Press on. This small phrase has been very powerful for us all. One we lived by growing up was, “When the going gets tough, the tough get going.”

We are tossed around like a ship out at sea in the middle of a long storm. We batten down the hatches; lash everything down that might fly overboard and remain focused on get-ting through this, because we know all storms end! We work together now more than we ever have because we know that we survive as a whole and we must survive and we know we must press on.

We make it out of the storm and we survive and we are stronger because of what we went through and we are smarter than when we started this voyage. This economic environment is very similar to this analogy. We are all doing very different things than we did before because it is a time for change. This change is not brought to us but comes from us and from the duress we experience. We overcome, we adapt, and we all find faster and better ways to do things.

In the old days there was Atari, Pan Am and Woolworth’s -- all once industry leaders that crashed against the rocks of strategy, innovation and competition. The business climate changes so fast today and is so globally competitive we must keep an open mind and search for innovative ways to compete. But first and foremost we must press on. We must do things differently than we did them 20 years ago and we must insist that our governing system back us all the way.

I had the opportunity to interview a great man and a business leader in the manufacturing industry here in the Pacific Northwest, Bill Fahey. He made it clear to me that some of the over governing practices that are currently in place have chocked our US manufacturing businesses and have resulted in outsourcing and off shoring our manufacturing industry. I believe the people of the US have spoken and have said enough. We must have a system that supports the way we do business and promotes the mechanism of business in the US to perpetuate prosperity and a strong economy. We are strong when we make things!

Aluminum Precision Products Upgrades Forging Facilities In So California

Aluminum Precision Products with facilities in Orange and Ventura counties in Southern California is making significant investments in capital equipment and improving process flow in their “Closed Die” and “Open Die Hand Forging” operations. A complete and separate hand forging operation has been running in the Santa Ana, CA facil-ity with extreme efficiency since its inaugural production just over 2 years ago. This operation included a newly remanufactured open die 2500 Ton Hydraulic Press along with an 8000 ton sister press for cold work stress relief of open die hand forgings. A complete Heat Treat and Age operation is included in this building along with a new automated high tech saw.

In the Oxnard, CA facility a new 3000 Ton Hydraulic press is under construction and scheduled to be running in the third quarter of 2012. A mate to the new Santa Ana automated high tech saw has also been purchased, installed and has been running since February of this year. Ongoing upgrades are being done with the rebuild of three of Oxnard’s 5 Mechanical Presses ranging in size of 1300 Ton to 4000 Ton capacities.

These improvements will enable APP to increase its efficiency in Aluminum Hand Forging production and hold down costs to our customers.

APP has a long history and expertise in “closed die near net forgings” in both of the noted facilities and can produce Precision and Con-ventional Aluminum and Titanium die forgings of up to 600 square inches (Aluminum) and 200 square inches (Titanium) in Plan View Area. Our capabilities include Forged Aluminum Wheels and Pistons for the Aftermarket Automotive industries.

APP facilities are certified to AS 9100C and also Nadcap certified for Heat Treat, Age, and Non-Destructive testing.

OMAX® Cor porat ion Announces Major Headquarters Expansion

Mazak Demonstrates Optiplex Fiber Laser-Cutting Sys-tem At Fabtech 2012

Mazak Optonics will demonstrate the OPTIPLEX 3015 Fiber at Fabtech booth number C3428. The OPTIPLEX Fiber increases the productivity of thin worksheet cutting significantly when compared to conventional laser processing machines.

The OPTIPLEX 3015 Fiber laser processes reflective materials, such as copper, brass, aluminum and exotic aerospace materials, with greater speeds and thicknesses than its CO2 counterpart. The speeds are considerably faster on carbon steels less than 4 mm.

By utilizing this increased compatibility, operating costs for appli-cable material thickness/types can be severely reduced. Industries in varying sectors, such as food processing, medical, architectural components, and aerospace will be able to integrate the newly intro-duced OPTIPLEX 3015 into their workload with remarkable results.

With rapid traverse rates of 4,724 ipm, the rugged construction of the OPTIPLEX 3015 Fiber provides heightened productivity, reli-ability, and greater part throughput.

On top of that, the new Mazak Preview 2 CNC Control, that drives the OPTIPLEX 3015 Fiber, features a user-friendly 15” touch-screen control. The Preview 2 automatically determines the required pro-cessing conditions for the material prior to cutting. A 3D graphic screen also makes it easier for the operator to successfully run the machine.

Mazak manufactures the OPTIPLEX 3015 Fiber in an underground, eco-friendly factory with ISO-4001 certification. This international certification standard confirms the production facility does not ad-versely affect air, water or land. Further adding to its eco-friendliness, the OPTIPLEX 3015 Fiber offers an 80% reduction in oscillator and chiller electrical power consumption as well as a 100% reduction in laser and optical path gases when compared to conventional laser

Delcam to launch new milling options in FeatureCAM at IMTS

Delcam will launch the 2013 release of its FeatureCAM feature-based CAM software on booth E-3222 at the IMTS exhibition to be held in Chicago from 10th to 15th September. This will offer a new series of options for three-axis milling and enhancements in five-axis machining, plus improvements in the turning and mill-turn modules.

FeatureCAM was the world’s first feature-based programming software when it was launched in 1995. Constant development since then has ensured that the system has retained its leadership in programming speed and ease of use, while an increased range of strategies has been added to provide more efficient toolpaths giving greater productivity on a wider range of machines.

The main change to the 2013 FeatureCAM product family has been the introduction of three levels of 3D machining functionality. FeatureMILL 3D Lite offers single-surface machining with a basic range of strategies and so provides an introductory product for companies moving into 3D machining for the first time.

FeatureMILL 3D MX provides a greater number of strategies, including spiral finishing, flowline finishing and rotary machining, support for multiple-surface mac hining and automated feature recognition. It is aimed at companies with conventional machine tools and those that are machining softer materials.

With potentially huge cuts to federal defense spending looming by early next year, Phoenix-based groups are trying to reduce the impact by promoting diversification within Arizona’s aerospace and defense industry.

The Arizona Commerce Authority is focusing both on sustaining the state’s already existing industry and working to draw in new business. It is spearheading the effort to position Arizona as one of the six states selected as a testing range for aerial unmanned vehicles, a project being run by the Federal Aviation Administration.

Retired Lt. Gen. John Regni, an aerospace and defense adviser to the quasi-governmental ACA, also is co-director for the Arizona Aerospace and Defense Initiative. He said if the state is selected, it could bring in a new growth industry.

“This would open up doors in all kinds of areas outside of defense, in fire protection, in search and rescue, in law enforcement and a wide variety of new areas,” said Regni.

The ACA has taken other steps to ensure small and midsize businesses are ready for changes relative to large industry players, holding a requirements conference in January and working

on an interactive supply-chain database.

The conference allows smaller contractors and manufacturers to learn about what would be expected of them to subcontract with larger defense contractors.

Barry Broome, president and CEO of the Greater Phoenix Economic Council, said his organization is meeting with the 114 aerospace and defense companies in the top three tiers in the Phoenix area this summer to help them develop sustainable plans.

“We will have a plan of attack for each one of those companies; how to help this company grow, how to keep this company from closing. It’s a very hands on, tactical effort,” he said.

Broome said while the largest local aerospace and defense players, such as Boeing Co., Honeywell Aerospace, Raytheon Co. and Lockheed Mar tin Corp., already have diversified businesses, smaller companies with limited capital face greater challenges as effects roll down the supply chain.

“Our major companies have been relatively optimistic that they have done a good job of preparing for these cuts. It’s all the other companies that are connected to the big companies that we have to pay attention to because they can’t change their behavior and enterprise until the bigger companies change theirs,” Broome said.

Small to midsize companies that produce defense-specific products and rely on that pipeline may need to change to adapt.

“If you depend too much on one customer, or one industry segment, you are going to be more vulnerable than if you were more diversified,” said Steven Zylstra, president and CEO of the Arizona Technology Council.

Zylstra said strategic innovation and paying attention to where defense money is still being spent will be key.

“You have to be more innovative and ingenious to say what is my core competency and how can I re-apply that to some other industry? It’s a tough test. Those that are the most innovative are going to do the best,” Zylstra said.

Boeing Co said it doubled deliveries of its fuel-effi-cient 787 jets in the third quarter to 12, compared with six in the second quarter

Boeing is years behind its initial delivery schedule on the new light-weight, carbon-composite 787 aircraft after extensive development delays.

The company declined to say how many of the 787s delivered in the quarter came from a group of previously produced jets that needed engineering changes after they left the factory.

Boeing has produced more than 70 of its 787 jet and delivered 26, suggesting that 45 or more jets require the post-factory retrofitting, said Russell Solomon an analyst at Moody’s Investors Service in New York.

“When you do the math, there are 50-ish sitting there with some level of work that needs to be completed,” he said. “We think most of those will get delivered next year. A few more from that group should be delivered this year.”

All of 787s delivered so far have been produced at Boeing’s plant in Everett, Wash.Boeing is trying to speed up production to five 787s per month by year-end. The rate will include jets made at its plant in South Carolina. That factory is expected to deliver its first 787 from South Carolina to Air India.

Overall, the company delivered 149 jets in the third quarter, down from 150 in the second, but up from 137 in the first quarter. Deliveries rose 17 percent from a year ago.

Orders rose sharply in the latest quarter, hitting 404, compared with 36 in the second quarter.

Orders for the new 737 MAX drove the increase, Boeing said. The

company logged orders for 377 of the single-aisle 737 jets in the quarter, up from just three in the second quarter of 2012, and compared with 243 in the third quarter of 2011.

Among the big buyers, United Airlines ordered 100 of the 737 MAX planes, and Air Lease Corp and GE Capital Aviation Services ordered 75 each. Virgin Australia Airlines ordered 23.

Manufacturer Helps Vets Turn Military Skills Into Jobs

Advanced Technology Services, a company that maintains manufac-turing plant equipment, has fashioned a unique way to fill their vacant jobs—specifically recruit and hire America’s returning veterans.

Turns out soldiers trained in handling guns, radios and other kinds of equipment possess the ideal skills to work in America’s manu-facturing plants.

“They have all these great skills and manufacturing is a perfect place for them to transition into,” said Holly Mosack, director of military recruiting for Advanced Technology Services, based in Peoria, Ill.

Whether U.S. manufacturing can thrive again is a perennial question. But recent economic data suggests sector improvement. The Institute for Supply Management (ISM) recently said the manufacturing sector expanded in September—shaking off three months of weakness as new orders and employment edged higher.

Advanced Technology Services helps factories improve productivity and profitability. Their clients include Caterpillar, Honeywell, Eaton and Textron.

Advanced Technology Services began focusing on military hiring in 2006. That emphasis was ramped up last year as more vets began returning home from conflicts in Iraq and Afghanistan.

But transitioning from the battlefield to private-sector work is challenging, as jobs data shows. The unemployment rate for veter-ans—who served on active duty in the U.S. Armed Forces at any time since September 2001—was 12.1 percent, the U.S. Bureau of Labor Statistics said earlier this year.

Applying for the wrong jobs

Mosack said she noticed vets applying for the wrong jobs. “They were going for positions they were under or over qualified for.”

Other veterans need help on basic skills such as how to address supervisors. Some veterans “feel silly asking, ’What am I supposed to call my boss?’ “ she said. Advanced Technology Services’ program helps veterans navigate these dilemmas and other tasks they’ve never managed before such as health-care forms and 401(k)s.

Roughly 25 percent or 650 of the company’s 2,600 U.S.-based employees are veterans. Brian Aschenbrenner, a former Air Force officer is among them. A military communications officer, Aschen-brenner handled radios, radars, satellites and other communication equipment at Air Force bases and in Iraq, Jordan and Qatar.

looking for a civilian job for the first time in his life a few months ago. Ad-vanced Technology Services caught his attention.

“Looking into what they did, I could see the relationship to maintaining factory equipment,” he said. Aschenbrenner now supervises maintenance activity on plant industrial equipment in Okla-homa. “The military is full of guys, who have a variety of technical skills.”

Romney Would Immediately Reverse DoD Cuts

U.S. Republican presidential candidate Mitt Romney wants to immediately restore the Pentagon’s base budget to levels proposed by former Defense Secretary Robert Gates in 2012 before last year’s Budget Control Act slashed $259 billion from planned spending, according to campaign advisers.

A Romney administration would allot 4 percent of the U.S. gross domestic product (GDP) to the defense base budget, said Roger Zakheim, one of the former Massachusetts governor’s senior defense advisers, at an Oct. 11 breakfast with reporters in Washing-ton. Zakheim is on leave from his job as deputy staff director and general counsel of the House Armed Services Committee.

Gates’ fiscal 2012 Pentagon budget proposal called for $2.99 trillion in defense spending from 2013 to 2017. That projection was cut by $259 billion after Congress passed the Budget Control Act in 2011.

Romney believes additional cuts mandated under the Budget Control Act, known as sequestration, also need to be reversed, his advisers said.

The fiscal 2013 Pentagon budget proposal is 3.3 percent of GDP.

Bush — acknowledged that Romney would not neces-sarily be able to achieve the 4 percent GDP level of spending in his first term as president.

“We’re not going to come in with this massive supplemental” spending measure, he said.

Specific defense budget numbers would rely on GDP levels. So if the GDP grows quickly, the defense budget would grow faster. If it does not grow as fast, the Defense Department budget would be smaller.

The defense budget needs at least 2 percent real growth each year or procurement and research and development historically is cut, Roger Zakheim said.

As for policy, Romney believes the Pentagon should be focused on the Asia-Pacific, Roger Zakheim said. That said, the campaign believes the Obama administration’s strategy to focus heavily on the Pacific and Middle East is not achievable due to a planned truncation in force structure.

Multi-year contract will fund wire-less precision-assault capability Raytheon Company received a $349 million five-year, multi-year contract to provide heavy anti-tank, wireless precision-assault missiles for the U.S. government. Raytheon received the award during its third quarter.

In January of 1964 Raymond’s son, Bill Fahey Sr. was fresh out of college and joined the family business. Bill Sr. had a good amount of experience working with the tools that his family business sold because while going to college he would work for the local shops and with many of the fabrication tools. “It worked out pretty well,” says Bill Sr. “I got to sell the machines I worked with in college and I had a pretty good knowledge of how they worked. This helped me to sell the machinery and help my customers with top of the line products.

He continued, “When I joined the business mom and dad gave me my old room back, a gas card, and a small salary per month. I started slow and went on errands the first 4-6 months and basically watched and listened. I went on sales calls with dad and I would watch how he interacted with customers and I would listen. Six

months later dad gave me a list of about 500 names on it and he said this is your account list, go see them, and I realized at that moment how little I knew. As a young man one can be pretty cocky and think he is hot stuff, but it took me almost a year before I made my first sale and I will never forget it. I kept plugging away and finally made one. It wasn’t much but it meant the world to me and the feeling and confidence I had from that first sale propelled me to more sales.”

These other companies had many branches throughout the states we covered and we were work-ing out of the house. Raymond and Lauretta Fahey founded Fahey Machinery Co., Inc. (Fahey Machinery) almost 50 years ago as a machine tool distributor, specializing in sheet metal and steel fabricating equipment. Fahey Machinery has become a leading distributor and represents some of the finest machine tool manufacturers in the industry with a territory that spans the following states: Oregon, Washington, Alaska, Idaho, Montana, Hawaii, and Northern California.

Years ago, Raymond Fahey worked in the Los Angeles, California area for the aircraft industry doing precision Aerospace fabrication during the Second World War. He worked with various precision sheet metal machines and became proficient at his trade.

In 1943 the Fahey family moved to the Portland, Oregon area and Raymond worked for an aircraft related business there. Shortly af-ter the war ended, the company Raymond worked for went out of business. He then went to work for a machine tool company that sold metal working machinery. Raymond’s division sold sheet metal to sheet metal shops. This company also had a division that sold fabrication equipment and Raymond soon found his calling and began to sell equipment to shops in the area. Through his vast knowledge of working with fabrication equipment people came to him for advice on what to purchase for their shops.

Eventually Raymond felt he could do a better job supporting the shops with the fabrication machinery he was knowledgeable about. Raymond saw his niche and never looked back. After many 12 hour days and strategic business moves Raymond and his wife Lauretta decided to build the business together as a family. The Fahey home became the business location for a number of years. While Raymond pioneered the territory in sales for Fahey Machinery, Lauretta Fahey ran the accounting and day to day affairs at the office, creating a great partnership with Raymond and a great foundation for Fahey Machin-ery. When Raymond and Lauretta started the business, Raymond was 49 years of age and three of Raymond’s children were either in or going to college. It takes a strong individual to strike out on his own during a period of uncertainty.

In January of 1964 Raymond’s son, Bill Fahey Sr. was fresh out of college and joined the family business. Bill Sr. had a good amount of experience working with the tools that his family business sold because while going to college he would work for the local shops and with many of the fabrication tools. “It worked out pretty well,” says Bill Sr. “I got to sell the machines I worked with in college and I had a pretty good knowledge of how they worked. This helped me to sell the machinery and help my customers with top of the line products.

He continued, “When I joined the business mom and dad gave me my old room back, a gas card, and a small salary per month. I started slow and went on errands the first 4-6 months and basically watched and listened. I went on sales calls with dad and I would watch how he interacted with customers and I would listen. Six

months later dad gave me a list of about 500 names on it and he said this is your account list, go see them, and I realized at that moment how little I knew. As a young man one can be pretty cocky and think he is hot stuff, but it took me almost a year before I made my first sale and I will never forget it. I kept plugging away and finally made one. It wasn’t much but it meant the world to me and the feeling and confidence I had from that first sale propelled me to more sales.”

Fahey Machinery’s claim to fame was pounding the pavement. “Our customers knew who they were dealing with; we would shake their hand and look them in the eye. They knew we were not an order taker type of business. We were, and still are, their expert in fabrication equipment,” Bill Sr. said.

In the late 1960’s Boeing was not in great shape with the SST pro-gram and in 1971 the House of Representatives voted to end SST funding. Due to this project cancellation Boeing placed a glut of new/used machinery on the market. It was a difficult time to sell machinery in the Seattle area. In 1974 Bill Sr. moved up to Seattle to try and grow the territory. By then, Boeing was going straight up, the Alaskan pipeline was being built and high tech was just coming into play, and the timing was impeccable. Everyone else was selling

machine tools and Fahey Machinery was one of the only machinery businesses selling fabrication equipment. From 1974 through 1980 was a great time for making money in the Seattle area. Fahey Ma-chinery did well during this period and the business grew.

In 1968 the Fahey’s bought property and in 1977 built the build-ing they currently operate out of in Lake Oswego, Oregon. Fahey Machinery paid off the new location in only 15 years. “This is the best thing we ever did. Fahey LLC, my two brothers and myself own the 10k sq. ft. building. With this business space we stock all varieties of equipment both new and used. Sometimes a customer will want a new piece of equipment and they will want us to buy their used machine. If it’s in decent shape we will usually buy it and they end up with new machinery,” Bill Sr. said.

Bill Sr. came back to Portland to run the company as President in 1980 when his father stepped down as Chairman of the Board. Where is Fahey Machinery going in the next 5 years? Bill Sr. said, “In long term we want to continue to grow the company slowly practicing controlled growth. Times have been so unsettled for years

with the state of the economy and the government moving away from supporting US manufacturing and thus shrinking the middle class. Some of the consequences of over regulating by the government (OSHA & EPA) have made it so difficult for manufacturing to do business in the US that companies have either gone out of business or outsourced and offshored their work. This over regulation has resulted in less customers for us today. In the perfect world I see manufacturing growing again in the United States. We see some business coming back from Asia and that is encouraging. Businesses are finding out that it doesn’t make sense anymore to do business there with rising costs in fuel and labor and the decline of quality. When manufacturing comes back and we have higher paying jobs the economy will rise again and I see a good future on the horizon.”

Fahey Machinery is very proud they started with virtually nothing but knowledge and determination. Rising Exports, Reshoring Could Help Create Mil-lions Of Jobs

Manufactured exports—a bright spot of the U.S. economy in recent years—are set to surge. Combined with jobs created as a result of re-shoring, higher U.S. exports could add 2.5 million to 5 million jobs by the end of the decade, as manufacturers shift production from leading European countries and Japan to take advantage of substantially lower costs in the U.S., according to new research by The Boston Consulting Group (BCG).

BCG projects that by around 2015, the U.S. will have an export cost advantage of 5 to 25 percent over Germany, Italy, France, the U.K., and Japan in a range of industries. Among the biggest drivers of this advantage will be the costs of labor, natural gas, and electricity. As a result, the U.S. could capture 2 to 4 percent of exports from the four European countries and 3 to 7 percent from Japan by the end of the current decade. This would translate into as much as $90 billion in additional U.S. exports per year, according to BCG’s analysis.

When the increase in U.S. exports to the rest of the world is included, an-nual gains could reach $130 billion. BCG forecasts that the biggest U.S. export gains will be in machinery, transportation equipment, electri-cal equipment and appliances, and chemicals.

“The export manufacturing sector has been the unsung hero of the U.S. economy for the past few years. But this is only the beginning,” said Harold L. Sirkin, a BCG senior partner and coauthor of the research.

“The U.S. is becoming one of the lowest-cost producers of the developed world, and companies in Europe and Japan are taking notice.”

The analysis is part of BCG’s ongoing “Made in America, Again” series on the changing global economics that are starting to favor manufactur-ing in the U.S. Previous reports in this series have focused on produc-tion and jobs that are likely to be brought back to the U.S. as China’s once-formidable cost advantage erodes, but the new research delves more deeply into the competitive position of the U.S. relative to other developed economies. Together, the developed economies account for about 60 percent of global manufactured exports.

The new analysis raises BCG’s previous estimate of U.S. job gains. Earlier this year, a BCG report titled U.S. Manufacturing Nears the Tipping Point: Which Industries, Why, and How Much? predicted that the U.S. would gain 2 to 3 million jobs from higher exports and production work shifting from China to the U.S.

Although the reshoring trend—also referred to as “insourcing” and “on-shoring”—is still in its early stages, several large foreign manufacturers have already announced plans to use the U.S. as an export base for other markets. Toyota, for example, has announced that it will export Camry sedans assembled in Kentucky and Sienna minivans made in Indiana to South Korea, while Honda and Nissan both say that they expect to boost exports of vehicles made in their U.S. plants to the rest of the world. Siemens is building gas turbines in North Carolina to ship to Saudi Arabia

for construction of a 4-gigawatt power plant. Rolls-Royce recently opened a new aircraft engine parts manufacturing facility in Virginia citing lower labor costs, productivity and dollarization (doing business in U.S. dollars to mitigate local currency risk).

“Over the coming years, as European and Japanese companies decide where to locate new capacity, we can expect many more announcements like these,” said coauthor Michael Zinser, a BCG partner who leads the firm’s manufacturing work in the Americas.

“Producing in the U.S. offers increasingly compelling cost advantages—to supply not only North America but also some of the most important overseas markets.”

BCG estimates that average manufacturing costs in 2015 will be 8 percent lower in the U.S. than in the U.K., 15 percent lower than in both Germany and France, 21 percent lower than in Japan, and 23 percent lower than in Italy. Average manufacturing costs in China will still be 7 percent lower than those of the U.S. in 2015. But those costs do not include transportation, duties, and other expenses. And it is less than half of the advantage that China enjoyed a decade ago.

As explained in a previous BCG report, when the many risks and hidden costs of manag-ing extended global supply chains are taken into account, it will be just as economical to manufacture many products in the U.S. if those goods are sold in the U.S.

Labor and energy costs will be especially important sources of U.S. competitive

advantage in manufactur-ing. Adjusted for differences in worker productivity, which is consider-ably higher in the U.S., average labor costs of the other large developed economies

will be 20 to 45 percent higher than those of the U.S. Only a decade ago, the same U.S. worker cost only 12 percent less than the average factory worker in Europe.

Inexpensive natural gas will also boost U.S. competitiveness. For the foreseeable future, thanks to the recovery of vast U.S. underground gas deposits of shale, natural gas is likely to remain 50 to 70 percent cheaper in the U.S. than in Europe and Japan, BCG predicts. “That will translate into significantly lower costs for electricity generation, for fuel used to power industrial plants, and for feedstock used across many industrial processes,” said Justin Rose, a BCG principal and coauthor.

Although some of the U.S. gains will come from making products that

otherwise would have been imported from Europe and Japan, other gains will come from higher U.S. export shares in key international trade lanes. For example, in many industries, the U.S. will be significantly more cost competitive than Europe as an export base for Asia. In addition to lower labor and energy prices, it is 59 percent cheaper on average to ship goods from the U.S. to Japan than it is to ship from Europe to Japan. That’s because the U.S. is closer to Japan, and rates are much lower for containers departing U.S. ports, where there is significant overcapacity. Similarly, the U.S. will be more attractive than Japan as a base for sup-plying many goods to Europe.

U.S. exports have risen by 30 percent since 2006, far outpacing growth in gross domestic product. “The signs pointing to continued export growth offer further evidence that the U.S. is poised for a manufactur-ing renaissance between 2015 and 2020,” said Sirkin, whose most recent book, GLOBALITY: Competing with Everyone from Everywhere for Everything, deals with globalization and emerging markets.

Administration announces $20 million for 10 public-private partnerships to support American manufac-turing and encourage investment in the US

Investments will promote job creation and economic growth in local industry clusters in Ariz., Calif., Mich., NY, Okla., Ore., Pa., Tenn. and Wash.

The administration announced that 10 public-private partnerships across America will receive $20 million in total awards to help re-vitalize American manufacturing and encourage companies to invest in the United States.

The 10 partnerships were selected through the Advanced Manufactur-ing Jobs and Innovation Accelerator Challenge, which is a competi-tive multi-agency grant process announced in May 2012 to support initiatives that strengthen advanced manufacturing at the local level. These public-private partnerships consist of small and large businesses, colleges, nonprofits and other local stakeholders that “cluster” in a particular area. The funds will help the winning clusters support local efforts to spur job creation through a variety of projects, including initiatives that connect innovative small suppliers with large com-panies, link research with the startups that can commercialize new ideas, and train workers with skills that firms need to capitalize on business opportunities.

The Advanced Manufacturing Jobs and Innovation Accelerator Challenge is a partnership among the U.S. Department of Commerce’s Economic Development Administration and the National Institute of Standards and Technology, the U.S. Department of Energy, the U.S. Department of Labor’s Employment and Training Administration, the U.S. Small Business Administration and the National Science Foundation.

In order to create an economy built to last, America needs to make more things the rest of the world wants to buy. After losing millions of good manufacturing jobs in the years before and during the deep recession, the economy has added nearly 500,000 manufacturing jobs since February 2010 — the strongest period of sustained job growth since the 1990s. While there’s more work to be done, steps like today’s announcement build on this momentum.

The awards will help regional clusters grow by strengthening their connections to regional economic development opportunities and advanced manufacturing assets, helping develop a skilled and diverse advanced manufacturing workforce, increasing exports, encouraging the development of small businesses, and accelerating innovation in technology. The 10 winning initiatives — based in Arizona, California, Michigan, New York, Oklahoma, Oregon, Pennsylvania, Tennessee and Washington — will each receive approximately $2 million to fund projects that are expected to train a total of 1,000 workers and help nearly 650 companies leverage a cluster’s resources in their regions and create jobs across the country.

Commerical GTL Plant to Supply 1000 BPD of Products From Natural Gas

With the increasing supply of natural gas in recent years, gas-to-liquids for diesel and jet fuel is looking attractive to companies like Calumet Specialty Products.

While natural gas supplies are now abundant in North America, the clean energy source is not a good direct substitute for all petroleum products. Engines that use jet fuel and diesel fuel, for example, would need modification to use natural gas. Converting the natural gas to a

‘drop in’ fuel solves many problems. Creating feedstocks for lubricants, solvents, and waxes is also useful.

Enter GTL. Using a high-temperature reformer technique, natural gas can be converted to a synthesis gas which can then be turned into these consumer-ready products via Fischer-Tropsch (FT) chemical reactions. This gas-to-liquid process is not magic and the energy cost is high, but as long as the natural gas feedstock price is low enough it makes commercial sense.

Against that background, Calumet Specialty Products Partners LP announced in a Sept 6 press release that it plans to expand its Karns City, PA specialty products facility to include a nominal 1000-barrels-per-day GTL plant. Calumet is a specialty petroleum products manu-facturer, operating 135,000 bpd of refining capacity in the United States, and producing some 1500 different products.

“Converting natural gas into ultra-high quality feedstock through GTL will reduce our costs, increase security of supply and improve product quality,” said Calumet’s Vice Chairman and Chief Executive Officer Bill Grube in the press release.

Calumet has commissioned Ventech Engineers, LLC, specialists in modular petroleum processing plants, to design and deliver the GTL plant using an Autothermal Reformer (ATR) from Haldor Topsoe Inc and Fischer-Tropsch (FT) technology from Velocys Inc., according to Calumet. Haldor Topsoe’s ATR will reform the natural gas into synthesis gas, a mixture of largely hydrogen and carbon monoxide. In the GTL plant, this synthesis gas will be routed through the Velocys FT process for conversion into long chain hydrocarbons. Velocys is the US-based subsidiary of the UK-based Oxford Catalysts Group, according to Oxford.

“Due to the historically large gap between high oil prices and low gas prices in North America, we’re experiencing very strong interest from potential clients keen to take advantage of this arbitrage opportunity. We are confident of the coming growth of GTL in North America and elsewhere, and of playing a leading role in this emerging market,” said Roy Lipski, CEO of Oxford in announcing its own involvement in the project.

The plant design is expected to be completed by late 2012, followed by site specific engineering and a decision to commence fabrication in

the first half of 2013. Production is currently expected to begin in the second half of 2014. The entire plant will be constructed as truckable modules at Ventech’s fabrication facility in Pasadena, Texas, and then transported to Calumet’s site in Karns City for rapid installation and interconnection with the existing refining facility.

As long as there is a price difference between natural gas and oil that is large enough, GTL will remain attractive. The biggest issue is the volatility in the price arbitrage. Oil prices can drop significantly and natural gas prices may rise—the current low prices may not last.

Forexpros - Natural gas futures sold at the highest level since De-cember 2011 earlier, after a report from the U.S. Energy Information Administration showed U.S. gas supplies rose less-than-expected last week. On the New York Mercantile Exchange, natural gas futures for delivery in November traded at USD3.578 per million British thermal units during U.S. morning trade slipping 0.76%.

Profit takers hit natural gas after the U.S. Energy Information Ad-

ministration said in its weekly report that natural gas storage in the U.S. in the week ended October 5 rose by 72 billion cubic feet, below market expectations for an increase of 77 billion cubic feet.

Inventories rose by 108 billion cubic feet in the same week a year earlier, while the five-year average change for the week is an increase of 84 billion cubic feet, according to U.S. Energy Department data.

Total U.S. natural gas storage stood at 3.725 trillion cubic feet as of last week. Stocks were 236 billion cubic feet higher than last year at this time and 269 billion cubic feet above the five-year average of 3.456 trillion cubic feet for this time of year.

U.S. natural gas stocks peaked at a record 3.852 trillion cubic feet in November of last year.

The report showed that in the East Region, stocks were 67 billion cubic feet above the five-year average, following a net injection of 42 billion cubic feet.

Stocks in the Producing Region were 160 billion cubic feet above the five-year average of 1.047 billion cubic feet, after a net injection of 27 billion cubic feet.

Communications and Power L.L.C., Palo Alto, Calif., is being awarded a $45,500,539 firm-fixed-price, indefinite-delivery, indefinite-quantity contract for the evaluation, repair and new production of the simplified driver traveling wave tube that will be used by the Navy and Missile Defense Agency. The simplified driver traveling wave tube is required to support navy shipbuilding programs, in-service engineering agent requirements, foreign military sales and fleet replenishment require-ments for the AN/SPY-1D(V) radar system which is part of the Aegis Weapon System MK 7. The AN/SPY-1D(V) radar is an air/surface search and tracking system used on DDG 51 class ships starting with DDG 91. The simplified driver traveling wave tube provides radio frequency (RF) amplification in the RF amplifier stage for input to the final power amplifier. Work will be performed in Palo Alto, Calif., and is expected to be completed by September 2017. Contract funds will not expire at the end of the current fiscal year. Pursuant to FAR 6.302-6, Communications and Power L.L.C., is the only available source for this system.The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-12-D-GR53).

Raytheon Co., Space and Airborne Systems, Electronic Warfare Sys-tems, Goleta, Calif., is being awarded a $15,802,292 firm-fixed price contract for 48 integrated multi-platform launch controllers (IMPLCs) for installation on F/A-18 aircraft. The IMPLC is a component of the AN/ALE-50(V) countermeasures decoy dispensing set and the Inte-

grated Defensive Electronics Countermeasure System. Work will be performed in Forest, Miss. (66 percent), Goleta, Calif. (25 percent), and Nashua, N.H. (9 percent), and is expected to be completed in January 2014. Contract funds in the amount of 7,881,260 will expire at the end of the current fiscal year. This contract was not competitively pro-cured pursuant to the FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0006).

General Atomics Aeronautical Systems Inc., Poway, Calif., was awarded a $102,588,732 cost-plus-incentive-fee contract. The award will pro-vide for the services in support of the Gray Eagle unmanned aircraft system. Work will be performed in Poway, Calif. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Red-stone Arsenal, Ala., is the contracting activity (W58RGZ-12-C-0075).

The Boeing Co., Seattle, Wash., is being awarded a $1,904,545,643 modification to a previously awarded fixed-price-incentive-firm contract for the procurement of 11 P-8A Multi-Mission Maritime Low Rate Initial Production III aircraft. Work will be performed in Seattle, Wash. (75.5 percent); Baltimore, Md. (4 percent); Green-lawn, N.Y. (2.5 percent); North Amityville, N.Y. Report Forecasts Jobs, Revenues In Offshore Winds

The large-scale development of wind power off the Mid-Atlantic coast would create more than 70,000 jobs from New York to Vir-ginia, an industry-sponsored study concludes.

The study released last month said those jobs would be created by a new industrial base needed to manufacture, build, oper-ate and maintain the towering wind turbines, and an additional 40,000 jobs would be needed to serve the supply chain. The job growth would be realized over a 10-year build out of the offshore industry.

The study was conducted for the Atlantic Wind Connection and released during the American Wind Energy Association’s annual

conference in Virginia Beach.

“These findings highlight the unique op-portunity our nation has for stimulating a brand new industry by developing this limitless, yet untapped, resource,” said Bob Mitchell, CEO of Atlantic Wind Connection.

Backed by Google and other investors, the Atlantic Wind Connection is moving forward with the construction of a 380-mile power line that would enable up to 7,000 megawatts of electricity to be produced at offshore wind farms from Virginia to New Jersey.

The study’s economic projections are based on the development of 7,000 megawatts of wind power, or enough to power more than 2 million homes in the Mid-Atlantic region.

Besides the 110,000 jobs created directly by the industry and the supply chain, the study estimates that 50,000 jobs would be created by the effect of added economic activity — restaurants and groceries, for instance.

Large-scale wind development off the Atlantic coast would also have a com-bined economic impact for the states of $19 billion and increase local, state and federal government revenues by $4.6 billion, the study by information and analytics company IHS Inc. concluded.

Mitchell said the findings represent the “tip of the iceberg” of an industry that could have the potential of generating 330 gigawatts of electricity, exceeding the region’s current energy use. He

cited a University of Delaware study that examined wind potential from Cape Cod in Massachusetts to North Carolina’s Outer Banks.

The study, of course, examines the potential for an industry that has little presence in the in the U.S.

No commercial wind power is produced in waters off the U.S., although a project off Cape Cod, Mass., could begin producing elec-tricity in 2014. In Virginia, the industry is just beginning to stir with eight energy producers expressing interest in developing ocean bot-tom 25 miles off Virginia Beach. The state is seeking to survey the ocean bottom and collect surface data to move the industry forward.

Manufacturing Matters

October 5th was the first national Manufacturing Day, reminding us that the United States still leads the world in production of manufactured goods, and that the manufac-

turing sector is at the core of our economy.

Manufacturing activity is coming back from the recession, and may also be coming back from overseas. The 2012 U.S. Re-shoring Survey by the MIT Forum for Supply Chain Innovation finds that manufacturers are reconsidering their supply chain strategies due to higher labor costs in developing countries, energy costs and political stability issues, as well as time-to-market concerns. Re-shoring — bringing manufactur-ing back to the U.S. — is under consideration by a significant number of firms, and some, including auto parts and electrical equipment manufacturers, have moved operations back. The survey finds that federal and state policies, including corporate tax rates, have a major impact on decisions to move or stay.

In this election year, candidates across the country, from President Obama and Gover-nor Romney on down, have jumped onto the manufacturing bandwagon. Beacon Hill has cut the corporate excise tax, passed bills to control medical and energy costs, strength-ened the Workforce Training Fund Program and the community colleges, and created the industry-led Massachusetts Advanced Manufacturing Collaborative. Nationally, however, the reality has been not bipartisan consensus but partisan deadlock.

If Congress really cares about manufacturing, there are issues that demand im-mediate action. Most urgent is heading off about $500 billion in tax increases that will hit the U.S. economy on January 1, along with huge automatic spending cuts.

The top tax rate on dividends will almost triple, the top tax rate on capital gains will increase by more than half, and many small and mid-size manufacturers will see their top marginal tax rate rise, because nearly 70 percent of manufacturers file taxes at individual rates. The Research and Development tax credit expired for the 15th time at the end of 2011. And the U.S. corporate tax rate is the highest in the developed world. Action in other areas is equally vital, if less pressing; for example, the future of workforce development programs, largely shaped by federal policy, remains up in the air.

America’s manufacturing sector, historically the backbone of our economy and of upward mobility in our society, is entering a period of renewed opportunity. We need congressional action, now, to ensure that future expansion takes place here rather that abroad.

US Manufacturing Grows for 1st Time in 4 Months

U.S. manufacturing grew for the first time in four months, buoyed by a jump in new orders and more jobs. The increase is a hopeful sign that the economy may be improving after a weak stretch.

The Institute for Supply Management, a trade group of purchasing manag-ers, said last month that its index of factory activity rose to 51.5. That’s up from 49.6 in August.

A reading above 50 signals growth and below indicates contraction. The index had been below that threshold from June through August.

Stocks increased their gains after the report was released. The Dow Jones industrial average had been up roughly 100 points before the report came

out. It jumped to 150 points up within 10 minutes of the release.

Separately, a government report showed that U.S. builders spent more on home construc-tion in August, adding to evidence that housing is recovering.

Overall construction spending dipped 0.7 percent, the Commerce Department said, as spending on commercial projects such as office buildings and shopping centers fell.

In the manufacturing survey, a measure of new orders jumped to 52.3, the highest read-ing since May. That suggests production will increase in the coming months.

And a gauge of employment rose, a sign that manufacturers may report a gain in jobs when September’s employment report is released recently. Manufacturers shed workers in August.

The increase could signal that manufacturing is picking up after a weakening this spring because of declining consumer demand and a drop in exports.

The improvement in the United States comes even as growth is slowing overseas. Europe’s financial crisis has pushed many countries in the region into recession. Growth in emerging nations such as China and India has slowed.

China’s manufacturing sector shrank in Sep-tember, according to a survey by a Chinese trade group. But its measure of factory activity rose for the first time in four months, to 49.8, from 49.2.

The U.S. economy grew at an annual rate of just 1.3 percent in the April-June quarter, down from a 2 percent growth rate in the January-March quarter.

Most economists expect growth will stay near or below 2 percent for the rest of this year. Growth at that pace is typically too weak to lower the unemployment rate.

Employers added 96,000 jobs in August, lower than July’s total and far below the average of 226,000 a month in the first three months of the year. The unemployment rate dropped to 8.1 percent from 8.3 percent in July. But that was only because fewer people were looking for work. The government only counts people as unemployed if they are actively searching for jobs.

OctoberBest-Regional High-Tech Conference & Expo: 2012 A Great SuccessTen years ago, four members of the Electronic Representatives Association gathered to launch an idea that has grown into today’s OctoberBest Regional High-tech Conference & Expo. Their goal was to provide an open forum for companies involved in manufacturing, design, testing and development to network and learn about emerging trends from industry leaders. The idea was and still is to showcase local sourcing of goods and services in manufacturing.

The event continues to provide an arena where local manufacturers can learn new methods and technologies. It promotes the exchange of ideas and information that will help them to perform more efficiently and cost effectively. It provides a platform to introduce local resources and sup-pliers to the manufacturing community who offer a wide range of products and services. OctoberBest sponsors educational programs designed for learning, networking and personal growth. All of this is done with the goal of stimulating the Pacific Northwest economy.

OctoberBest is an all volunteer organization bringing together professionals from around the tech community to help plan, organize and facilitate the event. The primary contributors are the Oregon Chapter of the Electronics Manufacturers Association (EMA) and the Pacific Northwest Electronic Representatives Association (ERA).

The 2012 Event is being chaired by Ruth Delker of Cipher Systems. It was be held on October 3rd, 2012 from 8AM to 5PM in the Tektronix Conference Center on the Tektronix Campus at 13975 SW Karl Braun Drive, Beaverton, Oregon. The show continues to be organized by vol-unteers who are professionals from around the tech community who help plan, organize and facilitate the event.

A significant benefit of the event is that it enables our organizations to give to our community. To date, the event has donated over $15,000 and approximately 2,500 lbs of canned food to the Oregon Food Bank. Additionally, scholarships were presented last year to the local robotics teams who participated in the show.

Somon Air receives its second 737-900ER with the Boeing Sky Interior

Boeing’s Next-Generation 737-900ER (extended range) reached 100 deliveries with a delivery this week to Tajikistan-based Somon Air.

To date, the 737-900ER has logged 414 orders from 16 customers. The Next-Generation 737 family (all models) has won orders for more than 6,000 airplanes and Boeing has delivered more than 3,800.

“Airlines around the world are recognizing the superior performance and operating economics of the Next-Generation 737-900ER,” said Beverly Wyse, 737 vice president and general manager. “It offers the best seat-mile cost of any single-aisle airplane which is especially important with today’s high fuel prices.”

The Next-Generation 737-900ER is a short-to-medium range twinjet that increases the capability of the Next-Generation 737 family. The higher-capacity, longer-range derivative of the 737-900 was launched in July 2005 with an order for 30 airplanes from Indonesia’s Lion Air and introduced into service in April 2007.

The Next-Generation 737-900ER replaces the larger, single-aisle Boeing 757, which ceased production in 2004. The 737-900ER is capable of operating more than 90 percent of the 757 twin-engine’s routes yet at a much lower operating cost.

The 737-900ER is the longest 737, typically carrying 180 passengers in a two-class layout with an exit limit certified for up to 220 passengers in a single-class configuration.

Somon Air, based in Dushanbe, Tajikistan, is the country’s first private full-service carrier. This is the airline’s second 737-900ER delivered with the Boeing Sky Interior.

Goodrich Wins Contract for Landing Gear System Overhaul Services

Goodrich Corporation has been selected by Boeing to provide landing gear system maintenance services in support of the United States Air Force fleet of Boeing C-17 Globemaster III aircraft. Included as part of the agreement, Goodrich will provide training to Hill Air Force Base (HAFB) in Ogden, Utah to perform overhaul of C-17 landing gear systems as a Goodrich supplier.

Greg Watson, site director for Goodrich’s Landing Gear business in Burlington, Ontario, Canada stated, “We look forward to using this partnership with HAFB as an opportunity to share best practices between the U.S. Government and private industry which can help to identify key process improvements and continue to add value to performance.”

Goodrich is the original equipment manufacturer (OEM) of the Globemaster III landing gear system. It is also one of the largest landing gear overhaul maintenance suppliers in the industry.

Boeing’s Jim Albaugh Gives Call to Arms on U.S. Leadership in the Second Century of Flight

Jim Albaugh, The Boeing Company President and CEO for Com-mercial Airplanes, and AIA Executive Committee member, gave a call to arms about U.S. leadership in the second century of flight at the Woodrow Wilson Center for International Scholars on September 18.

In his National Aerospace Week remarks, Albaugh stated, “Aerospace is more than an industry. It’s a force for good in the world. We help drive the global economy. We’re good stewards of the environment. We bring people together, connect our world, and promote an un-derstanding of different cultures and points of view.” But Albaugh warned of threats to our aerospace leadership. “While other countries are investing aggressively in aerospace and defense, we are doing the opposite,” he said. “We are so focused on what to cut, we are forget-

ting how to grow.”

Albaugh addressed specific policies he thinks the United States needs to institute to keep its aerospace and defense sector in the forefront of leadership. First, he said Amer-ica needs a strategy “to ensure the long-term viability of our defense industrial base.” Albaugh added,

“I think that starts with identify-ing key enabling technologies and

ensuring we keep design teams together, even if it’s at a low level to support them.” As part of this strategy he said the U.S. government

“must ensure that we play by the same [trade] rules – on both sides of the Atlantic and Pacific.” Second, he said our country needs to invest in research and development, noting, “wherever R&D goes, innovation and economic growth follow.” He noted with alarm that

“U.S. government R&D as a percentage of our GDP has fallen by 60 percent since 1964,” and called for reinstating the U.S. R&D tax credit that expired last year.

Third, Albaugh said the United States needs to focus on the demo-graphics of our workforce, and “attract tomorrow’s engineers by capturing their imagination and letting them be part of an exciting mission that will shape the future…just as my generation was drawn into aerospace by President Kennedy’s call to land a man on the moon.” Fourth, Albaugh stated growth in the aerospace industry can’t come at the expense of the environment. He noted that the commercial aviation industry’s goal of achieving carbon-neutral growth by 2020 and a significant reduction in CO2 emissions is validated by airline customers who worry about profitability and their environmental footprint, two factors that he said are both tied to fuel consumption. Finally, Albaugh pointed to NextGen implementation—“the inter-state highway system of the sky”—as being the fourth great stride in transportation in his lifetime, after the highways, commercial air travel and GPS.

Boeing’s EcoDemonstrator Visits D.C.

National Aerospace Week attendees got a glimpse of aviation’s future when Boeing, along with partner American Airlines, welcomed its innovative ecoDemonstrator 737-800 aircraft to Washington National Airport. Visitors to a special exhibit area were told about technologies and advanced materials used on and in the aircraft that provide greater fuel efficiency and further noise reduction than current aircraft.

The ecoDemonstrator highlights potential efficiencies from all areas of the aircraft. Modifications include internal cabin improvements through the utilization of lighter-weight materials, new galley re-frigeration tech-nologies and the installation of recycled, recy-clable modular carpet that will save operator time, cost and reduce waste. Active engine vibration con-trols and other improvements to the engines not only save fuel, but also reduce cabin and external noise. New high-tech devices in the cockpit have the potential to provide significant safety and efficiency improvements. These include up-to-date weather and other data streams delivered to an iPad-like device, allowing for more direct routing and a smoother, safer flight. New structural materials and designs such as adaptive trailing wing edges increase fuel efficiency. The regenerative hydro-gen fuel cell on board essentially makes its own energy, bringing the aircraft one step closer towards zero emission power generation. Additionally, test flights of this aircraft are done using biofuels. All of the technologies tested by the aircraft have shown a two percent increase in fuel efficiency savings.

American Airlines has allowed this aircraft to serve as a test bed for these advanced technologies. After testing on the ecoDemonstrator is complete, the airplane will be returned to standard configuration and delivered to the airline later this year. Boeing’s plan is to demonstrate similar technologies on one new aircraft type every year.

The FAA participated in the 2012 program and will again offer assis-tance for the 2013 program, providing supportive funding for two of the technologies incorporated on the aircraft, and also some flight test cost. This funding is provided through the FAA’s Continuous Lower Energy Emissions and Noise program (CLEEN). In addition to Boeing, FAA and American Airlines, General Electric, Honeywell, Pratt & Whitney and Rolls-Royce-North America also assisted in the program.
