous appeals shall not be processed.

    2. Issues not covered in these guidelines are either prescribed in the related regulations regarding international transfer student admission or left to the discretion of the NTNU Admissions Committee.

    3. In the event of discrepancies between the Chinese version and the English version of this Prospectus, the Chinese version shall prevail.
