Despite the current government shutdown and overseas uncertainties, US homebuilding has turned the corner and projections are that by the fourth quarter 2015, national production will be back to 94% of the “normal” levels of 2001-2003. While for several years housing was behind the economic recovery curve, things have shifted and housing is once again leading the recovery as it has historically out of past recessions. “The cards are in play for a decent and fairly strong recovery in 2014 and particularly in 2015,” said NAHB Chief Economist David Crowe. “From the standpoint of GDP growth, housing has been a plus, growing at two, three and four times the rate of the rest of the economy in recent quarters.” Helping to spur the housing rebound was a double-digit increase in home prices over the past year, driven in part by tight inventories of new and existing homes for sale and gradual gains in employment. Another bright spot is rising household formations that were delayed during the downturn as college graduates and young professionals were forced to move back in with their parents or double up as roommates. At the height of the housing boom, the U.S. was producing 1.4 million additional households every year. That figure plunged to 500,000 during the depth of the recession and today is now back up to 700,000. Those intending to buy a home within the next six months has reached an all time high. However, Crowe cited several headwinds that are impeding the recovery. “Credit conditions are much tighter now, builders are increasingly facing labor shortages, lot supplies are growing tighter, building material prices are rising, and inaccurate appraisals are hurting home sales” he said. “You can’t charge more than you can get an appraisal for,” Crowe added. “Even though we are seeing price increases in labor, land and materials, 36 percent of builder recently said they had lost at least one sale over appraisals coming in below the cost of production.” A Solid Outlook NAHB is forecasting 924,000 total housing starts in 2013, up 18 percent from 783,000 units last year. The National Association of Home Builders broadcast its fall construction forecast on October 2, and the news

was good. Despite the current government shutdown and overseas uncertainties, US homebuilding has turned the corner and projections are that by the fourth quarter 2015, national production will be back to 94% of the “normal” levels of 2001-2003. As I head into the last quarter of my term as your President,

I would like to thank you for your help in making 2013 a great year for MBA of Pierce County. There have been many changes in the last twelve months,

including creating a new Builders Group; adopting a new association logo; achieving the construction of the House for Hope, a wonderful new way for MBA to reach out and help our community; revamping MBA’s Member Recognition Awards; and more. All of these things have been a group effort and the committees, Councils and members who have helped with all of what MBA Pierce accomplished this past year should be proud.

I have met the Presidents from all of the builder associations across Washington throughout the year, and learned from them about how their respective associations are recovering from the recession and figuring out how to adjust to housing’s “new normal.” MBA Pierce is well on its way.

When I took the oath to serve as your President, I stated that I wanted to guide this organization in a direction desired by you, the members, and continue our focus on membership growth and helping to guide legislative policy changes at the city, county and state levels which will help to increase efficiencies, reduce our cost of doing business, and ultimately increase profitability for all of your businesses. 2013 has seen that happen! Thank you for your input and contributions to making MBA Pierce grow.

I also believe we have more power in numbers on the legislative front by working with other local HBA’s more directly outside of quarterly BIAW meetings. Sharing successes and perceived failures with one another can only breed efficiencies into our daily efforts as we lobby bureaucrats and regulators to help the building industry recover. I have been a member of other associations for years and a participant in their government affairs efforts, and I am proud to say that MBA of Pierce County’s government affairs program is second to none. By combining efforts and resources with the HBA’s around us where we can on regional legislative issues, we can only grow stronger. The MBA of King & Snohomish Counties is welcoming a new Executive Officer in November and has reorganized its government affairs staff, and I look forward to strengthening regional efforts to promote housing with them while at the same time strengthening MBA Pierce’s membership and role in Pierce County specifically.

MBA’s Board of Directors will hold a Strategic Planning Session in October to identify and prioritize goals for MBA over the next three years. In addition, there is a Long Range Planning Committee developing recommendations regarding 5 and 10 year goals. I hope you responded to the NAHB survey sent to all of our members asking your opinion about how MBA ifs doing for you – if you did not, please feel free to contact me or the Executive Officer, Tiffany Speir, with any thoughts you have. The only way to make this the association you want is to let us know what that looks like.

Planning has begun for several exciting new MBA Pierce events in 2014 – a public auction and crab feed and, for the first time in ten years, a Street of Dreams! I invite you to jump in and help make these events the success I know they can be. The homebuilding industry is back on the way up, and MBA Pierce is ready to work with you to make your business succeed.

high with more chili’s and more participation than ever!

From The Executive Officer: MBA Pierce Milestones

On February 1, 2013 the MBA building was purchased by PPM Investments out of Seattle. This has resulted in a great financial

shot in the arm for the association, rebuilding its reserves, as well as freeing it up from potential significant costs for building maintenance and improvements. It also has given staff the ability to focus exclusively on serving you, the members.

As part of the sale, MBA Pierce signed a four year lease with the buyer to remain in its current space (1120 Pacific Ave., Suite 301.) There are many benefits to MBA Pierce being located in downtown Tacoma, and there are no plans to move at this time.

MBA Pierce launched a new logo and brand in April 2013. Members were given a CD with the new logo and instructions on how to use it, as well as bumper stickers and window clings for your company’s use. Special thank you to Colin Magnuson Creative for the newly designed logo and to our PR Committee for working on this project.

MBA Pierce President Kurt Wilson was recognized by the Business Examiner in August 2013 in their annual “40 under 40” event. Kurt was recognized for his leadership at MBA Pierce and Soundbuilt Northwest.

MBA Pierce remains one of the largest associations in NAHB federation, ranking 36th largest in the country (up from 46th largest in 2008!) as of July 31. MBA Pierce continues to provide a full range of member services even though it is staffed at roughly 50% compared to other associations with the same number of members. How is that possible? Because of you! Your dedication and involvement in MBA’s activities, Councils and committees has kept up energy and momentum and preserved the integrity of MBA’s programs. Thank you.

Government Affairs

2012 and 2013 brought many issues to MBA Pierce’s government affairs program. March’s Housing Forum saw over 100

attendees and featured NAHB Senior Economist Dr. David Crowe and Washington State Housing Expert Michael Luis discussing local, regional and national housing progress toward recovery. In

May, MBA Pierce hosted Todd Britsch (New Home Trends), Kelly Wharter and Pat Hillyer (Umpqua Bank) and Mark Furman (Heritage Bank) in a presentation that highlighted the pending lot shortage in our area that may result in an artificial housing price hike in the near future. Over 50

members and government representatives heard firsthand the facts about available raw land, building lots currently with preliminary plat approval, and recorded lots in our area and how quickly the inventory is being absorbed. Both presentations affirmed that while the numbers are not as dire as those in King County in the short term, there is a problem related to housing lot availability for MBA Pierce’s members since so much of the buildable lots are being held by national builders or banks and are thus not on the market for other builders to use. As a result, there will soon be a housing shortage in the Puget Sound region and prices will reflect that.

across Pierce County tracking issues affecting you and your industry peers. He joined a core group of dedicated MBA members and Executive Officer Tiffany Speir on the government affairs team that is widely recognized as one of the strongest in the state.

MBA Pierce staff and members met with city mayors and key land use and building staff throughout the year to keep open dialogue channels with every jurisdiction in Pierce County. In addition to its internal monthly Legislative Strategy Committee, MBA also hosted its long standing Forum Meeting, where members can meet face to face with building officials, department directors, and more to talk about issues making construction unnecessarily costly, time consuming, or difficult.

Key issues addressed in the past year included updates to local Shoreline Master Program; land use and binding site plan and associated development permit extensions; impact fees; educating governments on the positive economic impacts of housing, local transportation planning; on-line government permitting systems; getting a universal building permit form designed and accepted by many Pierce County jurisdictions; and working toward a system where once a stock plan has been approved it will be accepted by other cities or the County.

Builders Group

In 2013, after many discussions recognizing the need to launch

a member resource that would focus directly on builders’ and general contractors’ needs, members took the reins and

succeeded. MBA Pierce’s Builders Group is intended to allow for an opportunity for builders to network, share common business challenges, and expand their product and general business knowledge. The steering committee who helped this group get started includes Kent Arola, Lyle Fox, Bob McClellan, Gary Patterson and Mike Schwartz.

In March, the MBA Pierce Builders Group held their first meeting at Charlie’s Restaurant in Puyallup. Over 20 builder members were in attendance and speakers gave a presentation on the newest BIAW member benefit,

Building Industry Insurance Program (BiiP). During the year, the Group also held a networking event at the Tacoma Rainiers for perspective Builder Members and hosted a meeting with several local banks to answer over 25 Builder Members’ questions as to how to secure the financing they need. Banks in attendance discussed current rates, what they look for in an application, and more.

Current Builders Group plans include hosting annual “Builders Bid Breakfasts” at which suppliers and vendors can meet face to face with Builders’ purchasing agents to find out what the builders expect when seeking materials and services; holding meetings where builders can get into the nuts and bolts of how to manage money, write up realistic bids for homes, identify the key names at utilities and permitting agencies to streamline permit and inspection services, and more.

Design Professionals Council

The Design Professionals Council had a remarkable year, reaching their 50 member milestone in

June! This is partly as a result of the hard work the DPC’s Development Committee does securing interesting and educational speakers and locations for meetings. At their April meeting, at Earthwise Salvage they had more than 50 members attend.

In collaboration with Selden’s Home Furnishing, the Design Professionals Council (DPC) members worked together to stage the 2013 MBA Pierce House for Hope. In a very short time frame, the committee worked through the design process and had it completed by the May 10 VIP night .

The DPC continues to work with Clover Park Technical College to involve student memberships in the Council. The Council has three current student memberships and two members who recently transitioned from student status to full MBA Pierce memberships.

Remodelors™ Council

This year the Remodelors™ Council (RC) launched a new Steering Committee. The purpose of this committee is to help set procedures

and guide the Council forward and to take care of administrative issues for the Council so Council meeting can focus on topics of interest to RC members and meeting host’s presentations.

The RC continued its community outreach efforts by supplying the Mary Bridge Tree House with a

playtoy for children staying at the Tree House. RC members also participated in Walk a Mile in Her Shoes, Rebuilding Together’s 2013 Ramp-a-Thon, and performed hundreds of hours of community service on an individual basis.

The 2013 Remodeling Excellence Awards was one of the best ever. With 16 companies entering 48 projects in 22 categories, the judges had their work cut out for them. From beautiful top hat rose centerpieces to our MC in a full tuxedo, top hat and tails, our Committee and sponsors embodied this year’s theme – “Puttin’ on the Ritz. Some of the local REX winners moved onto win awards at the State level with the BIAW Remodeling Excellence Awards - MBA Pierce members won 14 of the 23 categories!

In late September, the Remodelors Council held their 16th Annual Tour of Remodeled Homes. This year, 300 guests visited eleven homes from seven different remodelers. Thank you to the Tour sponsors- Milgard Windows and Doors, Puget Sound Energy, the News Tribune, Team Me Up Scotty and Columbia Bank. With every year, a portion of the proceeds goes to the Mary Bridge Children’s Hospital.

The Council is still #5 in the nation and #1 in their size group with the National Association of Home Builders.

Membership

In late January, MBA Pierce was notified that because of

its members’ efforts to retain the current members and recruit new members, MBA Pierce ended 2012 with 683 members and 77.8% retention – an increase of 26 members and MBA’s best retention numbers since 2008! MBA also

qualified for membership incentive dollars from the National Association

Also in January, the MBA Pierce membership recruiters traveled to Las Vegas for the 2013 International Builders Show as part of the association’s recruiting incentive trip. Thirty three MBA Pierce members and their guests were a part of the trip this year! Plans are set for MBA Pierce to once again have a strong presence at the 2014 International Builders Show/Kitchen & Bath Industry Show as recruiters are working towards earning their 2013 incentive!

MBA Pierce and the Tacoma Rainiers partnered again for Member Appreciation & Retro Check Distribution in July. Along with event sponsors Associated Petroleum Products and Horiuchi Zimmerman Bartels, PS, more than 100 MBA Pierce members returned to Cheney Stadium for a great night of baseball and fun.

In addition to enjoying the game, MBA Pierce members got their first chance to pick up their Retro checks from MBAs’ GRIP (Group Retrospective Insurance Program) and BIAW’s ROII (Return on Industrial Insurance Program.) MBA Pierce members received 367 checks from the two Retro programs and returned more than three quarters of a million dollars to members through the GRIP and ROII programs ($757,472.09 to be exact.) House For Hope

At the beginning of the year, MBA Pierce partnered with Communities in Schools (CIS) Tacoma to bring financial support to the organization in 2013 from sale proceeds of MBA Pierce’s House for Hope.

Communities in Schools’ mission is to provide children with community-based resources in order to help them learn, stay in school, and prepare for life. Much of that assistance comes in the form of academic tutoring, but CIS Tacoma also offers various enrichment programs, such as basketball, cooking, and arts and crafts.

General contractor SoundBuilt NorthWest built the home and oversaw the coordination of collecting labor and materials donated by MBA Pierce members. The House for Hope’s groundbreaking was on January 7. On May 10, the 2013 House for Hope opened at VIP night. MBA Pierce’s leadership, Communities in Schools Tacoma leadership, House sponsors, and students from Mt. Tahoma High School who will benefit from the House all attended and enjoyed the evening, the House, and wonderful refreshments. The home was opened to the public and listed for sale beginning on May 11, 2013 as part of the MBA Pierce Parade of New Homes.

During construction, over seven subcontractors visited Mt. Tahoma’s shop class and taught the students about how they could pursue careers in the home building industry after graduation.

On June 5, Communities in Schools (CIS) Tacoma awarded the Master Builders Association of Pierce County (MBA Pierce)

the “Hands Up” award for their work with the 2013 House for Hope at CIS’ annual luncheon. The award recognizes businesses and organizations who have made a significant contribution to students’ success in learning, or who have influenced or advocated for community support by empowering their students to stay in school and achieve in their lives.

By June 14, there were two full price offers on the table. The ultimate buyer is a local active duty veteran and his family. They requested assistance for the closing cost, and $5000 of their $6,500 required closing cost were covered by the escrow company. In addition, the sales agent waived her sales commission to maximize what revenue would go to CIS Tacoma.

MBA Pierce has long been involved with the annual Festival of Trees, which benefits the

Mary Bridge Children’s Hospital through the sale of luxurious Christmas trees that are accompanied by all kinds of gifts, trips etc. In 2012, MBAPC was recognized as a platinum level sponsor ($10,000+) due to the amount of in-kind contributions made by members. This year, the MBA’s Remodelors™

Council volunteers helped tree designers erect their trees and 10 x 10 displays at the event site – this has become an essential contribution to the Festival’s success. Thank you to the 25 MBA RC volunteers who helped out on November 27. In addition to those who helped at the Festival of Trees’ Designer Day, a number of MBA members also sponsor trees themselves, making a difference to children at Mary Bridge every year.

In November 2012, MBA Pierce Members volunteered at Pierce County Career Day, an event that reaches more than 2,000 high school students interested in construction by providing interactive exhibits from more than 100 exhibitors. This event is hosted by the Pierce County Construction Partnership.

Members participated in handing out backpacks, judging a dog house competition and handing out scones and coffee to exhibitors. For more information on Career Day and the Pierce County Construction Partnership, log onto http://

MBA Pierce members participated in the Annual “Walk a Mile in HER Shoes” fund-raising event for the Pierce County Domestic Violence Prevention Center on May 3, 2013. The MBA Miracle Milers and the DPC Doo-Walkers raised almost $1,500 in donations and was one of the largest groups in attendance. Here’s a breakdown how your donations help support the agency:

• $25 donation is one shift for their on-call advocates• $50 donation covers two prevention and education trainings that are offered to local middle schools and high schools• $100 donation is a one-hour session with a master level therapist

MBA Pierce held a Fall ‘12 and a Spring ’13 Parade of New Homes. The first, held October 13-14 and 20-21, featured

21 builder homes at a wide range of price points. Highlights included Built Green® certified homes, outdoor living spaces, open master suites and more. Two homes sold during the parade. Attendees also got an opportunity at each home for up to the chance to win a get-away weekend at the Iron Springs Resort in Oregon. This event was sponsored by Tehaleh Communities, AAA KARTAK Glass and Closet, Tacoma-Pierce County Built Green® and MBA Pierce.

An additional eleven homes were showcased May 11-13 and May 18-19 in the Spring Parade of New Homes. This Parade featured the 2013 House for Hope, a project with 100 percent of labor and materials donated by MBA Pierce members and benefitting Communities in Schools Tacoma. Each visitor was given the opportunity to “Enter To Win” a getaway to Iron Springs Resort. Cupcakes and Almond Roca give-aways were available for mothers at each of the homes for Mother’s Day. The Spring Parade was sponsored by Puget Sound Energy, Tehaleh (Newland Communities,)Tacoma-Pierce County Built Green®, Sterling Bank, Team Me Up Scotty, Veterans United and MBA Pierce.

Popularity of MBA Pierce member events were also back on the rise. After several years of “Black Tie Blue Jeans” events in recognition of the rough housing market specifically and slow economy overall, in 2012 the holiday dinner was ramped up once more into the semi-formal awards banquet for our Annual Presidents Ball and Installation of Officers. MBA Pierce members also revamped and improved the a member recognition awards program, featuring seventeen awards categories (many new) to recognize members of the association for their dedication and service both to MBA and the community.

Once again, the MBA Pierce Golf Classic was a huge success. This year we returned to Lipoma Firs with more than 180 golfers who enjoyed samples of beverages, snacks and prizes from our sponsors. The event sold out mere days before the big day which has not happened for two years. We hope to see you all next year!

As the evolution of health care reform continues throughout this year and in to next, no doubt there

are many uncertainties in the health insurance market and businesses are being tasked to understand the requirements being placed upon them.
