Control of construction has been divided completely and thoroughly .

A look at the records proves this point beyond argument.

Construction requirements are presently dispersed among 15 separate agencies: Department of Defense, Department of the Army, Atomic Energy Commission, Civil Defense Administration, Federal Security Agency, Gen­eral Services Administration, Veterans' Administration, Housing and Home Finance Agency, Department of Agriculture, Department of the Interior, Petroleum Administrator for Defense, Defense Transportation, Bureau of Public Roads, Civil Aeronautics Administration, Facilities and Construction Bureau of NPA.

Confusion? The duties of the Atomic Energy Commission entail industrial and other construction for atomic energy projects. The Department of De­fense watches over military construction and all housing on military bases plus stock piles of critical materials. The Civil Defense Administration has charge of emergency stock piles of building materials. Who has charge of military construction and housing on the site of an atomic energy project?

No one knows this confusion and overlapping of duties better than the architect. Under the completely drawn-and-quartered building regulations as set up by NPA, for example, hospital programs are divided among three agencies ( Defense, Veterans and FSA), industrial construction among three (Defense, Atomic Energy and the Facilities Bureau), housing among two

(Defense and HHFA).

Competition for favored treatment will develop. Each government branch must vie with every other branch. It appears that in the rough and tumble for prior ities, whatever is most plausibly stated and most vigorously upheld is likely to obtain the greatest advantage.

Many architects believed the lessons learned in World War II would re­lieve the complexity of government controls in future situations of similar nature. When NPA's Facilities and Construction Bureau came into being, architects hoped this was the answer to the need for centralized controls. Such is not the case. This bureau has now sunk to the bottom of the 15 agencies.

The biggest bite lies ahead as more and more of NPA's misjudgments come to light and defense production demands mount. Unless a strong agency is created to coordinate construction controls, no fair distribution of the materials supply is assured, no protection to civilian conservation will develop.

1951 TSA CONVENTION Oct. 25-26 in San Antonio

With a schedule packed full of in­formative and valuable material and top quality entertainment, the 1951 TSA convention October 24-26 in San An­tonio is expected to be best in the or­ganization's history.

Headquarters for the meeting will be in the newly remodeled Menger Hotel.

Convention Chairman Marvin E cken­roht of San Anton io said many of the 250 architects expected to attend are registering their wives also.

Besides the business sessions and sem­inar meetings, a complete program of entertainment has been planned for delegates and wives.

The ladies' programs include a pre­luncheon party given with compliments of Frost Brothers, a style show luncheon and other functions.

Registration begins October 24 at 4 p.m. in the Menger lobby. The West Texas chapter, host to the meeting, will hold a "get acquainted" cocktail party on the hotel patio that night from 7 to 10 o'clock.

The opening business session will be at l 0 a.m., October 25. At this time the new officers and directors will be nomi­nated.

President Raymond Phelps of San An­tonio will make his report to the mem­bership during this session.

This report will be followed by a brief talk on public relations and the architect by George Kirksey of George Kirksey & Associates, public relations counsels for the TSA.

The first seminar session will begin at l :30 the afternoon of October 25. This will be on the mechanical equip-

ment of buildings. The Thursday semi­nar will cover current mechan 'cal design problems.

The opening address will be by Alfred L. Jaros, Jr., of Jaros, Baum & Bolles New York City Grayson Gill of Fort Worth will be moderator of the panel dis­cussions.

Following the seminar session at 4 :30 a design crit:que will be held on the stu­dent competition sponsored this year by the TSA. It is a problem dealing with lightweight construction.

Prizes totaling $2,000 will be award­ed fifth-year students with winn,ng de­signs from the state's five architectural schools. The Featherl1te Corporation has provided this prize money.

Thursday night a "Home on the Range" p3rty will be given by the Uvalde Rock Asphalt Company 1n the Pearl Corral of San Antonio Brewing As­sociation. This function includes dinner and dancing with Western costumes the mode of dress.

Friday, October 26, will begin with the second session of the mechanical equip­ment of buildings with expected develop­ments.

Friday afternoon the delegates will hear Henry N. Heynann, division counsel for Construction Controls and Industrial Expansion d1v1s1on of the National Pro­duction Authority. David C Beer, TSA Public Relations committee chairman who secured the speaker, said Mr Hey­nann will talk on construction controls and the future. "He expects to have a complete program to present to arch ' ­tects and construction people of Texas by the time of his speech," Mr. Baer said.

The closing business session will fol­low with the election of 1952 officers and directors.

The Houston and Dallas chapters of Producers' Council will host a cocktail party Friday evening and the pres.dent's dinner and ball will follow at 9 p.m. Presentation of competition awards will be made at the dinner and the 1952 TSA officers inaugurated.

Organizational committees for the con­vention are as follows: Bartlett Cocke and Reginald Roberts, general co-chairmen, West Texas chapter; Grayson Gill and Albert Goleman, seminar; Don Nelson, O'Neil Ford, Karl Kamrath and Mr. Eick­enroht, student competition; E. I. Free­born, registration; Dahl Dewees and Rich­ard Vander Stratten, budget; DeHaven Pitts, reservations and arrangements; Charles Huie, sergeant-at-arms; Clarence Rinard, Robert Ayers and Allison Perry, publicity and program.

HERCULITE HAS NEW NAME

The Herculite Corporation, producer of lightweight Haydite aggregate at Stafford and Rosenberg, has become the Texas Lightweight Company of Houston.

The name change was announced by Texas Industries, Incorporated, which owns both the Houston company and a sister company 1n Dallas.

SEMINAR PANEL FEATURES AUTHORITIES A group of the nation's outstanding

construction men will form the seminar panel for the 195 I TSA convention Oc­tober 25-26 in San Antonio .

These men are Alfred L. Jaros, Jr., of Jaros, Baum and Bolles engineering firm, New York City; P. N. Vinther, Dallas construction engineer; Reg. F. Taylor, consulting engineer of Houston; F. E. G:esecke, architect and engineer of New Braunfels; Martin E. Staley, mechanical engineer of San Antonio; Charles G. Heyne, mechanical engineer of Houston, and Donald Barthelme, Houston architect and architectural professor.

Mr . Jaros, whose form specializes on a,r condition:ng, has worked on proiects such as two bomb-proof Diesel power plants in the Panama Canal Zone, Naval Aero­nautical Engine Laboratory, first all air conditioned office buildings in New York City, continuous supersonic wind tunnel and many more. He has contributed chapters on mechanical equipment to a four-volume book published recently by Columbia University School of Archi­tecture .

Mr . Taylor is second vice-president of the American Society of Heating and Ventilating Engineers and has done me­chanical design work on many of the larger buildings in the Southwest.

A practicing architect since 1933, Mr. Barthelme has won numerous awards for his work. He is now a professor of architecture at University of Houston.

Mr. Heyne has done mechanical in­stallation work on some of the larger gov­ernment and private buildings. He has sold mechanical equipment and owns his own company.

Mr. Staley was an officer and mechan­ical engineer on construction work in the U. S. and Philippine Islands during the war He opened his own office in San Antonio following the war.

As Grayson Gill, chairman of the com­mittee on the seminar panel, pointed out, "All these men are leaders on their field. What they will have to say during the important discussions will be of top in­terest to us all."

The panels will feature mechanical equ pment of buildings and will look into the future of this vital part of construc­tion.

IN MEMORIAM Henarie Luckett Scott, 72, until

1934 one of San Antonio 's leading architects, died last month in Hous­ton. He designed many of San An­tonio 's more outstanding residences and was working on an invention for automa t ically parking cars in big ga­rages. Mr . Scott had lived in Houston two years, having moved there from Detroit, his home since 1934.

SEPTEMBER BOARD MEET The TSA Board of Directors held its

regular monthly meeting September 1 S in the Commodore Perry Hotel in Austin .

The secretary announced that more than 2000 copies of the fee schedules are available . After discussion it was voted to send one copy of the schedule to each member of the TSA .

Committee chairmen turned in their reports that will be consolidated into the president's general report to the con­vention .

President Phelps set the next board meeting October 24 in San Antonio.

DALLAS PRODUCERS I COUNCIL BEGINS NEW

FISCAL YEAR

The Dallas chapter of the Producers' Council met September IO at the Melrose Hotel to begin the new fiscal year.

Horace Butler, new chapter president, presided and activities for the year 1951 -52 were discussed.

Other new officers are M. B. Vifquain, vice-president; Harry H. Roberts, secre­tary, and Harold Swanson, treasurer.

HELPING IN CIVIL DEFENSE

The Houston Chapter, AIA-TSA, is co­operating with the Houston civil defense director by inspecting the city's schools to find the locations safest for students in time of atomic attack.

Talbot Wilson is chairman of the chap­ter's Civil Defense committee which is coordinating the work.
