City of Lake Elmo Maintenance Advisory Committee Meeting May 30, 2019

Members Present: Dave Moore, Richie Springborn, Dick Weir Members Absent: none Staff Present: Public Works Director Marty Powers, City Administrator Kristina Handt The meeting was called to order by Chair Moore at 5:00 PM. Powers introduced himself to the committee and provided some information on his

background and experience. Review of 2020-2024 CIP Powers reviewed his proposed changes to the Capital Improvement Plan. The committee

reviewed each of the 12 proposed projects. Clarification was provided on the Dump truck proposed to replace the hook truck in 2022; it will not have interchangeable boxes. Powers noted that he pushed some items back (trac hoe, mini loader, etc) so that he has more time to review them and the department needs.

Motion by Moore, seconded by Weir to recommend approval of the 2020-2024 CIP as presented. Motion carried. Motion by Moore, seconded by Springborn to adjourn the meeting. Motion carried. Meeting adjourned at 5:35 p.m. Respectfully Submitted, Kristina Handt

Members Present: Dave Moore, Richie Springborn, Dick Weir Members Absent: none Staff Present: Public Works Director Marty Powers The meeting was called to order by Chair Moore at 5:00 PM. Single Axle Dump Truck/Snow Plow Purchase Powers presented on the proposed purchase of a new single axle dump truck to replace an

outdated 1998 truck as outlined in the CIP. Powers noted that this purchase will have snow and ice removal equipment similar to what the department has been installing on previous trucks to standardize their equipment. The purchase of this vehicle will not exceed $250,000.

The committee discussed changing a few items on the truck and decided to add a fuel tank heater and remove the aluminum front wheels. Otherwise they liked the proposed purchase of the new truck.

Motion by Wier, seconded by Springborn to recommend the purchase of a 2020 single axle Mac plow truck outfitted by Towmaster. Motion carried.

BACKGROUND: The City of Lake Elmo Public Works Department utilizes a utility van to transport

needed supplies and tools into the field for locating, marking and repairing the utility system. The water

meters, paints and electronics must be kept in a heated unit to prevent freezing. The existing model year

2007 Ford utility van is in service and in need of replacement due to age and inefficiencies.

ISSUE BEFORE MAC: Should the MAC recommend the purchase of a utility van as outlined in the

Capital Improvement Plan?

PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city, its citizens and

utility customers by replacing an aged, inefficient vehicle. This vehicle will allow more head room, storage

and electric capabilities compared to the existing unit in an effort to increase the usefulness.

FISCAL IMPACT: Purchase of this vehicle shall not exceed the budgeted $70,000 and will be funded

through the sewer and water fund as identified in the proposed 2020 CIP.

OPTIONS: Recommend purchase of the utility van to City Council

Do not recommend purchase to City Council

Direct staff to further research need for purchase
