1. COMPANY INFORMATION

1.1 COMPANY BACKGROUND

Optical Communication Engineering Sdn

Bhd (151535-H) was established by

Rimbunan Hijau Group in 1992. The

company has been manufacturing fiber

optic cables for 16 years in Petaling Jaya

factory. With the transfer of technology

from NTT, the Company has become the

leading optic fibre, cable and devices

manufacturer in the nation.

In August 2004, MCMC awarded OCESB with Network Facility Provider (NFP License),

Network Service Provider (NSP License) and Application Service Provider (ASP License).

Since then, OCESB has designed, manufactured, engineered and built a Metro-Ethernet

infrastructure with the overall national

objective in mind. OCESB is also

mandated by MCMC and the

Telecommunication Ministry (MYICMS

886 & National Broadband Plan) to

increase the national broadband

penetration in Malaysia. OCESB working

closely with a Singapore public listed

company with factory in Penang to manufacture network equipments including

switches, routers and road side furniture.

OCESB’s prime focus is to address industry specific issues and provide solutions to

congregate its business objectives. Amidst colossal of maneuvers for technological know-

how, it's definitely a noble task to endeavor significant amount of time in training the

professionals of much sought specialization. Visualizing the reality, OCESB has trained its

budding young engineers and managers to the professional extent, to meet the

technological challenges for the industry requirements. Hence, it has become the market

leader in the industry, keeping the pace towards its goal, with a well-rounded

professional team. OCESB’s proven track record shows that it has:

• 16 years of experience in manufacturing Single (ITU-T 652) and multi mode (ITU-T

655) optical fiber and IEC compliance cable.

• 8 years of experience in telecommunication integration and installation for circuit

switch PSTN and GSM technologies.

• 4 years of experience in installing optical communication infrastructure including

indoor cabling/termination and outdoor cable trenching, pulling/splicing.

• 4 years of experience in road side furniture and fixture design and installation.

• 4 years of experience in IP Core Network equipment designing, engineering,

installing and commissioning.

• 4 years of experience in Subscribers IP Access by IEEE ETTx and FTTx technologies.

• Currently integrating IP Core to 3GPP TDD-CDMA technologies with mobility.

Optical Communication Engineering is committed to quality control, Research and

Development. All manufacturing process is certified by ISO1900:2000.Optic fiber products are in compliance with ITU-T standard. Optic cable products are in

compliance with IEC standard. Fiber termination, connectorization and testing

methodologies are in compliance with EIA/TIA standards. All Ethernet devices and

equipment manufactured and used are in compliance with IEEE and IETC standard.

2. CURRENT PROJECTS AND DEPLOYMENTS

Apart from supplying optic fiber cable and devices to many international and domestic

telcos, OCESB is building and operating the

next generation of Internet connectivity

today in Malaysia which will become a

requirement of any new construction

development tomorrow. Indeed, the

increased demand of the user's bandwidth

is in strong demand for this new High-

Definition cable which provides the high-

speed broadband application and internet access.

In Malaysia, we have installed over 120,000fKm of Resilient Fiber Optic Mesh

Infrastructure in Penang and Klang Valley. The fiber reached:

• 250 condos and commercial buildings in Penang.

• 320 condo and commercial building in Klang Valley.

• More than 380,000 homes passed.

• Over 80 condos reached take up rate of more than 30%.

• With 10 condos in KL and Penang having take up rate as high as 50%.

In addition, OCESB Fiber reached many other licensed holders for peering arrangement.

OCESB Network has interconnected with content rich groups including Nanyang Group,

Sin Chew Group. Plans are in place for connection to NST, Prima Media, Star and RTM in

next 12 months to facilitate link between content suppliers and OCESB broadband

subscribers. OCESB is also part of MyIX member. OCESB has resilient MyIX connection at

TPM and AIMS.

3. PRODUCTS AND SERVICES

3.1 E/FTTx

OCESB provides Ethernet/Fiber-To-The-Home (E/FTTH) and

Ethernet/Fiber-To-The-Office (E/FTTO) Broadband services to

meet the demands of its customers. As the Fiber Optic cable is

manufactured in-house, OCESB found it feasible to use this state-

of-the-art technology to provide broadband services to

residential communities and commercial developments at an

affordable price while capacity can be expandable from 2Mbps to

1Gbps by software as application and content demanded for it.

OCESB has made an assumption that the replacement of current

substitute occurs at the same pace that Broadband (ADSL)

replaced dial-up (conventional connection), if not faster, full

replacement would be expected to be completed by 2013.

Benefits of OCESB’s E/FTTH and E/FTTO are:

• No more telephone, DSL modems.

3.3 POINT-TO-POINT LINK

Every day inside corporate LANs, there is a large mass of data requiring increasing
