1. General1.1The system shall record, display and playback multiple cameras. The system shall support up to 64

channels.1.2 The system shall be able to connect analog cameras and IP camera on one system simultaneously.

The combination of analog and IP cameras shall be very flexible.1.3 3rd Party Integration: Metadata Plugin technology support 3rd party software including

POS, LPR (license plate recognition), access control and so on. Though Metadata Plugin, users can manage metadata by recording real time information in databases which can describe events that link to video and audio. The system provides smart search tool to retrieve information and recorded video. In v4.0 it supports VIT (LPR), Soyal and Falco (access control) and Micros (POS).

1.3 The system shall support triple monitors to display live video and playback1.4 The system shall be a multitasking machine that allows user to preview the live video and review

recorded video on both local machine and remote site.1.5 The system shall support LAN and WAN network. For WAN network, the system shall support

DDNS for user who has dynamic IP address only. The system shall support DDNS service provided by DynDns and DtDNS.

1.6 The system shall support scheduling auto reboot function daily or weekly1.7 The system shall support for a central management system (CMS). The CMS shall allow for the

continuous monitoring of the operational status and event-triggered alarms from system servers, cameras, POS and other external devices.

1.8 The system shall be able to record the original resolution and frame rate supplied by cameras especially megapixel camera.

1.9 The system shall support multiple stream profiles to stream out different quality and bit rate of video streams to storage device for storing video as well as remote clients for viewing live video.

1.10 The system shall support following operating systems: a. Windows XP Pro SP3 32bitb. Windows Vista SP1 32 bitc. Windows 7 SP1 32bit and 64 bitd. Windows Server 2008 R2 64 bite. Windows Server 2012 32 bit and 64 bitf. Windows 8 32 bit and 64 bitg. Windows 8.1 32 bit and 64 bit

1.11 The system shall include a software development kit (SDK) that shall offer important capabilities for integrating the system third-party software. The SDK should provide a programming component which can embed in third-party Windows applications or Internet Explorer web applications. The SDK shall enable users to:

a. Retrieve live video and recorded video b. Retrieve and set I/O status c. Take snapshots of live view and recorded video d. Perform PTZ controls in live view e. Change screen layouts and resolutions in live view of the programming component f. Export video from recorded data and save in AVI or ASF format g. Play, pause, stop, step backward, step forward, seek, speed up, speed down recorded video.

1.12 The system shall include the following components:a. The recording server with video display, schedule setting, built-in video analytics and

2. System function

2.1 IP Camera Configuration2.1.1 The system shall support devices including IP cameras and video encoders from the following

2.1.2 User shall be able to insert IP camera manually by inputting IP address, port number, user name and password. The system shall be able to auto-detect the model name of IP camera after above parameters are input correctly.

2.1.3 User shall be able to auto-search the IP cameras on the same local network area (LAN) as long as the IP camera is equipped with universal plug and play (UPNP) function. User shall be able to input user name and password on several cameras simultaneously to speed up the camera installation.

2.1.4 The system shall provide optional protocols including TCP, UDP and HTTP for user to select under various network environments.

2.1.5 The system shall support MJPEG, MPEG4, H.264 and MxPEG video compression algorithm on supported cameras as listed in section 2.1.1.

2.1.6 The system shall provide interface allowing the switch between different video compression codec if the camera supports multiple codec.

2.1.7 The system shall provide interface allowing to set the resolution, frame rate, quality of the IP cameras.

2.1.8 The system shall support video enhancement – brightness, contrast, saturation and hue.

2.1.9 The system shall support PTZ protocols of the supported devices as listed in section 2.1.1. The system shall provide a graphical PTZ control panel for user to command the PTZ camera go up, down, left, right, upper-right, upper-left, lower-right, lower-left, optical zoom in and zoom out.

2.1.10 The system shall allow user to set up to 16 preset points of a specific positions and go to preset points of interest.

2.1.11 The system shall provide an interface to adjust the PTZ speed. 2.1.12 The system shall support DI/DO configuration if they’re supported by the camera initial state

and mode.2.1.13 The system shall support joysticks that is compatible with Microsoft Windows operating

systems for controlling PTZ cameras.

2.2 Live Video Display2.2.1 The system shall support up to 64 channels in any combination of analog cameras and IP

cameras.2.2.2 The system shall provide below information on live preview window: live video, live audio and

system status. The information of system status shall include date, time, free disk space, IP camera bit rate, CPU temperature, fan speed, CPU loading, memory usage, total upload bit rate and total download bit rate.

2.2.3 The system shall provide optional layouts to display the videos – 1x1, 2x2, 3x3, 4x4, 5x5, 6x6, 7x7, 8x8, 1+5, 2+8, 1+12, 1+12(central fixed), 1+16(central fixed), full screen and auto scan mode. The auto-scan interval shall be user-defined and at most two channels shall be specified to be fixed when auto scan mode is enabled.

2.2.4 The system shall the following monitor resolution: 1024x768, 1200x900, 1280x1024, 1366x7681440x900,1600x1200, 1680x1050, 1920x1080, 1920x1200 screen resolutions

2.2.5 The system shall allow user to modify the display sequence of cameras on primary or secondary monitor separately when dual or triple monitors are applied.

2.2.6 The system shall allow user to set camera number and camera name so that the user can recognize the location of camera easily and efficiently.

2.2.7 The system shall provide digital zoom in and zoom out function by scrolling the mouse wheel up and down or using the PTZ control panel.

2.2.8 The system shall allow user to duplicate one camera to multiple views. By digitally zooming in of each view, the users shall be able to monitor several views with different zoom scales from the same camera input.

2.2.9 The system shall support full two-way audio between the recording server and IP cameras devices.

2.2.10 The system shall support optional parameters for on screen display (OSD) including date, time, camera number, camera name and bit rate. The font size, color, bold, and edge of foreground and the color and transparency of background shall be adjustable. User shall be able to apply the OSD setting of one camera to others.

2.3 Storage Management2.3 The system shall have a default storage area. A storage area is a directory where the database

and recordings from the connected cameras are stored.2.3.2 The system shall allow users to add several storage locations. The system shall allow user to

change the order of storage locations.2.3.3 The system shall support overwriting the recording space by first in first out (FIFO) mechanism

to prevent recording space from full and cause stop recording.2.3.4 The system shall support the following overwriting mechanisms,

a. Percentage of storage space. The system shall overwrite the oldest recorded videos when storage space is reached the threshold.

b. Retention days. The system shall overwrite the oldest recorded videos to keep video for retention days.

2.3.5 The system shall provide advanced recycle settings, which allow user to determine the retention days of the following logs,

2.4 DI/DO Control2.4.1 The system shall support external I/O box or internal I/O board for sensor in or relay out from

external electronic devices.2.4.2 The system shall provide simulator for users to test whether the I/O devices are installed

correctly.2.4.3 The system shall allow user to name the I/O device and each digital input/ output. 2.4.4 The system shall allow user to select the I/O type - normal open (N/O) and normal close (N/C).2.4.5 The system shall provide a control panel that shall allow monitoring the DI status and

controlling the DO.

2.5 Security2.5.1 The system shall have authentication login support2.5.2 The system shall support three groups of users- admin, user and power user.2.5.3 Administrator shall be allowed to change password of users.2.5.4 Different users shall have different functional privileges to control the system.2.5.5 Different users shall have different privileges to access specific devices locally and remotely, to

2.6 Recording Schedule2.6.1 The system shall support day mode to set hourly recording schedule principle based on

everyday of each camera. Exceptional day is allowed to add to custom day list.2.6.2 The system shall support week mode to set hourly recording schedule of each day in a week

for each camera. Exceptional day is allowed to add to custom day list or holiday list which shall be considered as Sunday.

2.6.3 The system shall provide several default recording modes for users including regular mode, office mode, shop mode, highly secure mode, disk saving mode, and minor mode.

2.6.4 The system shall support the use of pre and post recording on motion/event recording. The pre and post recording time period shall be able to configure in seconds, and the maximum interval shall be 60 seconds.

2.6.5 The system shall allow user to record audio or not record audio.2.6.6 The system shall support copying the recording schedule of one camera to any other cameras.2.6.7 The system shall support four recording modes – always record, record on event, record on

motion and boosting recording. a. The always record mode shall allow user to determine the recording hours and non-recording

hours. b. The event record mode shall support triggering the recording by VMS events (see session 2.8.1)

and digital input devices. c. The motion record mode shall allow user to define the detection zone, adjust sensitivity and

frame interval of motion detection. This motion record shall be analyzed by the system. d. The boosting recording mode shall allow user to record lower frame rate when no event is

detected while increasing frame rate when event is triggered.2.6.8 The system shall support software video encoder to record the video with different profiles

from the original input of camera. For analog cameras, the frame rate, resolution, quality and bit rate shall be adjustable for recording profile. For IP cameras, the system shall provide lower frame mode for original video format – user shall be able to adjust video frame rate for MJPEG format or keep key frame only for MPEG4, H.264 and MxPEG format. Besides, the system shall also support customized encoding that user shall be able to define the video format, frame rate, resolution, quality and bit rate for recording profile.

2.6.9 The system shall support digital water mark on recorded videos and snapshots. Any video (included AVI and ASF format) or snapshot maliciously modified shall be detected by verification tool.

2.7 Events & Notifications2.7.1 Events from VMS

The system shall be able to detect following events.2.7.1.1 Camera events

a. Signal lost – detect video signal connection.b. General motion – Detection of any movementc. Foreign object – Detect foreign object in defined area(s)d. Missing object – Missing/ being moved of defined area(s)e. Focus lost – camera focus lost detectorf. Camera occlusion – camera blocked or damaged

2.7.1.2 The system shall support simulation function for above camera event b to f so that the user can tune the parameter like sensitivity and interval when setting the event.

2.7.1.3 The system shall support multiple general motions area setting for the same video source and it shall allow up to 5 detection zones. Each detection shall be able to customized sensitivity, interval and related reaction.

2.7.2.4 Phone call – dialing a phone call to contactor via a voice modem and play pre-recorded wav file (default and user-defined) to notify contactors. The Ringing period shall be adjustable and there shall be phone call test function for user to verify if the setting is correct.

2.7.2.5 PTZ preset go – trigger PTZ camera to preset points or patrol.2.7.2.6 DI/DO – pup up DI/DO panel or trigger digital output devices.2.7.2.7 SMS – send SMS message to specified contactors on events. The content of SMS shall be

user-defined and there shall be sending test message function for user to verify if the setting is correct.

2.7.2.9 FTP – transfer snapshots of events to specified FTP server. The system shall support active and passive mode of FTP connection.

2.7.2.10 E-map a. The system shall support showing preview video and device information such as device

name, IP address, I/O status when highlighting the devices on map.b. The indicators that representing the devices shall turn red when the device related event is

2.8 Playback & Search2.8.1 The playback system shall be able to retrieve the recorded videos from local server, remote

servers or selected folders.2.8.2 The playback system shall support graphic time navigation user-interface to display recorded

video sequences for each camera. The interface shall provide below features.a. The recording schedule shall be color coded to indicate different recording modes- always

record, record on event and record on motion. b. User shall be able to check the existence of recorded video. c. Six camera events listed in section 2.8.1.1 shall be displayed on the time line band with coded

color.d. The preview video shall be displayed when a recorded video clip of interested camera and

period is selected.2.8.3 The playback system shall be able to run on second monitor or third monitor if dual/ triple

monitors are connected.2.8.4 The playback system shall support up to 16 channel playback simultaneously.2.8.5 The playback system shall provide several display layout – 1x1, 4x4, 3x3, 4x4, actual size view

and full screen.2.8.6 The playback system shall provide a sliding time window and movable time line for quick clip

search and easy playback operations.2.8.7 The playback system shall provide a sliding time window and movable time line for adjusting

the audio volume.2.8.8 The system shall support digital PTZ on recorded video.2.8.9 The playback system shall provide controls for: a. Next/ previous sequence (the interval user-defined).

b. Step forward/ backward frame by frame. c. The speed from 1/16 up to 16 times recorded video. d. Skip gaps during playback e. Search by time/ date.

2.8.10 The playback system shall support exporting recorded video to AVI and ASF file. When exporting to ASF file, there shall be at least 6 levels of resolution to choose.

2.8.11 The playback system shall support evidence creation by exporting BMP and JPEG image in the region of interest. There shall be options for exporting audio, OSD and POS transaction as

well.2.8.12 The playback system shall support evidence creation by printing snapshot image. User shall

be able to print image with original size or fit to page. Print content shall include active channel image or all channels in the current view.

2.8.13 The playback system shall support evidence creation by exporting proprietary file format with database and viewer program to CD ROM, DVD, physical hard disk, network hard disk or external storage device. There shall be options for user whether to export event log, system log, counter log and POS transaction.

2.8.14 The playback system shall support querying the POS transaction by date, time and keyword. A preview window shall display pre and post 60 seconds of video when selecting a record of transaction. Another window shall display the receipt content when selecting a record of transaction.

2.9 Intelligent SearchThe playback system shall support intelligent search tool (post-video-analytics) – search the

camera events (general motion, foreign object, missing object, focus lost, camera occlusion) in regions of interest from recorded video. The tool shall present the searching result by listing all events or showing events frame by frame.

2.10 Video EnhancementThe playback system shall support video enhancement function to filter the visibility, sharpen,

brightness, contrast and grey scale on recorded video to give user a better display.

2.11 System Log2. 11.1 The system shall generate log files. The log files shall track the overall the recording server

operation and usage and exportable in editable text format (.xls and .txt).2. 11.2 The system shall provide a log viewer to query the log files by date, time, log type and

channel number and unit number of cash register.2. 11.3 The specific log files generated by the system shall be as follow:

a. System log files – this log file shall log activities performed on the recording server.b. Event log files – this log file logs events that detected by the video analytics system.c. Counting log files – this log file logs the counting result generated by counting application.d. POS log files –this log file logs the transaction data from cash registers.

2. 11.4 The log file will be generated daily, unless the system function is not used.2. 11.5 The system shall allow user to set the period to keep the log files.

2.13 3rd Party IntegrationThe system shall support POS, Access control and LPR (License Plate Recognition)

2.13.1 The system shall support user to insert up to 64 POS/Access control / LPR system simultaneously.2.13.2 The system shall support unlimited tag filters. A tag filter shall provide below features:

a. Allow user to define the raw transaction data with six filters including transaction start, transaction end, add new line, cash drawer opened, omit and substitute.

zones.2.14.3 The counting application shall support one-way and two-way counting. The sensitivity of

counting shall be adjustable.2.14.4 The counting application shall provide several options of reset periods for user – reset every

30 minutes, 1 hour, 2 hours, 3 hours, 6 hours, 12 hours, 24 hours. The counting result will be logged to database when the counting application resets.

2.18 Remote Client Software2.18.1 The system shall allow user to connect to multiple recording servers via remote client

software and Internet Explorer for remote monitoring, handling recorded video and create evidence material remotely.

2.18.2 The remote client software shall provide an information window that showing camera name, IP address, connection status and bit rate.

2.18.3 The remote client software shall provide a PTZ control panel to control the PTZ camera, set and go to the preset point, set and start/ stop patrol, and control camera focus.

2.18.4 The remote client software shall provide below feature on displaying live video. a. Support up to 64 channels on one monitor and maximum 128 channels on dual monitors from

multiple recording servers. b. Support group function to classify different recording servers. c. Support displaying video on multiple monitors. d. auto scan mode is enabled. f. Support digital zoom in and zoom out function by scrolling the mouse wheel up and down or

using the PTZ control panel. g. Allow user to duplicate one camera to multiple views. By digitally zooming in of each view, the

users shall be able to monitor several views with different zoom scales from the same camera input.

h. Provide optional parameters for OSD display including date, time, camera number, camera name, bit rate and POS transaction. There shall be optional format of date and time. The font size, color, bold, and edge of foreground and the color and transparency of background shall be adjustable. User shall be able to apply the OSD setting of one camera to others.

i. View video with multiple streaming profiles including auto, recorded, original, high, normal, low and minimum to meet the bandwidth of client site. Original, high, normal, low and minimum profiles are set in the recording server camera setting. Recorded profile is set in recording scheduler and it is only available when the recording server is recording.

j. Show camera status on video – show record status, camera event and count result.2.18.5 The remote client software shall support one way audio coming from camera.2.18.6 The remote client software shall popup event report when system event of recording server

as described in section 2.8.1.3 is triggered.2.18.7 The remote client software shall provide a control panel that shall allow user monitor the DI

status and control the DO. 2.18.8 The remote client software shall provide E-map for user to identify the location, information

2.20 Backup SystemThe system shall support auto back up and manual backup

2.20.1 The system shall provide backup function to save video and log files. User may use backup files any other PC with windows operation system and operate the full function with playback window as described in section 2.9.

2.20.2 The backup system shall not only backup the videos from local machine, but also from remote servers.

2.20.3 The backup system shall allow user to new (add), remove interested periods of recorded video. A graphic time navigation user-interface as described in section 2.9.2 shall be provided when user adds an interested period.

2.20.4 The backup system shall support three types of media - burning on CDROM, burning on DVD and store on hard disk including native hard disk, network hard disk and other external storage devices.

2.20.5 The backup system shall provide options for use whether to backup log files. The options shall include event log files, system log files, counting log files, and POS transaction.

2.20.6 The backup system shall allow user to delete a specific period of recorded video. The user shall be prompted by a confirmation message to avoid any careless operation.

2.20.7 The backup system shall calculate the required size of back up video.2.20.8 Auto backup system a. The auto backup system shall be able to backup the recorded video to any kind of network drive

2.24 DB ToolThe system shall provide DB tool for user in case the database and videos do not synchronize with
