1. Introduction:

India Habitat Centre (IHC) invites sealed Technical & Financial Bid for supply, installation &

commissioning of IP based CCTV system for perimeter security as well as monitoring of identified

operational areas at IHC.

Qty. 53, Analog cameras and in Qty. 110, IP cameras are already installed in IHC. IP cameras are being

managed by VMS ‘Milestone Professional’

1. The tender may be submitted following two bid system i.e. “Technical” and “Financial” bids.

The sealed Technical & Financial Bid in separate envelope, complete in all respects and

accompanied by all relevant documents, may be addressed to DGM Systems, India Habitat

Centre and submitted by 27th Jan 2016 by 4:00 pm

2. Please mention Ref: Purchase ID : CCTV: 2016-01-01 on the envelopes

3. The detailed scope of work, technical specifications and other terms and conditions are available

at Annexure A.

4. Technical bid should be submitted along with EMD of Rs. 50,000/- (Rupees Fifty Thousand

only)

5. The format of the Financial Bid is available at Annexure B.

6. The format of the Bid Acceptance Letter is available at Annexure C.

7. A pre-bid meeting is being scheduled on 19th Jan 2016 at 11:00 am to provide clarification of

all doubts.

8. The last date for the submission of bids is 27th Jan 2016 by 4:00 pm. Technical bid will be

opened on the same day i.e. 27th Jan 2016 at 4:15 pm in the presence of vendors or their

authorized representatives.

9. Financial Bids of only those bidders shall be opened whose Technical Bids are found meeting

the eligibility criteria.

10. The Technical Bids of only those tenderers who have deposited the requisite Earnest Money in

an acceptable form i.e. by way of Demand Draft/Pay Order of any nationalized bank in favour

of the ‘India Habitat Centre’, payable at New Delhi, shall be opened.

11. Please note that failure to furnish all information required, or submission of a bid not

conforming to the requirements in every respect will be at the Bidder’s risk and may result in

rejection of the bid and forfeiture of Earnest Money Deposit.

12. IHC reserves the right to reject all or any of the bids / accept a bid without assigning any reason

whatsoever.

Annexure A

SCOPE OF WORK, TECHNICAL SPECIFICATIONS AND OTHER TERMS AND CONDITIONS

2. Scope of Work

Bidder has to take up the contract on turnkey basis, i.e. supply, installation & commissioning of IP

BASED CCTV SURVEILLANCE system as per following details:

2.1 Installation of 28 nos. (15 nos. Fisheye Lens and 13 nos. Veri-Focal lens) CCTV cameras including

poles as required & with suitable mounting arrangement in a Vandal Proof Housing. Please refer

Technical Specification & Annexure B for more details.

2.2 Laying, terminating & connecting Single mode Optical Fiber Cable (OFC) from IHC Control room

to IHC Library and CAT 6 cables from nearest available network switch to proposed camera

locations.

2.3 Supply and installation of Network switch and other network equipment as indicated in Financial

bid format (Annexure – B)

2.4 Supply of Milestone Device License Key (DLK) for 28 cameras

2.5 Providing comprehensive warranty for the entire CCTV system being set up for a period of 3 years

from the date of commissioning and providing comprehensive AMC for 2 years after completion

of warranty period.

2.6 Supply and installation of HDD for DELL POWER VAULT MD1200 direct-attached storage as

indicated in Financial bid (Annexure – B)

In existing setup, Qty 2 Dell PowerVault MD1200 DAS is being used for archival of recordings

and they supports up 24TB storage.

4. Term and conditions

4.1 Time

Time is of essence in the contract. The vendor should ensure completion of the work within 2

months from the date of awarding of the contract.

For any delay solely because of vendor, liquidated damages will be imposed by deduction of ₹

1000/- per day from the amounts payable to vendor.

Regarding any issue of Force Majeure, including but not restricted to acts of God, wars or

revolutions, fires, floods, epidemics, quarantine restrictions, freight embargoes etc. the decision of

IHC shall be final.

A delay of more than 30 days may result in termination of contract and no further payments being

made to the vendor.

The liability on any default of vendor will not be more than the value of contract.

4.2 Warranty and AMC

(a) The bidder shall provide warranty (on-site and comprehensive) for the system being set for a

period of 3 years from the date of commissioning.

(b) The bidder shall provide AMC (on-site and comprehensive) for the system being setup for a

period of 2 years after completion of warranty period

(c) The bidder must have a maintenance base in Delhi/NCR to provide maintenance service,

efficiently and promptly. If the performance of any individual equipment or system fails to meet

the contract specifications then the same shall be replaced by the Supplier free of cost during the

term of the warranty and AMC.

(d) The Bidder shall provide repair and maintenance service at the site immediately (within 24

hours) upon receiving breakdown call from IHC staff and such services should be available for

a period of 8 hours from 10 a.m. to 6 p.m. on all working days (Mon-Sat).

(e) THE BIDDER shall ensure 24 hours response time (i.e. total time taken by THE BIDDER

between registering the complaint and attending the complaint).

(f) THE BIDDER shall ensure call resolution time of 48 hours (i.e. total time taken by THE

BIDDER between registering the complaint and rectifying the fault). This time includes time

taken to reach the site, diagnose, repair/ replace the faulty component/module/device & network

equipment that are covered under the contract.

(g) In case of major defects requiring the defective item to be taken to the Supplier's workshop, it

should be returned within two weeks duly repaired/(replaced by a new item) and an immediate

(within 48 hrs. from registering the complaint) substitute item to be provided by the Supplier

for the smooth operation of the System.

(h) Apart from the service/repair calls, the service engineer deputed by the Supplier will visit the

site once in every month to carry out the Preventive Maintenance and diagnostics of the system

during the warranty and AMC Period.

(i) If the Supplier fails to repair or replace the defective item, IHC will be free to get the same

repaired/replaced from the market and its cost will be adjusted from the Supplier's Performance

Bank Guarantee.

4.3 BID Conditions

(a) Bid preparation and submission costs

The bidder shall bear all costs associated with the preparation and submission of the bid and IHC will

in no case be held responsible or liable for these costs, regardless of the conduct or outcome of the

bidding process.

The bidders must confirm in writing their acceptance of the scope of work, technical specifications and

other terms and conditions stipulated by IHC.

(b) Clarification of Bidding Documents

A pre-bid meeting will he held on date 19th Jan 2016 at 11:00 am to clarify any doubts and to brief

bidders about the existing CCTV setup.

(c) Earnest Money Deposit (EMD)

1. The Bidders must enclose Demand Draft/ Pay Order for ₹ 50000 (Rupees Fifty Thousand only),

as Earnest Money along with the Technical Bid, in favor of “India Habitat Centre”.

2. The EMD of unsuccessful bidders shall be returned (without any interest) only after finalization

of the bid and after the successful bidder signs the contract.

3. EMD of the successful bidder shall be returned to the bidder without interest:

i. after the bidder signs the contract and

ii. bidder provides IHC with a Performance Bank Guarantee (PBG) equal to 10% of the

contract value, valid for a period of three years. ( Format enclosed)

4. Non-submission of Earnest Money will summarily lead to rejection of the Bid.

(d) Validity Period

The validity of the bids shall be up to 60(Sixty) days from the date of opening of the tender(s).

(e) Forfeiture of EMD

The EMD will be forfeited if the agency

1. Fails to provide all information required in the bid or a bid not conforming to all

requirements.

2. Withdraws the bid during the period of bid validity.

3. If the successful Bidder fails to sign the Contract within the time stipulated by IHC.

4. Adopts unfair practices to influence the outcome of the bid process.

(f) Disqualification IHC reserves the right to accept/reject bids without specifying any cause. Conditional tenders shall not

be accepted on any ground and shall be rejected straightway. If any clarification is required, the same

should be obtained before submission of the bids during the pre-bid conference.

(g) Bid Evaluation Criteria

1. Bidder should insure that the instructions mention under “Scope of Work”, “Technical

Specification” & ‘Term and conditions’. are fulfilled.

IHC will check the compliance of Technical Bid with the instructions given in the tender

document, and in particular the documentation submitted with ‘Technical Bid’ by the bidder.

2. Financial bids of only technically qualified bidders will be opened.

3. The Financial Bid will be evaluated based on the Lowest Total Quote as per Financial Bid

Format (Annexure B) quoted by a bidder.

IHC will notify the date, time and location for opening the Financial Bid Envelope to the

bidders.

(h) Payment Terms

The payment shall be made by the Authority against the invoice of the vendor as per the payment terms

mentioned below:

a) 50% against delivery of equipment.

b) 40% after the post installation and commissioning of the system, submission final project report and

issue of Acceptance Certificate.

c) 10% against the submission of Performance bank guarantee for 3 years.

d) Payment for AMC shall be made in advance on half-yearly basis after completion of warranty period.

Note: The invoices submitted by the vendor should contain full breakup of the prices along with full

details of applied taxes.

e) Release of Performance bank guarantee

Performance Bank Guarantee shall be released after all contractual obligations by the supplier including

warranty obligation is over. This can be withheld / forfeited in full or in part in case the work order is

not executed satisfactorily/ not up to the required quality or the contract is terminated by IHC.

4.4 Other terms & conditions and guidelines:

I. The bidder is requested to *visit the work site and get acquainted with site conditions regarding

layout, existing CCTV setup and all other matters, affecting the work before filling in the item

rates.

A pre bid meeting is being scheduled on 19th Jan 2016 at 11:00 am for clarification of all

doubts. In this meeting, IHC representative will brief the details of existing CCTV setup to

bidders. * The same will be followed by site visit where proposed CCTV setup needs to be

installed.

Submission of a tender by a bidder, implies that they have read these instructions and have made

themselves aware of the scope of the work, conditions of contract and IHC will not, therefore,

bear any extra charges on any account, in case the bidder finds later on to have misjudged the

site conditions or specification.

II. The Bidder should have domain knowledge and min 2 years’ experience of providing/managing

similar setup (in NCR) in IP based CCTV System having minimum 100 number of IP CCTV

camera. A self-attested copy of work order + Bills paid or completion certificate/Customer’s

Satisfaction Certificate of at least two clients (in NCR) must be attached with Technical bid

failing which bid will be rejected.

III. IHC representatives may visit the premises of reference clients on mutually convenient date

(28th Jan – 1 Feb 2016) and time, bidder should facilitate the process.

IV. The proposed CCTV setup should be fully integrated with IHCs existing CCTV setup. Currently

Milestone Profession Edition VMS is being used at IHC. The bidder should study the existing

system and be acquainted with it.

V. The bidder must be Authorized Distributor/Dealer/Integrator for the proposed CCTV camera.

Authorization letter should be enclosed with the technical bid.

VI. The bidder who are authorized Milestone Reseller/System Integrator (relevant document should

be enclosed with the technical bid) will be preferred.

VII. The bidder shall have valid EPF Code No. ESIC Registration Certificate as applicable, PAN

No, Service Tax, Sales Tax/VAT /WCT Registration No. (self-attested copy of all certificates

should be enclosed with the technical bid)

VIII. The bidder should note that area for installation may be made available in phases as

per availability. In some cases, the work may require to be carried out in constrained

situations, which may include working in night shift. The work is to be carried out in

such a way that the traffic, people movement if any, is kept operative and nothing extra

shall be payable to the contractor due to this phasing/ sequencing of the work.

IX. The selected bidder shall indemnify IHC against all third party claims of infringement of patent,

trademark/copyright or industrial design rights arising from the use of the supplied software and

related services or any part thereof.

IHC stands indemnified from any claims that the Bidder’s manpower may opt to have towards

the discharge of their duties.

IHC also stands indemnified from any compensation arising out of accidental loss of life or

injury sustained by the Bidder’s manpower while discharging their duties.

X. Settlement of disputes

In case of any dispute, efforts will be made to resolve the issues amicably. The decision of

Director IHC would be final.

The jurisdiction of the Courts at Delhi would apply.

referred to as the 'Purchaser') which expression shall unless repugnant to the context, include its legal

liberty without our consent and without affecting in any manner our obligation hereunder to vary any

Contractor from time to time or postpone for any time or from time to time any of the powers

exercisable by the Purchaser against the said Contractor and to forbear or enforce any of the terms

and conditions relating to the said Agreement and we shall not be relieved from our liability by

reason of any such variation or extension being granted to the said Contractor or for any forbearance,

act or omission on part of the Purchaser or any indulgence by the Purchaser to the said Contractor or

by any such matter or thing whatsoever which under the law relating to sureties would but for this

provision have effect of so relieving us.

demanded not withstanding any dispute and/or disputes raised by the Contractor in any suit of

proceedings pending before any court of Tribunal relating thereto, our liability under this present

being absolute and unequivocal.

The payment so made by us under this guarantee shall be valid discharges of our liabilities for

payment thereunder and the Contractor shall have no claim against us for making such payment.

The Guarantee shall not be affected by the liquidation or winding up, dissolution or change of

constitution or insolvency of the Contractor but shall in all respects and for our purposes be binding

and operative until payment of all moneys payable to the Purchaser in terms hereof, have been paid.
