D. Capability Building
Appreciation Course on the Application and Functionalities of QGIS 2.8 and Global
Positioning System in Project Mapping and Monitoring for FITS Center Staff of CAR Batch 2 –October 19-21,2016 @ Benguet State University ICT Hall
Aimed to capacitate the FITS Center staff on the operation and simple application of
Geographic Information System (GIS) and Global Positioning System (GPS) technologies, the
Center held the second batch of the Application and Functionalities of QGIS 2.8 and GPS
Course.
The training was
completed by 19 extension
workers, three students from
Benguet State University and three individuals from the
Diocese of Baguio-Farmers
Haven.
Outputs of this
training are 20 maps of CAR
layouted, 30 municipal boundary maps digitized, 20
sets of sampling points
collected, 20 sets of tabular
data exported to QGIS and
converted to points, 20 raster
data sets geo-referenced in QGIS, 10 sets of digitized and joined vector tables, 10 landmarks
mapped with spatial position, and 20 data sets exported from QGIS to Google Earth.
A total cost of 45,987.00 pesos was utilized in the conduct of the activity.
II. Strengthening Competitiveness and Capacities of the Agriculture and
Fisheries Sector
A. Training and Extension Support to Regular Programs and Commodities
REGULAR
Enhancement Course on Extension Delivery System (ECEDS) for New Agricultural Extension Workers of CAR –October 19-21, 2016 at ATI-CAR
The training was completed by 34 new
Agricultural Extension Workers from the provinces of
Abra, Benguet, Ifugao, Kalinga, and Mt. Province. This
training was condcuted to enhance their knowledge
and skills on extension delivery to be effective
extentionist in their respective Local Government
Units.
"As a new AEW, we must have to love our work
because when you love your work you will not count
the hours that passed but the families being served.
Call of duty is not always Monday to Friday but 24/7
not only at the office but by informal contacts. Let us not give the farmers a fish but teach them
how to fish in order to improve their quality of life", an impression shared by Ariane Mae Miguingan of LGU-San Juan, Abra.
A total cost of 76,885.00 pesos was spent for this activity.

Training on Vegetable and Root Crop-Based Product Processing, Packaging and
Labeling with GMP for RIC Organizations in Support to 4th-6th Class Municipalities of Ifugao – October 25-27, 2016 at Kiangan, Ifugao
Ifugao Province is among the region’s major producer of various root crops and
vegetables which are usually brought to the nearest trading post, the Nueva Viscaya
Agricultural Trading Center (NVAT) with high cost of transportation and high postharvest
losses. This causes very low profit of the growers. Thus, this training was conducted to
capacitate them to become rural entrepreneurs.
This was participated by 26 rural
women. They were taught on the
benefits of processing, packaging and
labeling, current good manufacturing
practices and processing of various
vegetable and root crop products.
“The learnings you have incurred
from this training should not be
forgotten but practiced and applied
for the family first then to customers.
You should serve your family with
various nutritious food and train your
children to consume locally available
and processed food. As processors, you must protect your costumers. Apply GMP to produce
safe and healthy food for them”, a message from Mr. Benjamin Lunag.
A total of 59,375.00 pesos was used for this activity.
RICE
Provincial Roll-Out of the Training of Trainers on Rice Crop Manager Use and
Operation – October 11-14, 2016 at San Isidro, Luna, Apayao
The regional Training of Trainers (TOT) on Rice Crop Manager (RCM) was conducted on
September 5-9, 2016 at Tabuk, Kalinga. Being the second largest producer of rice in CAR, the
province of Apayao raised their interest to pursue their provincial TOT this year instead of
next year.
A total of 32 Agricultural Extension Workers of
Apayao Province participated in the training. This
training enabled them to operate the RCM
application in both offline and online mode to
facilitate faster deployment of RCM
recommendations.
The activity used a total cost of 106,026 pesos.

ORGANIC AGRICULTURE
Training on Farm Business Planning in Support to Organic Agriculture for Organic
Focals in CAR – October 11-14, 2016 at ATI-CAR
This training was held to enhance the knowledge and skills on business planning and
preparation of the Organic Agriculture (OA) focal so they could effectively guide their OA
organizations in their respective areas.
In partnership with the Center’s Extension Service Provider, the SLU-EISSIEF lead the
conduct of this training. It was participated by 25 individuals from the provinces and some
staff of the Center.
An amount of 121,660.00 pesos was utilized for this activity.
Training on OA with NC II on Organic Agriculture Production for AEWs in CAR
Batch 1- October 3-7, 2016
Batch 2- October 24-28, 2016
Two (2) batches of training on Organic Agriculture with NC II on OA Production for
Agricultural Extension Workers were conducted this month. This aimed to enhance their
knowledge and skills more importantly along the four Organic agriculture core competencies to acquire TESDA OA production NC II certification.
The four OA core competencies are:
1. Core Competency AGR611306 (Produce Organic Vegetables) 2. Core Competency AGR611301 (Produce Organic Fertilizer) 3. Core Competency AGR611302 (Produce Organic Concoctions & Extracts) 4. Core Competency AGR612301 (Raise Organic Chicken/Swine)

The NC II certification was undertaken in partnership with TESDA-Kalinga. Out of the 50 participants of the two batches, 45 of them were able to pass the OA Production NC II while
the remaining five were only awarded with Certificate of Competency.
HVCD
Training on Rootcrops and Banana Processing, Packaging, Labeling with GMP for
Women and Farmers in Kalinga – October 4-6, 2016 at TAMPCO Inn, Tabuk, Kalinga
This training was intended to
encourage participants to become rural
entrepreneurs as they engage in root crop
and banana processing and marketing
practicing the proper food handling,
processing, packaging and labeling.
A total of 69 farmers participated in
this on-site training.
“We are very much thankful to ATI for
this kind of training on processing and
GMP, it is very much helpful to us women here in Kalinga producing plenty of banana and
rootcrops. This will help maximize these crops and minimize postharvest losses”, Ms. Sylvia
Abarientos said.
An amount of 95,230.00 pesos was utilized in the activity.
CORN AND CASSAVA PROGRAM
Training on Good Agricultural Practices - Internal Control System Phase III for the
Corn and Cassava Farmer Organizations of Ifugao - October 4-6, 2016 at Ifugao State
University- Potia Campus, Alfonso Lista, Ifugao
This month, the Good
Agricultural Practices-Internal
Control System Phase III on
Cassava was conducted. In this
phase, the participants conducted
internal inspection in cassava
farms using their GAP-ICS manual.
Phase IV of the training is
scheduled on November 21-25,
2016 at the same venue.

LIVESTOCK
Farmer Livestock School on Natural Swine Farming for 4H Members and Swine Farmers of Bolo, Balantoy,Balbalan, Kalinga – April 8-October 5,2016 This month, the Farmer Livestock School on Natural Swine Farming of 4-H members and swine farmers of Bolo, Balantoy, Balbalan, Kalinga was concluded with 31 graduates. This aimed to equip the participants on alternative ways of decreasing cost of swine production especially feeding management to make swine raising as a productive and sustainable additional livelihood. Further, for them to be able to establish a technology demonstration farm as a learning venue not only for them but of the whole community.
They had an experiment on feeding scheme using four (4) treatments as follows: pure fermented feeds, commercial and fermented feeds, pure commercial feeding and farmers’ practice or cooked raw materials. Result showed that fermentation is the most effective feeding scheme since two pigs under the trial have very fine and muscular body shape, reddish and shiny hairs, alert eyes and have good body disposition. Thus, they suggested fermentation to be practiced in the locality. A total of 102,190.00 pesos was utilized for the whole duration of the activity. LIVESTOCK 2016 Regional Goat and Sheep Raisers and Stakeholders Congress and Livestock Stakeholders Meeting/Planning – October 25-27, 2016 at ATI-CAR Cordillera Administrative Region (CAR) has a total contribution of 54, 127 on the country’s goat population of 3,311,724. Goat and sheep raising can be an added source of income for upland farmers. To further increase and improve goat and sheep production in the region, this congress was initiated. It was designed to facilitate the sharing of experiences of successful raisers of sheep and goat in the region that could encourage more farmers to go on small ruminant raising. This also served as an avenue of updating the stakeholders on the new technologies and information of goat and sheep raising.

The activity proceeded with 74 participants from the various municipalities in the region. 4-H Training on Food Processing and Preservation with NC II for 4H Club Coordinator and Members of CAR - October 12-15, 2016 –October 12-15, 2016 at OPAG Benguet Technology Demonstration Center, Wangal La Trinidad Benguet Ms. Norma C. Banania who served as the trainer motivated the participants saying, "There is money in processing and preservation. I am talking here based on my experience. All you need is a lot of patience and hardwork. We have a lot of resources to be processed, just be innovative and as youths you need not to go abroad to work, learn the craft, master it, go into business and earn.” With this, the training aimed to equip the participants with different ways of processing and preserving.
Out of the 21 participants, 15 were able to secure their NC II on Food Processing while the remaining six were given Certificate of Competency. An amount of 115,000.00 pesos was spent for this activity.
III. Expanding Partnerships in Advancing Excellence in Agriculture and
Fisheries Extension Delivery
2nd Semester LGU Assembly
This month, the 2nd Semester LGU Assembly was held on October 28, 2016 at ATI-
CAR. Invited to participate were the Provincial Agriculturists, Provincial Veterinarians and
Municipal Agriculturists.
This was organized to update the Regional Association of Agriculture Office
Managers on the latest programs and activities of DA-ATI, the agriculture and fisheries
concerns at the national level and their regional organization in order to guide them in their
plans, programs and activities in their respective areas.

IV. Scaling-Up Agriculture and Fisheries Extension Innovations
This month, one Learning Site on Good Agricultural Practices (GAP) on lowland
vegetables was set-up. This is the Riseline Farm located at Barangay Imelda, Pudtol, Apayao. It is
owned by Ms. Riseline Crisologo. The farm was identified by the Municipal Local Government
Unit of Pudtol.
The farm has a 2,500 sq.m area being planted with various lowland vegetables such as
pepper, sitaw, patola, eggplant, parya, tomatoes, pechay, okra, upo and cucumber. The farm has
simple layout and system for easy adoption and duplication by other farmers especially the
Pudtolenians to go into safe and quality vegetable farming.

The Planning, Monitoring and Evaluation Unit steered this activity to provide guidance
and direction in the preparation of the ATI-CAR 2017 Work and Financial Plan for the ATI’s
FY 2017 Planning and Budget Execution.

Monitoring and Report Submission
Monthly physical and narrative reports of accomplishments for the month of September
were constantly submitted.
As part of the center’s transparency seal, online posting of center’s accomplishments for
the month of August was done in coordination with the Information Services Section.
Field Monitoring
On-going projects and activities monitored for the month:
1. Barangobong Farm: Organic Agriculture Learning Site at Peñarrubia, Abra. The
upgrading of its livestock component still on-going.
2. Adopt a 4-H Batch 2 being held at Peñarrubia, Abra with five participants. They will
have their NC II Assessment on Small and Large Ruminants Production on November 3
to be followed by their graduation on November 4.
3. 10 DAT-BAT Scholars currently enrolled at Don Mariano Marcos Memorial State
University (DMMMSU) Rosario, La Union. The scholars are preparing for their NC II
assessment.
4. FITS Centers of PAENRO-Ifugao, Ifugao State University, Lagawe, Banaue, Hingyon,
Kiangan, Asipulo, and Lamut. Findings show that there is a need to re-orient the FITS
staff, ATI-CAR to provide new or updated FITS signage and to advise FITS staff to use
standard format of logbook.

1. 2016 AFNR Extension Policy Symposium held at Tagaytay International Convention
Center on October 12-13, 2016. Attended by Mr. Cristino Balancio and Mr. Bongbong Buli-e.
2. Preparation workshop and pilot training (regional) master trainer and know how multipliers for the Module on Sustainable Agriculture (MOSA) held at Lima Park Hotel, Malvar, Batangas on October 4-15, 2016. Attended by Mr. Charlie Sagudan.
3. Corn and Cassava Program 3rd Quarter Evaluation/Assessment and Planning Workshop at Ridgewood Hotel, Baguio City on October 4-6, 2016. Attended by TCS II Arlene L. Flores and Ms. Cherry Sinong.
4. Assessment of the Magsasaka Siyentista (MS) Nominees of Lagawe and Asipulo, Ifugao on October 5-6, 2016. Conducted by Mr. Maximino Aromin and Ms. Jaila Sagpa-ey.
5. Launching of the One-Stop Shop Service Center for OFWs and MOA Signing at Baguio Convention Center on October 29, 2016. Attended by TCS I Myrna Sta. Maria and Mr. Charlie Sagudan.
