July 16, 2020 NOTICE OF PROPOSED UTILITY CHANGES The purpose of this notice is to inform all residents that resident-paid utility rates and allowances are changing. The San Antonio Housing Authority (SAHA) has completed a study of utility costs for public housing developments and will adjust utility allowances for some residents. SAHA estimates that very few residents will be affected by these proposed utility changes. In compliance with U.S. Department of Housing and Urban Development (HUD) regulations, SAHA is providing sixty (60) days’ notice to public housing residents of the utility allowance (UA) changes scheduled to take effect on October 1, 2020 [24 CFR 965.502]. HUD requires that SAHA review and adjust these amounts regularly to provide the most up-to-date information for assisting residents. Your Utility Allowance If your utility rate or allowance changes, the updates will be processed during your next recertification and you will receive a Rent Change Notice as a record of the changes . Any changes to your UA will then apply to rent payments and UA reimbursements at least thirty (30) days after you receive the Rent Change Notice. Review and Public Comment SAHA encourages you to review and submit comments on the proposed changes. These rates account for the types of home appliances and equipment that most residents use (air conditioning units, stoves, etc.) as well as data on local utility use during different seasons. These proposed changes may affect residents who pay their own utilities as well as residents at properties with SAHA-paid utilities who use more energy and receive an excess surcharge. The proposed utility changes may also affect residents who receive monthly reimbursements from SAHA for utility costs based on their income. Residents with disabilities who have excess surcharges waived as a reasonable accommodation will not be affected by the proposed changes. 1

Per HUD requirements, residents with a disability have the right to request relief from surcharges  for excess consumption and for payments to utility providers for billings exceeding their utility  allowance. SAHA will review requests for relief from utility surcharges on a case-by-case basis,  and will grant requests when the accommodation is considered reasonable and necessary.  Residents with disabilities may contact property staff to submit their verbal or written request for  such an accommodation.

Utility Assistance during COVID-19  

The COVID-19 pandemic has affected many families’ finances and SAHA is aware that some  residents may face new challenges in paying their utility bills. If you are having trouble making  payments, please contact your property staff or call SAHA’s Resident Hotline at 210.477.6999 .  SAHA staff will discuss payment options and resources that may be available to you through  SAHA or other community partners. Please note that SAHA cannot determine eligibility for  programs provided by these community partners and you may need to contact the organization  directly to request assistance.  

If you have recently lost a job or had your work hours reduced, you may be eligible for an  adjustment to your rent through a change of income. SAHA staff can help connect you to  assistance programs offered by local utility providers, including CPS Energy’s Community  Assistance Program. AVISO DE CAMBIOS DE UTILIDAD PROPUESTOS  El propósito de este aviso es informar a todos los residentes que las tarifas de servicios  públicos pagadas por los residentes están cambiando . La Autoridad de Vivienda de San  Antonio (SAHA) ha completado un estudio de costos de servicios públicos para desarrollos de  viviendas públicas y ajustará las asignaciones de servicios públicos para algunos residentes.  SAHA estima que muy pocos residentes se verán afectados por estos cambios de utilidad  propuestos.  

En cumplimiento con las regulaciones del Departamento de Vivienda y Desarrollo Urbano de los  Estados Unidos (HUD), SAHA está notificando sesenta (60) días a los residentes de viviendas  públicas de los cambios en la asignación de servicios públicos (UA) programados para entrar en  vigencia el 1 de octubre de 2020 [24 CFR 965.502]. HUD exige que SAHA revise y ajuste estos  montos regularmente para proporcionar la información más actualizada para ayudar a los  residentes.

Asistencia de Servicios Públicos durante COVID-19
