1. NetAct Optimizer (ASW) 1.1 New and enhanced functionality in OSS5.1

No actual changes in OSS5.1. Optimizer in OSS5.1 includes Optimizer 2.0 CD 1 functionality (including functionality for RAS06) and Optimizer 2.1 functionality (including multi-vendor support).

1.2 Overview of Optimizer functionality NetAct Optimizer is designed to complete the NetAct solution for automated, measurement-based optimization of Nokia Siemens Networks GSM, (E)GPRS and WCDMA network performance and capacity.

It provides powerful means for actual network performance and configuration visualization and analysis, as well as automated optimization functionality for the most essential tasks. Measurement-based optimization is accurate and hence improves the network performance and capacity utilization. Automated data transfers and in-built intelligence in analysis help to improve the operational efficiency of the optimization process.

NetAct Optimizer is an integrated part of NetAct. It utilizes the actual network configuration and performance data uploaded with other NetAct applications as well as the functionalities offered by NetAct Configurator and Reporting Suite applications. This enables highly automated, effortless optimization process for operational network elements.

1.2.1 Optimizer functionality for 2G and 3G Optimizer common functionality provides access to GSM and WCDMA configuration and performance statistics; it visualizes data on a geographical map, and offers effective means for manual modifications. Optimizer also serves as a common platform for automated optimization algorithms, Optimization Solutions

• Geographical Visualisation – Network elements, their characteristics and performance are visualised on a geographic view, thus enabling efficient analysis of network behaviour. As an example, on the map view it is easy to see the controller areas, location/ routing code areas, and adjacent cells over the borders, or BTSs where certain performance indicators are below acceptable level.

• Graphical Adjacency Management - Using the geographical map view,

the user can view, create and delete GSM, WCDMA and inter-system adjacencies manually, update existing adjacency parameters, and analyze the situation by displaying related performance statistics and parameter information. The changes can be downloaded to network in scheduled way with NetAct Configurator, or immediately using Optimizer’s Instant Adjacency Provisioning short cut.

• Graphical Object and Parameter Management – Optimizer presents the details of network elements and all necessary parameters in a graphical user interface, which supports data searching, sorting, and mass editing. Tree structure presentation of network hierarchy or other available data gives a good overview, while the table component is designed for combining various kinds of details for editing. All these work seamlessly together with the map view and each other, thus making the analysis and modifications fast and easy. Optimizer supports all the commonly used Nokia Siemens Networks GSM and WCDMA network objects and parameters.

• Automated generation of initial adjacencies or downlink primary

scrambling codes – Manual management capability is enough for exceptional cases or small scale changes. Whenever there is a need to work with a bigger set of data, more efficient methods are needed. Optimizer provides the automated adjacency generation algorithm, based on cell location information. This helps the rollout process when the new and existing cell information can be combined. When managing adjacencies, or adding WCDMA cells, Optimizer checks that there are no collisions in downlink primary scrambling codes. Optimizer also takes care of re-allocation, if needed.

1.2.2 Advanced Visualisation (ASW) Displaying the GSM or WCDMA KPI and parameter information on top of cell dominance areas help to identify problematic cells, understand the handover performance, and to focus the optimization actions to correct objects. The package also provides means to analyze GSM mobile distribution in a carrier cell area with Timing Advance measurement data

1.2.3 Automated Adjacency Management (ASW) Automated Adjacency Management is a solution for optimizing WCDMA, GSM, and inter-system adjacencies based on measurements. With Optimizer the measurements can be controlled and verified. The optimization is done automatically using the measured statistics and the given guidelines from the user. The optimization results are provided for further verification before implemented to the network.

1.2.4 Performance Optimization (ASW) Optimizer provides an efficient solution for optimizing GSM or WCDMA network performance by minimizing the interference. An accurate interference matrix is generated based on measurements from GSM or WCDMA, and provided for analysis. The interference root cause can be analyzed and corrective actions, like power parameter changes, can be made. WCDMA interference analysis is complemented with mobile distribution information. In GSM the interference matrix is also used as input data for frequency allocation. The in-built allocation algorithm is specially designed for modern GSM networks, and can hence support the main features like synthesized frequency hopping (RF hopping), common BCCH,

and multi-BCF. Optimizer also includes functionality to analyze the measurement reliability before allocation, and to verify allocation result validity and impact to network before provisioning. Missing measurements can be replaced with predicted interference, if needed.

1.2.5 Optimizer for Multivendor Optimizer functionality and optimization process can be used with any vendor. Special measurements for 2G and 3G may have vendor-dependent limitations. Border areas and overlapping areas can be handled seamlessly.

Data from other vendors is imported and mapped to the data model of the tool. CM data is imported from the other OMC to NetAct Configurator. Ready calculated KPIs are retrieved from the preferred PM tool. Site and antenna data is imported from one master database. Integrations are agreed together with the client to ensure perfect fit to the process and other tools.

Optimization results are exported to NetAct Configurator for provisioning.
