RECOMMENDATION
That the training and agistment monthly report from Caversham Clydesdales be received andnoted
Vivienne Holloway
Gov9. , 4,015
INFORMATION
As a requirement of the Horse Training and Agistment service agreement the contractor is toprovide a monthly report on the horses health and training, as well as to conduct monthly vetchecks. The agreement also provides for sourcing of potential horses for training as well assale of unsuitable horse stock.
The July report from Caversham Clydesdales is below. The vet assessment for the month isattached.
July Report on agisted horses at Caversham Clydesdales.
The horses arrived on Wednesday 29th June. Murray, Is abella, Enjott, Digby and Douglassettled in well in a paddock sheltered from wind and molement weather. They are fed topquality meadow hay and are checked twice daily. Is abella arrived with a little dermatitiswhich has now cleared up.
An hour after arrival F1hnis was observed to be unwe//. Dr Ross Lockwood (vet) was calledimmediately, and advised, after consulting with Vivienne Holloway, that he be transported toMomhetteville Equine Clinic. Subsequently he was found to have untreatable colic and waseuthanised.
Murray and Enjott were transported to John Patterson, in Flemington, Melbourne on 72thJuly for initial harness training.
Discussions with John Paterson and Adrian Cox have concluded that Digby, Douglas andIsabe//a are unsuitable to be tram horses and will be sold.
Two horses have been sourced from Victoria. They have been carriage horses in EChuca.Adrian Cox will go to assess them.
Ross Lockwood checked all the horses on 2nd August and a report will be sent

Over the last couplc of weeks or so, bccatisc of Ihc 1.1 S and The Tmm Push plus beingelected on 10 the Council's 1,101se Train Committee, I havc b(:cn involved with the horse

Quiic finikl>, I believe we arc underselling the operations and we all need to pick up o11rgame, the councillors, the administration and our tourist group. There is 110 real corporate orbusiness sponsorship, no real Inarketing stinteg>., no supporters net\40n<. None of this is dependent o11 whetlierihe 110rse train is taken o\, er by private enterprise orleft in councils hand, rather it sho\\s that this council does care and \\, ants to move fonvard
with the community in getting the horse tmm operations riglit as soon as possible.
In my opinion delaying till after tile decisioii regarding a private IPublic enterprise possiblcarrangement is riot an option.
I 11a\, c 1101 looked at the paddocks or foed, I will leave that to Ihc Chair of 111e Horse TrainCommittee who is more competent than inc willI feed and housing concerning the hors4, sneeds etc. However I believe that \\e need 10 again develop a group of supporters I\, o1unteei*; to rig^ist that Ride of the operations. for at least the next 6 months until it isdecided \\heIhcr \\c arc leasing the horse train or rimning it ourselves.
From \\ hat I nave been able to understand this operaiion also has niajor concenis over norscreplacements in 1/1e near future. As well as no short tenn or long team snaregy
11 is my \, iew that a private enterprise, individual or company, would need thousands ofdollars 10 bring this operation back into a top class attraction that runs at a minimum loss oreven breaks even that Victorl{arbor can be instifiably pronCl of and promote as an icon.
Now Ihe council Inaybe leasing the horsc train operations to private enterprise however, ifwe don't kilo\\ the iris and outs of the operation 110\\' cait anyone be exj>coted to e\, aluate theoffers or business proposition. 1.10wcvcr the supporters gotip could start \\ithin a monthirrespective of\\ho owns, leeises or operates the horse train in the future.
Some of the inforrnation \\, e need and should be aware of is:
How many conipanics I businesses have sponsored the horst, Injin over 1/1e jusi year?Over the last 3 >, ears? Over the last 5 years?A proj>er breakdown of tickets sold, weekly, daily, returns or singlcs
Why \\c have had to wait almost 4 weeks for adverts to go into the paper with a pressrelease, I do not understand, ajob \vliiclt silould have takenjusi a couple of hours, or at themost a day or uso taking almost 4 weeks.
I reitcrtitc, at the next council meeting I \\'ould like 10 sec some positive action nut in10 placeregarding a support net\\on: for Ihc horse train
I offer this overview 10 the council and public for its consideration and possibleendorsement so \\. e call move forward.

There are policy compliance risks associated with agreeing to this request without theendorsement of Council. Should the Committee wish to accede, it will need to make arecommendation to this effect to Council.
Opportunities for media promotion can serve to enhance reputation for the Committee andCouncil activities, however, this would be achieved within an appropriate communicationsframework. Consistency and quality of media messaging is at risk without such a framework.
