T he Identity for the Oman Convention & Exhibition Centre

(OCEC) is based on the roof design of the main auditorium. This architectural design was an interpretation of the Sultan Qaboos Rose – a bespoke, genetically designed rose, named after His Majesty Sultan Qaboos Bin Said.

The symbol is a graphic interpretation of the roof structure creating a unique and intricate symbol, reminiscent of arabesque artwork which has a strong and obvious tie-in to the building itself.


Oman Convention & Exhibition Centre (OCEC) is undoubtedly one of the most important tourism investment projects in the country. But in addition to its importance as a strategic economic project, it also promises to engender pride in every Omani because of its truly iconic stature and its development into one of the great landmarks of modern Oman.

The OCEC project is a key element in the integrated tourism development strategy adopted by Oman. It will play a central role in positioning the Sultanate on the world map of destinations specializing in meetings, incentives, conferences and exhibition events (MICE).

It is our hope that this mega project will serve as a new and sustainable source of revenue for the national economy, thereby advancing our economic diversification objectives. The project will not only stimulate the growth of the tourism sector in general, but also unlock business and investment opportunities that will drive GDP growth.

We are heartened by the findings of experts who have determined that the OCEC project will make significant socioeconomic contributions. In particular, it has the potential to stimulate the growth of small and medium enterprises, as well as attract large investors to the opportunities that will inevitably flow from this exciting endeavour. Many business opportunities are expected to be generated in the field of services, retail, F&B and transportation.

There will be substantial social benefits too. The OCEC project will create thousands of jobs for Omani citizens. The project will also contribute to national capacity building, affording Omanis the opportunity to attend many specialized events and share knowledge and expertise with visitors.

Construction work on this prestigious development is well under way. When operational, it will provide strong new impetus to the growth of the tourism industry in Oman. We look forward to its smooth and successful completion as we herald a new chapter in the development of the sector and the national economy in general.

As a mega project of strategic national significance, the Oman Convention and Exhibition

Center (OCEC) promises to spawn a wealth of socioeconomic benefits with positive implications for the longer term development of the country. In addition to creating employment opportunities on an immense scale – both direct and indirect – the project promises to spur the development of large numbers of small and medium enterprises (SMEs). Further, with hundreds of thousands of international visitors expected to patronize the venue every year, the potential knock-on effects on the wider economy are huge.

A socio-economic impact assessment study conducted by Booz & Co identifies a range of spinoffs from the OCEC project. The venture will enable Oman to improve its brand, support promotion activities and promote tourism while providing various opportunities to SMEs in the areas of operations, services, retail, F&B and transport. On completion, the development is expected to attract 600,000 visitors per year, offer over 1,000 rooms, and provide 120,000 sq metres of retail space, according to the study.

4,000 to 6,000 direct jobs, in addition to 15,000 to 18,000 indirect jobs. An estimated 12,000 workers are expected to be employed during the construction phase, underscoring the massive employment generating potential of the undertaking.

Beneficial implications for local businesses and the economy are also substantial, the study says. Around RO 295 million in project-related expenditures will be absorbed by the Omani economy. This includes RO 130 – 150 million in revenues for companies dealing in Omani products. By 2030, the Oman Convention and Exhibition Center is expected to contribute nearly

a third of tourism-related revenues, an impressive percentage by any reckoning.

SME development is seen as a key spinoff. The project promises to unlock a wealth of opportunities for small and medium businesses across a wide spectrum of economic sectors, including services, retail, food, transportation, and so on. In this regard, Omran is also working closely with the Public Authority for SME Development (PASMED) in the formulation of a strategy to ensure that the project delivers robustly on the SME development front.

From the very outset, the OCEC project has been conceived and designed to ensure it meets the most stringent technical

and quality standards. Towards this end, Omran tapped some of the world’s best known consultants specializing in the master planning, architectural design and other elements of mega-scale convention centres. The selection of construction contractors was based on stringent, measured and technically and commercially comprehensive evaluation criteria in line with Omran’s mandate to develop projects that contribute to the national economy, local communities and the country’s burgeoning hospitality sector.

A feasibility study commissioned by Omran estimated the initial cost of the project at RO 612 million, excluding

the cost of the super-mall, which is proposed to be funded by a leading private developer. The Omani government, for its part, is pitching in with the land, as well as infrastructure costs.

A careful review by the project’s technical team helped reduce the total cost of the venture by a hefty 23 per cent. This exercise, combined with the use of innovative design and engineering solutions based on sustainability principles, helped enhance the overall viability of this landmark venture.

Work on the project continues apace, with Omran having awarded a number of key contracts totalling RO 82.2 million in value during the course of 2013. A further set of packages for design and construction services, and collectively worth around RO 66 million, are under tender.

The biggest of the contracts awarded thus far concerns Package 2 of the OCEC project. Well-known construction firm Carillion Alawi has been awarded the contract valued at RO 78 million. It includes a structured car park facility for 4,200 vehicles on three parking levels, Exhibition Halls of approximately

22,000 sqm of leasable space, a concourse with a glazed curtain wall system, fully equipped with main production kitchen and three cafes, hospitality suites, administration areas, a central landscaped courtyard and two circulation nodes connecting the concourse to the car park.

Furthermore, the package also covers the ancillary buildings, namely the Energy Center which serves as the District Cooling Plant for the entire precinct in addition to a security screening facility, taxi amenity building, waste management building, landscape maintenance building and electrical substation facility.

Last September, Omran and Oman National Investments Development Company SAOC signed a memorandum of understanding (MoU) with Dubai-headquartered Al-Futtaim for the development and management of a super-regional mall within the OCEC complex.

At the MoU signing, Omran Chairman His Excellency Nasser bin Khamis al Jashmi stressed the significance of the partnership for Oman’s socioeconomic development, particularly employment generation.

“During its development phases, the project will create many new employment opportunities for Omanis and upon completion it will have the potential of becoming a key long-term employer for the Sultanate’s career seekers across a variety of sectors, from retail, marketing, sales, to catering and entertainment,” said HE Al Jashmi.

Al-Futtaim’s Vice Chairman, Omar Al Futtaim, welcomed the opportunity to invest in the country’s retail sector, while underlining the importance of retail hubs of this nature for Oman’s tourism industry. “This is a significant milestone for Al-Futtaim’s operations in Oman, a country where we have enjoyed a long and prosperous presence for the last 40 years. The creation of major retail hubs is crucial towards the development of tourism as it helps destinations attract both regional and domestic traffic and this agreement today lays the foundations upon which Muscat can enhance its future tourism product and enrich the city’s retail landscape,” he said. More recently, the Sultanate’s leading telecom services provider, Omantel, signed an MoU with Omran for the construction of the telco’s new state-

of-the-art headquarters within the OCEC complex, with 40,000 square metres of built-up area and parking for more than 1,200 vehicles.

Playing a pivotal role in the future success of the OCEC project is AEG Ogden who, as Venue Manager, has responsibility for marketing, promoting and operating the complex. A joint venture between Australian venue management interests and AEG of the United States, AEG Ogden is the unrivalled leader in the global venue management industry.

Since the group’s appointment as Venue Manager for OCEC, AEG Ogden has been working in partnership with Omran, the Ministry of Tourism, and other key stakeholders in introducing the world to Oman and as the new hub for major international conventions, meetings and business events. A number of international and regional organisations have already expressed a strong desire to hold future events in Muscat.

Although still under construction, the OCEC project is targeting significant world standard congresses to host when it opens for business in late 2016. AEG Ogden and its partners have been proactive in

their efforts to attract major international events that in turn will deliver significant educational and economic benefits to the region. Several site visits have been conducted with leading medical, oil and gas and scientific-related specialists to showcase the benefits of staging their congresses in a spectacular and historic setting.

Among the recent visitors have been the heads of the Montreal-based International Society of Urology (SIU) and the Royal Australasian College of Surgeons. Commenting on the significance of these visits, Mr. Trevor McCartney, General Manager for the Oman Convention & Exhibition Centre, said: “Hosting these two congresses alone will attract more than 5,000 leading medical specialists which will deliver very significant social and economic benefits to the Sultanate. While Oman is now a serious player, these opportunities would not have been possible without the Government’s vision to develop the world-class Oman Convention & Exhibition Centre capable of hosting these types of numbers and providing the highly technical demands required for such events.”

The Oman Convention & Exhibition Centre (OCEC) will serve as a key pivot in developing a thriving meetings, incentives, conferences, and exhibitions (MICE) industry in the Sultanate, says Eng. Said Al Qasmi, Chief Project Officer, OCEC.

The landmark development will add a new dimension to the country’s vibrant tourism sector, thereby enhancing the industry’s contribution to economic growth and the GDP as well, he notes.

Commenting on the importance of the OCEC project to the local tourism economy, Al Qasmi explains: “One of the studies presented at the Gulf Incentive, Business Travel and Meetings Exhibition (GIBTM) held in Abu Dhabi last year affirmed Oman’s potential to emerge as a major destination for MICE tourism in the region. The OCEC project, which is scheduled to launch in the fourth quarter of 2016, will help crystallize that objective.”

Spearheading this endeavour is Omran, a company mandated by the Government of Oman to play a strategic role in the development of the tourism and hospitality sector, says the official. “Omran’s role is to achieve the government’s vision for elevating the tourism sector into an important engine for economic growth. We work with national and international partners to create successful‚ revenue - and job-generating projects. Our portfolio includes luxury hotels and resorts‚ an excellent sports venue‚ business destinations and several large-scale joint venture developments.”

Omran-led mega projects, many of which are in advanced stages of implementation, have the potential to transform the tourism industry, according to the project head. They will also contribute immensely to the socioeconomic development of the country, notably in the area of employment generation.

“Studies by international experts commissioned by Omran show that the OCEC in particular will make a robust contribution to the social and economic development of Omani society. This is evident from the huge volume of applications we have been received from local and international candidates for various positions that will be created within the project. During the period from 2013-end to date, we received more than 1600 applications from professionals eager to take up positions within OCEC. We are keen to attract the best local and international talent, keeping in view the importance of the project,” said Al Qasmi.

Partnering with Omran in the positioning and marketing of OCEC is AEG Ogden, one of the world’s largest venue management groups, said Al Qasmi. “AEG Ogden is actively promoting the Center through its participation in various international expos and fairs. As OCEC’s Venue Manager, AEG Ogden has also been encouraging leading international events management organizations to consider Muscat as a destination for their exhibition events starting from the third quarter of 2015, and for conventions starting from the second quarter of 2017. A number of international event managers have already expressed keen interest in staging their events in the Sultanate of Oman once the project is completed,”

he added. Considerable efforts are also being

made in attracting international events that will result in economic, cultural and educational benefits to Oman. In this regard, a number of organizers of prominent oil and gas, healthcare and scientific events have voiced their keenness to bring their forums to the OCEC.

In a sign of the Center’s early appeal, more than 1,000 of the world’s top food industry professionals will descend on Muscat to participate in the 27th Annual International Association of Operative Millers (IAOM) Mideast & Africa District Conference and Expo due to take place from 5-9 December 2016, said Al Qasmi.

“The IAOM MEA Congress at the Oman Convention & Exhibition Centre will attract decision makers from the multinational companies, along with a range of investors looking for new business opportunities,” he explained.

A landmark of truly stunning proportions, the Oman Convention & Exhibition Center (OCEC) is the Sultanate’s springboard into the mega-billion dollar global meetings, incentive holidays, conferences and exhibitions (MICE) industry. This world-class hub in the making, coupled with Oman’s well-established reputation as singularly spectacular tourist destination, promises to be the new game-changer for the country’s vibrant tourism and hospitality industry.

Strategically located a mere 4km from Muscat International Airport, OCEC is coming up in Hay Al Irfan, a largely green-field district that is also home to an array of upscale leisure, hospitality and entertainment landmarks, all under various stages of design and development. As the most prestigious of these developments, OCEC will be the pride of this emerging leisure hotspot of the capital city and, of course, an anchor for the country’s nascent conventions and exhibitions industry.

Overseeing the development of this iconic project is Omran, the Omani government’s master developer, investor and hospitality asset manager. With over $10 billion worth of hospitality and leisure projects under ownership, design or development – either independently or in partnership with prominent regional developers – Omran is a key driving force, alongside the Ministry of Tourism, in catalysing the growth of the Sultanate’s hugely promising tourism industry.

As the nation’s principal hub for international-class exhibitions and conferences, the OCEC project has been conceived and designed to host a wide range of events, ranging from conventions, expos and symposiums to concerts,

lighting and rigging requirements to act as a multi-purpose space for plenary sessions, concerts, performances, gala events on a larger scale of up to 10,000 seated theatre-style. The complex will also include an additional 14 meeting rooms for 70-360 delegates, two well-appointed ballrooms to seat up to 2,360, VIP Pavilion, a spacious food-court and a multi-storey car

banquets, entertainment shows and other special events. That flexibility, built into the design of the convention centre, will enable Omran and its venue manager, AEG Ogden, to position Oman as a one-stop destination for all kinds of events which in turn has the potential to attract hundreds of thousands of MICE visitors.

Accordingly, every aspect of the OCEC initiative has been carefully conceived and designed to ensure it fits into the ambitious vision set out by Omran for this strategically important national undertaking. For example, the layout of the centre and the surrounding precinct has been meticulously studied to ensure a flow of the meetings space to suit the most discerning conference and exhibition organisers. Expansive concourse areas will offer ease of access and convenience for large delegations, while floor to ceiling windows overlooking landscaped gardens and water features.

Covering an area of 1,690,000 sqm, the OCEC project is truly ambitious in scale. In addition to the centerpiece convention centre, which is a massive structure in itself, the complex will incorporate four hotels, residential apartment blocks, business centre, retail centre and Oman’s largest mall complex.

The project site is abuzz with activity with an army of workers, mobilized by their respective contractors, busy executing a host of contracts. While much of the landscaping work is substantially complex, the focus of their efforts is centred on the convention centre itself, and two hotel properties, among a host of other components.

At the heart of the project is an elaborate tiered auditorium to seat 3,200 while the exhibition halls

will feature 22,000 square metres of column-free exhibition space, which is twice the size of the current exhibition center at Seeb. This component of the OCEC project can be expanded in the future to offer 40,000 square metres of leasable exhibition area.

Halls 1 and 2 will have a superior fit out, specialised acoustic treatment, advanced

park with capacity for 4,200 vehicles.

The auditoriums, which together make up 6,000 sq metres of leasable space, are designed to host gala events and social gatherings of different sizes. Separate entrances and dedicated car parks allow for the convenient use of the auditoriums even if other areas of the sprawling convention centre are simultaneously busy.

Of the auditoriums, the biggest is on the upper level of the structure. Covering an area of 2,500 sq metres, it can seat up to 1,500 people, thus making it the largest covered auditorium to date in the Sultanate.

For conventions, there is another auditorium that can accommodate up to 800 persons. All around this facility are a total of 22 meeting rooms of areas ranging from 65 to

Up to 800 guests can dine in at any time in a delightful setting overlooking a breathing outdoor garden. For large groups, a central kitchen will be equipped to cook up 3,000 sumptuous meals per day.

Complementing the OCEC project is a precinct that will house a 300-key, five-star hotel built adjacent to the main convention centre. Other major components of the precinct area are two four-star hotels offering 400 rooms in all, and a three-star hotel with 300 rooms, plus a number of serviced apartments.

In another part of the OCEC complex is envisaged a full-fledged Business Center designed to attract corporate entities that specialize in providing services to visitors and guests. Set on an area of 40 hectares, the Business Center will offer around 100,000 sq metres of leasable office space, fitted out with all modern facilities and services.

Adding a strong retail, leisure and entertainment component to the OCEC project is a super-regional mall that will be developed and managed by the Dubai-headquartered Al Futtaim Group. Oman National Investments Development Co SAOC is also an investor in this retail hub.

The mall will be strategically located adjacent to the Convention and Exhibition Center and aspires to become a leading, mixed-use retail destination that will be home to the first IKEA store in Muscat and other renowned global brands such as Marks & Spencer and Toys R Us. It will also feature an entertainment and food court complex.

Other utilities and facilities that make up this expansive project site include prayer rooms for men and women, media centre, public transport parking areas, maintenance workshops, health centre, helicopter pad, and a multi-storey car park providing ample spaces for 4,200 cars.

OCEC offers 22,000 square metres of column free exhibition space which is twice the size of the current Exhibition Centre. Ample land has been reserved for future expansion to reach 40,000 square metres of leasable exhibition area.

Work on the Sultanate’s iconic Oman Convention and Exhibition Centre is progressing at a steady pace and within pre-set timelines and budgets. With the centre positioned to become a catalyst for Oman’s success in the global business of conventions and events, a substantial chunk of project’s development is well on its way to completion.

In April 2013, Omran - developers of the monumental project - awarded a spate of infrastructure works packages that centre chiefly on building public facilities and road networks at the site. Included in these is the construction of 4.4 km single carriageway roads, 1.3 km dual carriageway roads, six roundabouts, a 100-metre Wadi Bridge and utilities that include 3.7 km portable and 4.1 km waste-water networks, five-kilometer irrigation and electrical networks as well as telecommunication ducts.

In June the same year, a second

works package valued at RO78.4 million was awarded. This package includes the construction of a 4,200-capacity vehicle park over three parking levels, exhibition halls, plant rooms, four acoustically treated vertically movable partitions, a fully equipped central kitchen and three cafes, hospitality suites, administrative/office areas, a central landscaped courtyard and two circulation nodes connecting the concourse to the car park. The scope of Package II also extends to the construction of ancillary buildings such as the energy centre.A construction contract was awarded for the first of two 33kV/11kV primary substations to serve the development of Phase I. Later, a revised tender was issued for the center’s primary substation number 2, which will feed the mall and business park. Additionally, tenders were awarded for kitchen equipment packages to optimise

revenue opportunities arising from catering once the exhibition centre is completed.

This year, Omran shortlisted 13 large companies – a mix of local and international consortiums – for the tendering of Package III. An award for this package was announced in the first quarter of this year.

Since they were awarded, most of the construction and infrastructure packages have made remarkable progress. The capacity of the District Cooling Station (Energy Centre) has been expanded and incorporated with better efficiencies to provide chilled water to the entire development. Master planning of the Business Park has also been completed and the architectural design development stage for the Omran headquarters building is also complete.

Construction of site utilities and roads that feature in the package-V construction works have also made

significant headway since being awarded last year. Bridge piers and abutments have been completed; 20 km of utilities tunnels have been excavated to store chilled and potable water, installations have been made for irrigation and sewage pipes as well as electrical and telecommunication conduits. The concrete structure of the exhibition halls is now ready for the installation of 50-ton steel

trusses, which are being fabricated in Sohar. Energy Centre foundation works are progressing, as are the car-park support columns and walls.

In the coming stage of the project, the remainder components of the packages including works for the business park, the hotels, the residential units, the apartments and other components will be completed.

The design for the building draws on strong solar passive architecture and other efficiency initiatives to reduce

its carbon emissions by 18 per cent. The building was named as the Innovative Energy Project for the year 2012 by Construction Week Oman.

Multidisciplinary expertiseBut it’s Atkins role in the development

of an anchor hotel property within the iconic Oman Convention and Exhibition Centre (OCEC) that truly exemplifies the firm’s impressive expertise. The OCEC is the flagship project of Omran, the tourism investment and development arm of the Omani government, and a key pillar of the country’s strategy to position the Sultanate as a hub for MICE holidays. Given its pivotal role in tapping into the multibillion dollar global MICE industry, the OCEC and its individual components are being developed to world-class standards.

Atkins has been awarded a contract to develop a 300-key, five-star Convention Hotel, which will be operated by JW Marriott to form part of the prestigious mixed-use commercial development within the OCEC complex.

“As the anchor hotel, everything about the architectural design had to be outstanding,” said Mr. Marco Malpiedi, Managing Director – Oman Office. “In addition to the detailed architectural design of the hotel, Atkins also undertook the engineering design of the mechanical, electrical, plumbing and ICT facilities, as well as the full audiovisual scope. Also as design coordination, we had to work with consultants from all over the world to ensure the project’s delivery to the client’s exacting standards. JW Marriott too had its demanding specs, which we had to incorporate as well.”

In fact, the challenge of securing major international congresses has already started, said Geoff, pointing out that decision makers typically plan their events four to six years ahead.

AEG Ogden has already begun working closely with the various Omani authorities to identify key areas for global accreditation ahead of the opening of the Centre in late 2016. Omran, the country’s appointed master developer, investor and hospitality asset manager, awarded Carillion Alawi a RO78-million package two contract for the Oman Convention and Exhibition Centre (OCEC) in October last year. Omran’s Chairman H.E. Nasser bin Khamis Al Jashmi, and Carillion Alawi Managing Director Andy Jones inked the pact that takes Oman one giant leap forward to its goals of becoming a self-reliant global economy.

The proposed scope of work for package two includes a mix of vehicle facilities, provisions for conference and events, building amenities and food outlets. This is an undertaking that Managing Director Andy Jones knows the company to be ‘uniquely qualified’ to take on, given its long-standing reputation for project delivery, safety, quality, value engineering and innovation.

Carillion Alawi will rely on four decades worth of experience and expertise to construct a three-level car parking facility for 4,200 vehicles; exhibition halls with an estimated 22,000 sqm of leasable space, a concourse fully equipped with a main

production kitchen, three cafes, hospitality suites, administration areas, a central landscaped courtyard and two circulation nodes connecting the concourse to the car park.

The scope of the project also extends to the construction of ancillary buildings, which are mainly an energy center that also serves as the district cooling plant for the entire project in addition to a security screening facility, taxi amenity building, waste management building, landscape maintenance building and electrical substation facility.

However, the project’s enormity in scale and size assumes even greater significance as Omran inches closer to unveiling an iconic undertaking that is set to transform tourism and commerce in Oman. In making the judicious decision to construct such a multi-purpose establishment Omran has already set in motion a chain of events that will propel Oman towards its Vision 2020 goals of economic diversification.

Within the OCEC’s concrete columns that rise up and around its 460,000 sqm site lie fertile prospects for growth and immense business opportunity. As it steadily advances towards

completion, the OCEC prepares Oman for a global role in matters of trade, tourism, commerce and business, while at the same time fuelling enterprise and entrepreneurship among local communities. “Swissboring has been involved in all major and prestigious projects in Oman related to geotechnical engineering. The geotechnical investigation operations carried out at the Oman Convention and Execution Centre is one of the most important projects for our Soil Investigation Department,” says Mr. Salvatore Miranda, Structural and Geotechnical Engineer, Swissboring.

The company has been awarded three different Contracts for geotechnical and geological site investigation of the OCEC. The contracts have been awarded in different phases involving preliminary site investigation and detailed investigation for specifically

planned structures such as hotels, main buildings, infrastructure installation, grid stations, substations and the like.

“The scope of the executed site investigation was to assess the general ground conditions of the site, in order to ascertain the nature and properties of soil/rock available at different locations of site at various depths and recommend foundation for the proposed structures and for other design requirements,” says Mr. Miranda.

While Swissboring has played a fundamental role in laying a solid basis for many of Oman’s major infrastructural projects, the

company’s contract with the OCEC is one of the most important for its Soil Investigation Department, according to Mr. Miranda.

In fact, Swissboring first caught the attention of the contractors’ market for its geotechnical investigative expertise, leading up to its stellar reputation and appellation as a Soil Investigation Agency.

Overseas Corporation Ltd, has had a long and productive relationship with the Sultanate that spans three decades. The company’s Oman branch was set up in 1984 with soil investigation as its main activity.

It now features among the top 100 global consultancies in rankings compiled by the renowned World Architecture Magazine, and among the top 10 in the MENA region.

That reputation is attested by its success in bagging a number of prestigious contracts in the Sultanate, most notably as the Engineering and Architectural Design and Construction Supervision Consultant for two key components of Omran’s flagship Oman Convention and Exhibition Center (OCEC) project. Conceived as part of OCEC’s Phase 1 development, these components relate to the design and construction of the Exhibition Centre, Multi-Storey Car Park and Energy Centre (officially referred to as Package 2) and the main auditorium (known as Package3).

Already, SSH has made significant headway in the delivery of these packages. Package 2, designed by SSH, was recently awarded to well-known construction firm Carillion Alawi. SSH has mobilised a team to supervise

the construction of this package to the exacting requirements of Omran. Furthermore, design work on Package 3, comprising the main auditorium, has been completed and will soon go out to tender. Both packages are slated for completion and delivery in the next couple of years

In awarding the two packages to SSH, Omran took into account the company’s long history in successfully delivering substantive and complex projects similar to the OCEC, says Mr Warde.

“Representatives from Omran had a first-hand look at some of the landmark projects that we’ve undertaken, as well as presently handling, in the region, particularly in Kuwait.

One such project is Kuwait University’s Sabah Al-Salem $7 Billion University City Campus established on a built up area of 3.7 million square meters.

In 2005 Kuwait University engaged SSH alongside an array of international consultants to undertake the planning and development of the Master Plan for the new University City and ensure timely delivery of this massive and complex undertaking. SSH was then appointed to provide full design and construction supervision of the infrastructure works in the Main Campus area.

Since the Omran contract, as well as an earlier design and supervision package for the iconic Royal Opera House Muscat’s shopping centre and car park, SSH has seen its Oman portfolio swell. Over the last 4 years, the company’s footprint has been established winning market entry contracts and servicing key customers in the property market. The Oman office is now handling around a dozen projects for a mix of government, public and private sector clients. They include the complete design package for a pair

of boutique hotels and an eco-friendly resort that are signature properties that promise to add an element of refined luxury to Oman’s hospitality offerings.

Private sector developers also constitute a significant part of SSH’s expanding clientele in the Sultanate, according to Mr. Warde.

The company’s services have been engaged to prepare a master-plan for a large mixed use development in Barka, comprising commercial and residential components, and a marina as well. Leading Omani business groups have also retained the services of SSH in the design of commercial and leisure development in Muscat Governorate.

The company profile has been continuously growing in Oman culminating in SSH winning the 2012 first prize for Future Projects Leisure Led-Development Category in the WAF (World Architecture Festival), Singapore.

Equally substantive is the scope of the electrical package. It comprises 11KV/415V transformers, standby power generating sets, 415V electrical installations, specialized lighting systems, specialist low current systems, audio-video equipment,

SMATV, and security and access control systems.

Besides, there is a sizable Public Health component incorporated into the contract. It comprises, among other things, a state-of-the-art solar powered hot water generating system, fire alarm and fire protection system, and hot and cold water supply.

Under a separate contract, BEG will build a 3X 20MVA Primary Substation (33/11KV) to cater to the power requirements of the entire development.

Significantly, the Oman Convention & Exhibition Centre package is the latest in a growing portfolio of prestigious contracts currently in various stages of implementation by BEG. As Omran’s Lead Consultant for Hotel 2 – since branded a Crowne Plaza property of Intercontinental Hotels Group (IHG) – AJI is responsible for the delivery of the complete package of architectural design services. Gearing for new contracting challenges

It was this wealth of expertise that held Al Habib in good stead when it bid for – and successfully won – a contract for the provision of a large package of utility services as part of Omran’s prestigious Oman Convention & Exhibition Centre project.

Welcoming the award of the contract to Al Habib & Co, Mr. Vijaya Kumar, General Manager – Contracting Services, said: “It is indeed an honour for any contractor to be part of a project as prestigious and distinctive as the Oman Convention and Exhibition Centre. This contract inspires us to take on ever bigger challenges in line with our growth ambitions.”

During the one-year-long contract period, Al Habib will be required to install an array of utilities that will underpin the Centre’s smooth and successful operation when it is eventually launched. It includes 3.1km of chilled water piping up to 1000 mm dia, 11km of potable water and irrigation network up to 560mm dia, 4.1km of wastewater network, 8.6km of telecom network, 33km

of 11KV & 33KV networks, 6km of LV network, and 5.8km of street lighting cabling with decorative poles. Also as part of its brief, the contractor will provide a pump house, room for standby generator, and electrical substations.

Importantly, the varied scope of the package pays testimony to the superior skills and expertise of Al Habib in executing such complex contracts, Mr. Kumar says. “The Utility Services contract, currently being executed by Al Habib, will cater to the needs of the entire convention centre project, which is one of the biggest ongoing civil projects in the GCC. For a single contractor to undertake this multi-faceted contract – spanning electrical, chilled water, potable water, irrigation, wastewater and civil construction – is a demonstration of its unique capabilities in these fields.”

Significantly, the Omran contract is the latest in an expanding portfolio of projects undertaken by Al Habib over the past two decades. In addition to a large number of electrical projects

Delivering excellence in road infrastructure development

KAS has recently bagged the contract for the Dualization of Bidbid – Sur Road Part 2 of Section II from Al Kamil to Sur with a total length of 52 km for a value of RO 91.3 million. The scope includes upgrading of the road to a three-lane dual carriageway.

One of the ongoing contracts is the Design & Construction of an Interchange connecting Muscat International Airport from Al Jamma Al Akhbar and Dualization of Al Murthafa Street, Phase 1. Another challenging job the company is executing and is nearing completion is the Wadi Hilty road in the Wilayat of Sohar. The road is being built across challenging terrain and required the construction of many bridges where the alignment intersects wadis.

These projects, among scores of other road ventures, testify to the commendable capabilities of KAS in the field of road construction. Reducing costs without compromising safety

“The Oman Exhibition and Convention Centre was one of Tenable’s first projects and highlighted the company’s quality assurance by working with a team of dedicated and international team of consultants to offer the highest standard of service. Currently, Tenable Fire Engineering Consultancy are contracted for the duration of the project until it reaches 100% completion,” says Mr. Sultan Al Maskri, Director, Tenable Fire Engineering Consultancy.

One of the company’s biggest projects and Oman’s biggest tourism venture, the OCEC is being designed to tap into the potential of the lucrative events and conferences sector. It is expected to give Oman a competitive edge on an international scale and assist the country’s goals of economic diversification. The fully integrated complex spread across two million square meters is scheduled for completion in 2016. It is expected to attract 600,000 visitors annually by 2018 and generate between 15,000 and 18,000 direct and indirect jobs by 2030.

The OCEC project is hailed among the first of its kind in Oman to be built in compliance with LEED

Certification requirements set by the US Green Building Council. Among its many state-of-the-art and sophisticated features are a multi-tiered auditorium, a 22,000-sqm exhibition hall, VIP pavilion, a sprawling food court, multi-storey car park with a capacity of more than 4,000 vehicles, a regional mall, four star hotels, a business park and much more. The precinct is also set to soon headquarter some of the country’s leading companies. Telecom giant, Omantel for instance, recently inked an MoU with Omran to construct the company’s new headquarters at the OCEC.

Going by the monumental scale of the project, Tenable Fire Engineering Consultancy had to draw on some of its most technologically advanced expertise and know-how. And thanks to the company’s global experience it saved the project RO2 million worth of construction fees. On how significant the project is, Mr. Al Maskri says, “The contract itself is significant to Tenable Fire Engineering Consultancy. OCEC is a prestigious project and put Tenable in a strong position in the consultancy market.”

Although the OCEC is a massive project by sheer virtue of its enormous scale and size, Tenable is no stranger to projects of high value and infrastructural significance. Its impressive credentials receive the backing of numerous prestigious clients all across Oman. “Tenable has been involved in a large amount of projects over the years, ultimately resulting in obtaining ROP CD approvals,” says Mr. Al Maskri. Some of these include Muscat International Airport to ensure that the fire engineering aspects of the building are in compliance with NFPA design standards ROP fire regulations. “TFEC is reviewing the fire and life safety aspects, its fire-fighting design layouts and fire detection and alarm system designs that have been proposed for the building. In addition, the contractors were also requiring the consultant to undertake fire and life safety supervision services to ensure all is in accordance to relevant design standards,” says Mr. Al Maskri.

The company was also contracted to review the design and provide fire and safety analysis for the Kempinski hotel, Phase-2 Dubai; assist clients in all ROP Civil

Defense matters within the Sur IPP, including site supervision services; and site supervision testing and commissioning for MEP systems during the construction of the Ritz Carlton.

Apart from the OCEC other Tenable’s other projects for Omran include OCEC Hotel 1 and 2, Jebel Akhdar Resort and the Asian Beach Games. “The broad scope of work consists mainly of obtaining ROP civil defense approvals along with assisting in site supervisions, testing and commissioning of fire safety assets and ensuring everything is in accordance with the relevant NFPA code/standard and ROP Civil Defense,” explains Mr. Al Maskri.

Breaking new ground in Oman’s construction industry

Since then, Al Awazi International has enjoyed the privilege of being one of the first local contractors to be directly involved in important groundwork for the OCEC by paving the way for the centre’s construction. Since breaking ground on the project, the company

didn’t miss a beat, progressing right on to preparing the stipulated area of 460,000 sqm with laying of internal roads and enabling works. It finished in record time with zero incidents thanks to its stringent safety protocols and procedures.

Clearing the path for a world class center

In successfully completing excavation and enabling works at the OCEC site, Al Awazi International has made way for the creation of a world class events center. This has long been the dream and vision of the Sultanate and forms part of its economic goals of placing Oman in the big league of events and conferences host countries. Scheduled for completion in late 2016, the OCEC is a fully integrated business and events establishment located a mere four kilometers from Muscat International Airport.

Apart from being the first of its kind in the Sultanate, the facility also represents Oman’s long-cherished dream to be globally on par with meeting the standards for a leading-edge, extremely sophisticated business convention centre.

The OCEC is billed as one of Oman’s most architecturally advanced feat with a design that is being built to meet rigorous LEED certification by the U.S. Green Building Council. Seamlessly flowing, capacious meetings spaces cater to the high expectations of discerning events’ organisers. The Centre will feature an elaborate tiered auditorium to seat 3,200 while the exhibition halls will feature 22,000 square metres of column-free exhibition space.

To meet the demands of distinguished global organisers, sophisticated and up-to-date communications technology has been incorporated into the building’s flexible and functional design. Halls 1 and 2 will have a superior fit out, specialised acoustic treatment, advanced lighting and rigging requirements. They will have a combined seating capacity of 10,000 and will function as a multi-purpose space for plenary sessions, concerts, performances and festive events on a larger scale.

The Centre will also include an additional 14 meeting rooms for 70-

360 delegates, two well-appointed ballrooms to seat up to 2,360, VIP Pavilion, a spacious food-court and a multi-storey carpark with space for 4,000 vehicles.

Within its precincts the centre will provide every aspect of modern and advanced infrastructure characteristic of a world class facility and venue for international, regional and local events. A five star hotel, two four star and three star hotel and apartments will house guests in comfort and style.

القنوات الكهربائية واالتصاالت. م��ن جان��ب اخ��ر ق��د أح��رزت األعم��ال الخرس��انية لقاع��ات المعارض تقدما جيدا اس��تعدادا لتركي��ب 50 ط��ن م��ن دعام��ات

الصل��ب، والتي يج��ري تصنيعها محلي��ا في صحار. وتج��ري أعمال بناء األس��اس لمركز الطاقة على قدم وس��اق، باإلضافة الى أعمدة الدعم والجدران الخاصة بمواقف

السيارات.وخ��الل المراح��ل المقبلة من ب��دء العمل المش��روع س��يتم المتبقي��ة والخاصة الح��زم ف��ي بمركز االعم��ال وبقية المرافق الفندقي��ة وغيرها من المكونات

يمضي العمل في مش��روع مركز والمع��ارض للمؤتم��رات عم��ان حس��ب الجدول الزمني وبموجب الميزاني��ة الموضوعة وقد قاربت كاف��ة أعم��ال الحزم��ة الخامس��ة عل��ى االنته��اء وهي تش��تمل على أعمال البنية االساس��ية والتي تم اسنادها في أبريل 2013 وتضمنت بناء 4,4 كم من الطرق الفردية، و3,1 ك��م من الطرق االزدواجية، و6 دوارات، وجس��ر طول��ه 100 مت��ر على امتداد مج��رى الوادي أخ��رى وخدم��ات الموق��ع، ف��ي تتضمن ش��بكات للصرف الصحي والري وخطوط الكهرباء وخطوط

االتصاالت. ومن المقرر أن ينتهي العمل في الحزمة الثانية في الربع الثاني من ع��ام 2015 ويحقق العم��ل تقدما ف��ي الحزمة الت��ي تتضمن مواقف الطواب��ق متع��ددة الس��يارات ومطب��خ المع��ارض وقاع��ات رئيس��ي، وثالثة مقاه��ي، وأجنحة للضياف��ة، ومكاتب، وفناء مفتوح متص��ل بمبنى مواقف الس��يارات عبر ممري��ن منفصلين إضافة إلى

المش��روع اقتصادي��ات تحس��ين وذل��ك م��ن خ��الل تنفي��ذ العدي��د والحل��ول االس��تراتيجيات م��ن الهندس��ية مع ضمان جودة المنتج النهائ��ي م��ن خالل تنفيذ مش��روع بأحدث المواصفات العالمية ويلبي بالكامل الطلب المتوقع ألنش��طة المؤتمرات والمع��ارض. وواصلت مجموع��ة أي��ه إي جي أوج��دن التي تتول��ى تش��غيل وإدارة مركز عمان للمؤتم��رات والمع��ارض، الترويج خ��الل م��ن المؤتم��رات لمرك��ز المش��اركة ف��ي المع��ارض الدولية التجارية، والمع��ارض المتخصصة كما يجري توجيه دع��وات إلى كافة المؤسس��ات الس��تضافة األحداث والفعالي��ات ف��ي قاع��ات المعارض بدءا من الربع الثالث من عام 2015

ومركز المؤتم��رات بدءا من الربع الثان��ي م��ن ع��ام 2017. وف��ي إطار اهتمامها بالمس��ؤولية االجتماعية تولي ش��ركة عم��ران أولوية كبيرة للمساهمة بفاعلية في بناء القدرات الوطنية، ووضعت عمران برنامجا للتوجي��ه ضم��ن فري��ق اإلش��راف على أعم��ال البناء ف��ي مركز عمان للس��ماح والمعارض للمؤتم��رات المهندس��ين م��ن ع��دد ألكب��ر العمانيين من مختلف التخصصات الكتس��اب الخبرة حول العديد من

المراحل المختلفة من البناء. يبل��غ ع��دد أن المتوق��ع م��ن زوار مرك��ز عم��ان للمؤتمرات و المع��ارض 49 أل��ف بحل��ول ع��ام 2020 وه��و مايتطل��ب 106 ألف

أقص��ى ولتحقي��ق بالمش��روع اس��تفادة ممكنة لهذه الش��ركات عم��ران ش��ركة تق��وم س��وف بالتنس��يق المباش��ر م��ع الهيئ��ة المؤسس��ات لتنمي��ة العام��ة لبل��ورة والمتوس��طة الصغي��رة اس��تراتيجية لتحويل هذه الفرص

إلى واقع ملموس.بالتصمي��م ويتمت��ع المش��روع الحدي��ث والمتكام��ل وال��ذي ت��م الحرص التام على ضمان استيفائه والمواصف��ات الش��روط لجمي��ع الفني��ة المطلوب��ة وقد ت��م وضع وتنفي��ذ خط��ة متكاملة لتس��ويق المش��روع ومكوناته على مستوى العال��م م��ن خ��الل المش��اركة في العديد من المناس��بات والبدء في تقديم عروض االس��تضافة لبعض

المناس��بات المخطط لها بدءا من الربع الثاني من 2017.

وق��د تم تقدي��ر التكلف��ة المالية إع��داد عن��د للمش��روع األولي��ة دراس��ة الج��دوى االقتصادي��ة في 612 بحوال��ي 2008 ع��ام أواخ��ر مليون ريال عماني، دون احتس��اب تكلفة إنش��اء مركز التسوق الذي تقرر أن يتم تنفيذه من قبل القطاع الخاص وتكون مس��اهمة الحكومة ف��ي رأس الم��ال لمركز التس��وق عبارة عن قيمة األرض ومس��اهمة

كلفة البنية األساسية. وقد حقق��ت الجهود المبذولة من قب��ل الطاق��م الفني المش��رف على تنفي��ذ المش��روع نجاح��ا ملحوظ��ا 23 بنس��بة التكلف��ة خف��ض ف��ي بالمائ��ة حتى الوقت الحال��ي وبالتالي

240مليون ريال

االقتصادية والتأثيرات والمعارض واالجتماعية للمشروع، أوضحت أن المشروع س��وف يحقق عوائدا مالية لتعزيز إجمالي الناتج المحلي للس��لطنة م��ن خ��الل األنش��طة المرتبط��ة ب��ه تق��در بحوالي 200 إلى 240 مليون ريال عماني س��نويا بحل��ول ع��ام 2030 وهو م��ا يعني أن المبال��غ المالية التي س��تنفقها الحكومة إلنش��اء المكون الرئيسي بمرك��ز المتمث��ل بالمش��روع المؤتمرات والمع��ارض والمقدرة بحوال��ي 230 ملي��ون ري��ال س��وف يت��م اس��تردادها في غض��ون عام واحد.ومن المتوق��ع أن يتم انفاق نحو 295 ملي��ون ريال من ميزانية المشروع محليا وسيحقق عائدات

م��ن -130 150 ملي��ون ريال عماني للناتج المحلي اإلجمالي بحلول عام

.2030وتوقعت الدراسة أنه بحلول عام 2030 سوف يوفر المشروع نفسه ما يق��رب م��ن 4000 إل��ى 6000 فرصة عمل جديدة إضافة إلى عدد يتراوح بي��ن 15000 إل��ى 18000 فرص��ة عم��ل مباش��رة متعلق��ة باألنش��طة المرتبطة به وس��يتم توظي��ف 12000 عامل خالل فترة

أصبحت السلطنة أقرب ما تكون إلى إنجاز أهم مشروع استثماري سياحي تشهده البالد حاليا وهو مركز عمان للمؤتمرات والمعارض الذي يعد معلما بارزا يفتخر لنمو الالزمة الحديثة الخدمية للمرافق متزايدا احتياجا ويلبي عماني كل به وتطور قطاعي السياحة وصناعة المؤتمرات ويمثل المشروع إضافة جديدة مهمة أنه يضع كما السلطنة تتبناها التي المتكاملة السياحية التنمية استراتيجية في السلطنة بجدارة على الخارطة الدولية ألنشطة المؤتمرات والمعارض واالعمال.

كمصدر دخل جديد جديدا رافدا الهام سيشكل الحيوي المشروع أن هذا نأمل لرفع مساهمة قطاع التخطيط إطار يندرج في الوطني وهو لالقتصاد ومستدام السياحة الواعد في إجمالي الناتج المحلي للسلطنة وخدمة السياسات الرامية الى

تنويع مصادر الدخل الوطني.

يأتي هذا المشروع ضمن توجهات شركة عمران لتطوير مشاريع تسهم في دعم السلطنة في المتنامي الضيافة وقطاع المحلية والمجتمعات الوطني االقتصاد ومن المبشر جدا أن المؤشرات والنتائج األولية لجهود تسويق المشروع أظهرت اهتماما كبيرا من قبل العديد من المنظمات والجمعيات المهنية العالمية لعقد
