ISSUE: Federal Highway Administration Controlling Criteria

PRESENTATION: Andrew Wilson, with the Federal Highway Administration, will discuss the changes to the controlling criteria for street and highway design.

BACKGROUND:

On May 5, 2016, the Federal Highway Administration released the revised Federal Register Notice regarding the controlling criteria for projects on the National Highway System (NHS) that when not met require a formal exception. The purpose of the revisions is to streamline the criteria and move toward a modified design approach called performance based practical design (PBPD). The PBPD is an approach to decision making that encourages engineered solutions rather than relying on minimum, maximum, or limiting values found in design criteria.

The updated guidance supersedes the original thirteen controlling criteria previously applied to all projects, regardless of the roadway type or context since first developed in 1985. However, recent research conducted by the National Cooperative Highway Research Program (NCHRP) found that the thirteen controlling criteria have minimal impact on the safety and operation of urban streets. The revisions include eliminating bridge width, vertical alignment, and lateral offset to obstruction from the controlling criteria. The revisions also include the following changes to three of the criteria:

Horizontal Alignment to be renamed Horizontal Curve Radius; Grade to be renamed Maximum Grade; and, Structural Capacity to be renamed Design Loading Structural Capacity.

The Memorandum and revised Federal Register Notice are available on the MPO website (click to access). The revised Federal Register Notice contains ten controlling criteria most of which only apply to thoroughfares with a design speed of 50 miles-per-hour or higher. Only design speed and design loading structural capacity will apply to low-speed roadways. The updates place a greater focus on flexibility to address the social, economic and environmental impacts of design while enabling planners and engineers to more easily design roadways in ways that enhance their community.

Item No. 5 ISSUE: Mobilizing Tomorrow Amendments

REPORT: Report and discussion on the amendments to Mobilizing Tomorrow regarding Veterans Parkway, Des Moines TIGER Grant, and Water Trails.

BACKGROUND: The MPO staff is proposing the following amendments to Mobilizing Tomorrow: Veterans Parkway The City of West Des Moines announced that Microsoft has committed to building a third data center in West Des Moines. This announcement has accelerated the development of Veterans Parkway that when completed, in conjunction with the development of Grand Prairie Parkway, will connect I-80 to Iowa Highway 5. West Des Moines is estimating that it will spend around $75 million on infrastructure including the development of the roadway and utility expansion. West Des Moines expects the corridor to be open to traffic by 2019. Currently, the plan lists Veterans Parkway project as an illustrative project. The amendment will move the project into the fiscally constrained project list for the 2015-2024 timeframe.

Des Moines TIGER Grant In July, Congressman David Young announced that the City of Des Moines received an $8 million TIGER grant for their Bridges to Opportunity: Des Moines’ Community Connection project, to reconstruct and replace several bridges in downtown Des Moines. The bridges include Locust Street, Court Avenue, Scott Street, and SW 1st Street. The Locust Street Bridge is currently in Mobilizing Tomorrow. The proposed amendment includes adding the other three bridges into the fiscally constrained list of projects for the 2015-2024 timeframe.

The MPO will host a public meeting on October 11, 2016 at 5:00 p.m. to receive input and comments on the amendment.

Item No. 6 ISSUE: MPO Performance Survey

REPORT: Discussion regarding the results of the MPO Performance Survey.

BACKGROUND:

Staff will share the results of the MPO Performance Survey. The survey was conducted as part of the MPO’s effort to begin tracking and improving its performance as measured by the perceptions of its member governments. In addition to a quantitative survey of member government representatives, Deibler also conducted qualitative interviews of key stakeholders. An overview of the results of the MPO Performance Survey is available on the MPO website (click to access). The results found overall favorable perceptions of the MPO’s performance and value to the region. Additionally, the survey identified the need for clarity around the MPO’s role and expansion of its support and services in the region and the need for a strategic plan for the MPO as an organization.

Item No. 7 ISSUE: Complete Street Update

REPORT: Update on Year 1 developments for complete streets. BACKGROUND:

In the previous fiscal year, the MPO kicked off a complete streets initiative to provide resources and training on complete streets policies. Part of this initiative included the development of a model policy and a complete streets mini-grant program funded by the Wellmark Foundation. Since the initiative began, six cities have adopted a new complete streets policy, while several others are currently working on one. As the MPO begins Year 2 of the initiative, the focus will shift to implementing complete streets policies. Staff will continue to provide training, and resources on complete streets to better support communities committed to complete streets.

ISSUE: MPO Endorsement of Letter to End Fatal Bike Crashes in Iowa.

REPORT: Discussion regarding the MPO adding its name to a letter encouraging legislative action on bike safety.

BACKGROUND:

The Iowa Bicycle Coalition is encouraging businesses and organizations to add their names to a letter to Governor Branstad, Iowa State Senate President Pam Jochum, and Speaker of the Iowa House Linda Upmeyer, to take legislative action to increase bicycle safety. The letter outlines immediate steps communities can take to increase safety, including:

Pass a safe passing distance law that requires vehicles to change lanes to pass; Increase penalties for reckless driving; Develop safer bicycling facilities; and, Increase enforcement of laws that prevent crashes.

The MPO Executive and Policy Committees will take action on signing onto this letter at their September meetings. Full text of the letter is available on the Iowa Bicycle Coalition website (click to access).

ISSUE: Iowa’s Clean Air Attainment Program Schedule Change

REPORT: Brief report on the Federal Fiscal Year (FFY) 2018 Iowa’s Clean Air Attainment Program Schedule. BACKGROUND:

The Iowa Department of Transportation (DOT) created the Iowa Clean Air Attainment Program (ICAAP) in 1994 and modeled the program after the federal Congestion Mitigation and Air Quality Improvement Program. The purpose of ICAAP is to provide funds to transportation projects that maintain the national ambient air quality standards outlined in the 1990 Clean Air Act Amendments. Each year, the Iowa DOT awards ICAAP funds to projects with the highest potential for reducing transportation-related congestion and air pollution. Applications for ICAAP are available at the Iowa DOT’s ICAAP website, https://forms.iowadot.gov/BrowseForms.aspx?templateid=230017. The DOT is delaying the ICAAP deadline to December 1, 2016. Due to this change in timeline, the MPO will also adjust our internal timeline for ICAAP applications. The updated timeline is as follows:

September 23, 2016 - Letters of Intent Due November 1, 2016 – Applications due to MPO Office December 1, 2016 – Applications due to DOT

If you have already submitted a letter of intent, you do not have to resubmit. The September 23, 2016, deadline is for additional letters of intent for projects wanting to apply for ICAAP funding.

The MPO works to ensure the fair treatment and meaningful involvement of all residents in the region. To ensure fair treatment, the MPO identifies Environmental Justice (EJ) areas or areas with large populations of traditionally underserved individuals. Staff compares performance measures from Mobilizing Tomorrow for EJ vs Non-EJ areas in the planning area.
