1. ABOUT OAG OIL & GAS DIVISION

OAG Group of Companies ('OAG') was established in 1999 and based in Kuala Lumpur,

Malaysia. Since our inception, we have specialized in the provision of professional and

consultancy services for the oil and gas industries through our Oil & Gas Division which

consists of the following companies:

� OAG International Ltd.

We provide services for all stages from the design phase right through to and beyond the

construction phases to commissioning.

OAG's directors and associates combine consultancy experience and qualifications with

wide-ranging experience in the oil, gas and engineering industry. OAG's directors have direct

experience of management of major projects in a variety of countries and environments

and, as such, we are well qualified to understand and rapidly respond to the needs of

different clients and situations.

OAG has succeeded in providing professional and consultancy services to companies in

Malaysia and around the region, namely Thailand, Indonesia and Vietnam.

We have extensive experience and have worked in close cooperation with many reputable

Organization Chart

The organization of OAG is mainly made up of a team of administration personnel headed

by the Managing Director who has extensive experience in construction and development

of oil and gas facilities.

OAG currently has under its employment, over 20 personnel all under full time direct

employment with the company. Additional personnel are hired from time to time to meet

the requirements of our projects and to support the needs of our clients.

3. PROJECT MANAGEMENT SERVICES

OAG specializes in providing project management services for any or all phases of a project.

Our project managers have extensive expertise to perform the following tasks proficiently.

� Direct, support and coordinate the engineering, drafting, construction, engineering

and inspection activities of any job whether large or small;

� Oversee and direct both internal company support work and third party

subcontractors to ensure that budget and schedule constraints are met;

� Work as the right hand of the client to carry out all required tasks;

� Play an integral role in defining the infrastructure needed to support project

execution;

� Ensure coordination between the various resources and activities, which is necessary

for the entire project phases; and

� Customize a reporting program that is most sensible to the client.

Our project managers are experienced, hands-on engineers and they have the knowledge

to fully understand the interrelationships necessary to efficiently resolve technical project

issues.

The project management process evolves through several key project areas as described

below.

Project Initiation & Planning

� Focus on preparation.

� Define and clarify the basis that will dictate subsequent project activities.

� Establish processes to clearly define mutual objectives and to eliminate the

ambiguities often associated with the work scope, work responsibilities, and work

relationships.

� Develop schedules, execution plans, subcontracting strategies, budgets, reporting

format and frequency, risk quantification, and QA/QC requirements. For larger

projects, define the role, authority and relationships between all interacting

companies.

4. CONSTRUCTION MANAGEMENT SERVICES

OAG has the relevant expertise to perform offshore installation and construction. Due to our

extensive experience, we able to perform most of the engineering required to support the

activities of fabrication and offshore installation work.

Engineering studies that cannot be performed in-house, can be outsourced to affiliates, who

are specialist in their respective fields.

The engineering work that can be offered by OAG includes all engineering required for the

installation of offshore facilities i.e. including platforms, pipelines and risers, mooring buoys,

storage facilities and transportation of these facilities.

The following engineering works are anticipated for typical offshore installation work:

With our extensive experience, the above installation engineering work can be performed

with the primary objective of producing a more efficient design from the stand point of

offshore installation aspect of the work, while fulfilling all requirements of the specifications,

codes and standards.

Verification and Review Services

OAG also perform review and verification of offshore installation on behalf of verification

authorities and oil and gas companies.

OAG is able to offer this expertise to ensure that facilities are being installed in accordance

with the relevant codes, standards and specifications. This service will greatly benefit facilities

owners as it will ensure maximum compliance by contractors during offshore installation and

therefore minimize the occurrence of defects resulting from installation activities. The defects

that may occur otherwise, may be defects that can only be detected after several years of

facility operation, possibly resulting in deterioration in the operation of the facilities and

reduced operating life.

The usually short duration of offshore installation activities does not justify the requirement for

a full time expert/specialist in offshore installation to perform verification services. Therefore,

this service by OAG offers the following advantages to facilities owners, to ensure

compliance with the company specifications, codes and standards, during installation of the

facilities:

� Commercially attractive option where specialists need not be hired fulltime but

instead only during the short planning and execution stage;

� Relieve facilities owner from task of sourcing personnel as experts and specialists in

this field are few in number.

5. ENGINEERING AND INSPECTION SERVICES

Engineering and Inspection Services are an integral factor of a successful project

management in the oil and gas industry. The necessary requirements are personnel with

experience, expertise, certifications and relevant training.

OAG offers engineers and inspection personnel with the appropriate credentials necessary

to verify compliance with customer specifications. These include AWS certified welding

inspectors, NACE certified coating inspectors, API and ASME qualified inspectors, as well as

ASNT rated inspectors. This guarantees the highest level of performance by contractors in

any marine construction or pipeline environment.

Our experienced personnel have been involved in the following disciplines.

� Ultra deep water pipe lays, directional drills, beach approaches, river crossings, high

temperature, and H2S pipelines.

� Platform, deck and module construction, metering facilities, pressure vessels,

interconnecting piping, along with instrumentation and electrical inspections.

Our personnel maintain a communication link with our clients to ensure proper exchange of

information that is critical to the successful completion of the project.

6. PIPELINE FIELD JOINT IN-FILL & COATING

OAG is a specialist for the application of High Density Polyurethane Foam (HDPUF) for

pipeline field joint in-fill. The product is made up of a two liquid chemical system i.e. Polyol

and Isocyanate.

The purpose of the HDPUF system is to fill up the area of the pipeline field joint so that the

outer diameter of the pipeline at the field joint area is approximately the same as the other

sections of the pipeline.

The purpose of this includes:

1) To provide protection to the pipeline at the field joint location,

2) To provide a homogeneous outside diameter for the entire length of the pipeline to allow

the pipe to move smoothly over the rollers and

3) In some instances, to provide insulation to the pipeline at the field joint area.

Advantages of HDPU Foam against Mastic

HDPUF have been used for pipeline installation since the early 1980’s and have proven to

be advantageous in the following areas:

� Non hazardous – the chemicals and final product do not emit toxic fumes when

dispensed and provides a safe environment for personnel in the field joint station.

� Handling – The chemicals expand approximately 6 times the actual volume.

Therefore, 6 times less materials to handle, store and transport.

� Easy Application – Dispensing the chemicals do not require high temperature and

therefore eliminate the hazard of burns to the personnel.

� Chemicals ready to be used immediately, does not need high labor to prepare.
