284,000 people in 289 villages of 9 block are water logged. 70,200 domestic animal are affected. 19,300 ha agri-land submerged. 1,093 qtl rice is distributed in Dasarathpur, Badachana, Binjharpur and Jajpur block. 5 villages of Dasarathpur block are severely damaged.

Kendrapara: (The Samaj)

Water in River luna rising. All the rivers are flowing above danger level. 4 lakh people in 200 villages and 205000 domestic animals are affected. Breach on 7 places. 3 death tolls and one missing. Chitratpala has brought havoc. Relief materials distributed for 7 days .

Flood water in Daya, Bhargabi, Kanchi and Luna are flowing at above danger level. 380 villages of Kanasa, Delanga, Pipili, Gopa, Nimapara, Brahmagiri and Puri Sadar are affected. 60,000 people are water logged. Daya and Bhargavi embankment Breached in 35 places. 1273 people took shelter in safe places.

BHUBANESWAR: Over a million people in at least 19 districts of Orissa have been hit by flood in the

Mahanadi river systems which, with increased volume of water reaching the deltaic head of the State by

Saturday night, was set to grip more and more areas in the downstream coastal pockets over the next few

days.

As many as 2,550 villages in 85 blocks and 13 urban local bodies were estimated to have been either flooded

or marooned.

Cuttack, Puri, Bargarh, Nuapara, Deogarh, Kendrapara and Jajpur districts bore the brunt of the flood whilethe death toll soared to 11.

At least 60,000 people have been evacuated to safer places in 11 districts while many are fleeing to nearby

roads and embankments.

The Government has mobilised the Orissa Disaster Rapid Action Force and opened free kitchens at over 10

places. An Indian Navy ship, carrying a Chetak helicopter, relief materials and rescue teams, were set to

reach Paradip to help the State administration.

A 26-seater Mi-17 helicopter, which the Centre had sanctioned for anti-Naxal operation, will be used for air-

dropping relief. With discharge of flood water at Munduli, the deltaic head of the coastal Orissa, expected

to reach 14 lakh cusec by Saturday night, the volume of water into tributary rivers was likely to rise

significantly and flood low-lying areas of Cuttack, Puri, Jagatsinghpur, Kendrapara, Nayagarh and Khurda.

Although the flow at Munduli was 13.33 lakh cusec and more water was gushing down from Barmul, the

State Government put up a brave face saying that things were under control. We are expecting a peak

flood water discharge of 13.5 lakh cusec at Munduli by Sunday morning which will then start to

drop.Chances of the discharge reaching 14 lakh cusec is much less, Water Resources Secretary Suresh

Chandra Mohapatra said.

The Government took heart from the fact that inflow into Hirakud reservoir had steadied at 9.94 lakh cusec,

while the outflow was 9.74 lakh cusec. The dam authorities had closed four crest gates leaving 55 gates

open. With less rainfall on the upstream, the flow is likely to decline, Mohapatra said.

Discharge from Ong, Tel and Suktel had fallen to 2 lakh cusec. By midnight, the flow had jumped to 13.58

lakh cusec at Munduli as Mahanadi was swelling by the hour with downstream receiving more water.

The river was flowing above the danger level at Naraj. Under its impact, over 24,000 people in Boudh,

14,000 in Sambalpur and another 7,500 in Bargarh were shifted.

Special Relief Commissioner P K Mohapatra said the next three days will be critical since water evacuation

into the Bay of Bengal may slow down because of tidal conditions owing to full moon since Monday. With

reports of breaching of embankment and roads coming in, the impact of the flood was still to be felt.

Nimapara-Konark road had been snapped at Kusupur village near Gop. Pipili- Jatni and Pipili-Delang roads

were submerged. The situation was worse in Kendrapara where a 30-foot breach occurred on Chitrotpala

river embankment at Narasinghpur under Patkura. Kuakhai river was swelling and flood water had moved

close to Hi-Tech Medical College and Mancheswar area by midnight.

NAYAGARH: Flood situation has worsened in Gania, Bhapur and Khandapara blocks with turbulent Mahanadi

engulfing more and more areas.

The Mahanadi has already crossed danger level at Kantilo and Badmul near Satakosia gorge.

Gania block was the worst hit with 60 villages marooned, including 33 in Chhamundia panchayats and 23

tribal panchayats of Badasilinga.

Two motorboats and 14 country boats have been pressed into service to ferry people and transport relief

materials.Flood water was flowing above the Gania-Kuturi road and Chhamundia-Bentapada road disrupting traffic.

In Bhapur block Manipur panchayat, Nuasahi in Karabar panchayat, Keutasahi in Banapur panchayat in

Khandapada block were flooded.

The Bhapur-Bhubaneswar road was closed to traffic as five-foot water was flowing at Kaligiri bridge.

Traffic was also disrupted on the Kantilo- Fategada road as the water was flowing above the roads.

The Mahanadi remains a threat for Sidhamula, Kantilo, Ghanasalia and Kumundi villages.

A total of 90 relief centres have been opened by the district administration.

KENDRAPARA: Flood in the river Brahmani and the Kharosotra, Luna, Paika, Karandia and their tributaries

has inundated large areas of Rajkanika, Aul and Pattamundai blocks of Kendrapara district on Friday.

As many as 52 villages on river banks under Marsaghai and Garadapur blocks are marooned. The flood-hit

villagers are depending upon rickety country boats to reach the main land.

The 3-km main road from Pattamundai to Patarpur is under four feet of water and road communication

from Pattamundai to Aul has been cut off.

Flood water has also entered Madhuban, Mahuria, Kalarapal, Sanagiri, Narendrapur, Manikapatna,

Nuapada, Ayatan and other gram panchayats under Aul block and Habeligandapatana, Gopalpur, Lahuni,

Nuagaon, Haladharpur, Hatasahi, Kandia, Deulatara, Namatara, Jaguleipada, Matia, Langalkhanja, Badiha,Kendusahi, Panki, Gunthla, Adasahi, Pegarapada and Balarampur villages under Rajkanika block on Friday.

The Chitrotola is now flowing above the danger mark in Patakura and it breached at three places.

The people of Garadpur block are also marooned.

Release of water from the Hirakud dam and incessant rain in the catchment areas have caused the rivers

Brahmani, Baitarani, Mahanadi, Chitrotola, Luna, Kharosotra and their tributaries to swell, said District

Collector P K Patnaik.

He said boats are being kept ready in the riverside areas to rescue the flood-affected persons. Dry food has

been stocked in cyclone shelters.

BHUBANESWAR: With 13.5 lakh cusec water flowing through Mundali near Cuttack the flood situation in at

least 19 districts of Orissa, including the thickly populated Mahanadi delta, is feared to worsen in the next

two days even as the death toll increased to eight today.

"The peak flood may be around 13.5 lakh cusec against peak flood level of 15.82 lakh cusec recorded in

2008. This situation is likely to continue for the next two days which will be crucial," special relief

Commissioner P K Mohapatra said.

"The situation is critical as excess water from Mahanadi river will not be released into the sea easily due to

the full moon on Monday. We are ready to face the eventuality," he told reporters here.

A total 10.8 lakh people of 2550 villages in 19 districts had already been affected due to floods. While eight

people had died, three were missing.

Two deaths each were reported from Jajpur and Mayurbhanj districts, while one death each took place in

Bhadrak, Dhenkanal, Kendrapara and Sambalpur districts. Three persons were swept away by flood waters

in Nayagarh district and are missing.

With flood waters entering low laying areas, 60,723 people in 11 districts were evacuated and provided

shelter in safe places, he said.

The state government said there was no major breach anywhere though there were reports of inundation of

the road to Konark Sun Temple due to a breach in river Bhargavi in Puri district.

Official sources said 10,560 houses have so far been damaged.

Mohapatra said at least 152 relief camps with free kitchens were opened in Angul, Balasore, Bargarh,

Boudh, Cuttack, Jagatsinghpur, Jharsuguda, Mayurbhanj, Puri, Sambalpur and Subarnapur districts.

A naval ship carrying a Chetak helicopter, relief materials and defence crew had already left

Vishakhapatanam for Paradip.

"We have also decided to engage the MI-17 helicopter stationed here ... Though MI-17 is meant for anti-

Maoist operations, we have sought permission from MHA for its use in relief and rescue activities," he said.

The state government has also requested the defence ministry to come to its rescue if the situation

worsens, Mohapatra said adding 1,400 boats including 200 mechanised vessels were kept ready.

Orissa government has also issued directions to the district collectors to close schools in their respective

areas in view of the situation.

Meanwhile, the entire coastal region in Mahanadi delta is set to encounter severe flood as the water level at

Hirakud dam rose to 629.25 feet against its capacity of 630 feet.

In order to discharge excess water from the reservoir, 59 gates - 55 sluice and four crest gates were kept

open since yesterday, official sources said.

"About 500 weak points have been identified on river banks and embankments, of which 28 may breach.

Engineers and experts have been sent there to keep vigil," he said.

There was slight respite due to reduced rainfall in upper catchment of river Mahanadi in Chhattisgarh and

less downpour in downstream areas, he added.

SAMBALPUR: Low pressure in the northwest and heavy rainfall in the upstream of Hirakud dam in

Chhattisgarh resulted in flood, affecting 14 districts of the State, said Revenue and Disaster Management

Minister S N Patra.

Addressing mediapersons after a whirlwind tour of the affected areas in the district, Patra said the situation

would improve as the low pressure is moving towards Jharkhand.

He said it was unlikely that more gates of the Hirakud dam would be opened to release flood water.

Informing about the assessment of the Water Resources Department, he said 13,50,000 cusec water

reached Munduli in Cuttack by 3 pm on Saturday and the situation can be gauged by Saturday night.

Stating that the State Government was ready to handle any eventuality, he tried to play down the situation

by saying that in 2008 flood, 15,00,000 cusec of water was released from Munduli.

The Minister said cooked food would be provided to the affected people for seven days.

The District Collector has been asked to assess the loss and compensation would be paid accordingly, he

added.

Meanwhile, the inflow of water to Hirakud dam has reduced to 9,74,414 cusec and the outflow is

Puri: Floods in Orissa claimed 22 lives on Sunday, and affected 14 lakh people across 19 districts. Flood

victims have been complaining that no one has come to their rescue. Desperate villagers headed for safer

areas after flood waters inundated their homes or washed them away. Several villagers took shelter onembankments and highways.

10-year old Kandhai and her family are among those rendered homeless. With not much left to eat, they are

waiting for relief from the government which is yet to come.

"My house is already washed away in the flood water. I do not know for how many more days we have to

live on these streets," Kandhai said.

Some like 62-year old Lata were not ready to abandon their homes. Lata and her grandchildren waited,

hoping their house might be saved.

Lata said, "I feel so scared for my grandchildren. There is no electricity, no cooking in our house for the last

two days. No one has come to our rescue."

More than half the districts in Orissa and over 14 lakh people have been affected. Cuttack, Puri, Kendrapara,

Jajpur and Sambalpur were among the worst hit. The state government claims 60,000 people have been

evacuated to safer places. The government has mobilized Orissa Disaster Rapid Action Force and engaged

two helicopters of the Indian Navy for rescue and relief operation.

Orissa Chief Minister Naveen Patnaik said, "We are taking all measures to mitigate the sufferings of the

people affected by flood. After damage assessment we will also seek help from the Centre for the damage

caused by flood."

The huge flood water that was released from the Hirakud reservoir has already reached the downstream

causing large scale devastation. But unfortunately much of the flood water will not evacuate in the sea for at

least another three days because of the tidal conditions owing to full moon.

Around 10,000 families lost shelter. Presently heavy water flow going on. People have took shelter at nearer

school buildings but all these building are slowly submerged in the flood water due to rise of flood water

level. People suffering due to heavy rain. The worst affected panchyat of this block is Kuranjipur and

Bhairpur of Khurda district. The worst affected district is Dalakasoti, Sanamachapur, Ghasi Andhoti, Arapada,

Tinkipada, Rajas, Kerandia, Jenashai, Nischintapur. In these area school premises and buildings are

submerged in flood water. In Dalakasoti people are sheltered in school and temple premises. People are

facing worst kind of situation there. Even District collector not visited these area. Nearly 50 villages are

water logged , all the mud houses fully collapsed.

Yet Administration has not reached at them for rescue. Even yet drinking water and dry food not reached at

the affected people. No polythin supplied . Due to lack of proper planning for disaster management & lack

of coordination among Block, District & state administration yet people are not rescued. The relief material

& drinking water reached at the dumping place which is 5 km far from the devastated area today afternoon.

Yet distribution not started. Locals fault administration for not reaching them even after 4 days of floods in

the area. The area only 30 KM away from the state capital Bhubaneswar but neither state government or

district officials reached to the people yet.

Though Local MLA Arabinda Dhali visited the area but no effective action taken yet.

affected by the flood. As per the latest information 9 blocks have been badly affected in the flood. It is worth

mentioning that due to heavy rain & inflow of water from Mahanadi to Luna, Chitrotpala there has been

massive flood n the district.

Along with 9 blocks Pattamundai NAC is also roughly affected with the inflow of flood water. Water has

been rushed into 11 wards & 09 villages of Pattamundai. 50 villages 15 GPs of Rajkanika, 51 villages 23GPs of

Aul, 14 GPs 34 Villages Pattamundai, 3 GPs 14 villages Rajnagar, 2 GPS 2 Villages of Derabish, 14 GPS 26

villages Marshaghai, 5 GPS 20 villages Garadpur 1 GPS, 2 villages Kendrapara 2 GPS, 4 villages Mahakalpara

are victimized by the flood water.

A total of 267636 people of all the above said villages are affected and still the process of evacuation is on its

row. There has been 3 lives lost reported during the flood in the district. More than 2lakhs livestock

including domestic animals have been lost and perished so far in the flood in kendrapada.

Two Nos houses are being washed away completely leaving more than thousand other houses shoddily

damaged. 1 no breach has been created near Marshaghai Block near Narsinghapur villagesage on

embankment of Chittrotpala. Another one at Mahakalpara near Tikhiri villagesage on embankment of Paika

river & one near at Garadpur block near patkura is creating problem.

Road Communication has been cut off from Pattamundai to Aul near Patrapur Bridge. Power supply cut off

in marooned areas. 147 Mechanised Boats has been deployed for rescue operation and relief work; where

as 38 more power boats & 239 country boats are in duty. 3 nos ODRAF team is sincerely engaged in relief

work.

Emergent relief has been sanctioned for seven days. Relief has been distributed for the villages (97 villages)

where road communication is blocked. Still there are places where no one has reached to provide relief. So

all most all flooded areas now badly need help and support in the form of relief.

Bhubaneswar, Sept. 11: For residents of Kalyani Plaza on Sundarpada-Jatni Road, this years flood in the

Daya river is a curse.

More than 1,500 people living in the apartment complex submerged by the waters of Daya river have been

waiting for rescue, but the only boat engaged in rescue operation cannot help all.

Ananya Mondal, a school teacher, had been trying to get out of her residence since yesterday. But, she

could manage to get out of her residence and put herself and her family up at a city hotel only at 11am

today.

My daughter has to sit for her exam tomorrow as she has already missed a paper on Friday. I also have togo to school. As it had become impossible for us to get out, we sought help move out of residence and

decided to go to a hotel. The Orissa Fire Service personnel are helping residents, but there should have been

at least another boat to help hundreds of people, including many patients and elderly, said Ananya.

She said: People are suffering as there is no power connection and water supply in my housing complex.

Still, some people, who live on second floor and above, preferred to stay back as the floodwater had not

reached their floors. Vehicles on the basement parking area are almost floating.

Manendra Nayak and his brother were surprised to find no help from the fire service department in the

evening as his mother was suffering from paralysis.

We contacted the personnel and they said that they will not come to our rescue unless the district

administration orders them, he said.

Fire officials, however, clarified that the team tried to rescue as much people as they could till 2.30pm. We

will, however, try to help other people on emergency medical ground, said an official.

While rescuing a woman with a one-month-old baby this morning, the mother slipped off the boat. Luckily,

a fire service personnel managed to hold them. This kind of situation happened only because the

administration could not imagine the gravity of the situation. We are hard-pressed with only one boat at our

disposal, said a fire service official.

Dambarudhar Patra of Balabhadrapur, who was present near Hitech Plaza during the rescue operation, said:

By Friday evening, the water level was rising like anything and the roads leading to the apartment blocks

were full with water making residents unable to come out.

Trinath Ojha, a private company employee, who stays in Hitech Plaza, said: The unnecessary price hike of

real estate projects in the city, especially by government agencies such as the housing board and the

Bhubaneswar Development Authority, has compelled people to take help of builders who, without

considering any safety aspect, are constructing buildings in the flood-prone areas.

Baidhar Nayak, who had come to his sons flat at Kalyani Plaza some days ago, was surprised to see the

response of the state administration for the rescue of the stranded people.

Some people might have done a mistake while purchasing their properties here. But on humanitarian

grounds, the government should ensure enough supply of food and water to the flood-affected people here.

The government should also have had enough boats to reach out to the flood victims as the Centre has

already codified actions by respective state governments to fight urban flooding, he said.

The fire officials added that working without any pause with a single rescue boat, the team was able to

rescue around 130 people by 11am, which included five pregnant women, five infants and more than 30

kids.
