Indian Institute of Management Tiruchirappalli (IIM Trichy) invites sealed tenders from House
Keeping Services Providers who have their operations in Chennai for providing House Keeping
Services, Air conditioner maintenance service and Electrical maintenance service (EMD & Tender
Document cost, Technical Bid and Financial Bid) on or before 30.01.2019 (up to 03.00 PM) for
the following work.
Nature of work: To provide House Keeping services, Air conditioner maintenance service and
Electrical maintenance service to the Office Premises of IIM Tiruchirappalli, Chennai Campus.
1. Introduction:
Indian Institute of Management Tiruchirappalli is the eleventh IIM established by the Ministry of
Human Resource Development, Government of India. Our Chennai Campus is located at No.45,
First Floor, Ramaniyam Siddarth Building, North phase, Thiru-vi-ka Industrial Estate,
Ekkatuthangal, Chennai-32.
The Campus is situated at the First Floor office building having about 14000 Sq. feet area with
four class rooms, one library, one computer hall, one Board Room, Director Room, Faculty Rooms
04 Nos. Two meeting rooms, office room, store rooms, Gents toilet (3 urinals, 3 toilets, 3
washbasins) and Ladies toilet (3 toilets and 3 washbasins).

2. Nature and scope of Work
I. House Keeping Services
a. Sweeping, Mopping and Dusting the entire floor area of the Campus daily.
b. Sweeping, Mopping and Dusting the Library Area of the Campus twice a day.
c. Cleaning of Toilets-Urinals, Washbasins in the Campus twice a day

d. Cleaning, wiping of Furniture and Fittings and black boards cleaning for entire Campus
twice a week.
e. Sweeping and Mopping of stair cases and verandah of Campus daily
f. Any blockage in water closet, urinals, washbasin, should be cleared immediately by the
contractor.
g. Cobweb cleaning should be done in the entire work areas twice a week.
II. Air Conditioner maintenance:
The routine (monthly once) servicing should be done with following:
a. Checking motor bushings.
b. Checking connections at the main plug.
c. Cleaning of blower and condenser fan, air filter, evaporator and condenser coil &
equipment.
d. Oiling the motor.
e. Checking of grill & Room Temperature
f. Replacement of any parts of unit. (spare parts will be supplied by the Institution / cost
will be reimbursed by IIMT).
g. In case of any shutdown in Air Conditioners, it should be attended within 2 Hours of
complaint.
III. Electrical Maintenance:
a. All electrical fittings (Lights, fan and plug points) should be checked once a week.
b. In case of any fault in electrical fittings it should be rectified on the same day itself.
c. Energy Meter, Distribution panels (2nos.) should be checked daily and reading should
be taken daily and entered in the register with signature of the officer in charge of the
Campus.
d. If required, some minor plumbing maintenance should also be carried out.
e. UPS should be maintained periodically.
3. Service Materials and Tools
a. All the materials required for the work such as brooms, basket, cob-web stick, mopping
stick, cloth, brushes etc. will have to be provided by contractor.
b. Disinfectants, Harpic, Lyzol, Phenyl Naphthalene balls, soap-water, tissue paper, etc.
required for toilet clearing, floor mopping, will have to be provided by the contractor.
c. The contractor should use Jet pumping for cleaning work and Techno Trolley 3 nos.
4. Working Conditions:
a. The service is required to be carried out on all the working days of month except
declared holidays and festival holidays.
b. Sufficient manpower is required to be provided for the work
c. Strict discipline must be observed by the workers
d. The staff employed must be provided with proper uniform to distinguish them from
other staff.
e. The staff must be provided with identity card with the Institute’s approval.
f. The supervisor under whom the staff will work shall have to report daily to the
concerned official of the Institute and take instructions.
g. The rate quoted by the contractor shall have GST mentioned separately.
h. The payment will be made after statuary deduction.
i. The successful bidder should remit the GST on or before the due date prescribed by
Government of India, failing which the subsequent monthly payment will be withheld.

8. EARNEST MONEY DEPOSIT
a. As detailed below, the bidders should submit EMD and Application Fee through Demand
Draft in favour of “INDIAN INSTITUTE OF MANAGEMENT TIRUCHIRAPPALLI”
payable at Tiruchirappalli.
b. INR 25,000/- (Rupees Twenty five thousand only) D.D should be submitted towards EMD.
INR 590/- (Rupees Five hundred and ninety only) DD should be submitted towards
Application fee.
c. Original should be posted / couriered / given in person to the Tender Inviting Authority within
the prescribed date and time.
d. The EMD amount will be refunded to the unsuccessful bidders, after issuing the work order
to the successful bidder.
e. In respect of successful bidder, the EMD amount will be adjusted against the security deposit
of INR 60,000/- (Rupees Sixty-three thousand only).
The Security Deposit and the same will be refunded to the successful bidder, only on
completion/termination of the contract after making required deductions, if any.
f. Without EMD, Technical Bid will be rejected.
9. Statutory Requirements
a. The contractor is responsible for meeting all the statutory requirements as per
state/central Government rules such as to implement the Minimum Wages Act,
Workmen Compensation Act, EPF, ESI, Bonus Act etc. and should submit proof for
meeting these requirements. The contractor should be registered with the following
registration authorities by paying necessary fee, wherever required:
1. Registrar of Companies
2. Labor License
3. Income Tax
4. GST
5. EPF
6. ESI
b. The contractor should remit PF, ESI in each worker’s name in the same month and
submit to the Institute in the subsequent month along with the bill.
c. The contractor should issue the ESI card to the workers.
d. The contractor should have First-Aid box with necessary medicines etc. He should
make necessary arrangements for taking injured person to clinic/Hospital in event of
any emergency.

10. Special Conditions:
a. The House Keeping contractor should execute an agreement in the non-judicial stamp
incorporating the various terms and conditions.
b. The buildings should be kept in clean and good in order condition.
c. If the contractor’s performance is not satisfactory, the contract shall be terminated by
giving one month’s notice. Also the security deposit will be forfeited.
d. The contractor shall recoup to the employer the cost of any damage incurred by the
contractor on account of any breach of the terms and conditions of the agreement.
e. Attendance registers and the salary registers for the staff engaged and other registers
required as per acts and rules may be verified by any official of IIM Trichy in the Buildings
or assigned for this purpose or other enforcing agencies during their inspection.
f. The wages for the staff to be fixed by the contractor should be at least protecting the
minimum wages prescribed by the Minimum Wages Act of the Central Government and
the entire amount of the wages left out after deduction for statutory benefits should be paid
in full to the staff.
g. Payment to the staff must be made before 10 (Tenth) of every month directly to their bank
account and the proof should be submitted along with monthly bill.
h. The contractor must submit a report on Friday of every week giving details of weekly task
performed in the following format. If Friday happens to be holiday to the Campus the report
shall be submitted on the next working day.

The report shall be submitted in duplicate – one copy to the concerned official and another copy
to the Chief Administrative Officer of IIM Trichy.
11. Eligibility Criteria:
Contractors who fulfill the following criteria are eligible to submit tender.
a. Experience in having successfully completed works as follows during the last 5 years from
the last date prescribed for submitting the tender.
I. Three similar completed services (at least one of them should be for Central / State
Government / Central / State Autonomous Bodies / Public Sector Undertaking)
each billing not less than Rs.6 lakhs per year. OR
II. Two similar completed services each billing not less than Rs.7.5 lakhs per year. OR
III. One similar completed service billing not less than Rs.12 lakhs per year.
NOTE:
Similar service under this clause means housekeeping/gardening service carried out
to educational buildings, institutional buildings, public buildings, hotels and
factories.
Billing of service for this clause shall mean bill for one year of service carried out
under single contract including cost of materials, if any, supplied by clients.
However, the cost of materials issued free of cost shall not be considered for
calculating the billing of service rendered.
The date of completion of the service should be indicated in the completion
certificate.
b. Should not have incurred any loss in more than two years during the last five years ending
31-03-2018.
12. Processing of Tender (Applications)
a. Applications received within the stipulated deadline containing EMD, cost of tender
documents and the tender documents only will be taken for consideration.
b. Such of the applicants who satisfy the requirements as stated in (a.) above will be
shortlisted for further consideration based on the eligibility criteria stipulated.
c. Only the pre-qualified application will be taken up for evaluation.
d. The Indian Institute of Management Tiruchirappalli reserves the right to restrict the list
of pre-qualified contractors to any number deemed suitable by it.
13. Technical Evaluation (Technical Bid)
a. The applicant should own all the required for proper and timely execution of the work.
Else, he should certify that he would be able to manage the equipment by hiring etc. and
submit the list of firms from whom he proposes to hire. A list of equipment to be used
should be attached.
b. The applicant should have sufficient number of employees for proper execution of the
contract. The applicant should submit a list of his employees stating clearly how they
would be involved in this work.

c. The applicant’s performance in respect of completed services and ongoing services
should be certified by the concerned officer and should be obtained and delivered in sealed
covers.
d. The applicant should be financially sound.
e. The applicant should have satisfied all the statutory requirements. Eligibility Criteria,
etc.,
14. Financial Evaluation (Financial Bid)
The Financial Bid (Tender) should be submitted strictly in the prescribed Format –
‘FINANCIAL BID’ given in the last page of this document. Financial bids which are not
submitted in the prescribed format will be summarily rejected. The Financial Bid should
clearly contain the following details:
a. Total Monthly Wages for the staff mentioned under Para -6 (Anticipated No. of Staff
Required per day) and charges for Materials etc. for the House Keeping service, Air
conditioner maintenance service and Electrical maintenance service, to be rendered by
the Agency for 12 months. Separate wages should be given as per Option – I and
Option – II mentioned in Para – 7 taking into consideration the working hours and
responsibilities mentioned at Para – 5.
b. Percentage of Fees for the Agency (Profit Margin) over the Total Monthly Wages
quoted in (a.) above.
c. The Financial Bid (Tender) of the applicants who have not been qualified in the
Technical Bid shall not be considered. Other tenders shall be opened on the date and
time to be intimated, in the presence of the tenderers or their authorized representatives
who may be present.
Evaluation Criteria:
Weightage will be given for the Financial Bid as follows:

Percentage of Fees for the Agency (Profit Margin) over the Total Monthly Wages

Inverse scoring method will be followed for awarding marks. Accordingly, the bidder who has
quoted the lowest Total Monthly Wages will score the maximum marks of 25. The bidder who
has quoted the lowest Percentage of Fees (Profit Margin) over the Total Monthly Wages quoted
will score the maximum marks of 25. For others, marks will be awarded in inverse proportion.

15. Final Selection
The bidder who scores the highest marks in aggregate out of 50 in the Financial bid will be
considered for awarding of the contract.
16. Instructions for Submission of the Tender:
Contractors are required to submit the Technical Bid and Financial Bid in the following manner:
a. Interested contractors may download prescribed applications from the official website of
IIM Trichy: www.iimtrichy.ac.in
b. The tenders should be accompanied by two crossed Demand Drafts one for an amount of
Rs.25,000/- towards Earnest Money Deposit (EMD) and another for Rs.590/- (Inclusive of
GST @ 18%) towards the Cost of Tender Documents. The Demand Draft in favouring to
“Indian Institute of Management Tiruchirappalli” payable at Tiruchirappalli. Tender
documents received without EMD and Cost of Tender Documents shall be summarily
rejected.
c. The Tender should be submitted in Three envelopes as detailed below:
(1) Envelope-1- superscribed as ‘EMD & Cost of Tender Documents for House Keeping
service, Air conditioner maintenance service and Electrical maintenance service’ – This
envelope shall contain the following:
Two payment receipts – one for EMD and another for cost of tender documents as stated
in para (b) above.
(2) Envelope 2 – superscribed as ‘Technical Bid for House Keeping service, Air
conditioner maintenance service and Electrical maintenance service’ – This envelope shall
contain the following:
Various details regarding experience, financial standing etc. as detailed in the
enclosed Forms A to E-1.
Letter of Transmittal as attached with the document.
Self-attested copies of the following:
I. Certificate of Incorporation
II. Article/Memorandum of Association or Partnership Deed or an affidavit
stating that it is a proprietary concern, as the case may be, of the
Company/Firm/Agency.
III. Labour license of the Company/Firm/Agency
IV. PAN/GIR card of the Company/Firm/Agency
V. GST registration of the Company/Firm/Agency
VI. EPF Certificate of the Company/Firm/Agency
VII. ESI Certificate of the Company/Firm/Agency

the tender (Financial Bid) for the work.
(4) All the three envelopes shall be placed in an envelope written on the envelop as
“Tender for House Keeping service, Air conditioner maintenance service and Electrical
maintenance service at IIM Trichy”.
(5) Director, IIM Tiruchirappalli reserves the right to accept or reject any or all the
tender offers without assigning any reason thereof.
(6) Completed ‘Qualification Documents’ and Tenders should be submitted to the
