Robredo’s widow runs for CongressFuentebella optimisticon Camarines Sur split

NAGA CITY -- The widow of the late Interior and Local Gov-ernment Secretary Jesse M. Robredo has opted to run for congress, to represent Cama-rines Sur’s 3rd congressional district.

Atty. Leni Gerona Robredo, who was earlier seen on nationwide television as the composed and eloquent widow of the pop-ular government executive, decided Friday afternoon after talking with President Benigno S. Aquino III and DILG Secretary Manuel Roxas II.

She will run against former Monetary Board Member Nelly Villafuerte, wife of incum-bent Camarines Sur 3rd District Rep. Luis Villafuerte, incumbent Board Member Cha-rie Pante and businessman Oscar Arcilla.

Mrs. Robredo told reporters here that she had to make a last-minute decision after the LP’s congressional bet in the province, Naga City vice Mayor Gabby Bordado backed out of the race.

Bordado had said that he is backing out from the congressional race to give way for Mrs. Robredo, whom he believes is very capable of representing the people of the third district of Camarines Sur.

In previous interviews, Mrs. Robredo said she prefers a quiet life with her chil-dren and made known her desire to become a Regional Trial Court judge.

“I was 200 percent sure I did not want to run. Even my own kids were surprised. They begged me not to run. But I also had to explain that my husband spent 19 years of blood, sweat and tears. Nakita ko lang too small a price to pay yung isasakripisyo ko yung sarili,” Mrs. Robredo said.

There is also that strategy of a family member filing for a certain position just to confuse the competition. When the proper time comes, the “real” candidate with the same surname will surface. In these Machiavellian moves – the consequent losers will be the unknowing voters.

TAX GOALS: Even as the Bureau of Customs fell short of its collection goals, a bigger proportion of revenues were generated by the Bureau of Internal Revenue. The financial sourcing success gave the Phl a big boost in ratings – pushing our country higher in the investment preference chart as prepared by credit and investment rating firms. With the positive records of BIR, it is high time that the Ombudsman should now check the lifestyle of BIR personnel.

The good news is that graft and corruption at the BIR top echelon is now controlled. But the campaign for honesty has yet to be brought down from the BIR National Office to the Regional Offices and the Revenue District Offices. Tax lawyers and CPAs know first-hand who are the “wang-wang” men in the Bureau. They are just afraid to spill the beans even as they protect their clients as well as their own professional practice.

DOLLAR DEPOSITS: With the improving trend of the Phl peso exchange against the US dollar, FX depositors are now withdrawing their accounts. There are ample dollars available for purchase (on valid purposes) – so it is no longer advisable to deposit dollars. More foreign investments are projected to be invested here towards end of this and up to 2013. With inflows added to OFW remittances, FX supplies will keep Phl exchange rate down.

As we accumulate more FX for our gross international reserves, the government should to pay off our foreign loans. Our extra budget needs can be funded by domestic borrowings. In this wise – interest rate can be maintained, so our savers may be encouraged to continue keeping their excess money in the banks. Our financial problems: inflation, interest rate and FX values, can easily solved through proper management.

CANDIDACIES: With the deadline last Friday for the filing of Certificates of Candidacies and formal acceptance of nominations, the first stage leading to the mid-term elections has been set. Save for last-minute turncoatisms, the battle lines are now drawn. As a preview to the presidential elections of 2016, the principal contending groups are the LP-NP-NPC combine and United Nationalist Alliance (UNA).

The more-or-less defined line-ups for senators give electors a good chance of reviewing the background and qualifications of the candidates. The “common” candidates adopted by the contending parties are preliminary to the forthcoming contest for the Senate leadership. Non-inclusion of popular government officials like Roxas, Tanada, Joel Villanueva, Butch Abad, Biazon and Prosie Alcala may indicate that they are being reserved for the battle royale in 2016.

DYNASTY: The emerging lists of candidates for various local government positions confirm that there are certain families that consider LGU positions as their heritage or legacies. Family members are aspiring for various positions as if they are the only ones “anointed” by God to serve our people. Those who are ineligible to run (after completing three terms) are now being replaced either by

The Spaniards have handed down to us a legacy which an American professor from Maryland University sometime ago dubbed as oligarchy. The oligarchs are the most wealthy, the most powerful people in every region.

This colonial creation of the Spanish rule is very much alive today. It has survived decades of attempts by well-meaning leaders to wean Filipinos away from its lingering harm. The oligarchs have assumed a new name: politicos.

They are not ordinary individuals, these oligarchs. The come from well-entrenched clans, moneyed, with strings attached to high places. You will come upon them in every province, every city, every town. You cannot lick them easily.

Today, they are all busy, preparing for a showdown come May, 20l3 with their equally politically potent adversaries.

In v iolent-prone provinces, the showdown takes the form of a Wild West high noon duel. They harass, they murder. if their money fails. It is matira ang matibay

battle.Politics is now a family affair. If the

father is a candidate for governor, the wife is a candidate for a House seat, the son for vice governor, the daughter for mayor, an uncle for senator.

These politicos are not that malevolent, contrary to the charges of critics. If you are interested, you can run for the town council or for barangay kagawad. Is this not a sign of unselfishness?

Strangely, they do not look at their presence in every elective post as a manifestation of a political dynasty, their dynasty. They believe that because they have university degrees from here and abroad and they have money, the elective posts are God’s gifts to them.

And so, just like what the Bible says to people at the beginning of civilization to go and multiply and replenish the earth, they tell themselves to go and run for public office and rule the country.

This is a siren call that they cannot resist.

Almost every political clan today is building a dynasty to accommodate all the members of the family. Even the unborn have a ready elective post.

After all, the posts are God’s gifts to them. Do not ever think they will share the gifts with you.

One Place, One Hometown, One Church

In the past, life was so simple, then. For most, they were born , grew up, wed, raised a family and, eventually, die all in just one place- one hometown. this is evidently seen in many of our family cemetery plots wherein whole generation of families are just buried alongside each other. However, nowadays, with the onset of the globalization mania, many things have made a sudden turnaround in our lives. What used to be the usual, the normal, the permanent... is now just relative. One can already be born, grow up, wed.... and die almost anywhere one decides to.

before, with the less opportunity for higher studies in the countryside, people have no other options but to marry their school or neighborhood sweethearts, settle down and quietly raise a family in a farm. However, again, with the globalization mania, continually heating up, people now have more choices to study, work, travel, live... almost anywhere. People do not want anymore to be tied down to the land, for life. they want to be free, to spread their wings and fly to places- hometowns which could give them more chances to better their lives.

though no longer new, today in our church, the so-called cross marriages, which is between persons from different races, and mixed marriages, between different faiths, are already somewhat ordinary. as a simple example, how many of you, gathered in the community today, are not originally from this place, this hometown, this parish church... ?

Having cross and mixed marriages in our communities are something not to frown on but a reason to be glad about. because through the exchange of cultures and traditions our community, our church is enrich. We , as a church, become multicolor.

the Catholic church, as an institution, is always accuse of being too conservative, slow, if not left behind with the times, in the many facets of its life. However, with the reality of cross and mixed marriages in our communities, this just goes to show that the church is rather being true to one of its characteristics, being universal, being global.

“You shall neither wrong a stranger, nor oppress him, for you were strangers in the land of Egypt. “ Exodus 22:21 Our church, with all its doors widely open, is like a mother who welcomes eVeRYOne, saints and sinners, alike, into its arms. almost all of us, with the exception of maybe one or two, were once strangers in a land we know not, however, the church , through the sacrament of baptism, adopted and made us her own so that anywhere we go we, people of the faith, will have one place, one hometown, one church under heaven. this last, heaven, will eventually be our one common true HOMe together with ,God, the Father, the Son and the Holy Spirit. and, also with the blessed Virgin Mary, the angels, the saints and the poor souls in purgatory. altogether, we will be in one place, one hometown, one church.

This is done through our electoral process where the people vote and decide who they want to hold the different positions in the government. The power and authority is not inherited. They are elected to their positions. We need a law that will define what is a dynasty under

I believe that the creation of the province of Nueva Camarines will level the political playing field in a way. With the division of the province of Camarines, the land area where one has to campaign for provincial governor, vice governor, and board members will be smaller. Instead of campaigning in thirty five (35) municipalities, one has to campaign only in twenty five (25) municipalities. It will also be less expensive. This will encourage more people to run for public office and fight whoever they want. The same will also happen in Partido, the proposed province of Nueva Camarines. An aspirant for governor, vice governor and board members will campaign only in ten (10) municipalities instead of 35 municipalities. It will also be less expensive. That’s why I encourage the people to vote “Yes” in favor of Nueva Camarines due to this coming political situation when there will be a plebiscite. Of course, this is only one advantage beside the many other advantages

With the filing of the Certificates of Candidacy of the aspirants for national and local positions in the government for the 2013 election, we can say all cards are already on the table. It’s now time to study the qualifications of the candidates, their official and private record, and other issues. For me, the issue that the electorate should answer is who of the candidates can best serve the people.

At this time, I want to discuss the issue of dynasty against the Fuentebella family. This issue had been raised against them in all elections when there is a candidate from his family, but most of the time that Fuentebella candidate is elected. Why? I can only speculate that the people do not buy this issue against them. If they (the Fuentebellas) are bad people with bad record and no performance of service to the people, they will not be elected. This history of public service is a public knowledge and the voters are not stupid and blind.

What is a dynasty? In a dynasty, the power and authority of the government is inherited like those of the royal families in England, Japan, etc. like those of the Queen of England and the Emperor

Every year, hundreds of high school students marched off at the Univer-sity of Northeastern Phil-ippines’ (UNEP) grounds, showcasing their best drill moves while wearing their gala and military uniforms. The competition pushed their adrenalins to aspire for the win and bring home the much coveted price as the Best Marching band in the region.

This year, UNEP cel-ebrated its 50th year of spear-heading the ROTC Army

Activation Day in Iriga City with thirty (30) competing marching bands, drums and lyres and majorettes filling the UNEP training arena. They will be competing un-der two (2) categories, wish-ing that this time they will bring home the bacon.

More determined to pur-sue that goal was Zeferino Arroyo High School which was chosen as this year’s Grand Champion under Cat-egory A. Baao National High School came close and was declared as 1st runner up; fol-

NAGA CITY -- The National Kidney and Transplant Institute-Re-nal Disease Control Pro-gram (NKTI-Redcop) has partnered with the Philippine Information Agency (PIA) to hold publicity and promo-tions through activities that will raise the aware-ness on renal health care and prevention.

PIA-Camarines Sur has

invited Dr. Rizalina Ramos during its monthly program, “Forum @ PIA” to clarify is-sues about kidney infections, which is considered as one of the leading health prob-lems among Filipinos.

Ramos, in her discussion during the forum and press conference held at the Naga City Hall blue room on Fri-day, said an average of 10 patients are added to the new list of patients seeking medi-cal attention every month at the Bicol Medical Center (BMC).

“This is an alarming rate considering the fact that

each month, consultations ranging from simple kidney infections to schedules of dialysis treatment is being added up to our list,” Ramos added.

Ramos cited some of the prevailing diseases affecting the kidney, which most often than not, leads to chronic re-nal failure or the gradual and progressive loss of the abil-ity of the kidneys to excrete wastes, concentrate urine and conserve electrolytes.

A new world class airport will soon be put up at Daraga, Albay which will be known as “Southern Luzon International Airpirt” with a budget of almost P 1 billion. With this infrastructure development project the Aquino Administration will be able to solve the many problems of Bicol existing airports. It is on this note that the Department of Transportation and Communication will be bidding out a contract for the project at a total cost of P 963.2 million. Included in its initial procurement is the airside development covering the construction of runway strip, concrete paving of runway, taxiway construction, pavement and other periphery works. For purposes of making said airport globally competitive which will cater to the taste of travellers most especially foreign tourists, another bidding will be held for the construction of the passenger terminal building and other components landside wise. With this airport a better transport air services for Bicol will soon be realized as compared to last year’s nightmare of air travel to Naga City and Legaspi City where 198 flights were cancelled and 104 flights were delayed due to the airports microclimate hassles and inconvenience to the consternation of travellers to and from Bicol. This is due mainly to the rugged terrain surrounding Naga City and Legaspi City airports which in more ways than one had been obscured by thick fog every now and then.

Soon this will be a thing of the past considering that Bicol for the present despite the hassles is now a top tourist’s destination. As matter of fact, this would also bolster the trade and investments which are expected to rise in Region V. It must be noted that business in Bicol

posted the fastest gross regional domestic product at 8.2 percent among 16 regions in the Philippines. With the advent of this new International airport it will not be farfetched to conclude that Bicolandia will find its rightful place in the sun tourism and business investment wise. If this will happen we could pronounce to the whole world that really it’s more fun in the Philippines most particularly Bicol.

As the region with popular destinations like the Camarines Sur Aqua Sports Complex, the Gota Beach Resort in Caramoan Peninsula, Donsol Sorsogon whale shark sight-seeing and the ever majestic Mt. Mayon, we could realize an unprecedented tourist arrival in Bicol never before experienced by earnest tourism stakeholders who had been looking forward to this welcome development. The airports opening would be an opportunity for many tourist destinations but it will also open its doors to a wide variety of natural attractions such as Panicuason,

the Malabsay falls and other falls and streams and natural pools like the Big Stone Area which is a perfect spot for rappelling, zip-lining or just plain swimming. Big Stone when developed has the potentials it could offer to tourists who are extreme sports and adventure aficionados. Added to these destinations are the festivals we have in Bicol like the Pinyahan festival in Camarines Norte, the Rodeo festival in Masbate, the Ibalon festival in Legaspi City and the ever popular and grand Peñaferancia festival in Naga City including the Kaogma festival of Camarines Sur. Naga City for its part has its Mt. Isarog with the verdant meadows of its upper barangays Pacol, Carolina and Panicuason awaiting tourists who could experience God-given natural wonders and attractions they have never seen before. In these tourist sites and destinations the greenery is beyond compare. Mountain climbers, trekkers, and backpackers will find out to their hearts delight the place cool spring waters, waterfalls and hot spring. Mt. Isarog is as interesting as Mt. Mayon where nature lovers and enthusiasts will savor its splendid settings.

All these and more can make Bicol a tourist haven. It feels good to see that sooner than we expected the national government under the inspired leadership of his Excellency President Benigno Simeon, C. Aquino III is leaving no stones unturned in making this happen with the construction and opening of the Southern Luzon International Airport in Daraga, Albay. In effect the benefits of tourism with the accessibility of Bicol’s tourist sites and attractions will now be realized.

Daily lesson log: an answerto teachers Prayer

Recently, the Department of Education (DepEd) issued an unnumbered Memorandum series 2012, Re: Guidelines on the Writing of Lesson Plans , which was addressed to Bureau Directors, Regional Directors, School Division Superintendents and Heads of Public Schools, and I quote,

1. “Beginning SY 2012 – 2013, teachers of all public elementary and secondary schools will have more time for the preparation of necessary support instructional materials and student-centered activities as the Department of Education relaxes its requirements on lesson planning.” 3.2. “Teachers who have been in the service for more than two (2) years, private school experience included, may adopt the Daily Lesson Log (DLL) instead of daily lesson plans. The DLL will note down the Lesson as cited in the Teachers` Guide with page number, the Learners` Materials Used (e.g. Activity Sheets/Modules/Textbook with page no. or other materials) and Remarks: No. of pupils/students who mastered the lesson objectives and content, No. of pupils/students who need additional activities for remediation/reinforcement/enrichment.”

We wholeheartedly give our SALUTE to DepEd Secretary Bro. Armin A. Luistro, FSC for his impressive decision of relaxing the policy on lesson planning of public school teachers both in elementary and secondary level.

In 1992, I was assigned as a public school teacher at Payatan Elementary School, Goa, District, Division of Camarines Sur. Our station was located almost at the shoulder of Mount Isarog. The distance from poblacion is only thirteen kilometers, but it took one-and-a half hour travel with passenger jeepney because the road then was almost impassable with any kind of transportation. As a teacher, I experienced the hard times writing daily detailed lesson plans as well as preparing visual aids for all the subjects that I taught. I always had to beat the time just to prepare it so that the next day, lesson plans are ready for classroom instruction and for checking by our school head and supervisor.

These grueling experiences are true to all public school teachers. Teaching profession is dominated mostly by females whose precious time in school is consumed in preparing lengthy lesson plans inside the classroom to the extent of sacrificing classroom instruction. When they go home, lesson planning is set aside for family obligations or they are already exhausted with so much school concerns. Even my colleagues who are mothers usually complain that they sometimes neglect their duties to their children because so much time is spent on writing lesson plans. Instead of creating purposeful and enjoying classroom encounters, teachers find themselves spending more time on lesson planning. This practice has been prevailing in our schools for so long. Finally, the Central Office has realized the plea of the teachers and has resolved to let teachers prepare only the Daily Lesson Log instead of detailed lesson plans. Now, teachers will be able to do other meaningful tasks and learning interventions thereby improving the quality of instruction.

Sad to say that there still blocks in the implementation of the above -mentioned DepEd Order on the alleged that “most of the learning areas being taught have no Lesson Guide/Prototype lesson plans approved by the Division, and therefore teachers cannot adopt the DLL.” This allegation should not hinder teachers from using the DLL. Assuming that the Division Office has no approved prototype lesson plans for all subject areas, the power is within the Division Personnel’s hands to call up for a write-shop to prepare, approve and distribute or sell prototype lesson guides to the teachers at a reasonable price. This will not only lessen the burden of the teachers’ workload but it will also enhance the delivery of instruction. Besides, the intention of the DepEd Secretary is unequivocal which does not require interpretation.

In other words, they were not accountable to the people. That was one reason why kings were blamed for the worst crimes against their own subjects.

In this country, the politicos believe that they alone have the right to occupy public office by reason of their education, their money and their connections. The poor and the unlettered are fit for the lowliest posts.

If some politicos do not have sufficient education, they have sufficient money and popularity. Examples are movie stars and athletes. Except for some who have finished college, the rest bank on their names as if their names are enough qualifications for public office.

Blame the l987 Philippine Constitution for this tragedy. A candidate for public office who can read and write only is qualified to run.

Fame and good looks particularly are appealing to the masses. Never mind the head.

The presence of old politicos does not bring much rejoicing, according to observers. In fact, they said, it is a cause for apprehension. I agree. They are the same old guys who have held the reins of government for so long.

What have they achieved?Former President Fidel V. Ramos said he is very much

uncomfortable with the presence of political dynasties. He believes they are up to no good.

Foresters convene for more stringent forestry law enforcementThe Department of En-

vironment and Natural Re-sources (DENR) Regional Office Bicol foresters par-ticipated at the National Forestry Conference on Forest Law enforcement, governance, and trade in its resolve to vigorously ef-fect forestry laws applied to its 7.168 M ha forest cover. Some 49 DENR licensed foresters joined their col-leagues in celebrating over six decades of forestry prac-tice in the country.

DENR Regional Execu-tive Director Gilbert Gon-zales acknowledged that the Aquino adminsitration’s two landmark measures- morato-rium in the cutting of trees in

natural forest and the Nation-al Greening Program (NGP) strongly pursued in the re-gion benefit from perspec-tives gained in this confer-ence. The NGP target covers 77,574 ha out of 525,160 ha of forestland in the region.

Forester Renato De Rue-da, national council presi-dent underscored the role of the Filipino foresters in their involvement to protect and manage both forest and forest land reosurces despite losing a total of 14 foresters while on duty since July 2010. “We need to understand the com-plexity of issues on forest law enforcement, governance and trade, and on how to effect a more holistic and appropriate

strategies (to implement the law)”, he stressed.

The Philippine Society of Filipino Foresters called for seven-point agenda in the light of calamities that hit the Visayas and Mindanao top three of which are: first, pur-sue reforestation especially areas considered as protec-tion forests and are identified as highly vulnerable areas to natural disasters; second, a strong forest protection mechanism with proper train-ing and are supported with logistics; third, immediately evaluate and cancel all ten-ure instruments which failed to pass the assessment or screening relevant to EO 23 series of 2011. It also called

for the setting up of programs for climate change mitigation and adaptation in highly vul-nerable areas considering riv-er basin, for LGUs to consider geohazard maps in relocating settlers. They also called for the implementation of the National Climate Change Ac-tion Plan and to vigorously pursue an information, edu-cation, and communications campaign increasing aware-ness on disaster risk manage-ment among all sectors. Most importantly, they called for the passage of a House Bill that will facilitate the delin-eation of specific forest limits of the public domain and the Sustainable Forest Manage-ment Bill.

PILI, CamSur – Cama-rines Sur chalked up anoth-er first when the province headed by Governor LRay Villafuerte successfully hosted Lakbay Buhay Ka-lusugan or LBK in partner-ship with the Department of Health Region 5 at the sprawling Capitol Conven-tion Center last Tuesday, October 2.

CamSur will be the first province in the country to implement the LBK.

Lakbay Buhay Kalusugan, or LBK, is a health promo-tion caravan which aims to enhance public awareness of maternal and child health, proper nutrition, family plan-ning and diseases such as tu-berculosis and HIV.

LBK utilizes a customized bus fitted with a mini-clinic and medical equipment to travel to target areas, manned by doctors who can readily provide medical, dental ser-vices and even perform minor surgery.

In his message during the launch, Dr. Virgilio S. Ludov-ice, health operations division chief of DOH Bicol empha-sized the importance of the partnership between the local government units and DOH in the success of LBK “most es-pecially the local government units and the rural health units because they are the direct implementers of the health programs.”

He also explained that the concept of the LBK caravan

is not only about instilling health awareness and provid-ing medical services among the rural folks but it could also include reaching out to the constituents to bring other much needed government ser-vices right at their doorsteps much like the Good Gover-nance Caravan launched by

Governor LRay Villafuerte. The LBK launch started

with a press conference at-tended by the members of the tri-media who posed ques-tions about dengue and HIV where several cases were re-ported in the Bicol region.

The Department of En-vironment and Natural Resources (DENR) turned over Tuesday (Sept. 25) some P13.7 million worth of lauan lumber to the Technical Education and Skills Development Au-thority (TESDA) for con-version into chairs for public schools under the PNoy Bayanihan Project (PBP).

DENR Secretary Ramon J. P. Paje and TESDA Direc-tor General Joel Villanueva signed the deed of transfer in simple rites held at TES-DA office in Taguig City, and witnessed by Bureau of Customs Commissioner Rozzano Rufino Biazon.

Paje underscored the “immense benefit” the proj-ect would have on the coun-try’s public education, which is perennially faced with shortage in desks, chairs and tables for students in the public elementary and sec-ondary schools.

Under the PNoy Bayanihan Project, the DENR commits to donate its confiscated logs and lumber to the Department of Education (DepEd) to be man-ufactured into school desks, chairs and tables for distribu-tion to public elementary and

secondary schools nationwide. TESDA, on the other hand,

has taken the responsibility of providing the manpower as well as their training, and the facility for the production of school essential furniture out of the confiscated logs and lumber from the DENR. PAG-COR, meanwhile, shall pro-vide the logistics not only in the establishment of TESDA’s

production facilities but also other expenses that come with production of said school fur-niture, including the technical training of workers.

According to Paje, some 11,477 armchairs can be pro-duced from this DENR do-nation consisting of 137,726 board feet, citing that this batch will comprise the maiden pro-duction of TESDA’s PBP pro-

duction facility for the Nation-al Capital Re-gion (NCR).

A lum-ber stock of 435,285 bd. ft. worth P43.5 million is still at Pier 16 . This will produce addi-tional 36,273 armchairs for children in NCR’s public schools.

For his part, TESDA D i r e c t o r -General Joel Vi l l a n u e v a

expressed gratitude for Paje’s initiatives to “return to the country’s younger generations who have been robbed of their patrimony” the benefits from the forests, noting that at least 117 public schools have been so far benefitted by the project in Mindanao.

Since last year, TESDA has been operating a PBP

production facility for the CARAGA region, located at the Agusan Del Sur School of Arts and Trade in Patin-ay, Prosperidad.

As of August this year, Villanueva said the CARA-GA production facility has already produced a total of 27,353 armchairs and desks. The facility targets to pro-duce 140,000 pieces of es-sential school furniture from lumber turned over by the DENR.

PAGCOR’s overall fund contribution to the undertak-ing has reportedly reached P29.4 million.

“This is the overall result of something that began in small steps, and is now mak-ing strides not only in curb-ing illegal logging and cor-ruption but also in providing the requirements of the country’s public schools,” Paje said.

PBP aims to reduce the backlog of an estimated 2.5 million chairs, as of 2011, in 45,000 public elementary and high schools nation-wide.

Before advancing as over-all winner of the premiere prize for Bikol writing, Breis was awarded the Premio Arejola medallion for his essay, Binareta kan Anghel: Minahubag an Ngabil. Two of his other

Bpi, uSAiD launch credit facility for Filipino SmesThe United States Agency

for International Develop-ment (USAID) has partnered with Bank of the Philippine Islands (BPI) for an eight-year credit facility agree-ment with the Bank acting as the channel and implemen-tor of the agency’s program. Through this partnership, BPI and USAID are reaching out to the Small and Medium Enterprises (SME) based in key provincial areas to make bank financing more acces-sible for more Filipino entre-preneurs.

US Ambassador Henry Thomas Jr. commends the banks for their leadership in reaching out the SME sector which has traditionally lacked access to capital. He states, “Working together on this fa-

cility, we are sure to lift the en-trepreneurial spirit of Filipinos. We look very much forward to working with BPI and BPI Family Savings Bank so that together we can assist the Phil-ippines to move to a higher, sustained and more inclusive growth trajectory in line with other high-performing econo-mies of Asia.”

Under this program, the USAID will issue a $35 million collective portfolio for both BPI and BPI Family Savings Bank for the use of countryside SMEs as permanent working capital and capital expenditure, covering short to medium term loans from Php 200, 000 up to Php 60 million.

Now on its 7th year, the Premio Tomas Arejola is widely regarded as Bicol’s premiere literary prize. LEGAZPI CITY - “My opponent is poverty”, was the evasive answer of Al-bay Gov. Joey S. Salceda, to the question if he was expecting an opponent for his second term until the final day of the filing of certificate of candidacy (COC) Friday and nobody with guts run against him.

Indirectly answering said question by newsmen following the filling of his COC, Salceda, instead men-tioned in litany his accom-plishments including the second award he received for Galing Pook Awards from the Department of the Interior and Local Govern-ment which, according to him, pushed the province as nominee to the Hall of Fame.

Assured that he will re-main to continue his next term, the governor, known as the “green economist”, is pursuing plans in priority order “education, health, in-frastructure and tourism” by saying that 34,000 students are enjoying the education program while more than 60,000 recipients of the Pan-tawid Pamilya Program.

For infrastructure, Salce-da enumerated the south rail inclusion of the Philippine National Railways to the “three-way system” from Naga City to Legazpi City connecting the “alternative highway” aimed for disaster risk reduction and mitigation program while “agro-ethnic village, Cabesa de Camalig” and improvements for Japa-nese tunnels and Skyline Hotel are included in tour-ism plan.

He also proudly men-tioned that Albay would be the center of the Philippine Rural Development by the Department of Agriculture “by merely sharing ten per cent equity” the province’s rural roads will be con-creted. “The geo-tagging, seminar and training for this program had been finished” he added.

For his re-election bid, Salceda is gunning under the administration’s Lib-eral Party (LP) with Harold O. Imperial, the incumbent vice-governor as his team mate facing two opponents namely: Brando Sael (Inde-pendent) and Jesus James Calisin (PDP), both wanted to come back as vice-gover-nors.
