Note No: INSTALLATION OF TRAFFIC POLICE POST’S, PARKING BOARDS AT TIRUPATI AND DIRECTIONAL BOARDS AT VIJAYAWADA superscribed on the envelops separately. Tenders should be in two bids i.e, Technical Bid (Envelope 1) and Price Bid (Envelope

2) and place both the Sealed Covers in a bigger cover (Envelope3) and submit to the

below mentioned address on or before 22.06.2017 by 11.00 AM.

These terms and conditions will also form a part of the purchase order, to be issued to the successful bidder(s) after the outcome of the tender process: Eligibility Criteria

1. Experience of having successfully completed similar works during the last 7 years, should be either of the following:

a. Single order of not less than 24 lakhs in last seven years

Or

b. Two orders of not less than 15 lakhs in last seven years

Or

c. Three orders of not less than 12 lakhs in last seven years

2. The firm should have excellent track record / experience in executing similar works which should be supported by documentary evidence like Purchase Order, Invoice copy etc. The firm should have to obtain No Objection Certificate from Traffic Police Authorities to execute the said works. The locations to be finalized in consultation with the bank. 3. The firm should obtain the list of boards/ places in twin cities through concerned Police Commissionarates. 4. The Firm should have sufficient equipment and man power to execute the said works and also having capacity to complete the entire job within 45 days, having approval from Traffic Police Authorities for executing the said works. Further, Firm should have adequate infrastructure viz., man power to handle the job independently. 5. Bank reserves the right to visit periodically to check the quality of the said work. 6. The Firm is required to furnish Earnest Money Deposit (EMD) of Rs. 30,000/- (Rupees Thirty thousand only) by a Demand Draft or Banker’s Cheque on any Nationalized Bank favoring “The Asst. General Manager, PR & CSB Dept, SBI” payable at Hyderabad. The EMD by way of DD / Banker’s cheque is to be submitted along with Tender. Tenders without EMD will not be considered. Bank will not pay any interest on the EMD. BG in lieu of DD / BC is not acceptable. 6(a) An additional Initial Security Deposit of 1% of the tendered value, will be collected from the successful bidder, in addition to the EMD of Rs.30,000/-. 7. EMD of unsuccessful bidder will be refunded on placement of PO to successful bidder. 8. The EMD of successful bidder will be refunded on the satisfactory completion of the job / entire supply 9. The EMD will be forfeited if:

-The bidder withdraws his tender before processing of the same. -The bidder withdraws his tender after processing but before acceptance of “Letter of appointment” to be issued by the Bank. -The bidder violates any of the provisions of the terms and conditions of this Tender Specifications.

10. Bank will not pay any interest on EMD +ISD, if Bank decides to cancel the Tender. 11. Language of Tender: The Tender prepared by the Bidder, as well as all correspondence and documents relating to the Tender exchanged by the Bidder and the Bank and supporting documents and printed literature shall be in English language only 12. Copies of the latest clearance certificate of Sales Tax, VAT, Income Tax etc should

be submitted.

13. Firm should comply with K.Y.C Norms and should attach the copies of the following

in support of the same :

i. Proof of address

ii. Proof of Identity

iii. Memorandum of Association (in case of Company)

iv. Certificate of Commencement of Business (In case of Company)

v. Audited Copy of Balance sheet and Profit & Loss account for last -3-years.

14. Rates must be made in Indian Rupees only, including all taxes / octroi / VAT. No

price variation relating to increases in customs duty, excise, tax, price variation etc. will

be permitted.

15.Sub letting of printing or any part thereof will not be permitted.

16. Copy of all the creative to be displayed on the boards, duly approved by the Bank,

should be presented well in advance for approval prior to release of final work order.

17. In the event of any delay in adhering to the time schedule for execution of the said

works by the specific date / s, the firm shall be liable for penalty of 1% per week of delay

subject to a (Maximum 10% of the value of work) as liquidated damages (LD).

18. If the said works executed are not found to be of good quality and there is a

variation from the specifications given or if there are any mistakes then Bank will have

the right to cancel the entire order.

19.No advance payment will be made for executing the work order and only one single

payment will be made on completion of entire works.

20. Payment would be made by PR&CSB Dept, Amaravati A&BU, Gunfoundry,

Hyderabad, after the execution of entire works and Income Tax and Service Tax will be

deducted at source from the bill as per prevailing rates.

21. No interest charges or any other charges shall be payable except the rate quoted for

the execution of the works.

22. Bank reserves the right to alter / modify the proposed job plan / items specified in

the tender to the extant of +/- 25% of the quantity.

23. The bidder shall keep confidential all the information relating to Bank’s business that comes into its possession as a result of or in connection with this work. 24. Each Recipient should notify the Bank of any error, fault, omission, or discrepancy found in this tender document but not later than five business days prior to the due date for lodgment of Response to tender. 25. Late submission of tenders will not be entertained. 26. Authorized signatory: The Bidder shall submit the authorized signatories who can discuss and correspond with the bank, with regard to the obligations under the contract. 27. State Bank of India reserves the right to: - Reject any and all responses received in response to the tender - Waive or Change any formalities, irregularities, or inconsistencies in proposal format delivery - To negotiate any aspect of proposal with any Bidder and negotiate with more than one Bidder at a time - Extend the time for submission of the tender - Select the most responsive Bidder (in case no Bidder satisfies the eligibility criteria in totality) - Share the information / clarifications provided in response to tender by any Bidder, with any other Bidder(s) / others, in any form. - Cancel the tender at any stage, without assigning any reason whatsoever. 28. Arbitration: In the event of a dispute or difference of any nature whatsoever between Bank and the Bidder during the course of the assignment arising as a result of this proposal, the same will be settled through the process of arbitration conducted by a Board of Arbitration. This Board will be constituted prior to the commencement of the arbitration and will comprise of two arbitrators and an umpire. Bank and Bidder will each nominate an arbitrator to the Board and these arbitrators will appoint the umpire. Arbitration will be carried out at Bank's office that placed the order. 29. Applicable Law and Jurisdiction of Court: The Contract with the selected bidder shall be governed in accordance with the Laws of India for the time being enforced and will be subject to the exclusive jurisdiction of Courts at Hyderabad jurisdiction (with the exclusion of all other Courts). 30. The bidders shall submit the proposals properly filed so that the papers are not loose. All the pages of the proposals including documentary proofs should be numbered as “ Page ____(current page) of _____(Total pages)” and be signed by authorized signatory (except literatures, datasheets and brochures). The current page number should be a unique running serial number across the entire proposal. 31. Canvassing of any kind is prohibited and will lead to disqualifications. 32. General terms : a) The typesetting / layout shall be the responsibility of the firm as per Bank’s requirement. b) Responsibility of the accuracy for execution of the works as per the design given by the Bank will be with the firm only. c) The Traffic Police Posts should be installed at prominent junctions, having good visibility. Locations to be finalized in consultation with the bank. d) On the directional boards, in addition to SBI logo, products of the bank also should be displayed e) Description, Specification & Scope of Works shall be as per Annexure C 33. Duly filled-in Tenders shall bear the signature and seal of the contractor on all pages otherwise the tender shall be summarily rejected. The cover should be sealed and addressed to ‘The Asst. 1. Our offer shall remain binding upon us and may be accepted by the Bank.

2. If our rates are accepted we undertake to execute the said work within the schedule time frame of 45 days.

3. We assure and undertake to complete the job within the period of 45 days from the date of approval of display on the Traffic Police Posts/ Parking boards/ Directional boards as per the specifications mentioned in Annexure C and subsequent changes made, if any.

4. We are agreeable to receive the entire payment after completion of the job as per the Bank’s satisfaction.

5. The final amount is subject to arithmetical check.

6. Price bids should fill up as per the banks format only. Firms submitting in their

own format/ letterhead, will be summarily rejected.

7. Tenderers should submit all pages of tender i.e., 13 pages duly signed.

8. All clarifications both with regard ro technical and commercial should form a part of technical bid by way of a letter.
