Village Green Application
Readers of the Diss Express will be aware of an application made by Neil Weston to have the Community Centre and playing fields designated as a village green. In his application Mr Weston mentions all the activities that take place on the field, but fails to acknowledge that if the fields were not maintained by the Community Centre (at an approximate cost of £2000 per year) then few, if any, of these activities could take place. In Section 11 of the application, Mr Weston states, “We do not envisage them objecting to this registration”, “them” being the Palgrave & District Community Council. Given that Mr Weston is not a member of the Community Centre, we’re not sure what he can base this opinion on. Based on the Diss Express piece, and previous articles, it would appear that Mr Weston hopes this application can be used to get rid of the turbine. If the application is success-ful, the Community Centre would lose significant funding and there would be other impli-cations for the maintenance and upkeep of the field and buildings. The Community Cen-tre does not receive financial help from The Parish Council for the upkeep of the fields, following a funding block, which Mr Weston supported. Our understanding is that Village Green designation is usually used to stop houses being built on land that a village community has used regularly over the previous 20 years for sports and other activities. As long as the turbine is in the corner of the playing fields, planners would not allow any housing to be built within at least 100m. In time, the County Council will make the application available to the general public. The Community Centre will definitely be objecting to the application, which we believe is un-necessary to keep the fields as they are. When the opportunity arises we hope that you will add to our written objections Below are a few questions we would like everyone to consider and respond to when fur-ther details of the application become available: If the application is successful who will organise and pay for activities and mainte-
nance on the community centre playing fields? What activities are organised on the existing village green? Who pays to maintain the existing village green? What benefits are to be gained from the community centre and fields being desig-
nated as a village green? Who loses out if the community centre fields are not maintained or indeed if the
community centre is not there?

Wortham Victorian Christmas Market
The Friends of Wortham Church are holding their annual Victorian Christmas Market on Friday 7th December between 4 and 7 pm. outside Wortham Post Office and Tea Shop. This year we plan to have more stalls with many under cover, with much better light-ing and parking facilities. Parking will now be on the same side of the Green making it safer for everyone. There will be the usual variety of fabulous Christmas stalls as well as hot dogs, raffle (which will include a Christmas hamper) gift baskets, tombola and cake stall. The Tea Shop will be open for teas and coffees and will also be serving mince pies and mulled wine, the donations from which will go to EACH. Entertainment will be from the singers of Discord, music from Jonnie Ling’s fairground organ and carols from the local primary school children. We will have a town crier, Fa-ther Christmas arriving on his decorated sleigh, Magic Marks children’s entertainment and much much more.
British Red Cross‐Across Suffolk‐Autumn/ Winter Update I never cease to be amazed by the generosity of the people of Suffolk as they reach into their pockets to help those less fortunate than themselves. This summer Red Cross week raised a tremendous £10,000 from collections across the county and a further £10,000 was raised by the Suffolk Open Gardens. This £20,000 will be spent on providing services for vulnerable people across Suffolk. One such service is the medical equipment loan service which has outlets across the county. Medical equipment loans are provided for up to three months and are free of charge, delivery is available in some areas for a small fee. You can borrow items such as wheelchairs, commodes, and walking aids. (The American paralympic team borrowed 20 shower stools for their wheelchair athletes during their recent stay at Lakenheath Air Base!) A TRIBUTE TO A Palgrave lady who has served on the PDCC committee for many years. Jean Thorndyke has told the committee that she wishes to resign at the forthcoming AGM; however, she still wishes to continue with her Star deliveries and selling raffle tickets and running games at events etc – and I guess she will con-tinue to compile her news of Palgrave scrap books which are proving to be a valuable record of Palgrave’s history. PALGRAVE GARDENING AND SOCIAL GROUP
Simon White of Peter Beales gave a really professional and entertaining talk on roses on Monday 1 October. He showed beautiful slides of roses and his extensive knowledge of the subject was greatly appreciated by all the members and visitors. As an extra treat he brought along roses available to buy for only £5.00 each.
The next meeting is on Monday 5th November at 10.00 am for a prompt 10.30 am start. John Tate of Swallow Aquatics will be giving a talk, illustrated by slides, on ponds and wild life. Bearing in mind the restoration of the Palgrave Pond this is a very pertinent subject and should prove particularly interesting.

TIP OF THE MONTH Raked-up leaves can be packed into plastic sacks. If the leaves are dry, water them then tie up the tops of the sacks. Spike the bags all over with a garden fork (the bacteria that break down the leaves need oxygen) and pile them out of sight behind a shed. In 2 years or so the leaves will have broken down into that most valued product – leaf mould. It can be used as a mulch (earthworms will incorporate it) or in your own potting com-posts. JAL

DR DAN POULTER, YOUR LOCAL MP, REPORTS BACK It has been a particularly busy few weeks for me, as I have been dividing my time be-tween settling into my new role as a Government Health Minister and carrying on my con-stituency work as usual as part of my busy schedule in Suffolk. I always enjoy coming back home to Suffolk to visit our local community groups, businesses and schools. Get-ting out and about gives me the chance to listen directly to peoples’ opinions and to hear about their concerns on issues ranging from the economy to local health and social care services. As a doctor, I am particularly aware of the health challenges that exist in Suffolk’s rural communities, such as how to meet both the human and financial costs of looking after our growing elderly population. Not only are people living longer – which is a good thing – but many of our older people are now living with multiple medical conditions such as cancer, heart disease and diabetes. This means that we will need to provide better care in the community and far greater integration between local health and social care services so that people can be better supported to maintain their independence in their own homes and communities. Vulnerable older people shouldn’t have to reach a crisis point before receiving the care and support they deserve, and I know that the Government is focussed on reforming our health and social care services so that they are more grounded in local communities and tailored to individual people’s needs. As your local MP, I always enjoy supporting local causes that are important to my con-stituents and one of the most satisfying parts of my job lies in helping to achieve lasting local successes that benefit all residents. It was recently announced that every house-hold, business premise and school in Suffolk, including those in our most rural areas, will be guaranteed high speed broadband by 2015, after BT was chosen as the preferred bid-der to start work on rolling out faster internet speeds. Along with my fellow Suffolk MPs, I worked hard to ensure that over £11.6 million of Government funding was secured for this vital infrastructure project. This will benefit local economic development by advantaging small businesses and farmers, while bringing enormous benefits to local health services and helping improve educational standards across Suffolk. I was recently delighted to start the 1st Eye Scout Group Duck Race at the Pennings Na-ture Reserve in Ludgate Causeway. The annual event has become a popular fixture among local residents and this year, 755 ducks lined up on the River Dove, as they made their way to the finish line. Various other activities were on offer, including traditional games and refreshments, and I was able to chat to residents of all ages before present-ing the prizes to the winning ducks. I also helped to judge the duck-drawing and duck-made-out-of-vegetable competitions. It is estimated that nearly £2,000 was raised on the day, with the proceeds going towards the 1st Eye Scout Group’s bid to move into a new home. I would like to thank Eye Town Mayor, Councillor Merlin Carr, for helping to organising such a successful event, and I very much look forward to attending again next year. ST PETER’S CHURCH, PALGRAVE GIFT DAY 2012 - SATURDAY 8TH SEPTEMBER
On behalf of our whole Ministry Team we would like to extend a very genuine thank you to all those who supported our recent Gift Day. The amazing sum of £1823.77 was raised. Without the continued support of the local commu-nity we would not be able to preserve our beautiful church for future genera-tions. As you are all aware our roof is in need of urgent repairs and thanks to your generosity and the recent hard work of various members of our congrega-tion, organising fund raising events and applying for grants on our behalf, we are now in a position to start this most important restoration. It is hoped that work will start on the roof in the spring. Our next major project will be a reordering of the North side of the church to facilitate the installation of toilet and kitchen facilities. These will be a great improvement and will enable the church to be used by the community for various events such as concerts and will make the church far more ‘user friendly’ for Baptisms, Weddings and Funerals, as well as providing addi-tional space for Palgrave School. Obviously all this takes time and money and there are several fundraising ideas in the pipeline, one of which has already come to fruition, ‘Palgrave Apple Juice’. This is now available and will be on sale at the Village Market and also from Kathryn Westerveld (01379 644007) and Beryl Dyer (01379 650382) at a cost of £2.50 per bottle. Palgrave Gardening and Social Group The PGSG is pleased to notify readers that the bench was delivered and duly bolted to the concrete base that Danny Ward had organised to be completed a week or so ear-lier. which was most appreciated by the PGSG The bench was ordered from Genesis (Orwell Mencap) a company in Ipswich which hand makes hard wood furniture for home and garden in a fully equipped workshop The Company is a registered charity of Mencap and provides many services to people with learning difficulties. In April a few members visited the workshop and furniture showroom. They were most impressed with the work ethic and quality of the furniture and duly selected the Bran-don Bench in Iroka which is now located under a tree on the South side of the pond. Genesis strongly recommends that the Bench is not to be treated in any way and to let Nature 'do her job' The bench will eventually become a silvery colour and will ,in time blend with its surroundings. The PGSG wishes to thank Keith for his most generous contribution towards the pur-chasing of the bench, to Ken and Roger for installing it to the base -overseen by Ted Ling and Jan Hicks on behalf of the Parish Council. Thanks also to Jackie and Larry for coming to the rescue at the eleventh hour with their battery drill when two others 'died' on our 'workmen!' A good mornings work! S.E.T (Chair PGSG)

The recent talk by Chris Bell, BBC Look East weatherman, showed that there is an interest for informal talks /presentations at the Centre.
If you have heard an interesting speaker at another venue or club that you attend , and you believe the individual concerned could bring in a reasonable crowd at the centre please contact any of the committee members.

Parish Council News
At recent Parish Council meetings a range of topics have been discussed. District Councillor David Burn has informed us that the Brome and Oakley Re-cycling centre is open again. Footfall has been better than expected, but the facility must be supported if it is to stay open. The Parish Council is consulted on planning applications which are submitted within the Parish, and plans can be made available for interested parties to view. Members of the public are welcome to attend Parish Council meetings, and the Chairman will normally make time available for discussion with members of the public. If you have submitted a planning application yourself, or are a neighbour/interested party please check the Parish Council notice board at Forge Close, and the village web-site to see if the application is due to be dis-cussed. Some minor applications may not need to be referred to a full meet-ing. The work to clear and tidy around the pond has been completed and the bench has been installed. Over the next few months some planting of suitable 'natural' spe-cies will take place. The project has been a joint venture between the Parish Coun-cil and the Gardening Group, and many residents have helped towards fund raising - THANK YOU. One item which has been discussed frequently over the years is related to traffic - speed and volume - footpaths, and access near the school. Many of you re-sponded to Mike Bootman's request for observations/concerns and we are continu-ing to look at the problems and discuss them with the Police, Suffolk County Coun-cil Highways and bodies such as bus operators. We will keep you informed as dis-cussions continue . The date of the next Council meeting is Thursday 13th December at 7.30pm at the Community Centre.

PALGRAVE WALKING GROUP Our group, which now regularly attracts over 20 walkers, meets on the second and fourth Tuesday of each month leaving Palgrave Community Centre at 9.45 a.m. Every-one is welcome to join our friendly group but it is regretted that dogs cannot be allowed on our walks. Additionally Palgrave Walking Group, or its walk leaders, cannot be held liable for any injury sustained whilst on any walk they organise. November Walks Tuesday 13th November 2012 Chris Roberts will take us on a circular walk around the Brome and Oakley area. Start-ing at Oakley Church, the walk will be about 5 miles with no stiles. The route will take us mainly along hard surfaced country roads and tracks with a couple of potentially muddy crossfield footpaths. Afterwards we will visit a public house for refreshments. Tuesday 27th November 2012 The Crown Public House at Burston will be the starting point for a circular walk of around 4.5 miles to be lead by Ray Skellorn.
