    Recent communal overtones

    emanating from the sensitive

region of Rajouri point to a new

    development in Jammu

    province. Previously, known to

be a place of peace and amity,

Rajouri is critically sitting on a

    communal time bomb which

    may burst any time. Another

    Kishtwar like situation is being

    created by the anti- national

    and anti-social elements.

    Intolerance of rouge elements

    towards the observance of tra-

    ditional festivals of minority

community is pointer to a sinis-

    ter plan getting slowly unfold-

ed, to the peril of the peace and

    amity in Rajouri. Reports of

    lax attitude of the district

    administration in not arresting

    these anti- social and commu-

    nal elements, has caused

    resentment among the minority

    community. This antipathy may

eventually, in absence of credi-ble government interventi on

    result into insecurity, which

    ultimately will impinge upon

the peace of the entire area. A

tailor made script is being writ-

ten for Rajouri and the admin-

    istration has to show exemplary

    acumen in sensing the danger-

ous contours of a wave of intol-

    erance in the entire region

    which borders Pakistan on one

end and Kashmir on the other .

    Soon Mughal Road will get

ready and the movement of ter-

    rorists, hate preachers and

    Jihadi groups will have another

way to move from Kashmir to

the region. If minorities are not

    allowed to observe their reli-

gious functions then it is a

    grave situation something

    which is seen Pakistan. Will

    government act and address the

    fears of minorities, remains to

    be seen; otherwise preaching

    secularism in theory will not

    impress anybody.RANASAHIB

    ROHIT SINGH RANA

It is an uneven battle .Thousands of ter-rorists and Jihadis against one little girl.At sixteen years, Malala Yusufzai hasshown the world a way to fight heavilyarmed Talibans with pluck and convic-tion reminding us of Gandhi. In a war ofmoral conviction and humanism, historyhas oftentimes given us heroes whoought single handedly without arms theenemies of peace. They have lit hopes inothers too. Tehrik-e -Taliban of Pakistanrepresents a brood of ill minded men withan evil ideology to preach hate andenforce their brand of Islam. Treatingwoman as second class citizens, burntheir schools and shut them up in homesis the brand of Islam, Taliban preaches. Intheir scheme, the fate of non Muslims isalready sealed. They have no right to livewith only one redeeming condition. Turnto their brand of Islam, nothing less willever satisfy them. It pinches hard to see alittle girl of sixteen years age fromMingora in Swat, born in 1997 shootingto fame internationally by openly defyingthe downgrade and repressive dictates ofTaliban. The story of Malala is incredible

in the extreme. In a land, where every-body dreads Taliban she took upon her-self to tell to the world about her life

under their stinking ideology. It is onething to fight on principles and other to

fight on crazy ideology which preacheshate and perpetual war. Shot point blankin a school bus in the head, Malala exhib-ited immense qualities of survivalinstinct. At last the critical care ofWestern medical science finally gave hernew life in England where she has beenliving in exile in Birmingham. The assas-sination attempt sparked a national andinternational outpouring of support forYousafzai. Deutsche Welle wrote inJanuary 2013 that Malala may havebecome "the most famous teenager in theworld." United Nations Special Envoyfor Global Education Gordon Brownlaunched a UN petition in Yousafzai'sname, using the slogan "I am Malala" anddemanding that all children worldwide bein school by the end of 2015 - a petitionwhich helped lead to the ratification ofPakistan's first Right to Education Bill. In29 April 2013 issue of Time magazine, featured her on the magazine's frontcover and as one of "The 100 MostInfluential People in the World". She wasthe winner of Pakistan's first NationalYouth Peace Prize and was nominated forthe 2013 Nobel Peace Prize. On 12 July2013, she spoke at the UN to call forworldwide access to education, and in

September 2013 she officially opened theLibrary of Birmingham. She is the recip-ient of the prestigious Sakharov Prize for

2013. Till yesterday, she was a frontranking contender for Nobel Peace Prize.

Continuously haunted by the Taliban, thelittle girl has expressed a wish that someday she would like to become PrimeMinister of Pakistan. While Malala isbusy with her universally appealingagenda of education for girls in Pakistanand similarly situated countries, theTekreek-e Taliban under its new com-mander Hakimullah Mehshud hasdenounced her for preaching againstIslam. Threateningly they have given yetanother call to kill her. Now on, thou-sands of battle hardened shabbily dressedmotley groups of 'Islamic warriors' are ona hunting mission for a sixteen year oldgirl. Battle of such type has never beenseen or heard in history, where a horde ofreligious fanatics are out to hunt down agirl because she challenged their ideolo-gy and way of life. Undeterred she hastaken the fight to their camps, with wholeworld lending support to her ideas. Shehas said in the light of Talibani threatsthat, "I think of it often and imagine thescene clearly. Even if they come to killme, I will tell them what they are tryingto do is wrong, that education is our basicright." Unfortunately not alone in theirwar with Malala, the Taliban are derivingsupport from other hate factories of Al-

    Qaeda, Sipah-e-Sahaba Pakistan,Lashkar-e Jhangvi, Harkat-ul-Jihad al-Islami, Tehreek-e-Nafaz-e-Shariat-e-

Mohammadi etc. What a tragic denoue-ment that these battle hardened criminals

are running their terror cafes without anyopposition from the Pakistani State. Theyare being propped up as its strategicassets in its sinister campaign againstAfghanistan and even India. As todayPakistan is standing on a powder keg ofhate, Jihad and export of terror, it is aquestion for all people across the worldto ponder why a particular religion issought to be protected by gun wieldingJihadis who have lost sense of history, change and humanity. In this squalid sit-uation, the words of brave girl are like awisp of fresh air. ---"The Taliban canshoot my body, but they cannot shoot mydreams," she said, adding that the Talibanmade their "biggest mistake" by trying tokill and silence her."This cause is nevergoing to die. A day will come when everychild, girl or boy, black or white,Christian and Muslim, he or she will begoing to school." "They shot me, theymade the biggest mistake, and theyensured that even death is supporting me.Even death does not want to kill me andnow I am not afraid of death. First Imight have been (afraid of death) butnow I am totally not afraid of death."Malala spells the will of whole humanityto take on the terror merchants with forti-

tude and spirit. Cowards have joined inthousands with arms to take on a girl sig-nals already defeat of their ideology.

Giant Cyclone...is 2%, PHQ 0%, Jammu Zone(police) 2.86% and Kmr Zone(Police) 1.91%. To empower thefemales, the need of the hour that wetake some bold steps firstly to providethem the opportunity for reservationin professional/ technical courses andsecondly we have to provide reserva-tion in Govt Jobs. The females have high hopes on us,

and she appealed all the legislatorscutting across the party lines to joinand support the issue. Today thefemales will ask you when you reach

back home, as to what you have donefrom them. It is the issue of everyhouse hold, all the parents of the girlshave hope on us.The females are the worst sufferers,

be it education or employment, inboth the c ases the figures are alarm-ing. We have to take a holistic viewon the step and mentioned that thehistoric step taken by Dr FarooqAbdullah, as Chief Minister byreserving 50% seats for the females inMBBS and dental courses is a historicone, and today we see that there are69% females in Health Department(Div Cadre). She mentioned that some 70 years

back late Sher-I- Kashmir SheikhAbdullah had in Naya Kashmir, kepton chapter for the empowerment ofwomen and reserved two seats forfemales in Legislative Assembly. Shementioned that right fromIndependence of India there have

been on ly 12 Females elected MLAout of 800, and only 8 out of 228MLC and 6 out of 300 ministers in

the state. No female has ever beennominated as judge in the HighCourt, Speaker or Dy Speaker,Advocate General etc. On the otherhand the crime against women is onrise. There are 2281 reported crimesagainst women in the state, whichinclude eight cases of Dowry, where-as there were only 95 militancy relat-ed cases in the state during 2012.When we talk tough against militancyrelated issues, we need to simultane-ously and univocally raise the to thisoccasion and press for reservation offemales in professional/technicalcourses. The Minister for Planning,Mr Ajay Sadhotra, however opposedthe resolution, and asked Dr Ganai, towithdraw the resolution. Dr Ganaihowever pressed for the resolution, which was put to vote. Amid highdra-ma, the voice infavour of the resolu-tion was heard loudly, but the DyChairman who was conducting the

proceedings however conveyed thatthe motion is rejected.

BJP holds...are falling in coming days.

Ashok Khajuria, Leader of BJP StateLegislature Party, on the occasion,

said that it seems that administrationwants to give an unambiguous mes-sage to the minority community thatin a Muslim majority state they have

to conduct themselves as per thewhims of misguided and obscura-tionists from the majority community. It is clear that the state administrationis bent upon to spread animosity

between people of various faiths andthereafter reap the benefits throughvote politics.Earlier, the police blocked the mainexit of party headquarters at KachiChawni when Jugal Kishore Sharmaand Ashok Khajuria, along withMLAs Sukhnandan Kumar and ShamChoudhary, National ExecutiveMember & State Chief SpokespersonDr Jitendra Singh, State Vice

President Chandra Prakash Ganga,State Gen Secretaries Kavinder Guptaand Bali Bhagat, Munish Sharma, SatSharma (CA), Yudhvir Sethi, SanjivSharma, and several other state anddistrict functionaries, started movingfrom BJP hqrs. towards Rajouri ataround 10'O clock in the morning.Following this,a large scale scuffletook place with the police but theworkers managed to proceed andensured the onward march of most ofthe state leadership. The party motorcavalcade was again stopped at Muthi

by the police and arrested manyworkers of the BJP including OmiKhajuria, Narinder Singh, JoginderSingh, Pawan Slathia, MukeshSharma, Satish Kumar, VijayChoudhary. However, police failed inits devious plan of preventing theonward march of the BJP leadershipup to Sunderbani having put up barri-ers at Domana, Akhnoor and else-where enroute. At Domana the police, in the mosthighhanded manner, violentlystopped the BJP activists and tookinto custody, Ashok Khajuria,Chander Prakash Ganga, MLASukhnandan Kumar, Karan Singh

alongwith others. Because of theextreme violence indulged in by thepolice Ashok Khajuria's vehicle go tseverely damaged. The marching BJP workers were thensubjected to obstruction by the policeat Akhnoor where they arrested SatSharma (C.A), Sanjiv Sharma, SurajSingh, Manmohan, Chaman LalKanathia, Daljeet Singh, SurjeetSingh, Kuldeep Sharma, PuranSharma, Baba Purshotam and others. At Sunderbani the J&K Police had

put up a massive barrier with hugenumber of police personnel manningthe same and the march was stopped. However, they could succeed onlyafter having arrested Jugal KishoreSharma, Gulam Ali Khatana, ShamChoudhary, Sushil Sudan, JarnailSingh, Suram Singh, Bashir AhmedKhatana and others.

Steps being...said his Ministry has sought a report

from the Jammu and Kashmir gov-ernment on the possible lapses withregard to the incident. He also saidBorder Security Force (BSF) and theArmy are also inquiring into the inci-dent in which three terrorists carriedout the audacious attack in Jammuregion, killing ten people, includingan Army officer on September 26.Dressed in Army fatigues, the terror-ists stormed a police station and then

an Army camp in the area.Meanwhile, the Home Ministry alsorejected suggestions that its ambi-tious project 'Udaan'-- a unique jointinitiative between the governmentand corporates aiming at providingskills and enhancing job opportuni-ties for youth of Jammu and Kashmirwas a "non-starter".Home Secretary Anil Goswami saidthere have been some concerns of thecorporates who are involved in thisscheme and those issues are beingaddressed."We have told the recruiters that ifyou inform us about your recruitment

dates in 30-35 days in advance wecan help you by arranging the logis-tics.... We will do things in advance,"he said.57,000 students from the state are

being targeted for employment-ori-ented training through the scheme runin collaboration with the NationalSkill Development Corporation(NSDC).Goswami said background checksand verification of the selected candi-dates are being done "as expeditious-ly as possible".During the interaction, Shinde, whilereplying to a question about SGPChonouring the assassins of formerArmy chief A S Vaidya in Amritsar, said such things "should not beencouraged".On the issue of killing of Indian fish-ermen allegedly by Italian marines,Shinde said the NationalInvestigation Agency (NIA) is takinglegal opinion from the AttorneyGeneral. To a question on the probe

by NIA in the case of killing of topCongress leaders in Chhattisgarh, theHome Minister said rains in the statehad hampered the investigation forquite some time.

He said the probe report on the arrestcase of suspected militant LiyaqatShah is also awaited from NIA.On finding of CBI about the status ofIshrat Jehan, the Minister said shewas girl from Navi Mumbai and aninquiry is on in the encounter case.

Saroori lashed ...of which 1.5 crore is for restoration

of infrastructure and balance for pay-ment of ex-gratia relief to the affectedfamilies," Minister for Revenue andRehabilitation said in its reply."DC Kishtwar has been provided 5.69crore for meeting the expenses onaccount of payment of ex-gratia for

private property and so far no fundshave been demanded for restorationof infrastructure," it said.Government said that in Ramban dis-trict, the damages were negligible;however 25 lakh were released infavour of DC out of which the expen-diture is 5 lakh. The concernedMinister said that free ration has beensanctioned in favour of all the affect-ed families for three months. However, the government said noth-ing about the steps taken to ensure-transparency in the process asdemanded by the MLA Saroori. In view of the winter approaching, government said, "As per SDRFnorms Rs 70,000 is being paid to suchfamilies whose houses were fully

damaged. However for temporaryshelter 5579 tents were made avail-able in District Doda and Kishtwar."Meanwhile G M Saroori, an MLAfrom Inderwal, also lashed out atcoalition partner National Conferencefor its indifferent approach."If things remains the same then wehave to think in future whether to allywith you or not," Saroori said while

participating in a discussion in theLegislative Assembly on healthcareinfrastructure.Speaking on the issue during the dis-cussion, Congress MLA, GM Sarooriwarned that the coalition Government

is in danger if it doesn't sanction 20Primary Health Centres to districtDoda and Kishtwar..

Reserve seats...while moving the resolution said that

females constitute around 50% of thepopulation of the state, and if we seethe employment figures, the femalesconstitute only 18% in the stateemployment, which is a matter ofgrave concern. That the political class has failed in

Andhra Pradesh is seen by the presentpolitical crisis. Just for the sake of vote-banks, almost all the parties are playingpolitics and not caring about the lives ofinnocent people. The Centre as well asthe Congress cannot escape the blamethat it is their callous attitude which hascreated this mess. Did they not realisethat they were playing with fire whiledeciding on the separate Telanganaissue? Even the Srikrishna Commissionwas careful in giving six options. TheCentre as well as the Congress shouldhave anticipated the consequences.

Now, Seemandhra is burning and life hascome to a standstill, reminding us of oneof the earlier Telangana and Andhra agi-tations in the late 60s and the early 70s.The destruction to public property anddanger to the lives of the common manare immense. With a reluctant ChiefMinister who does not want a separateTelangana, law and order has become ahuge problem. Vested interests would

jump in to play havoc soon.Historically, Telangana was part of the

princely State of Nizam while the rest of

the Andhra Pradesh were part of theMadras presidency. The first StatesReorganisation Commission had left theissue open: That the Telangana region beconstituted as a separate State with a pro-vision for unification with Andhra Stateafter the 1961 election. But Jawaharlal

Nehru in his wisdom agreed to mergeTelangana with Andhra. Since then, ademand for separate Telangana had beencropping up now and then. TheTelangana Praja Samithi movement led

by M Chenna Reddy was one of thosemaking the demand, but Chenna Reddylater joined the Congress and merged his

party. Then Prime Minister Indira Gandhi han-dled the agitations with finesse and didnot agree to a separate Telangana orAndhra demand. Since then, there werethree Chief Ministers from Telanganaregion PV Narasimha Rao, VengalaRao and M Chenna Reddy but none ofthem encouraged the Telangana move-ment. The other Chief Ministers, includ-ing Telugu Desam Party supremo NTRama Rao or his successor NChandrababu Naidu and later Congressleader YSR Reddy too were not in favourof a separate State. The Telangana Rashtra Samithi was bornin 2001 when Mr Naidu sacked Mr K

Chandrasekhar Rao from his party. It wasthe Congress, which encouraged the TRSfor an alliance in 2004 poll and promiseda separate State in its manifesto. Butlater, YS Rajasekhara Reddy crushed theTRS in the 2009 election. He also weak-ened the Praja Rajyam Party, which latermerged with the Congress.

The dream for a separate State has beeneluding the people of the region. Had

Nehru agreed, the merger would not havetaken place at all. Had Indira Gandhiyielded to pressure, Telangana wouldhave born. Had M Chenna Reddy contin-ued the agitation, the State might have

been created. If Mr Naidu did not sackKCR, the TRS would not have born. HadYSR Reddy lived longer, the Centrewould not have announced a separateState on the midnight of December 9,2009. The core issue continues to beHyderabad, where rich industrialistsfrom Andhra have invested billions ofrupees. Had the Centre not have decidedto give Hyderabad to Telangana or madeit a joint capital for 10 years, the agita-tion would not have been so violent. So, why did the Congress-led UPAdecide on Telangana when there are atleast a dozen more pending demands forseparate States elsewhere? Almost all the

parties are playing for electoral gains.Andhra Pradesh had been a Congress

citadel for long and had contributed toUPA1 and UPA2 assuming power. Nowthe Congress fears it may be wiped out ifTelangana is not given. The region has 17Lok Sabha seats and 117 Assembly seats. After a secret pact with the TRS formerger, the Congress hopes to get at least15 of the 17 seats even if it gets no seats

in the rest of the State, where the rise ofYSRs son Jagan Mohan Reddy is posinga threat. In the bargain the TDP is left outof reckoning. Squeezed from all sidesand without an option, Mr Naidu is

knocking at the doors of the BJP. It wasMr Naidu who had stalled a separateTelangana during the NDA regime. The Congress is unable to deal with thespate of resignations from its Legislators,Ministers and MPs from theSeemaandhra region. Even ChiefMinister Kiran Kumar Reddy is on anopen revolt over the division of the State.Having created the mess, it is the respon-sibility of the Centre to deal with it.

Politicians of the vociferous secularclan learn their tricks as swiftly as theydump their voters and democratic valuesand principles. They do so unscrupulous-ly, without any hesitation. Together, theytry hard to feed the people on the dangersof communal forces'. The PrimeMinister has recently called upon all thesecular' forces to unite against commu-nal forces. Almost simultaneously, oneof his Ministers issued a circular to all theState Chief Ministers asking them toensure that no Muslim youth is wrongful-ly arrested or detained. One wonders whyhe is so selective on religious basis.Recall the gems of pronouncementsmade earlier by the Union Minister forMinority Affairs, who wanted separatetribunals for the Muslim youth. Thisluminary is unsure of the very existenceof Indian Mujahideen. Are the twoMinisters not indulging in brazen acts ofcommunalising the Indian polity? Whyare they creating social wedges andfuelling religious jealousies and distrust? When Rashtriya Janata Dal chief LaluPrasad gets sentenced after 17 years, andRasheed Masood after over 23 years, not

much ingenuity is needed to visualise thesordid and sad state of affairs of the judi-cial delivery system in India. People suf-fer; young persons suffer for decadestogether. In 2011 alone, 64.7 per cent ofthe jail inmates were under trials. Thosefrom economically weaker sections, arrested for minor crimes, are unable toarrange proper legal aid and suffer for nofault of theirs. A corruption-ridden sys-tem of policing has standardised' its

practices of harassing the weak, deficientand the deprived. It is the fear of harass-

ment of the police that prevents peopleeven from helping the victim of a roadaccident. The minimum that the Union Minister forHome Affairs could have done was toarrange intensive training and orientationof the police force on how to deal withthe suspected wrong-doers and profes-sionally handle terror cases. In fact, afterthe December 16 gang-rape incident, theinadequacy of the training system in

police came up for severe public scrutiny. The police continues to behave in thesame atrocious manner with rape victimsas earlier. Nothing substantial has beeninitiated to orient the police personnel onthe critical concern of gender sensitivityand provide a sense of security to womenand girls. People who know the system

point out how training is given dueweightage in the defence forces, and the

best of the officers prefer posting traininginstitutes. In the police force, no one optsto even head a police training institute
