Introduce New Employees

Ms. Lindsey Bryant, Director of Human Resources, introduced the following new employees: Jennifer Little- Theatre Instructor Neil Fortenberry- Graham Center Ranch Caretaker Nazmus Sakib Sumon- Systems Analyst Public Comment on Proposed 2020 Tax Rate

Mr. Gary Johnson opened the floor for public comment on the proposed 2020 Tax Rate and there were no comments.

Approval of Minutes of Regular Meeting of August 25, 2020 Mr. Larry Johnson moved, seconded by Dr. Tara Deaver, to approve the minutes of the Regular Meeting of August 25, 2020.

Consider for Approval 2020 Tax Rate Mr. Gary Johnson read the following:

RESOLUTION SETTING THE 2020 TAX RATE FOR THE ODESSA COLLEGE DISTRICT

WHEREAS, the Board of Trustees of the Odessa College District has adopted a budget for the Fiscal Year beginning September 1, 2020, and ending August 31, 2021; WHEREAS, it is necessary that Ad Valorem Taxes be levied for the support and maintenance of the Odessa College District for the fiscal year 2020-2021;

WHEREAS, the Board of Trustees allowed for public comment prior to the vote on this 22nd day of September, 2020. Formal hearings were not required by law due to the proposed tax rate not exceeding the No-New-Revenue Rate nor the Voter-Approved Rate. NOW, THEREFORE, BE IT RESOLVED that an Ad Valorem tax be levied for the Tax Year 2020 on all real property situated in and other property owned within the limits of the Odessa College District

on the first day of January, 2020, except so much thereof as may be exempt by the Constitution of the United States and /or the laws of the State of Texas. BE IT FURTHER RESOLVED that said tax rate be set at $0.188965 (18.8965 cents) per $100 (one hundred dollars) of valuations and that said tax rate be composed of the following:

1. A rate of $0.1627218 (16.2721 cents) per $100 (one hundred dollars) of valuation for the Maintenance and Operations of the Odessa College District.

2. A rate of $0.026244 (2.6244 cents) per $100 (one hundred dollars) of valuation for General Obligation Debt Service of the Odessa College District.

Whereas, Sec.2256.005 € of the Texas Public Funds Investment Act States:

“The governing body of an investing entity shall review its investment policy and investment strategies not less than annually. The governing body shall adopt a written instrument by rule, order, ordinance, or resolution stating that it has reviewed the investment policy and investment strategies and that the written instrument so adopted shall record any changes made to either the investment policy or investment strategies.”;

Whereas, the investment officer has reviewed the policy and strategies with the finance committee of the board and the finance committee has recommended changes to the investment policy and investment strategies, as a fully described in Exhibit A; Be it resolved that the Board of Trustees of ODESSA COLLEGE DISTRICT has on this date reviewed its investment policy and strategies and the proposed changes, and hereby adopts said policy and strategies. The effective date of the Investment Policy shall be September 22, 2020.

Ms. Brandy Ham, Chief Financial Officer, highlighted various areas of the financial statements and

budget amendments as printed below:

Education Report: Ford Asset Program- Dr. Jennifer Myers & Dr. Tramaine Anderson

Dr. Jennifer Myers, Dean of Business and Industry shared that the Sewel Auto Tech had its grand opening in the spring semester not long before classes paused due to the COVID-19 pandemic. Now students are back in the classroom and have a new program to study in the Ford ASSET (Automotive Student Service Educational Training) Program. This is a 2-year, 60-credit hour program that is Ford specific educational training. This program is allowing Odessa College to build a pipeline from college to career to become Ford Technicians. Within 4 years of graduation, these students will be able to become Ford Senior Master Technicians. Typically, it would take someone 10 years to achieve this credential. Odessa College received $350,000 worth of vehicles that has been donated or loaned to Sewell Auto Tech as well as $400,000 worth of specialty equipment that has been donated or loaned to Sewell Auto Tech. These items can be used by Ford ASSET students and students in the current Automotive Technology and Diesel Technology programs. During the Ford ASSET program students will spend the first eight-week term in class at Odessa College, but as early as the second eight week term of their program, these students will do live work at their sponsoring dealership through a co-op program. The goal is that each student will have a job with their sponsoring dealership upon graduation. Dr. Myers shared that experienced technicians can earn up to six figures as early as 2 years into the workforce. Special thanks to the organizations sponsoring the new ASSET Students: Sewell Family of Dealerships, Rogers Ford in Midland and Stanley Ford in Andrews. The next class of students should start in spring 2021. Institutional Effectiveness Report Dr. Donald Wood, Vice President of Institutional Effectiveness, addressed the board to report on trends in enrollment in the time of COVID-19. During the 3-year period of Fall 2017-2019, nationally Community College enrollment was down 2.3%. During this same time period Texas saw an increase of 5.9%, which showed to be primarily dual credit students. Similarly, during this time,

Odessa College saw an increase of 8.5% with a 40% increase in dual credit. Currently, Fall 2020 Odessa College is up 8.5% in enrollment, while other universities and colleges in the area are seeing decreases as large as 24.8% to a small increase of 1%. Odessa College is currently on pace to match last year’s record enrollment. The breakdown of this enrollment is showing as an increase of 4.3% dual credit, a 15% decrease in first time in college students, a decrease of 16% in continuing students, and an increase of 338% in transfer students. It is understood that this transfer student increase is due to students choosing to stay close to home during the COVID-19 pandemic. Dr. Wood invited Dr. Johnathan Fuentes, Executive Dean of Academic Partnerships, to share how Odessa College is continuing to increase enrollment in our Fall 2 term. Special thanks to our ISD partners for continuing to help students enroll in college classes, especially our partners at our smaller schools. Academic Partnerships, with the help of Marketing and Media Relations and Enrollment Services Offices, are currently making a big effort to reach 2020 seniors and encouraging them to enroll and get their education started at Odessa College in the Fall 2 term. President’s Report 1. Student Success Scholarship Campaign

Odessa College kicked off its Student Success Scholarship Campaign on August 24 with a goal of 99% participation and $50,000 for the Employee Giving Campaign. The campaign wrapped up on Friday, September 18th with an unprecedented 100% participation from the Odessa College team. The donation total is $42,122, and the Foundation Office has launched Odessa College Masks for sale online to help the campus get closer to the $50,000 goal.

2. Drive to Success Winner

On September 3rd Odessa College held its 13th Annual Drive to Success drawing to give away a brand-new Ford Mustang. This event, typically held in the spring but postponed due to the pandemic, was met with great excitement by Odessa College students and employees. Odessa College employees and students gathered in the Amphitheater on OC’s campus to celebrate all of the finalists, and Montana Hudson drove away the lucky winner. Montana is an education major from Odessa, Texas, and graduated from Odessa College in May 2020.

3. Wrangler Food Pantry

Odessa College’s Wrangler Food Pantry had a campus donation day on September 3, 2020. The donations received by OC faculty, staff and students added up to 2,853 pounds.

To the best of my knowledge, the investment portfolio of the District, at August 31, 2020, and the investment transactions entered into during the quarterthen ended are in compliance with the Texas Public Funds Investment Act. 

The investments of the District comply with the investment objectives and strategies as expressed in the Odessa Junior College District Investment Policy.  

All business organizations that have sold investments to Odessa College during the quarter have executed a written instrument stating that they meet therequirements of the District’s Investment Policy.
