An,810er. There· is a need tor tax, reform and improved collections, and the government is, eR·rrying out reform programs with the help of AID. However, the'problem of resource availability which-the government has, faced Is tl'uly an economic p,roblem. Domestic production ,has. been greatly restricted by the Wa"f. As the"war winds down, resources 'wn!' be released ,from the publlc'sector back to the'private sector.' Unless domestic, production increases rapidly, ,consumption levels will decline .with reductions' in, foreign assistance.
