Those planning to attend the National Association of Home Builders’ Spike Club Party during the 2014 NAHB International Builders Show Feb. 4-6 must achieve the required credits:1. Member must be a Spike in good

Minnesota builders must, by law, include a set of performance guidelines with their contract for customers. Guidelines are available to HBA of F-M members through the Builders Association of Minnesota. BAM’s Building Performance Guidelines were put together by a task force made up of its members. Countless hours were dedicated to creating and refining this document to provide the best possible product for builders.

HBA urges you to get out and vote!

November 5 is election day. Moorhead residents will elect council members and a new mayor. The HBA of F-M hosted Candidates Forums last month for its leaders and interested members to meet and ask questions of those running for office. If you are a Minnesota resident, regardless of which political views you support, please get out and vote for housing. Your vote matters! Watch for a flyer coming soon on who the HBA of F-M supports in local races. We have supported these candidates with funds you

helped us raise through the North Dakota Association of Builders’ NDAB-PAC.When you receive the flyer, please post it in your business to help us spread the word to your employees and customers. We believe these candidates have the building industry’s issues in mind and will bring a pragmatic voice to the table.

There are pressing issues for Moorhead to consider, not least of which includes permanent flood protection and the city’s stance on the ongoing F-M Diversion project. If you have questions about these candidates or the issues we face, don’t hesitate to contact the HBA at (701) 232-5846.

Back your PACYou have probably seen promotions for fundraising for the North Dakota

Association of Builders political action committee (NDAB-PAC). If you haven’t already sent in your contribution, I urge you to do so. It is our goal to get as many of our members engaged in supporting PAC as possible. No amount is too small. BUILD-PAC, which is NAHB’s PAC, could easily be one of the largest in the nation if all members participated by contributing just $20. Remember, your contribution is divided amongst NAHB’s BUILD-PAC, NDAB and your local HBA when you contribute to NDAB-PAC. Your dollars help us keep building industry issues on the forefront of the minds of lawmakers.

Nov. 7: HBA brings experts on building industry HR, understanding people

For its November membership meeting, the HBA welcomes David Mitchell, Leadership Difference, to deliver a keynote session to help attendees find the tools to understand individuals’ unique communication styles. This info-filled, energizing training provides an ideal combination of strong content, laugh-out-loud humor and audience interaction.

In addition, we’ll offer “Building Industry HR: Avoid Costly Legal Consequences of Employee Misclassification.” It covers knowing the difference between independent contractors and employees to determine your hiring moves and how to withhold a variety of taxes. It also addresses labor laws specific to the home building industry. Check out page 23 for more details.

Set yourself apart: Start work on earning CGB, CGR HBA offers NAHB testing Oct. 30 for half price

Two of the most popular National Association of Home Builders designations are the Certified Graduate Builder (CGB) and Certified Graduate Remodeler (CGR). Now you can test locally for just $95. These tests determine the required courses to earn the CGB or CGR, and which classes he or she may skip, or “test out of.”

After completing either or both tests, the BAR and PREP participants will receive a list of courses they need to complete to graduate. Once the specified courses are complete, he/she becomes qualified to graduate. NAHB offers qualifying courses at meetings such as the International Builders Show. Your HBA of F-M, NDAB and some associations in Minnesota and South Dakota also bring qualifying classes into the region.

National Housing Endowment offers scholarshipThe National Housing Endowment, philanthropic arm of

the National Association of Home Builders, is now offering the Lee S. Evans/National Housing Endowment scholarship to students. Lee S. Evans and his wife, Virginia, set up this scholarship program to benefit college students studying construction management.

Full-time college students with at least one year left of post-secondary course work are eligible to apply. Preference is given to NAHB Student Chapter members and those enrolled in construction management programs. Applicants must demonstrate an interest in becoming employed in the residential construction management field after graduation. Awards will be up to $5,000. The HBA of F-M and the Events Committee are excited to announce 2014 featured speaker, David Sheinkopf, who worked on over 100 episodes of HGTV’s show, Design on a Dime, over four years. He began as a pre-teen model before his career moved him into television where he starred on Falcon Crest and in the Disney movie, Newsies. Soon enough, he found that designing and building pieces filled a void in his life and he began constructing sets for commercials and music videos, which led to art direction and set design. He eventually started his own company building high-end custom pieces for celebrity clientele. He continued to pursue something that would combine acting and building passions, eventually landing the Design on a Dime role. Today he continues down the path of design and hosting, hunting for and finding new and different ways to bring his two loves together.

Tom Spaeth is living his dream job as owner and vice president of production at Accent Contracting. Accent has been a member of the HBA of F-M since 1994. Spaeth co-owns the company with Mike Arnold and has been a partner with the company since 2004. He is responsible for overseeing the remodeling, handyman and bathroom divisions.

Spaeth became active in the HBA about four years ago by joining the Remodelers Council. He was named to the board of directors in 2011 and currently serves as vice chair of the Remodelers Council. He is slated to join the board’s Executive Committee for 2014 as treasurer.

“I became active because I saw all of the benefits the HBA offers for you, personally, and for your business,” he says.

Accent Contracting has been a strong HBA of F-M supporter over the years, sponsoring the Red River Valley Home & Garden Show, Fall Home Show and Remodeled Home Tour.

Most recently, Spaeth and Accent stepped up to coordinate the renovation of a home for a Fargo man who suffered a diving accident this summer and is now in a wheelchair. In addition, Spaeth recently attended the National Association of Home Builders’ Association Leadership Institute in Portland, Ore., with HBA staff

members. He is an accessible media resource for staff on housing-related issues and for public events that Accent sponsors.

“Tom is awesome to work with and takes his job as an Association leader seriously,” says Bryce Johnson, HBA executive vice president. “His enthusiastic attitude makes projects fun and gets other members excited about volunteering for projects and involved in supporting the HBA’s purpose.”

HBA plays key role in maintaining current energy codeby Mike Obach, Public Affairs Coordinator

Building code updates play an important role in maintaining the latest in safety building standards. They set the standards for safety and quality in a family’s home. They are also important in assuring that builders are using the proper means of energy efficiency, and not methods that require so much cost up front that the home owner cannot recuperate what he or she initially invested through savings generated.

According to a cost analysis done by the National Association of Home Builders, upgrading the energy chapter of the International Residential Code and IECC from the 2009 version to the 2012 version would cost an estimated $6,465. That is one of many reasons the HBA of F-M developed amendments at both the state and local level that would prevent the adoption of those chapters, and instead require maintaining the current 2009 energy codes.

These amendments passed at both levels, and will become part of the state code Jan. 1, 2014. In Fargo, the code was adopted last month.

Watch for more information on changes between the 2009 and 2012 codes in the Plains Builder this fall.

Some background:Every three years, the city of Fargo reviews the latest building codes from the

International Code Council. The hearing process lasts for roughly nine months in which the Inspections Department reviews the changes line-by-line and a series of amendments are proposed and considered.

The HBA of F-M is an active participant in the hearing process. Its Codes Subcommittee reviews the codes, potential amendments suggested from the National Association of Home Builders, meets with inspections officials, and attends hearings to comment on and propose amendments. Our members provide critical feedback to both the Inspections Department and the Fargo Board of Appeals, which makes recommendations on code adoption to the Fargo City Commission.

At the same time, the state of North Dakota conducts a similar process, with somewhat different means of recommendation and discussion.

The North Dakota Division of Community Services (DCS), a branch of the Department of Commerce, holds its own hearings for all statewide communities that utilize the state Building Code. These are conducted by a seven-person Building Code Advisory Committee, which is an advisory board made up of appointed officials from multiple elements of the building and development industry: one representative each from the plumbing, mechanical contracting, electrical, architectural, home building, and engineering fields, along with one building official and one fire official.

They collect and review amendment suggestions from their affiliate communities, and then conduct a public hearing wherein those amendment creators can speak on behalf of each proposed amendment. After the hearing has taken place and the Advisory Committee has made its recommendations, the voting assembly will have about three weeks to review all of the proposed amendments before gathering back in Bismarck to vote on all the amendments and ratify the final 2012 code. Only the assigned representative from each jurisdiction (usually a community or county’s senior building official) are authorized to vote on the final state Building Code. The code will be published this Fall, distributed to code-participating communities statewide, and take effect on Jan. 1, 2014.

HBA hosts Forums for November electionsby Mike Obach, Public Affairs Coordinator

Moorhead and Dilworth will elect a new mayor and council members Nov. 5. In preparation for the elections, the HBA of F-M held Candidate Forums for Moorhead to hear where the candidates stood on issues affecting the home building industry, along with the city’s development and overall future.

The Candidate Forums provide a venue for the attending members to help the Association determine which candidates to support.

In Moorhead, the mayoral seat is open, along with one council seat in each of the four wards. Due to the number of candidates running, the HBA hosted three Candidate Forums.

Thank you to those members who attended for the commitment of their time and their help. After hearing from each of the candidates, HBA leaders are in the process of determining support for the Moorhead council races.Watch for details coming soon.

In Dilworth, there are three open races: mayor and two city council positions. All three are running unopposed, so no Candidate Forums were conducted. HBA staff will coordinate an event in the near future to meet with the candidates and share our concerns regarding the home building industry in Dilworth.

N.D. leaders go to Colorado for NAHB Fall Board meeting

Several North Dakota Association of Builders members will travel to Colorado Springs, Colo., this month to participate in the National Association of Home Builders’ Fall Board of Directors meeting. Each NAHB board meeting includes caucus gatherings of the 15 “areas” within NAHB. These caucuses address issues of the included states and exchange information on trends and problems. North Dakota is part of Area 10 which also includes Minnesota,

Iowa, Wisconsin and South Dakota.NDAB’s very own Ralph Applegren, Applegren Construction, Grand Forks,

is running to become national Area 10 chairman at this caucus meeting. He began serving as an NAHB National Director in 1992, is now a Senior Life Director and previously served as NAHB’s state representative for North Dakota. Area 10 chairmen serve on NAHB’s executive committee. All of our local associations are supporting Ralph and we will host a reception for him in Colorado. Best of luck!

BAM reports on Fall board meetingThe Builders Association of Minnesota’s board of directors held its third

quarterly meeting Sept. 18 in Minneapolis. The meeting was well attended as the directors made a few important decisions.Fire Sprinkler Administrative Law Judge hearing

Joe Springer, Fredrikson & Byron and Karen Linner, Shenandoah Consulting, presented BAM’s case against mandatory fire sprinklers in the new Minnesota building code. Once the draft code and statement of need and reasonableness (SONAR) are published in the State Register, a broad-scale letter-writing campaign will be launched requesting removal of the mandate and an ALJ hearing to present our case. Watch for a call to action. Legal Action Fund

The board passed a five-year funding plan for the Legal Action Fund. Assessment amounts by year are: $35 per member in 2014, $30 in 2015, $25 in 2016, $20 in 2017, and $15 in 2018. After the five-year period, the LAC will be funded by the BAM operating budget only. BAM bylaws changes

New-home sales rise 7.9 percent in August

Sept. 25, 2013 - Sales of newly built, single-family homes rose 7.9 percent to a seasonally adjusted annual rate of 421,000 units in August, according to newly released figures from HUD and U.S. Census Bureau. The gain partly offsets a dip in sales activity that occurred in July as consumers reacted to higher interest rates.

“Consumers are adjusting to the reality of today’s higher rates following a period of record-setting lows, and today’s sales report provides evidence of that,” said Rick Judson, chairman of the National Association of Home Builders and a home builder from Charlotte, N.C. “We expect to see more buyers coming back to the market as the psychological effects of the rate gains continue to wear off, particularly since, even after the recent spike, mortgage rates remain exceptionally favorable on a historic basis.”

“Sales of new homes bounced partway back in August from an unusual low in July,” said NAHB Chief Economist David Crowe. “That said, we are only about halfway back to what would be considered a sustainable level of activity in a normal economy, and the ongoing housing recovery continues to be slowed by consumers’ concerns about interest rates, as well as weak job growth and uncertainty about what’s happening in Washington.”

Three out of four regions posted solid gains in new-home sales activity in August. Sales rose 8.8 percent in the

Northeast, 19.6 percent in the Midwest and 15.3 percent in the South for the month. The West was the exception to the rule, with a 14.6 percent decline.

While the months’ supply of new homes edged down to 5.0 due to the quicker sales pace in August, the total inventory rose for a seventh consecutive month, to 175,000 units.Statement from NAHB on Clean Water Act guidance withdrawal

Sept. 18, 2013 - The National Association of Home Builders Chairman Rick Judson issued the following statement today on the decision to withdraw the proposed Clean Water Act guidance in favor of a proposed rulemaking:

“The National Association of Home Builders applauds the U.S. Army Corps of Engineers’ and Environmental Protection Agency’s joint decision to withdraw their proposed Clean Water Act guidance and instead propose a rulemaking. We have tried for years to convince the agencies to bring clarity and consistency to questions of Clean Water Act jurisdiction and these efforts have finally borne fruit. We look forward to studying the proposed rule on its release and hope that the promised clarity will not come in the form of a “one size fits all” approach that assumes that a roadside ditch and riparian wetland have the same importance or nexus to navigable waters.”

Long-time HBA member Duane Rogne passes away

Duane John Rogne passed away this summer at the age of 74. Through Great North Construction, he was an HBA of F-M member 1984 - 2010.

A 1999 issue of the Plains Builder contained an article about the company. It said Great North was conceived in 1975 by Rogne as a general construction company. Its primary focus was building restaurants. That expanded to include all types of commercial construction including shopping malls, motels, multi-family apartments, restaurants and office buildings.

Along with his building background, Rogne also had experience in the restaurant, hotel/motel business and retail/office business. In the article, Rogne credited the company’s success with maintaining good relationships with their trade contractors, focusing on the client’s best interests, and being dependable.

“Fargo is a great place to be in construction. We enjoy what we are doing,” he said in 1999. “There’s a lot of pride that goes into each project.”

More about Rogne:Rogne was born Aug. 20, 1938, to John and Irene Rogne. After graduation

from Kindred High School, he attended Wahpeton Science College. Duane and Carol have two sons, Jay and Dustin, and a granddaughter, Nicolette.

Rogne liked to be active, and enjoyed traveling, hunting and fishing, and was a big Bison fan. He enjoyed local events and was always willing to work on projects that would help people in the community. He met with a group of friends for coffee in the mornings and his Christian fellowship at Hope Lutheran Church, South Campus, was important to him.

He is survived by his sons, Jay and Dustin; granddaughter, Nicolette; sister, Kay and her husband, Duane (Windy) Lindblad; brother, Robert, and his wife Carmen; brother, Eric, and his wife, Sara.

Mill Creek Custom Cabinetry was founded in 1999 in Moorhead by Jalon Martinson and his father and partner Myron Martinson. They share a passion for woodworking, dreamed of owning their own business and, in the late 90s, were ready to do something new.

For almost 20 years, Myron was director of buildings and grounds for Fargo Public Schools and was involved in countless building projects. Jalon went to Minnesota State Community and Technical College and received a degree in carpentry. He kept busy throughout college by working for a local custom cabinet shop.

The company started by focusing on small homes, twin homes and light commercial jobs and basically took any job they could to keep busy and pay the bills.

Mill Creek Custom Cabinetry now specializes in mid-to high-end residential homes. It still does some smaller commercial projects, such as dental firms and office buildings.

What do you think is the biggest challenge facing the industry today and how are you dealing with it?

“There is so much information about kitchen and bath design via TV, internet and social media that home owners can quickly become overwhelmed and confused.

“The certified kitchen designers at Wood Specialists Inc. are experienced at filtering all this information. We will determine the best solution for each individual situation and provide a design that will reflect and encompass the home owner’s personality and lifestyle.”

“We pay great attention to the details from the start of the design to the end of the final install. We are always on schedule, which contractors like. We give a great product for a fair price,” Jalon says. “Our employees all have the same passion for doing great work as Myron and I have. We offer a wide variety of cabinet styles and custom finishes that you just can’t find at other shops.”

The industry is not without its challenges. Mill Creek Custom Cabinetry has been facing the ups and downs of the market.

“We have dealt with it by aligning ourselves with some of the best contractors, architects and designers in the area - ones that have been around for a long time and will continue for many years. We don’t have to worry about them going out of business or running out of customers,” Jalon says.

Mill Creek Custom Cabinetry is currently building a new shop and showroom due to an April fire that destroyed everything. New equipment and automated machines are in the works that will eliminate some of the mundane jobs and streamline them, leaving the more technical woodworking to its craftsmen. They hope to be working out of the new facility by the end of the year.

Despite the challenges, Jalon still loves his job. “I enjoy the business side of it. I enjoy estimating and negotiating new contracts. Figuring out how to actually build something the designers design is another challenge, which keeps me interested,” says Jalon.

To anyone just starting out in the industry, Jalon advises to be careful of spending at the onset.

“Don’t go out and hire a bunch of employees, buy all the best equipment and have the best facility,” he says. “Work your way up, investing in all areas as you go. Always be honest with your customers on what you can and cannot do.”

In my work with company owners, I sometimes see recurring themes. One of them is the owner(s) of a younger company hiring an employee who seems too good to be true.

The owner does some things over the course of the working relationship that are detrimental to the success of the company:

• Knowledge: The company owner assumes that the employee knows more than the owner does about what the employee has been hired to do. After all, the employee has more experience, has been in the industry longer, and often projects a greater sense of confidence than the owner does.

• Responsibility: Because the employee knows so much, the owner abdicates responsibility. By this I mean that the owner does not carefully set up guidelines for success and check-in appointments with the employee to make sure the employee is accomplishing what he is being paid to do.

• Accountability: The owner does not establish a clear way of holding the employee accountable for doing the job correctly. “Command and control” — systematic micro-managing — is the classic way this was handled in the past. The owner thinks that that style of managing is inconsistent with working with such a good employee. However, “trust and verify” is not even considered.

So what’s the outcome? Eventually there is a watershed moment when things go from looking like they are going well to the owner being frustrated with the employee’s working style or the lack of positive results the employee has been achieving, or both. There is a crucial confrontation with the employee, whose future has now been freed up, and then the company works to recover from the damage created by that employee. Such damage might include dangerously incomplete estimates prepared by the star estimator being used to sell work, or behavior on the part of a star lead carpenter that is inconsistent with the promises the company makes to all its employees and clients.

How to avoid this• Interviewing: Before deciding to hire a star, interview the candidate

with rigor and focus. Ask open-ended questions based on your actual experiences with other employees. Test the candidate with some real-world examples of the work the employee would be doing if hired. Accept no errors.

• Screening: Check the employee’s references — again, with much rigor. Probe the references and listen closely for any hesitation. Go deeper when you sense there is something being unsaid.

• Training: Have a training program to integrate the employee (any employee, for that matter, not just a star) into his or her position at the company. It helps to have a manual — a collection of expectations, processes, systems, and forms that encompass all aspects of the position — to train to.

• Checking in: Have a minimum of one weekly check-in with the employee where what is going well is acknowledged and what is not going well is addressed. Before ending each of these meetings always agree on one thing that the employee will work on between this meeting and the next meeting. Star employee con’t on next page

Bill Blixt has been involved with the Remodelers Council for nearly ten years. He works at Western Products, Inc., a company that focuses on siding, windows and doors, roofing, gutters and cabinets.

With an extensive background, holding degrees in business, economics and financial management, all from the University of Minnesota, Blixt worked for 12 years at Structural Products before joining Western Products, Inc. He has been there for 28 years.

Blixt joined the Remodelers Council after being invited to a meeting by Rick Duval.

“I enjoyed the camaraderie and wanted to get involved in the projects that the Council was doing for the community,” says Blixt. He’s been a member ever since.

Blixt has gotten a lot out of his involvement with the Remodelers Council.

“I absolutely believe that a person should give back to their community and share whatever their talents may be,” says Blixt.

He has enjoyed observing the new Council members as they become involved and do just that. Of all the projects that Blixt has been a part of over the years, there is one that sticks out for him the most; it was a few years ago when the Council was building a wheelchair ramp for a man named Dan Amundson in Moorhead. It turned out that Amundson and Blixt had graduated from the same high school (Pelican Rapids, Minn.) and they hadn’t seen each other in about 40 years. Amundson and Blixt had a chance to visit, making this project very special for Blixt.

Blixt is a past president of the HBA of F-M and served on the board of directors for several years. He is also on the Events Committee, served on the Home Builders Health Plan & Trust Plan Management Committee and was active in the Past President’s Council. He is an avid HBA Lunch & Learn attendee and regularly comes to Association membership meetings.

Trade contractor versus employee

One construction company learned an expensive lesson in working with a trade contractor. The company employed a roofer who worked almost exclusively for it. The superintendent scheduled the roofer’s work. The roofer was not incorporated, had no business cards, and signed his checks with his personal signature.

The roofer hired a new employee and put him to work without safety training or any other training. While stocking shingles on an 8-12 pitch roof on his first day on the job, the worker slipped and fell 22 ft. onto a pile of old, dry concrete. Among his injuries were a fractured leg, several broken ribs, and a punctured lung. He was airlifted to a hospital and did not recover until more than a year later.

Because the trade contractor had no workers’ compensation insurance, the worker sued the builder. The roofer was deemed to be a direct employee of the builder, so the roofer’s employee had standing, in legal terms, to sue. The builder ended up paying hundreds of thousands

of dollars for allowing the trade contractor’s employee to work in unsafe conditions. Don’t make the same mistake: make sure your trade contractors conform with IRS regulations and have the necessary insurance.

Who is a trade contractor?The Internal Revenue Service (IRS) has gone to great

lengths and expense to tighten the regulations for and definition of contractor versus employee. The IRS wants to prevent employers, including general contractors or builders, from evading payroll, Social Security, and Unemployment Insurance taxes by categorizing workers who are really employees as trade contractors.

The agency rarely challenges the relationship if the trade contractor is incorporated. The IRS applies guidelines to determine whether a worker is an employee or an independent contractor.

According to the IRS, contractors:• work for more than one employer or builder• determine their daily work schedules• are not paid on an hourly basis• maintain their own liability insurance and workers’

compensation as required• have their own office, stationery and business cards• provide their own tools and equipment• endorse their checks with a rubber stamp versus their

own personal signature

Our annual fall scholarships for students interested in construction careers were due in early October. Eligible high school students must be planning on attending Minnesota State Community & Technical College (M State) or North Dakota State College of Science (NDSCS) and pursuing a degree in a construction field.

High school students from any area high school can apply. Scholarships are also available to members of the National Association of Home Builders student chapters at Minnesota State University Moorhead, M State, North Dakota State University or NDSCS.

Our scholarship committee will review the applications and make awards later this month. We will host a reception in November to make the awards and meet the recipients. Everyone will be invited so watch the weekly email for more information.

Fargo South student places 4th in national SkillsUSA contestby Jenny Erickson, Development & Project Coordinator

Trevor Raymond, a student from Fargo South High School, recently traveled to Kansas City to compete in the SkillsUSA Championships. Raymond competed in the carpentry contest where he placed fourth. The carpentry contestants have eight hours to frame walls with both wood and steel studs. They also have to build and install rafters, install fascia board and soffits, as well as sheathing and exterior siding and trim. Students must demonstrate knowledge of stair construction. Other categories students are judged on include reading blueprints, workmanship and safety.

To attend the national competitions, Raymond placed first in the state level competition. This year, he had six hours to build a 4’x4’x4’ dog house from the ground up. He was the only student at the state level to finish all aspects of the project.

Ron Streit, a construction technology teacher at Fargo South, said that Raymond is an excellent student. Streit is impressed with Raymond’s work ethic and ability to learn. Streit shared that Raymond is extremely honest and paid attention to the ethics portion of class. Raymond received prizes for taking first place on the state level. A letter accompanied the prizes and Streit glanced at it quickly and saw it included a $100 gift card. When Raymond read the letter, he realized the gift card was meant for the school and teacher and returned it to Streit, who was very impressed.

Streit shared that Raymond is currently attending Minnesota State Community & Technical College and studying carpentry and construction management. Raymond eventually would like to be a contractor. During Construction II class in high school all the students take turns acting as foreman. Raymond was very good at delegating and encouraging the other students to learn and participate.

Streit sends students every year to compete in carpentry and cabinet-making at the state SkillsUSA contest. In 2014, he plans on sending students to compete in plumbing and electrical as well.

SkillsUSA is a national nonprofit organization that works with students, teachers and industries to ensure America has skilled workers. Contests range from architecture and construction to baking and photography. Check them out at www.skillsusa.org.

This event is held for local ninth grade students and over 2,000 area students attend each year. It is important to be ahead of recruiting so skilled labor is always available when needed. By starting early, students can take classes on a high school level that build skills. We can also encourage students to attend the Herdina Academy and choose a path early so they are an available workforce as soon as possible.Herdina Academy for the Construction Trades

The third way we support skill training is through the Herdina Academy for the Construction Trades. This past year was successful with 18 students graduating. Students ages 15 and older can attend. Many students, if old enough, secure jobs with the contractors they worked with during the Academy. The Academy is a wonderful way for students to confirm their interest in construction. We are expecting enrollment to increase in 2014 and will need even more support for the coming Academy. Public IssuesThe Public Issues Committee is responsible for keeping

The Public Issues Committee has shifted its focus from the North Dakota and Minnesota legislatures and into regulatory issues, upcoming elections and the FM Diversion. Its members also continue to assist our federal delegation in advocating on behalf of reasonable flood insurance.

The Codes Subcommittee was successful in lobbying the Fargo City Commission to amend the city’s building code, specifically

Remodelers CouncilThis council represents the remodeling industry in

Higher wages, spending & GDP

Thanks to the rise of outsourcing and the Great Recession, labor costs have, for some time, barely risen. And while this has caused great pain to workers, it has been a boon to business. To give you an idea of how anemic wage growth has been recently, keep in mind that real compensation per hour rose at an average annual inflation-adjusted rate

of 1.6 percent since record keeping began in 1947. Since 2000, it has averaged slightly less than 1 percent per year (0.95 percent), and since the start of the great recession in January 2008, it has averaged a trivial 1/7 of 1 percent. I now think we are entering a period of more rapid wage growth. This will impact corporate spending on technology, corporate profits and GDP growth.

Due to small wage increases, firms have largely reduced their purchases of technology equipment and software. After all, a major reason firms buy computers and software is to reduce the amount spent on salaries. But with salaries largely stagnant, why buy labor-saving technology? As a result, business spending as a share of GDP has fallen by about 20 percent since the onset of the recession, and annual increases in corporate spending on technology equipment and software are now lower than they have been in 50 years. While you might think this is because computers continually get cheaper, they have been getting cheaper since they were first built. The key difference this time is that the combination of reduced spending on salaries and technology has boosted corporate profits, despite weak top line sales gains. This golden era of corporate profit is now nearing an end for several reasons.

First, because of limited investment in technology, productivity gains, or increases in output per worker per

hour, have steadily declined over the last several years to the point where they are now zero. Second, steady job gains have been slowly chipping away at the unemployment rate. And while much of the reduction has been due to declines in the labor force participation rate, some of that is due to baby-boomers retirements, something which will continue for another decade. Third, outsourcing work to, for example, China, no longer packs the profit punch it once did because wages there are rising rapidly, by 14 percent last year, and 12.3 percent in 2011.

As a result, U.S. firms will soon be forced to pay higher wages and thus will invest in technology to meet rising consumer demand for goods and services and lessen the impact of higher wages. While this will reduce corporate profits and act as a headwind for stock prices, it will also help the economy tremendously. Here’s why:

Consumer spending is the biggest driver of the U.S. economy, accounting for 69 percent of GDP. Since the year 2000, wages as a percent of GDP have fallen from 46 percent to 42.5 percent. A reversal of this trend, even if small, would boost spending on durable goods, restaurant meals, clothing and more. And we need additional spending, because even though house prices and the stock market are up, many workers own neither. The only way to increase their spending is for their paychecks to grow.

Finally, to get out of a recession it is necessary for all cyclical sectors including housing, automobiles, non-residential private construction, and corporate purchases of equipment and software to increase in unison. While all cyclicals aside from corporate purchases are now contributing to GDP growth, bringing corporate purchases in from the cold would significantly strengthen the recovery and boost GDP.

New Member Development & RetentionThis combined committee looks for new and

creative ways of recruiting and welcoming new members and develops programs to remind members of the value of their membership. Builder Assessment Review (BAR) & Professional Remodeler Experience Profile (PREP). These tests are the first step in completing the National Association of Home Builders’ Certified Graduate Builder and Certified Graduate Remodeler designation programs.

Find out where you stand for more than HALF OFF the usual price! Two of the most popular National Association of Home Builders designations are the Certified Graduate Builder (CGB) and Certified Graduate Remodeler (CGR). Now you can test locally for just $95. These tests determine the courses a member will be required to take to earn the CGB or CGR, and which classes he or she may skip, or “test out of.”

Time: 8:30 a.m. (allow 3½ hours) Date: Tuesday, Oct. 30 Place: HBA of F-M, 1802 32nd Ave. S., Fargo. After completing either or both tests, the BAR and PREP participants will receive a list of courses they need to complete to graduate. Once the specified courses are complete, he/she becomes qualified to graduate. NAHB offers qualifying courses at meetings such as the International Builders Show. Your HBA of F-M, NDAB and some associations in Minnesota and South Dakota also bring qualifying classes into the region.
