SCOPE OF WORK: The State of SC will be seeking interested bidders for three (3) State of the Art, 104-bed Veterans Nursing Facilities located in the across South Carolina. Projects will be Single Prime – Site Adapt Buildings and adjacent civil work. Each project will be a separate solicitation and separate award. Projects are anticipated to advertise around mid-January 2019 and bid approximately late February 2019. Architectural firms of record are Stevens & Wilkinson (S&W) in conjunction with Ernest Bland Associates, PC (EBA), and Bid Clerk Services performed by Cumming Construction Management. Project consists of a 136,000 square foot main building and a service building of 12,000 square feet. Type of construction is concrete slab on grade, load bearing cold formed metal framing and roof trusses. Some structural steel support framing is also involved. Resident rooms are private rooms with adjoining private bathroom. Community building incorporates administrative offices, kitchen and dining spaces, activity spaces and small chapel. Plumbing system and fire protection systems are included in scope. Mechanical system consists of centralized equipment for boilers, chillers and cooling towers and distribution of 4 pipe hydronic system to fan coil and blower coil units throughout the facility. Electrical systems include power, data, access control, nurse call and emergency backup systems. Site work includes 135 spaces for parking, access roads and associated grading and storm drainage system. Project will be designed to achieve a LEED Silver rating. STATE OF SOUTH CAROLINA SCDMH SC STATE VETERANS NURSING HOMES

PROJECT OVERVIEW AND INTRODUCTION

A. Background

The State of South Carolina, has approved the design of three (3) projects which will result in the construction of separate state of the art 104 bed veterans nursing home facilities proposed in the counties of Cherokee, Florence, and Richland. The Department of Veterans Affairs State Home Grant Program provides matching funding, as well as, guidance and regulations for the construction of State Veterans Homes in the United States. Each location will be bid separately.

The South Carolina Department of Mental Health (SCDMH) has engaged Stevens & Wilkinson in conjunction with Ernest Bland Associates, PC to provide design and associated architectural/engineering services related to the submission of the funding application to the United States Department of Veterans Affairs State Home Grant Program.

B. Overall Concept Each project is approximately 136,000 gross square feet and includes 104 resident rooms distributed among eight Homes; the eight Homes (including “Core” areas) total approximately 87,000 gross square feet. The Community Center is approximately 34,000 gross square feet and houses common “gathering” and activity spaces, such as a “Bistro”, Large Group Room, Activity Room, and Chapel, as well as therapeutic functions (Physical/Occupational Therapy and Clinical space) and staff/administrative functions.

A separate, free-standing Service building of approximately 12,000 gross square feet is planned. This building will house infrastructure systems for a central plant, central laundry, central stores, facility engineering services, and maintenance shops.

PLANNING AND CONCEPT DESIGN

A. Homes and Cores

The Home structures will be steel framed, Type IIB construction consisting of:

• Exterior Walls: Masonry and Siding on Cold Formed Metal Framing system with vapor barrier, sheathing, and insulation to achieve R-13 + 7.5ci.

• Aluminum Clad, Wood windows with insulated, Low-E glazing.

• Roof: Architectural Grade, Asphalt shingles on sheathing over steel framing with insulation to achieve R-25 overall.

• Interior partitions: Drywall on metal studs, with fire, smoke and acoustical ratings per Life Safety and acoustical criteria and requirements for specific areas/rooms.

• Typical Interior Doors and Frames: Wood with Hollow Metal Frames. Resident Room Doors and those for other resident accessible locations will be stile and rail panel doors, while doors to staff areas will be flush. The Home Entry Doors shall be Panel doors with


a 1/3 lite in the upper portion of the door and a side lite. The frames for the door and side lite are to be solid wood to match the finish of the door. Flush wood doors with Hollow Metal Frames for public areas.

• Ceilings: Lay-in acoustical ceiling tile and painted drywall for decorative bulkheads; wood veneer faced bulkhead over kitchen. Washable/soil resistant lay-in acoustical ceiling tile in Serveries and Home Kitchen areas.

• Floors: Carpet tile in Corridors, Living and Den. Luxury Vinyl Plank flooring in Resident Rooms. Luxury Vinyl Tile in Dining Rooms. Porcelain Tile in bathrooms, Bathing Suite and Kitchens. Resinous flooring in the Serveries/Pantries. Welded Sheet Vinyl in clinical service core.

• Wall Protection in main corridors: High impact vinyl with aluminum retainers for handrail and corner guards. Surface mounted high impact vinyl bumper guards and sheet products in locations indicated.

• Finish Carpentry: Solid wood trim in Resident Rooms and Den. Solid Wood Trim and Wood Veneer Panels in Living and Dining Rooms.

• Architectural Casework: Wood veneer casework with stone counters in Home Kitchen and wood veneer counters in the Living Room and Resident Rooms. Plastic laminate faced with solid surface counters for Nurse Stations, storage/closets and clinical spaces, except stainless steel in Soiled Utility Rooms. Solid surface vanity countertops and aprons in Resident Bathrooms.

B. Neighborhood Hubs

The Hub structures will be steel framed, Type IIB construction consisting of:

• Exterior Walls: Masonry and Siding on Cold Formed Metal Framing system with vapor barrier, sheathing, and insulation to achieve R- to achieve R-13 + 7.5ci.

• Aluminum framed, insulated windows and storefront systems with Low-E glass.

• Roof: Architectural Grade, Asphalt shingles on sheathing over steel framing with insulation to achieve R-25 overall.

• Canopies: Asphalt shingles on sheathing over steel framing. Preformed decorative GFRC decorative column covers and stone veneer faced pedestals.

• Interior partitions: Drywall on metal studs, with fire, smoke, and acoustical ratings per Life Safety and acoustical criteria and requirements for specific areas/rooms.

• Typical Interior Doors and Frames: Wood with Hollow Metal Frames. Resident Room Doors, and those for other resident accessible locations will be stile and rail panel doors, while doors to staff areas will be flush. Aluminum Framed storefront doors and frames for public areas.

• Ceilings: Lay-in acoustical ceiling tile and painted drywall for decorative bulkheads.

• Floors: Carpet tile with accent areas in corridors; carpet tile in offices and Multi-Purpose Room; Porcelain Tile in Toilet Rooms. Welded Sheet Vinyl Flooring in clinical support spaces, including Trash and Soiled Linen Holding. Recessed entrance floor mat set in


porcelain tile surround in vestibules.

• Wall protection in main public corridors/concourses: High impact vinyl with aluminum retainers for handrail and corner guards. Surface mounted high impact vinyl bumper guards and sheets products in locations indicated.

• Finish carpentry: Solid Wood Trim and Wood Veneer Panels in the Foyer.

• Architectural Casework: Plastic laminate faced with solid surface counters in staff spaces.

C. Community Center

The Community Center architecture features broad sloped roofs with overhangs, vaulted roof areas and curved eyebrow arched dormers, and colonnades compatible with local South Carolina vernacular. The Community Center will be steel framed, Type IIB construction consisting of:

• Exterior Walls: Masonry and Siding on Cold Formed Metal Framing system with vapor barrier, sheathing, and insulation to achieve R-13 + 7.5ci.

• Windows/Glazing: aluminum framed, insulated and storefront systems with Low-E glass.

• Roof: Standing seam metal over steel framing with sheathing and insulation to achieve R-25 overall.

• Canopies: Standing Seam Metal Roof on sheathing over steel framing. Preformed decorative GFRC column covers and stone veneer faced pedestals.

• Interior partitions: Drywall on metal studs, with fire, smoke, and acoustical ratings per Life Safety and acoustical criteria and requirements for specific areas/rooms.

• Interior Doors and Frames: Wood with Hollow Metal Frames. Doors for resident accessible locations will be stile and rail, while doors to staff areas will be flush.

Aluminum Framed ICU sliding doors with no threshold at Physical Therapy Treatment Room(s) indicated. Overhead steel coiling counter door at Cashier and overhead or side steel grille at Pharmacy Storage.

• Ceilings: Lay-in acoustical ceiling tile and painted drywall for decorative bulkheads. Vaulted ceiling and special ceiling treatments shall be linear veneered wood panels or planks. Washable/soil resistant lay-in acoustical ceiling tile in Central Kitchen and Servery areas.

• Floors: Carpet tile with accent areas in main concourses Central Seating and Porch/Sitting; carpet tile in all Staff/Admin areas; Luxury Vinyl Plank in Large Group and Activity Rooms. Porcelain Tile in Foyer, Bistro, and Toilet Rooms. Resinous flooring in the Central Kitchen, Trash Collection, and Housekeeping Closets. Recessed entrance floor mat set in porcelain tile surround in vestibules.

• Wall Protection in main public corridors/concourses: High impact vinyl with aluminum retainers for handrail and corner guards. Surface mounted high impact vinyl bumper guards and sheet products in locations indicated.

• Finish Carpentry: Solid wood trim and wood veneer panels in the major public spaces-


Foyer, Central Seating (pilasters), Large Group Room (pilasters), Activity Room, Bistro.

• Architectural Casework: Wood veneer casework with stone or solid surface counters in public spaces (Bistro, Large Group Room, Activity Room). Plastic laminate faced with solid surface counters in clinical spaces, except stainless steel in Soiled Utility Rooms. Quartz vanity countertops with solid surface aprons in Public Restrooms.

D. Service Building

The building will be constructed using durable, easy to maintain materials as follows:

• Exterior Walls: Load bearing Concrete Masonry Units with brick veneer to wainscot height and ribbed metal panels to the underside of the eave.

• Roof: Standing seam metal over purlins/insulation and steel joists, to achieve R-25 overall. Single slope to rear.

• Windows/Glazing: Insulated Low-E glass in hollow metal frames in transoms over doors. Insulated Fiber-Reinforced (FRP) Translucent Panel system at clerestory locations.

• Interior partitions: Painted Concrete Masonry Units.

• Interior Doors and Frames: Painted Hollow Metal.

• Exterior Overhead Doors: Pre-finished steel.

• Recessed mounted hydraulic lift for offloading tractor trailer trucks.

• Ceilings: Lay-in acoustical ceiling tile in offices, housekeeping, and laundry areas; exposed ceiling in storage areas and shops.

• Floors: Laundry, Offices, Housekeeping areas: Vinyl tile; all other areas: Sealed Concrete.

Central Kitchen

The Central Kitchen, located within the community building, has the following individual components within the allocated space:

SUSTAINABILITY

The project will pursue certification under the LEED® version 4 rating system for Building Design & Construction. Certification at the Silver level is the project goal. Design charrettes with an integrated design team that includes the Owner, Architect, LEED® Consultant, Commissioning Agent, and Design Consultants have been used to discuss and incorporate sustainable design features into the project. The strategies will be generally used consistently for all of the buildings, but some of the site locations may affect the sustainable site strategies.

Some of the sustainable design strategies that are planned for incorporation into the project include:

• Parking for low-emitting vehicles and/or electric vehicle charging stations.

• Designated open green space.

• Storm water management through controlling and treating runoff.

• Reduced light pollution reduction for site and exterior lighting.

• Water reduction for both interior (flushing fixtures, faucets, kitchen equipment, etc.) and exterior (cooling towers, irrigation) uses. Interior reduction strategies will include selecting low-flow fixtures and equipment. Exterior reduction strategies include landscaping selections to reduce irrigation needs.

• Building commissioning to verify the building envelope, energy consuming systems and water consuming systems are functioning properly.

• Reduced energy usage through use of higher efficiency HVAC system (water-cooled chillers, high-efficiency natural gas boilers), reduced lighting power (LED), building automation energy conservation strategies, etc.

• Selection of low-impact refrigerants.

• Specification of sustainable products through requirement for products with Environmental Product Disclosures.

• Recycling of construction waste.

• Improved indoor air quality features including Selection of low-emitting materials, construction indoor air quality management, and pre-occupancy flush out.

• Provisions for daylighting and views for building occupants.


STRUCTURAL ENGINEERING

1. Foundations

The buildings will be supported on a conventional shallow foundation system consisting of continuous strip foundations at the exterior and interior load-bearing walls and on spread footing foundations at steel columns as required. The foundation design will be based on an allowable soil bearing capacity of at least 2,000 psf. Site walls will be provided as necessary for accommodating site grading.

The site will require in-place densification of the surface soils per the recommendation of the geotechnical report.

2. Slab-on-Grade

The ground level floor of the facilities is anticipated to consist primarily of a 4” thick slab-on- grade (4000 psi) reinforced with 6 x 6 – W2.9 x W2.9 welded wire reinforcement (WWR) min placed at mid-depth or equivalent reinforcing. Some areas such as mechanical rooms and electrical rooms will consist of a 6” thick slab-on-grade (4000 psi) reinforced with 6 x 6 – W2.9 x W2.9 WWR min. All grade slabs to be placed over 15-mil Class A vapor retarder over a minimum of 4” of compacted #57 stone.

3. Elevated Floor Framing

The elevated mechanical mezzanines are expected in the wings/cores, and in the community center. An elevated storage mezzanine is scheduled for the Accessory building. Framing is expected to consist of structural steel and composite slab framing on metal deck.

4. Roof Framing

The roof will generally consist of 1 1/2”, Type “B”, 20 gauge (min) metal deck (G90 Galvanized) placed over a system of light gauge steel trusses in the community center and in the housing areas spaced at approximately 4’-0” on center. The roof framing will be supported by light gauge framing and steel and posts where necessary. The roof for the auxiliary building will be pitched steel joists spanning to loadbearing masonry walls.

5. Exterior Wall System

The exterior walls of the main building will consist primarily of light gauge steel framing with a combination of load bearing and infill. The Accessory building will consist of load-bearing CMU walls. Typical reinforcement for the 8” & 12” CMU walls will consist of #5 vertical bars spaced at 32” o.c. maximum and #5 @ 24” , respectively, and with (2) #5 cont. bars at bond beams spaced at 4’-0” o.c. maximum.

6. Lateral Resisting System

The lateral force resisting system for the housing areas is expected to be light gauge framed shear walls with bracing or structural sheathing. The layout of the community center suggest


this area will need to be done out of steel braced frames in order to accommodate the multiple roof elevations and the internal mezzanines.

The roof systems will utilize the steel deck as a diaphragm, to move the forces into the shear walls/braced frames with will then carry the loads to the foundation to be resisted.

7. Special Inspections and Tests

These projects will require for Special Inspections and Tests to be performed in accordance with Chapter 17 of the 2015 IBC and the applicable reference documents.

MEP ENGINEERING

A. Mechanical

1. General

The Mechanical work shall consist of Fire Suppression, Heating, Ventilation, Air Conditioning, and Plumbing Systems.

The applicable codes and standards used are as noted in Section IIA and on the drawings issued with this Submission.

2. Fire Protection System

The facility will be fully protected by an automatic wet pipe sprinkler system. The sprinkler hazard classifications will be designated as light or ordinary hazard group as required. Design densities, design areas, and exterior hose streams will be in accordance with NFPA 13. The sprinkler systems will be designed by a NICET fire protection contractor and all piping sized with computer generated hydraulic calculations. The exterior hose stream demand will be included in the hydraulic calculations. The sprinkler flow and tamper switches will be connected to the building and campus fire alarm system as well as the HVAC control system to shut down air handling units upon an alarm. A supply of water will be provided to all buildings for fire protection.

Sprinkler piping shall be Schedule 40, black-steel pipe with threaded ends; uncoated, gray-iron threaded fittings; and threaded joints for NPS 2” and smaller. Sprinkler piping shall be Schedule 10, black-steel pipe with roll grooved joints or plain ends; welded fittings; and welded joints for NPS 2.5” and larger. Sprinkler heads shall be concealed quick response style in finished areas. In unfinished areas, pendant or upright rough brass heads of similar performance shall be provided. Dry-type heads shall be used to protect unheated areas, freezers, & coolers. Guards shall be provided where damage is likely.

3. HVAC

A four-pipe hydronic Central Energy Plant will be used to serve the campus. The Central E n e r g y Plant will be in a room at the end of the Service Building with an adjacent outdoor utility area for cooling towers. This Central Energy Plant room will house water cooled magnetic


bearing centrifugal chillers, natural gas condensing boilers, primary pumps, and variable speed secondary distribution pumps. The campus estimated cooling load is 515 tons. Two water cooled chillers at 350 tons each will be required to provide a 66% level of redundancy. Induced- Draft Counterflow cooling towers will be used for heat rejection. The estimated campus heating load is 4,500,000 BTUH. Three natural gas boilers at 2,000,000 BTUH each will be required to provide a 66% level of redundancy. The HVAC chilled and heating hot water will be piped from the Service Building to the other campus buildings through an underground pre-insulated piping loop.

4. Service Building

The Mechanical Room will be tempered and heated by blower coil units. The Workshop, Central Supply, Laundry Storage, and Laundry rooms will be conditioned by concealed horizontal blower coils.

5. Neighborhood Buildings (total of four)

A nominal 1-ton concealed horizontal fan coil unit will be used to condition each member suite. Concealed horizontal blower coils and fan coil units will be used to condition; Home Kitchens, Office and Storage areas. A dedicated outdoor air system with a total energy recovery wheel and a desiccant wheel will be used to meet the outside air and exhaust air requirements for each neighborhood building.

6. Community Center Building

The spaces within the Community Center Building will be conditioned by concealed horizontal fan coil and blower coil units. Dedicated outdoor air systems with a total energy recovery wheel and a desiccant wheel will be used to meet the outside air and exhaust air requirements for the Community Center building. A 100% outdoor unit will provide treated make-up air for the kitchen hood. The equipment required to provide the Central Kitchen exhaust will be roof mounted.

7. Plumbing

Plumbing systems for this project consist of the following systems: potable domestic water, domestic hot water, sanitary sewer, sanitary vent, and natural gas. Domestic water shall enter through multiple riser rooms around the campus. Service entrances may include a backflow preventer and drain valve. Cold water piping shall extend from this point to each fixture or equipment requiring connection to the domestic water service. Each branch runoff to a fixture or group of fixtures shall have a shut-off valve.

Domestic hot water will be generated by natural gas fired water heaters located inside of the Service Building. This system shall consist of three 1350 MBH condensing water heaters and two minimum 300-gallon hot water storage tanks, two 14 gpm tank recirculation pumps, and two building recirculation pumps. Water shall be stored and distributed at 145°F. A re-circulating pump shall maintain a minimum temperature in all portions of the supply at 140°F. Fixtures requiring 105°F water or tempered water shall be served by a point of use mixing valve. Each


branch runoff to a fixture or group of fixtures shall have a shut-off valve installed and labeled for quick identification and easy access. Domestic hot water circulation systems shall originate at or near the end of each hot water service branch with a shut-off valve and automatic thermostatic balancing valve and extend to a circulating pump located adjacent to the water heater. For the commercial grade laundry in the Service Building, two 600 MBH condensing water heaters and two minimum 125-gallon hot water storage tanks, two 8 gpm tank recirculation pumps, and two distribution recirculation pumps. The Central Kitchen shall be provided with two 199 MBH natural gas water heaters with direct vent kits and recirculation pumps. Each servery area shall be provided with an electric water heater and a recirculation pump. A water temperature of 140°F shall be maintained in the loop though by a thermostatic mixing valve and recirculation pumps.

Plumbing Design Conditions for Domestic Hot Water:

• Storage at 145°F

• Minimum 140°F to janitor closets, washing machines and food preparation areas

• 110°F to all other hot water connections

• 160°F to Laundry in the Service Building.

Domestic water piping shall be as follows:

• Below grade within the building: Type K copper water tube with brazed joints or Aquatherm piping.

• Above grade within the building: Type K or L copper water tube with soldered joints or Aquatherm and Uponor piping.

Domestic water piping insulation shall be as follows:

• Above grade cold water: ½” thick preformed flexible elastomeric insulation with vapor barrier jacket. Provide aluminum covers for all exposed pipe and fittings.

• Above grade hot water: 1” thick preformed flexible elastomeric insulation. Provide aluminum covers for all exposed pipe and fillings fittings.

• Above grade hot water circulating: 1” thick preformed flexible elastomeric insulation. Provide aluminum covers for all exposed pipe and fittings.

Sanitary Sewer and Vent Systems

The sanitary sewer shall extend from each fixture of piece of equipment requiring connection to the sewer system to five feet beyond the building exterior to a point coordinated with the civil design engineer. The sanitary vent shall extend from near each sewer trap to one foot above the building’s roof.

Sanitary Sewer and Vent Piping

• Below grade high temperature Laundry, Mechanical Rooms, Water Heater Rooms and Kitchen fixture drains shall be service weight cast iron hub and spigot with neoprene joints.


• Other below grade standard fixture drains shall be schedule 40 PVC.

• Above grade shall be service weight hubless cast iron with heavy duty stainless steel bands and neoprene gaskets.

Storm Drain Systems

All buildings are provided with gutter systems and will be provided by other disciplines. There will be no storm drainage systems inside of the building.

Fuel Gas Systems

Natural gas services shall extend to all equipment requiring connection to the fuel gas system. Each branch run out to equipment shall have a shut off valve. Equipment requiring less than the service pressure shall be provided with a pressure regulator.

Fuel Gas Piping

Schedule 40 steel pipe with welded fittings shall be provided. All exposed piping shall be primed and painted. Pipe less than 2” in diameter in non-concealed locations may use threaded connections. Buried gas piping under slabs shall be installed in vented carrier pipes.

Plumbing Fixtures

Water closets and urinals in public areas shall be wall hung vitreous china with manual flush valves. Water closets in private toilets shall be floor mounted with manual flush valves. Lavatories shall be either counter mounted or wall hung vitreous china with manual faucets. All wall mounted fixtures shall have a block base concealed arm carrier. Janitor sinks shall be floor mounted molded stone mop sinks with wall mounted mixing valve. General use sinks (break or workrooms) shall be counter mounted stainless steel a goose neck faucet. Floor drains shall be standard cast iron body with nickel bronze top. Floor sinks shall be cast iron body with ARC coatings and nickel bronze top. Drains and floor sinks shall have trap guards. Electric water coolers shall be stainless steel finished, high low type conforming to ADA requirements for accessibility with stainless steel finish and shall meet all ADA requirements. Wall hydrants shall be chrome finished, recessed with lockable boxes. Exterior hydrants shall be frost proof and shall be provided at least every 75-feet along the perimeter of the building.

B. Electrical

1. General

Electrical design will be performed in accordance with the codes and standards listed in the Codes and Standards section of the narrative.

All electrical materials and equipment will be new and will be listed Underwriters Laboratories (UL) and/or the Electronic Testing Laboratories (ETL) for the intended use whenever a standard for such products exist. The product shall display a UL or ETL label.

2. Scope


Four separate electrical services will be provided for the facility, with each main-housing-unit receiving its own service. The community-center-building, and the remote, central- energy/service-building, will each receive their own separate electrical services, to align with how the composite building, is being separated into three separate buildings.

The new Community Center Building electrical systems will include power distribution equipment and devices, lighting and lighting controls devices, voice-data infrastructure system equipment and devices, nurse call system equipment and devices, fire alarm system equipment and devices, TV distribution system equipment and devices, public address system equipment and devices, and security system equipment and devices for door access and control.

The Neighborhood Building electrical systems will include power distribution equipment and devices, lighting and lighting controls devices, voice-data infrastructure system equipment and devices, nurse call system equipment and devices, fire alarm system equipment and devices, TV distribution system equipment and devices, public address system equipment and devices, and security system equipment and devices for door access control and elopement prevention.

The new Concourse electrical systems will include power devices, lighting and lighting controls devices, nurse call system devices, fire alarm system devices, public address system devices, and security system devices for door access control.

The new Service Building electrical systems will include power distribution equipment and devices, lighting and lighting controls devices, voice-data infrastructure system equipment and devices, fire alarm system equipment and devices, TV distribution system equipment and devices, public address system equipment and devices, and security system equipment and devices for door access control.

3. Site Electrical Services

Electrical utility service to the site will come from utility power lines at the adjacent public road. Electric utility service will enter the site and feed utility provided pad mounted service owned and maintained, by the electric utility company. Three utility-provided pad mounted service transformers will be provided on the site. The first service transformer will provide service to the Community Center Building with its central kitchen and two Resident Neighborhood Buildings. The second service transformer will provide service to two Resident Neighborhood Buildings. Signage will be installed in each main electrical room to notify emergency responders where the other service disconnects in the building are located, per NEC requirements. The third service transformer will provide service to the Central-Energy-Plant/Service Building.

TV/Telephone utility service will come from utility TV/telephone lines at the adjacent public road. TV/Telephone utility service will enter the site and feed TV/telephone service equipment in each building.

4. Emergency Electrical Services

Two independent power sources shall be provided for each service, in accordance with IBC and


NEC 517. The first power source will be the utility service transformer. The second power source will be an emergency generator. An “Essential Electrical System”, as defined by NEC 517 for Nursing Homes and Limited Health Care Facilities, will be provided. This emergency system will be separated into two distinct branches: Life Safety and Critical. The emergency generator will be sized to accommodate all code-required emergency system loads.

A separate “Bid-Alternate” will also be included in the project, and will include a large “back-up generator”, that would allow each electrical utility service to also be fully-backed up with a load matching, diesel-powered, outdoor emergency generator, installed in a weatherproof, sound- attenuated enclosure. The “Back-Up-Generators”, will feed each building via a service- entrance-rated Automatic Transfer Switch.

The third “emergency generator” will be located adjacent to the Central-Energy/Service Building. The locations for the generators and associated ATS’s, are shown on the electrical plans. Each emergency generator will be equipped with a sub-base diesel fuel-tank, with a usable-fuel- capacity to carry the loads for a minimum of 96 hours, at the design-load.

Each emergency system will be broken out into the Life-Safety and Critical branches, via a pair of Automatic Transfer Switches, for each electrical service.

Note that “Non-Essential” loads as defined by the NEC, will also be served via a third ATS and a dedicated Back-Up-Generator (as a bid-alternate), since this facility should also be able to function normally during prolonged power outages, to provide basic services for the residences such as food preparation, food preservation, laundry services, etc.

Essential Emergency electrical power will be provided for the following systems and equipment:

• Emergency Lighting for Means of Egress

• Fire Alarm system

• Nurse Call system

• Patient Bedrooms: bathroom light, night light, and two duplex receptacles at each resident bed wall location

• Pharmacy: Task illumination and selected receptacles and equipment

• Electrical Rooms and Closets: Lighting and one duplex receptacle

Non-Essential electrical power will be provided (via a bid-alternate) for the following systems and equipment:

• Telephone Data system

• HVAC Equipment: HVAC equipment to provide heating and cooling in each building as designated by program requirements

• Kitchen Equipment

• Kitchen Cooler and Freezer

• All other electrical loads


5. Power Distribution

All buildings will be served with a solidly-grounded 480/277 V, 3-phase, 4-wire, wye-connected system, from an adjacent utility provided pad mounted service transformer.

The estimated capacity of the first service, which includes the central kitchen, will be approximately 1600A.

The estimated capacity of the second service, which includes the Chapel, will be approximately 1200A.

The estimated capacity of the third service, which includes the Central Energy Plant and main Laundry services, will be approximately 2000A.

The main electrical rooms will contain the main electrical service switchboards, distribution, and branch circuit panels. The main emergency electrical room will contain the “Essential Systems” Automatic Transfer Switches, and emergency distribution panels.

Power will be distributed out from the service equipment to satellite electrical rooms located throughout the facility, as shown on the electrical plans.

6. Raceways, Wiring, and Cables

The electrical service entrance for the new buildings shall consist of concrete encased, Schedule 40 PVC with 600V, type XHHW conductors. Overhead feeders within the building shall consist of electrical metallic tubing (EMT) with 600V, type THHN/THWN conductors.

Raceways shall be threaded rigid galvanized steel, electrical metallic tubing, liquid tight flexible conduit, plastic conduit and tubing, wire-ways, cable trays, and underfloor ducts. Raceways that penetrate fire rated assemblies shall be noncombustible. Raceways shall be suitably sealed to maintain fire ratings as defined in UL Building Materials Directory and UL 1479. Conduits shall be 0.5 inch minimum in diameter for lighting and power circuits.

All wire and cable shall be copper type THHN/THWN or XHHW. Conductors for power and lighting branch circuits shall not be smaller than #12 AWG. All conductors #10 AWG and smaller shall be solid with THHN or THWN insulation. Equipment grounding conductor shall be provided along with phase conductors in all conduits. A separate neutral will be considered for each circuit handling a non-linear load.

7. Lighting Systems

The facility's general illumination will be provided by using LED lamps in a system consisting primarily of 2'x4' troffers. Fixture types will adhere to the recommendations and requirements of the VA Small Home Design Guide.

Supplemental residential style fixtures will be provided in each resident bedroom to provide a


more home-like atmosphere in the resident bedroom.

Exterior lighting will be provided at building entrances, parking areas, outdoor storage areas, loading docks, and covered walkways as required. Exterior lighting fixtures will use high efficiency LED lamps. Parking lot and entrance-road lighting will be provided (and maintained) by the local electric-utility-company. Building-mounted exterior lighting will be controlled by photocells.

Lighting methods and illumination levels will comply with Illumination Engineering Society (IES) Lighting Handbook requirements as a minimum.

Lighting controls will primarily be done with local line level switching. Multilevel switching for fluorescent light fixtures that use three or more lamps will be done in private offices and other areas where it is practical to provide a degree of energy savings and flexibility, or where most cost effective, dimmable LED fixtures will be utilized. Switches for hallway and restroom lighting will be located in the administration area. Some corridor light fixtures will remain unswitched to provide minimal night lighting. Lighting control panels and occupancy/vacancy sensors will be provided to control lighting as required by ASHRAE 90.1 energy efficiency codes.

8. Receptacles

Receptacles will be hospital grade with a minimum rating of 20A. Receptacle & switch plates in the food prep areas will be stainless steel over-sized type; cover-plates in other areas will be nylon, with color selections made by the Architect. Floor receptacles will be surface mounted, in flush in-floor cast steel boxes. Special receptacles will be provided as required for large electrical loads such as kitchen equipment, etc.

Computers and sensitive electronic equipment will be served by dedicated circuits as required by the connected load.

Each resident bedroom shall be provided with two duplex grounded receptacles on each side of the head of each bed and at least one on every other wall. At least one duplex receptacle located at the head of the bed shall be connected to an emergency circuit.

9. Fire Alarm System

An addressable fire alarm control system will be provided to monitor individual initiating devices including manual stations and various automatic detection devices as required in the Community Center Building, each Resident Neighborhood Building, and Service Building. All systems will be networked together to function as one system. Apparatus for transmitting alarm and trouble signals shall be provided as applicable to operate with local alarm reporting equipment in accordance with State Fire Marshal Regulations. The system shall be a low voltage, non-coded, fire alarm system. Signal line circuits shall be wired as, 4- wire, Class "A". Notification appliance circuits shall be wired as 4-wire, Class "A" and shall provide general evacuation alarms for occupant evacuation and/or relocation. Emergency power will be provided for fire alarm system. The fire alarm system will include the following:


• Control Panel – microprocessor based site programmable, intelligent system

• LED Annunciator Panel – located in attended administration area

• LED Annunciator Panel – located in entry area

• Smoke and Fire Detection for HVAC - Duct mounted smoke detectors shall be installed for alarm and control of HVAC systems.

• Area Smoke and Fire Detection - Ceiling or wall-mounted smoke detectors will be installed in corridors, electrical rooms, equipment rooms, and storage rooms as required.

Smoke detectors will be intelligent ionization or photoelectric type. Heat detectors will be installed in kitchens and laundry equipment rooms as a minimum.

• Manual pull station – located at all exterior exit doors

• Horn/Strobes – corridors and all public areas

o The following areas will generally constitute an individual zone:

Manual pull stations

Each mechanical and electrical equipment room

Each air handling system

Each floor (manual pull stations)

Each floor area smoke and/or fire detectors

10. Telecommunications Systems

Telecommunications systems shall include telephone data systems, nurse call systems, TV distribution systems, and security systems. Equipment rooms (IDFs) shall be provided in each building for communication systems distribution equipment. A network of empty conduits and cable trays shall be provided under Division 26, to support the installation of low-voltage, communication systems.

The approximate locations of the Main Distribution Frame (MDF), and Intermediate Distribution Frames (IDFs), with the proposed interconnecting cable trays, are illustrated on the electrical plans.

11. Telephone/Data System (Owner Provided System)

An empty raceway system with outlet boxes will be provided to accommodate the requirements for the owner-provided telephone/data system in each Building. The raceways will connect a series of telephone data backboards and/or cabinets which will serve as distribution points for telephone data system wiring. The telephone/data system equipment will be fed with normal utility power under the base bid, but will be fed from a “Back-Up-Generator”, under an alternate bid.

Nurse Call System

A nurse call system with equipment, cabling, and devices will be provided in the Community Center Building and each Resident Neighborhood Building. All systems will be networked


together to function as one system. Raceways provided under Division 26 will connect a series of cabinets which will serve as distribution points for the nurse call system wiring. Nurse call system components shall include patient stations in resident rooms, patient pull-cord stations in bathrooms, corridor dome lights, corridor zone lights, and nurse call master stations at each nurse’s station. The nurse call system equipment will be fed with emergency power.

Television Distribution System (Owner Provided System)

An empty raceway system with outlet boxes will be provided to accommodate the requirements for the owner-provided TV distribution system in the Community Center Building, each Resident Neighborhood Building, and Service Building. The raceways will connect a series of TV distribution equipment cabinets which will serve as distribution points for TV system wiring.

Security & Access-Control System (Owner Provided System)

A security system with equipment, cabling, and devices will be provided to accommodate the requirements for the access control, CCTV, and intrusion-detection systems in each building. The raceways will connect a series of security system equipment cabinets which will serve as distribution points for security system wiring. The security system will provide door access control and resident elopement prevention, and will be fed with emergency power. During the “construction-document” stage of design, the owner & A/E will determine if IP-Cameras and associated cables are to be included with the Div 27 access-control system, or if it would be more cost effective to include these items with the owner-provided Network Cabling system.

Paging System (Owner Provided System)

A paging system with equipment, cabling, and devices will be provided to accommodate the requirements for the paging systems in each building. The raceways will connect a series of paging system equipment cabinets which will serve as distribution points for paging system wiring. During the “construction-document” stage of the design, the owner & A/E will determine if IP-Speakers, audio-amplifiers and associated cables are to be included in a contractor- provided Div 27 system, or if it would be more cost effective to include these items with the owner-provided Network Cabling system.
