For decades, the NY Snowmobile Clubs and NYSSA have
been pressing riders to stay off the trail system until the
hunting season is over. Generally, that season ends Decem-
ber 20th. Now DEC has developed a proposed regulation
that will add another week to the deer hunting season.
This regulation was developed without any input from
NYSSA. Now that the regulation has been released, we
have 60-days (through November 8th) to submit public comments on these regula-
tions.
DEC is proposing to allow longbow and muzzle loading hunting from December
26th through January 1st in the entire Southern Zone. We believe that while this was
supposed to be a three-year trial run, once implemented, it could be extended per-
manently. For clubs anything that does not get done on the trail before October 1st
must get done between December 20th and when the ground is hard frozen.
So far, I have not heard from a single landowner that they think this proposal is a
good idea. Generally, NYSSA supports deer hunting, but we have our doubts that
this is the best way to expand the opportunity to hunt.

The leaves are starting to fall and snow is just
around the corner. As in years past, I have been
getting many calls and messages asking about
Snowmobile Safety Training Courses and where
to find them. Please understand that there are a lot
of clubs that typically have their classes scheduled
already, but this year has been different and with
social distancing rules, clubs and safety classes are
no exception to delays.
Several instructors have scheduled classes so far
and more have dedicated to doing them but the
safety of all participants is most important.
Recently the Snowmobile Unit at NYS Park, Rec-
reation and Historical Preservation sent out a guid-
ance document and questionnaire to all certified
snowmobile instructors for the coming season’s
classes. The distancing standards have to be fol-
lowed, which is making it difficult for some in-
structors to find appropriate space to host a class.

It is now mid-October and while there is no snow to speak of on the ground, there is much going on in the snowmobiling community.
First a Question:
Did you join your club yet?
One of the most important things you can do
as a snowmobiler is to join your club and join it early. Clubs are only now starting to receive the last of their Trail Fund assistance from last season. For many clubs, this is already spent as they spend more caring for the trail than they get from the State from the Trail Fund. Many clubs are operating on fumes.
If you join before December 1, 2020 (same for those who already joined) you will be entered in a drawing for $1000 cash. The drawing will be on December 5 at the NYSSA Board of Di-rectors meeting and will be broadcast live on the NYSSA Facebook Page.
The second thing to do is a little harder. Reg-ister your sled now. Don’t believe the stories that the state is committed to shutting down the trail system this winter. They haven’t thrown all the hikers off of the High Peaks, so they won’t be closing the trail system. However, do follow social distancing and CDC guidelines when you stop for food along the trail. Don’t jeopardize that owner’s business by your ac-tions. But that same owner really needs all of us to spend our snowmobiling dollars at their establishment.
NYSSA, along with our Albany based lobby-ist, will be working very hard to ensure the clubs get all the trail maintenance money they are entitled to over the coming months. We were successful with the last payment of last season, which is now getting to the clubs. My sled is all set to go, club membership done, registration done, and insurance paid. It’s time to get the dryer sheets off yours and get ready for the season.
Season Under Attack
While there is no snow on the ground, the NYS Department of Environmental Conserva-tion has unknowingly (I am being kind) pro-posed a new hunting regulation that is likely to diminish our opportunity to ride by about 10 days.
On the pages of nysnowmobiler magazine, you have seen us tell riders on many occasions that trails do not open until the club says they are open and deer hunting is over. That would be December 22 this year.
DEC has proposed to open December 26 through January 1 as a special deer season for longbow and muzzle loading in the Southern Zone (mostly south of the Thruway). Based on our landowner wishes, this means that clubs will not be able to prepare trails from October 1 through January 1. We do believe that DEC failed to perceive the relationship between our landowners, snowmobile clubs and hunters.

DEC. You can also send a simple note that says you oppose the extension of the deer sea-son.

Statewide, clubs have been performing
trail work days, with projects being
posted to their websites and social me-
dia pages. Some clubs are reporting
new faces showing up and helping out,
which is great news! As posted by
many clubs, it’s IMPERATIVE that
more volunteers step up to gain a better
perspective of what the clubs do and be
able to transfer leadership is a positive
manner. Volunteers of all types are
needed by the snowmobile clubs (trail,
fundraiser, paperwork, landowner rela-
tionships, etc.), to learn why the trails
are located where they are, why signs
are installed like they are, and to get to
know others within the same club &
sport that you all love. Reach out to a
club today to see what help they need,
and to offer your assistance. They will
certainly appreciate it, AND if we are
going to continue having the snowmo-
bile trail network that we have, clubs
will need the additional help.
Despite the Covid restrictions but to be in compliance with them, I
would like to have interested clubs and/or county associations/
federations begin planning to host a STEP (Safe Trails Education
Program) class this fall/early winter. I or other STEP class instruc-
tors are available to travel to wherever needed while complying with
any meeting restrictions we are under by the State. Social distanc-
ing needs to be considered for the locations of these classes. New
club volunteers who are out helping on the trails need to better un-
derstand why safe signing is so important to our trail system and
insurance policy pricing. Club officials can reach out to me to
schedule a date, time, and location.

The NYSSA Snowmobile Trails Mobile APP is being updated as I write this and will be available again this
Fall, with a date of November 1st being the target for availability. The APP will cost $4.99 and will be sold
through both the Apple iOS and Android Google respective App stores. The NYSSA Mobile APP will again uti-
lize the updated data from the NYSSA Interactive Webmap that we have in place and is edited by the clubs them-
selves. The APP can be used when no cell service is available. Locating one’s position; layers being able to be
turned on/off; business and other Points of Interests (POIs) will again be able to be viewed by clicking their
icons; and any links which are shown on the Interactive Webmap will also be available on the APP map, in “real
time” as it is updated multiple times per day. The huge benefit our APP will have over any of the other similar
APPs out there is that the NYS snowmobile clubs are entering their updated trail locations (if any), their unfund-
ed club trails, alerting the APP users as to issues along the trail systems as entered by the clubs, trails status will
be shown as OPEN or CLOSED, and showcasing the club-supporting businesses as POIs on the Webmap and
APP. This APP is a fundraising tool for the clubs as well, allowing them to “sell” businesses ads for their loca-
tions on the Webmap. The link to the Webmap is: https://webapps2.cgis-solutions.com/nysnowmobile/
The main updates this year are the ability to “track your ride” feature where you can start and stop your
ride and be able to see then save your ride. We are also planning to obtain the Webb/Inlet trail data for use as a
separate layer within the APP so those riders who want to see those trails will have that ability.
Some of the clubs are in need of able, available, and interested volunteers that are willing to be assigned
as their club editors to perform those simple actions. It is a very easy process, so if you are a snowmobile club
member who has some time to give to your club, is able to use a computer, and has the ability to commit to this
type of work, contact your local club to offer your assistance. I then would need to be notified by the club of
their approval of any new editors.

Most NYS snowmobile clubs work around these dates for trail work where hunting is taking place by land-owners or is allowed by the landowner. Please be sure to respect the hunters during their season, as many of the private landowners ARE hunters as well. We do not need to risk losing sections of trail by being on land when not allowed.

State Land News
No update since last month…We are awaiting the
announcement to hear the latest about the Appeal of the previous lawsuit defeat to PROTECT! regarding tree cutting to build snowmobile community connector trails. That decision was a blow to the DEC and APA’s position on cutting trees to build new snowmobile com-munity connector trails (4-season, multi-use trails, BTW). The State had appealed that decision, and it is still in the Court’s hand to decide. With the Covid-19 issues at hand, the Courts are way behind on their case-loads and we do not expect to hear anything on this case until the early part of 2021. Stay tuned for more on that as NYSSA hears any news at all.

FINALLY…the trail conversion project looks
to be getting underway as rail-removal equip-ment has been delivered to the Tri-Lakes area this month by the project vendor! After a LONG fight by many Adirondack rail-trail enthusiasts, long-distance bike riders, hikers, snow-shoers, cross-country skiers, and snowmobilers alike, the time is coming near that the rails from Tupper Lake to Lake Placid will be removed! After years of public comment periods, the project was approved by all of the State agencies involved, the bids were received, and the award to the low-est bidder was assigned! The Adirondack Rail Trail Advocates (ARTA) and all of the stake-holders involved on that northern-most section of former railroad corridor are anxiously awaiting word as to WHEN the first rails will be pulled. We are all hoping that the rail-free corridor could then be used for snowmobiling this winter! The entire trail conversion project is slated to be com-pletely finished in 2023. Thank you goes to all those snowmobilers who submitted their letters of support to the State multiple times to cause this project to get this far. We do wish the mid-dle section from Big Moose Station to Tupper Lake wasn’t getting the rails rehabbed, and in-stead was included in the trail conversion project as well!
Hopefully by now you all have heard about the DEC proposing a
regulation change to include a week of additional bow and muzzle-loader hunting in the Southern Zone, as we have sent out a couple of emails to the clubs, to the landowners we have on-file, and post-ed it on our Facebook pages. NYSSA feels this would be severely detrimental to the clubs’ ability to get out on the properties in that zone to install signs and perform the needed annual trimming back of trees and downed limbs on their trails, as bow season starts on Oct 1st. and many landowners who hunt or allow hunting on their properties do not let anyone else on their lands during the hunting seasons. We have asked clubs we feel in the Southern Zone to reach to their own landowners to poll them on this new regulation to gauge what it would mean to them being able to open their trails (if there’s enough of a snow base prior to the Holiday Week) to let us know. We have heard nothing but comments of how this would eliminate that week from being able to have snowmobile trails open AND how the concern is there by the club’s volunteers and their landowners that some snowmobile riders would disregard that the trails were still closed and ride anyhow if there is snow…jeopardizing the trail access permissions we rely so heavily on.
Comments are being accepted until November 8th by the DEC re-garding this proposal from anyone interested. For those wondering where the actual Northern/Southern Hunting Zone boundary line is, the NYSSA Interactive Webmap shows the boundary as a yellow line marked here: https://webapps2.cgis-solutions.com/nysnowmobile/
The main issue is that the NYS DEC’s Southern Zone makes up about 2/3rds of the entire State of New York. There are MANY snowmobile trails in that Zone that WILL be negatively affected by this regulation change, despite what information the DEC has in-cluded in their announcement, which will ultimately and negatively affect the businesses along and near snowmobile trails which can-not be opened during the Holiday Week when so many are off from work and school.. As I stated above, it will keep the clubs’ volun-teers off those lands whose property owners want to hunt or allow hunting on for 90 straight days. NOTE: The DEC did NOT con-tact NYSSA or any other organization which this change would impact prior to their release of the announcement and plan to im-plement.

It is NYSSA’s recommendation that the State either hold off com-pletely on this proposal until more research can be done to outline the conflict this will cause with snowmobile season OR to only hold a “trial special season” in a part of the State where it will NOT likely affect snowmobile clubs and the businesses that need that Holiday Week of snowmobilers’ business.

I have two or more snowmobiles that I want to register in my name, can I use one membership voucher for multiple snowmobile registrations?
Answer:
You can register as many sleds as you own with one voucher. If you are mailing in your registra-tion renewal to the DMV or renewing in person, you should have a copy of the voucher for each snowmobile that you are planning to register.
Question:
What is the difference between an individual and family membership?
Answer:
A family membership can include a spouse or partner and children un-der the age of 18 that have the same mailing address. It allows anyone that is listed on your family mem-bership to also register a snowmo-bile in their name. In addition it extends NYSSA member benefits to family members listed on the ac-count. This includes the NILICO accidental death and dismember-ment benefit.

Q. My family and I are planning to snowmobile in New York this winter. We are from Pennsylvania and are bringing my children ages 13 and 15. They have taken the youth safety course in Pennsylvania. Will their safe-ty certificate from PA allow them to ride in NY.
A. Yes, the certificate from PA will allow them to ride in NY. Youth ages 14 through 17 years old may operate a snowmobile without adult or other supervision if they have completed a snowmobile safety training course rec-ognized by the State of New York. Youth ages 10 through 13 may operate a snowmobile, on lands upon which snowmobiling is allowed, if they have completed a snowmobile safety training course recognized by the State of New York and are accompanied by (within 500 feet of) a person who is at least 18 years of age.

2020 Groomer Operator of The Year
Rick Burt
Seven Valley Snow Goers
The Groomer of The Year award is given to an individual who has distinguished him or herself in groomer operations for their club on the NYS corridor trail system in addition to the many other projects
they involve themselves with.
Rick has been active in groomer for his club for over 15 years. He has groomed thousands of miles over hundreds of hours over the years. Rick is also involved in every aspect of club operations. He has as-sisted in many emergency situations and can be trusted to be there in times of need. Rick has a passion for the sport and is one of it’s biggest advocates.
