    Southern proposes to abandon inplace a small segment of its 20-inchNorth Main Loop Line commencing atmilepost 435.8 to milepost 454.8 locatedin Douglas and Fulton Counties,Georgia. Southern states thatabandonment of the 20 inch North MainLoop segment described in itsapplication will not affect its ability to

    meet the firm requirements of its firmtransportation customers.

    There are two ways to becomeinvolved in the Commissions review ofthis project. First, any person wishing toobtain legal status by becoming a partyto the proceedings for this projectshould, on or before the comment datestated below, file with the Federal

    Energy Regulatory Commission, 888First Street, NE., Washington, DC 20426,a motion to intervene in accordancewith the requirements of theCommissions Rules of Practice andProcedure (18 CFR 385.214 or 385.211)and the Regulations under the NGA (18CFR 157.10). A person obtaining partystatus will be placed on the service listmaintained by the Secretary of theCommission and will receive copies ofall documents filed by the applicant and

    by all other parties. A party must submit14 copies of filings made with theCommission and must mail a copy tothe applicant and to every other party in

    the proceeding. Only parties to theproceeding can ask for court review ofCommission orders in the proceeding.

    However, a person does not have tointervene in order to have commentsconsidered. The second way toparticipate is by filing with theSecretary of the Commission, as soon aspossible, an original and two copies ofcomments in support of or in oppositionto this project. The Commission willconsider these comments indetermining the appropriate action to betaken, but the filing of a comment alonewill not serve to make the filer a party

    to the proceeding. The Commissionsrules require that persons filing

    comments in opposition to the projectprovide copies of their protests only tothe party or parties directly involved inthe protest.

    Persons who wish to comment onlyon the environmental review of thisproject should submit an original andtwo copies of their comments to theSecretary of the Commission.Environmental commentors will beplaced on the Commissionsenvironmental mailing list, will receive

    copies of the environmental documents,and will be notified of meetingsassociated with the Commissionsenvironmental review process.Environmental commentors will not berequired to serve copies of fileddocuments on all other parties.However, the non-party commentorswill not receive copies of all documents

    filed by other parties or issued by theCommission (except for the mailing ofenvironmental documents issued by theCommission) and will not have the rightto seek court review of theCommissions final order.
