Social initiative "Safe blood" dedicated to the International AIDS Candlelight Memorial Activists from the NGO "All-Ukrainian Network of PLWH" demonstrated that the blood of HIV + person can be safe and urged the government to provide extensive HIV treatment in Ukraine. The initiative "Safe Blood" was held by the memorial "Red Ribbon" in Kiev and in many regions of Ukraine. It was dedicated to the memory of people who died from AIDS. Activists demonstrated tube of safe blood of HIV-positive people receiving regular ART treatment . It is scientifically proved that antiretroviral therapy reduces the concentration of virus in the body. "Deaths from AIDS in Ukraine show positive trend to a significant decline due to the close partnership between ministries, international and non-governmental organizations, research institutions and professional scientific societies that united all available resources to address health and social consequences of the HIV epidemic in Ukraine ", - said Natalia Nizova professor, director of UCDC. Decree of the MOH of Ukraine as of 16.05.2016 #449 "On approval and introduction of medical and technological documents for standardization of care" Prevention of Mother to Child Transmission of HIV" has been signed As of May 1, 2016 - 9725 patients with MDR TB have been introduced into treatment under the GF Grant component "tuberculosis" and 5,583 patients continued treatment. In April 2016 in Ukraine have been officially reported 1342 cases of HIV among residents of Ukraine and 1 among non- residents. From May, 30 to June, 2 2016 the UCDC conducted training for Managers in Public Health from Donetsk, Ternopil, Kharkiv, Lugansk regions and Kyiv. #5/13 MAY The State Agency "Public Health Center of the Ministry of Health of Ukraine" has been registered May 31, 2016 - the Ministry of Health of Ukraine has registered the State Agency "Public Health Center of the Ministry of Health of Ukraine" in the Unified State Register of Legal Entities and entrepreneurs of Ukraine, The newly established Center will perform activity in the sphere of disease control and prevention, socio-hygienic monitoring of diseases, epidemiological surveillance and biosafety, population morbidity prevention, combating epidemics and strategic management of public health. The Public Health Center has to ensure the implementation of 10 key operational functions of public health, including: surveillance and assessment of health and welfare, monitoring and responding to health risks, including emergency situations, providing strategic leadership for the benefit of health and wellness of general population in the field of healthcare. Duties of the Acting Director of the PH Center performs professor Natalia Nizova, director of the SI «Ukrainian Center for Socially Dangerous Disease Control of the Ministry of Health of Ukraine" which currently undergoes reorganization. The reorganized 33 state enterprises and institutions of the State Sanitary and Epidemiological Service of Ukraine will be joining the Centre. N VYNAR National Conference “Facing the Challenge: the future of HIV and health care reform in Ukraine” started in Kyiv On May 25, 2016, the national conference Facing the challenge: the future of HIV and health care reform in Ukraine, organized by the Ministry of Health of Ukraine in collaboration with the USAID HIV Reform in Action Project, started in Kyiv. The main goal of the Conference is to draw attention to the health system and HIV sector reform with a focus on the implementation of state policies and the optimization of human and financial resource allocation. The conference brought together almost 200 participants representing national and regional stakeholders, international partners, NGOs and academic sector. The Conference served as a forum to present new strategies, exchange ideas, best practices, and practical tools ultimately aiming to consolidate partners’ efforts to more effectively implement HIV/AIDS programming, financing and service provision. In addition, the Conference participants considered the following issues: global HIV challenges and implications for the national HIV response; Health Financing Strategy and linkages with the provision of key services to key populations; workforce planning in HIV and healthcare sector; reform of HIV/AIDS services’ system at the regional level; the role of the regions in piloting novel approaches and mechanisms in the HIV response; sustainable service delivery models; ensuring access for key populations; the use of strategic information for HIV decision-making process. The Conference participants were welcomed by the Head of the Verkhovna Rada of Ukraine Health Committee, MP of Ukraine Olha Bohomolets, Deputy Head of the Kyiv City State Administration Mykola Povoroznik, USAID Mission Director in Ukraine Susan Fritz, UNAIDS Country Coordinator Jacek Tyszko, Chair of the Coordination Council of the PLHIV NetworkDmytro Sherembey and Director of the USAID HIV Reform in Action Project Ibrahim Shehata.

Using the ClASS Technique for Monitoring the HIV/AIDS Response Performance at Ukrainian Health Care Facilities

On May, 25-27 2016 UCDC in cooperation with the International Training & Education Center for Health (I-TECH), the University of Washington's Department of Global Health, organized Training for new experts on the evaluation of healthcare institutions using techniques CLASS.

I-TECH began working in Ukraine in 2011 at the invitation of the U.S. Centers for Disease Control and Prevention (CDC) and the Ukrainian Ministry of Health.care facilities of Ukraine since 2012.

May 19, 2016 in the Ministry of Health of Ukraine the mission of the Global Fund to Fight AIDS, Tuberculosis and Malaria and Acting Minister of Health Viktor Shafransky had a meeting to discuss issues related to security and stability of programs for prevention and treatment of HIV/AIDS, tuberculosis and contribution of the Government and international donors into implemention of these programs.

The meeting was held with the participation of the management of the Ministry of Health of Ukraine, the Ministry of Finance of Ukraine, the mission of the Global Fund, SI "Ukrainian Center for Socially Dangerous D iseases Control of the Ministry of Health of Ukraine", as well as representatives of international organizations, that make a significant contribution to the consolidation of efforts to combat TB and HIV / AIDS in Ukraine, including the US Agency for international development (USAID) and organizations of the United Nations (UNAIDS, WHO, UNICEF).

The Ministry of Health of Ukraine and partners ensuring sustainability of TB and HIV/AIDS programs

Science of Ukraine, the Department of Education and Science of Dnipropetrovsk Regional Administration and Dnipropetrovsk Regional Institute of Postgraduate Teacher Education.

Due to Ukrainian-German cooperation in schools innovative educational tools on HIV / AIDS awareness and reproductive health, based on the best European practices and adapted to the Ukrainian context are being actively introduced. The equipped classrooms will be used for educational activities focused not only on HIV prevention and promotion of healthy lifestyles, but also on integration and support for families of internally displaced persons.

It is expected that training classrooms will be furnished and equipped till September 2016. And staring from the new school year schoolchildren of Dnipropetrovsk can fully enjoy them.

On June, 1 2016 the Department of Education and Science of Dnipropetrovsk Regional State Administration held a press conference dedicated to the results of the Ukraine-German cooperation in the field of education in Dnipropetrovsk. The press conference officially announced the results of the selection process of 30 secondary schools in Dnipropetrovsk where modern training classrooms will be equipped under financial and administrative support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, acting on behalf of the German Government.

The major purpose of conducting a Clinical Assessment for System Strengthening (ClASS) is to explore best practices of facilities that deliver health care and social management services to people living with HIV (PLHIV), and to singleout areas that require improvement, with objectives of strengthening systems of available services, improving the quality of services, and expanding their range and scope. This event is the first stage to prepare the team of experts that will continue to carry out qualitative assessment of the health facilities in Ukraine using the technique CLASS.

Due to close cooperation of UCDC and I-TECH Ukraine became the first country among I-TECH partners, where government agency implements and extends the experience of qualitative healthcare evaluation systems.
