NOSCA – the Norwegian Oil Spill Control Association – was established in 1992 to satisfy a common need within the indus-try, the oil companies and pub-lic institutions to join forces and resources in order to improve the overall knowledge base of oil spill prevention and response. The need for a joint internation-al promotion of the Norwegian oil spill technology and prod-ucts was certainly also of impor-tance to NOSCA’s members representing the industry.

As demonstrated in this brochure NOSCA with its over 30 active mem-bers has achieved international re-spect as an active player in R&D, oil spill prevention and response.

NOSCA is one of the three found-ing organizations of INTERSPILL in Europe and we also support and con-

tribute to the successes of IOSC in the US and SPILLCON in Australia.

Norway is one of the few countries that has the privilege to benefit from full scale, offshore oil-on-water exer-cises organized annually by NOFO (Norwegian Clean Seas Association for Operating Companies). This gives NOSCA’s members a unique knowl-edge base for testing, understanding and improving their products and oil spill preparedness in general. – With this as a background NOSCA orga-nizes an annual international “elite” seminar where international as well as national speakers are invited to present recent oil spills and experi-ences gained from such spills. Usually the seminar is topped by observing an on-water large scale oil spill ex-ercise. These exercises engage ves-sels, equipment and personnel from all key players such as the Norwegian Coastal Administration, the Norwe-

gian Coast Guard, the oil companies (represented by both NOFO and the individual oil companies’ terminals and refineries), and the local intermu-nicipal organizations.

-The NOSCA seminar is joined by a number of international delegates every year, and the participants are given an excellent opportunity to exchange experiences and establish personal relationships.

Preventing and limiting the harmful effects of acute pollution

The Norwegian Coastal Administration The Norwegian Coastal Administration is an agency of the Ministry of Transport and Communications responsible for sea trans-port, maritime safety, ports and emergencyresponse to acute pollution. The Coastal Administration aims to actively promote ef-ficient and safe transportation at sea by en-suring good navigability and efficient ports in line with the transport industry’s needs.The Coastal Administration shall prevent and limit the harmful effects of acute pol-lution, and contribute towards the sus-tainable development of the coastal zone.

Emergency response to acute pollutionThe Norwegian Coastal Administration is responsible for the national emergency response to acute pollution. The adminis-tration operates a 24 hour service whichreceives notice of acute polluting incidents covered by the Pollution Control Act. The administration provides guidance and super-vises the polluter’s handling of the incident. In the event of large-scale, acute pollutionincidents that go beyond private or mu-nicipal emergency response capabilities, the Coastal Administration acts for the govern-ment on behalf of the polluter. Large-scale incidents of acute pollution mainly relateto oil spills from ships and shipwrecks or from unidentified sources. The Coastal Ad-ministration has its own surveillance air-craft, 16 oil-spill depots and 29 intermediate depots with oil-spill recovery equipment.The Administration has also equipment sta-tioned onboard a number of vessels, includ-ing the Norwegian Coast Guard’s vessels as well as the Administration’s own vessels.

WORKBOATS FROM JEMAR NORPOWER ASJemar Norpower AS is a longtime producer of strong and speedy workboats for seismic vessels, oil companies and harbors. Currently three models are available: 23ft, 26ft and 30ft. All models have GRP hulls with a keel that gives the workboats their well-known stability and sharp maneuvering. The propulsion system consists of a strong diesel engine (200-425HP), a solid marine gear and an 800mm propeller.

The workboats have a unique com-bination of speed and strength. The 30ft model reaches a top speed of 24 knots, and the same boat has a bollard pull of more than three tons - making it probably the speediest tugboat in the world!

The Jemar Norpower workboats are renowned for their seaworthiness, solidity and stability. Statoil Sture terminal located on one of the islands north west of Bergen, began oper-ating in 1988.The Sture terminal receives oil from the Oseberg oilfields, Veslefrikk, Brage, Tune and Huldra in the North Sea. The oil from these fields is transported through the Oseberg main pipeline to the Sture terminal. During 2003 the terminal began receiving oil also from the Grane oil field. – The oil is stored in four under-ground caverns later exported by tankers.

Between 350.000 and 400.000 barrels daily are received from the North Sea and then exported. The oil is shipped to refiner-ies in Europe, the Far East, USA and Canada. At the terminal the oil is stabilized and upgraded in a process plant which began operating in 2000. This to ensure a stable quality from the Oseberg cluster of oil fields. This oil contains an increasing amount of gas and light end oils. When oil began com-ing in from the Grane field in 2003 a mixing plant blended the heavy Grane oil with the Oseberg oil in order to secure an optimal quality oil, catching a higher price.

Environmental responsibility

While oil and gas are valuable resources they also represent an environmental threat. This is even more so because the Sture ter-minal is located in an environmentally sensi-tive area with bird estuaries and fish farms in the fjord like area. Therefore Statoil has un-dertaken strong efforts to prevent releases at and in the vicinity of the terminal.

The annual total of 200 to 250 tankers

and LPG carriers travelling to and from the terminal, passing a chain of pristine islands before the North Sea opens up, require continuous surveillance. The tankers them-selves are subject to a tough scrutiny before they may serve the Sture terminal. They are pre-inspected, the max age is 20 years and double bottom is a must!

Oil spill response

In addition to the general preventive mea-sures taken at the Sture terminal a complete oil spill response contingency has been es-tablished in full compliance with the require-ments of SFT (the Norwegian State Pollution Control Authority). There is a first line of defence surrounding the terminal – including installations with fast deployment oil booms. In one inlet there is a remote controlled submerged oil boom which when activated is inflated while rising to the surface. The oil boom prevents oil from drifting past the inlet in the direction of nearby fish farms. There are three large escort/towing vessels with permanently installed booms and skimmer onboard. These vessels have tanks to carry recovered oil – as well as dispersant spray systems.

In addition there is in place a Tier 3 agree-ment with MMB (Maritim Miljø-Beredskap AS) who assists in maintaining the oil spill response equipment, trains the crews and responds in cases of larger oil spills. In total the Sture terminal has a level of oil spill pre-vention and response well dimensioned to match the risk level at the terminal and its vicinity.

First built in 1975 Mongstad is now a modern and highly upgraded centre for processing of oil and natural gas liquids (NGL) , situated 60 km north of Bergen. The complex embraces a refin-ery, a crude oil terminal, a technology development centre and a processing plant for NGL and condensate (light oil). These facilities employ 650 personnel and more than 100 contractors. Nearly 1,5 million barrels per day are receieved from offshore oil fields.

– Mongstad’s production corresponds to almost twice the level of Norwegian consumption and therefore a sig-nificant amount is exported mostly to the European markets. Six large rock caverns provide storage for 9,4 million barrels. The port of Mongstad is the second largest oil port with 2000 ves-sel calls per year. Max. size crude oil tankers are 450.000 tonnes and prod-uct tankers up to 90.000 tonnes. – It is worth mentioning that the Norwegian government and Statoil have reached an agreement to construct a full-scale capture and storage plant for carbon dioxide at Mongstad.

Oil spill response and maritime safetyStatoil Mongstad has built up an oil spill response organization comprising one of the coast’s largest concentration of spill response equipment. With strong focus on prevention we strive to reduce the possibility of a spill to an absolute minimum.

In order to achieve this goal we work closely with a number of maritime institutions in the area – functioning as barriers also for the oil spill response at Statoil Mongstad:Approval and inspection of vessels: Our own inspectors must approve the vessels before calling on Mongstad.Fedje VTS: Surveys and guide all vessel traf-fic in the area.Escort- and tow services: There are 3 modern towing and escort vessels at the terminal operated by NOSCA member Buk-ser og Berging AS (B&B). Most of the year one of the vessels is stationed near Fedje to intervene in case of an incident at the outer skerries on the coast. The crew from B&B exercise with the harbor operators at

Mongstad. Spill response equipment may be mobilized from the shore depot onto the vessels.

Competent spill response operators: The Mongstad harbour has available appr. 100 operators regularly exercising with the spill response equipment – 20 of these are always on standby . In addition there are fire brigade and first aid personnel at the refinery – of which all will respond to Tier a 1 spill.

Intermunicipal Organization against acute pollution

The Norwegian pollution act instructs all Norwegian municipalities to have a preparedness against acute pollution. Norway is divided into 33 IUA regions.

The Coastal Administration supervises the established level of preparedness ensuring that each IUA has the capacity to respond to incidents along the coast (inside 4 n.m.) and into the rivers and lakes. The operation of an IUA is financed by contributions from each of the local municipalities. Each municipality is obliged to provide personnel and resourc-es. The IUA’s Board administers the economy and supervises that a satisfactory level of response preparedness is maintained.

Institutions such as the local fire brigade and the harbor authority handle the practicalities but personnel are recruited also from the County Governor’s office, the Fisheries Directorate, the Civil Defence, the police and the local oil distributors. This according to the local Pollution Preparedness Plan.

The tasks vary considerably i.e. from a small spill on the road, chemical spills to a large coastal oil spill from a grounded vessel. In the latter case the IUA will most commonly be the first responder on site, subsequently supported by management and resources from the Coastal Administration.

Several IUAs have agreements with NOFO (see NOFO’s separate presentation) in case of offshore and nearshore tanker or pipeline spills threatening the local IUAs area. The local IUA will support NOFO with local environmental know-how and the clean-up operations.

Arctic Protection offers oil spill control services to oil product transshipment operations. We are fully equipped for these services and our staff are trained to control ship-to-ship opera¬tions in a harsh winter climate. Since 2006, we have supplied oil spill control for all oil transshipment operations per-formed in Finnmark. Our experience and knowledge ensures that operations are carried out safely and reas-

PREPAREDNESS AND RESPONSE

We organises and mobilises the shoreline response group IGSA (Innsatsgruppe Strand Akutt) on behalf of the Norwegian Clean Seas Association for Operating Companies (NOFO). The IGSA concept is outlined by Eni Norge for the near coast Goliat op-eration in the Barents Sea, and has been put into operation by NOFO in cooperation with us. Arctic Protection and IGSA are specially trained to combat acute oil spills drifting into the coastal zone, and are prepared to address oil spill incidents from operations on the Norwegian continental shelf.

EXPERIENCE AND EQUIPMENT

Personnel of more than forty thoroughly selected women and men with practical skills and experience are prepared to swiftly reach on oil spill in-cidents. Through a specially developed app/web-based system, they can be mobilised and their immediate partici-pation can be verified within minutes. During operations, we use the latest technology and equipment suitable for Arctic waters.

ABTEK Mobile Bark SpeaderThe ABTEK mobile bark spreader is designed for use with completely dry, fine bark, such as Reba. Effective in windy conditions, the spreader can cover areas that are difficult to reach by hand. Easy to manoeuvre, it is carried like a rucksack with the weight distributed evenly. The whole system, including a 50-litre sack of bark, weights approximately 20 kilograms. It is also easy to use: simply attach a sack of Reba Bark, aim the extendable tube at the oil and switch on the spreader.

ABTEK Oil-Absorbent BoomsReba bark forms the core of ABTEK`s oil absorbent booms, and discarded wool from the textile industri reinforced with jute pro-vides an enviroment-friendly, durable outer layer.Due to its weight, one-third of the boom remains underwater, even in rough weather, preventing oil leakage. Water does not affect the boom´s oil absorption.

ABTEK Oil Filter SystemABTEK has recently devolped a new filter system for cleaning oil-polluted waste-water. The filter system which is made from natural products, allow the oil to biodegrade, cleansing the water effectively to under 5 ppm. A prototype is in use in the Norwegian Coastal Administration´s testing facilities for oil booms and oil skim-mers.

Reba Oil-Absorbent BarkABTEK`s oil-absorbent Reba bark starts to absorb oil immediately on contact, usually absorbing it within a matter of minutes. Made from the bark of pine trees (a waste product), it is produced without the use of chemicals and without cutting down trees. Advantages include:

-Buoyant, water repellent, and highly absorbent: 10 kilograms absorbs 36-38 litres of oil completely.-Dryness levels of 94-96% facilitate long-term storage. (Several years)-Quickly removes oil odour-Can be used to remove oil from birds, feather, leaving natural oils intact-The biodegradable mass produced when Reba Bark absorbs oil can be deposited as ordinary waste at any approved site-The thick, pasty oil/bark mass prevents birds and other wildlife from sinking into the oil after an oil spill

TESS is Norway’s leading company for sup-ply of hoses, hose related goods and prod-ucts for Maintenance, Repair and Opera-tions (MRO) such as safety equipment, tools and welding products . In the later years TESS has focused on offering a variety of customized supply concepts. Among these are fully equipped preparedness containers for oil spill responding in cooperation with authorities and private owned organizations.The “Full City” casuality and acute pollution

accident by the southeast coast of Norway in august 2009 gave TESS the opportunity to arrange a ConTESS (containers in differ-ent lengths) supply service within ours after the incident. The TESS headquarter estab-lished a project group, and staff from three local TESS servicesentres in the area were involved. TESS participated by supplying necessary gear and services in corporation with local authorities and the Norwegian Coastal Administration.

TESS provides emergency preparedness packages. Our day-to-day clients are within oil and gas industry, subsea, offshore, ship-ping, contractors and other industries. Our products are distributed through more than 100 TESS-owned servicecenters. All of them offer a service portfolio adapted for the

respective local markets. In the later years we have proven our ability to effectively serve when oil spill have oc-curred on a number of occasions.
