Our final technical meeting of the 2014/15 ASHRAE Boston season is in the books. I want to thank the members of the Northeast Chapter of the Building Commissioning Association that came to the April meeting. The BCA reached out to us over a year ago, looking to schedule a potential joint meeting. Michael, Brett, and Corey did a terrific job on their building commissioning presentation. The audience, as usual, responded very well to the topic, as illustrated by the numerous follow up questions at the conclusion. We look forward to teaming up with the BCA in the future for more successful meetings.
Annually, since 2010, the Boston Chapter of ASHRAE has been inducting deserving and qualified members into our Hall of Fame. The Boston Chapter ASHRAE Hall of Fame recognizes the elite chapter members who have gone above and beyond in their efforts to serve the Boston engineering community and ASHRAE. We are now in the process of accepting nominations for the 2015 induction and have extended the deadline. If you have a worthy nominee in mind, please visit our website for all of the important information and the application.
The Boston Chapter offers (5) scholarships annually. The Cheryl Rossini Future Engineers Scholarship is awarded to motivated and promising young men and women who are pursuing undergraduate studies in the field of engineering. The application deadline is June 15. Please visit the Boston Chapter website for the application, or contact Mark Leonard for more information.
A quick update on the Boston Chapter Member Survey… Once again, I’d like to thank those that have responded to survey. During our April Board Meeting, we dedicated time to review and analyze all of the responses as a group. The responses we received have provided great insight and ideas for changes that we will propose for the upcoming ASHRAE Season in terms of our programs, events, and services. If you haven’t responded to the survey, please consider doing so - this is your chance to tell us what you like, don’t like, and to offer suggestions for changes you’d like to see.

Meet the Speaker - M. Ginger Scoggins, PE, CxA, CEM, LEED AP is the President of Engineered Designs, Inc. She is a licensed mechanical engineer with over 25 years of experience in the design and construction of a variety of building types throughout North Carolina and South Carolina, and is also a certified Commissioning Agent. In addition, she has completed her certification for Energy Manager, and obtained her LEED-AP certification. Her focus during her 25-year career has been on providing state-of-the-art HVAC systems design that focus on pushing the envelope on energy conservation, addressing and exceeding the requirements of the current energy standards.

Hello YEA members! Happy Spring, as the weather improves, be on the lookout for the next YEA event. We’ve already had several great events! We are currently planning 1 or 2 facility tours of active construction sites in the Boston area. Be on the lookout for an evite in the coming weeks!
Congratulations to Christine Reinders of the Boston Chapter! Christine was recently selected to be one of four participants for the Leadership U Program at the 2015 ASHRAE Annual Conference in Atlanta. Christine will be matched up with a Society Officer to shadow at the Annual Conference and will have the opportunity to participate in all of their events and board meetings, including social activities. Leadership U not only allows you to experience a conference like an Officer, but it is also a great opportunity to network and form connections with those active in ASHRAE. All costs of attending will be covered by ASHRAE society. FYI - Applications for the 2016 ASHRAE Winter Conference in Orlando, FL will open in July 2015.
Looking to improve your HVAC technical skills? Applications are currently open for the HVAC Design Essentials Train-ing Scholarship. YEA offers one full scholarship for attendance to the HVAC Design: Level I – Essentials training. STUDENT ACTIVITIES
I’d like to thank all of the students and faculty advisors for their participation and attendance at the technical meetings. Like previous years, each monthly meeting, from September through April, had several student members in attendance and always a faculty advisor or two. I’m confident that the monthly meetings and presentations continue to provide students with good learning and industry networking opportunities. Student attendance at the monthly meetings also gives the Boston Chapter PAOE points under the Student Activities Committee. We need all of the points we can get as we attempt to win the Golden Gavel at the Region I CRC once again.
The final scheduled ‘meeting’ for the 2014/15 ASHRAE season is the Installation of Officers on May 12. There is no technical presentation at this meeting; however, it presents another opportunity for students to socialize with Boston Chapter members while next season’s Officers and Board of Governor members are introduced. This newsletter contains more information about the Installation of Officers dinner. Students are welcomed guests at this event…and, as always, eat for free!
Many of you must be graduating soon, right? If so, you’ll want to transfer up from you Student Membership to Associate Member. ASHRAE’s SmartStart Program is an excellent way for Student Members to get the immediate benefits of an Associate Membership after finishing college. Review of March Meeting Minutes
Each Board of Governors meeting begins with a review and eventual vote to approve the previous month’s meeting minutes. Any items that required follow-up are updated and closed or are determined to be carried forward once again. Meeting minutes from March were approved at the April BOG meeting.
2014/2015 Schedule
April‘s energy code training session was held at National Grid in Waltham, MA and drew 47 attendees. ASHRAE Boston will look into similar events in the future due to the impressive turnout. Night Shift Brewery, located in Everett, MA, previously approved by the BOG for an ASHRAE Tour has been postponed until May 19th. Be on the lookout for additional information and registration details! The Instillation of Officers (May Meeting) will take place on Tuesday May 12th, at the Bostonia Public House.
Additional Miscellaneous Items Discussed
The following miscellaneous items were briefly discussed: Boston Chapter Member Survey – The much anticipated survey has been reviewed with BOG and Chapter Officers.
The group is now deciding how best to incorporate the survey results into the operation of the Chapter. Boston Chapter Hall of Fame – Applications for the ASHRAE Boston Chapter Hall of Fame have been made
available. The deadline, originally March 6th, has been extended for applications/nominations. The turnout for applications has been low. Please consider submitting an application for someone who has contributed to the ASHRAE Boston Chapter over the years.
Boston Chapter Scholarships – Applications for ASHRAE scholarships have been made available online. Please visit the ASHRAE Boston website for additional information.

Congress Passes Bipartisan Bill to Improve Energy Efficiency

Congress on Tuesday passed a bill focused on improving energy efficiency in buildings and water heaters, a move celebrated by both parties for breaking longstanding partisan gridlock.
The bill, which President Obama is expected to sign into law this week, is a modest one. But its authors, Senator Rob Portman, Republican of Ohio, and Senator Jeanne Shaheen, Democrat of New Hampshire, who had worked together for years on more ambitious energy-saving legislation, called it a significant victory.
“On the bill’s merits — creating jobs, saving consumers money and reducing pollution — it was never a hard sell,” Ms. Shaheen said. “The tough part was convincing Washington to not play politics with a good idea.”
Mr. Portman said, “Our targeted energy efficiency bill has garnered widespread support because of a simple fact: It is good for the economy and good for the environment.”
The two senators have been working together since 2011 on their broader energy efficiency measure. That bill, which also has bipartisan support, would create incentives for federal mortgage writers to incorporate energy-efficient heating and cooling systems into the value of a home, establish training programs in energy-efficiency construction, create programs to increase the energy efficiency of manufacturing supply chains, and direct the Energy Department to work with manufacturers on energy-efficient technology.
But efforts to bring the bill to the Senate floor have been thwarted by partisan debates over issues like climate change and the Keystone XL oil pipeline.
This year, the senators introduced a bill that incorporated a few elements of the broader measure. The narrower bill would create a voluntary program for landlords and tenants to improve energy efficiency in commercial buildings, mandate that large electric water heaters be run in a highly energy-efficient manner and require federal agencies to perform energy-use assessments on commercial buildings that they lease.
That measure was passed by a voice vote at 4 a.m. on March 27, at the end of an all-night voting session on amendments to a budget bill. The House then passed a companion bill on Tuesday, also by a voice vote.

Federal Activities
While Members of Congress Away Work Continues on House and Senate Comprehensive Energy Bills
Since last week, Members of Congress have been back in their Districts and states, meeting with their constituents – including ASHRAE members! (See the sections under GGAC Regional and Chapter Activities for more information.) During this time, work has continued on the development of comprehensive energy bills in the House and Senate. While things change on a sometimes daily basis, the content of these bills is expected to draw heavily from the Energy Savings and Industrial Competitiveness Act (S.720), Weatherization Enhancement and Local Energy Efficiency Investment and Accountability Act (S.703), Energy Savings Through Public-Private Partnerships Act (S.858), and Energy Savings and Building Efficiency Act (H.R.1273), among others.
Draft comprehensive energy legislation in the House and Senate is expected to be released in late April or early May, following an April 30 hearing on energy efficiency legislation by the Senate Energy & Natural Resources Committee.
Bipartisan Education Reform Bill Released by Senate Leaders – Contains Little Support for STEM Education
Senators Lamar Alexander (R-TN) and Patty Murray (D-WA), the leaders of the Senate Health, Education, Labor & Pensions (HELP) Committee, recently released a bipartisan agreement on a bill that would reauthorize the Elementary and Secondary Education Act (ESEA), currently known as No Child Left Behind. ESEA serves as the nation’s guiding law for K-12 education.
The new bipartisan bill, titled the “Every Child Achieves Act”, spans a wide range of issues, including: student testing and accountability, teacher and principle professional development, assistance to improve low-performing schools, and education standards, among others.
Surprisingly, the 601-page bill virtually ignores science, technology, engineering, and mathematics (STEM) education. ASHRAE is a member of the STEM Education Coalition, and is working with congressional offices to make STEM education-related improvements to the bill.
DOE Proposes Energy Conservation Standards, Test Procedures for Pumps
The U.S. Department of Energy (DOE) is proposing new energy conservation standards and test procedures for pumps.
DOE will hold separate public meetings (both will be available via webinar) on the proposed standards and test procedures on Wednesday, April 29. Comments on the standards are due by June 1, 2015. Comments on the proposed test procedures are due by June 15, 2015.
Working Group Proposed by DOE on Energy Conservation Standards for Miscellaneous Refrigeration Products
DOE has announced its plans to establish a negotiated rulemaking working group to negotiate proposed federal standards for the energy efficiency requirements of miscellaneous refrigeration standards. The purpose of the working group will be to discuss and, if possible, reach consensus on a proposed rule for the scope and definitions, certain aspects of the test procedure, and energy conservation standards for miscellaneous refrigeration products.
DOE will hold the first meeting for the Miscellaneous Refrigeration Products Working Group on Monday, May 4, and Tuesday, May 5, 2015, from 9:00 a.m. to 5:00 p.m., in Washington, DC. Written comments and request to be appointed as members of the working group are welcomed by DOE and should be submitted by April 15, 2015.

Energy Conservation Standards for Fans and Blowers in Development by DOE
DOE recently announced its intent to create a negotiated rulemaking working group to negotiate proposed definitions, certain aspects of a proposed test procedure (if applicable), and proposed energy conservation standards for fans and blowers. DOE will hold the first meeting for the Fans and Blowers Working Group on Wednesday, May 6, and Thursday, May 7, 2015, from 9:00 a.m. to 5:00 p.m., in Washington, DC. Written comments and request to be appointed as members of the working group are welcomed by DOE and should be submitted by April 15, 2015.
DOE Proposes Energy Conservation Standards for Residential Boilers
DOE has issued a notice of proposed rulemaking on energy conservation standards for residential boilers that references ASHRAE Standard 103 Method of Testing for Annual Fuel Utilization Efficiency of Residential Central Furnaces and Boilers. Comments are due by June 1, 2015. DOE will hold a public meeting and webinar on April 30, 2015 from 9:00 a.m. to 4:00 p.m. in Washington, DC.

ASHRAE Arizona Chapters Meet with Staff of U.S. Senator Jeff Flake
Representatives of both ASHRAE Arizona Chapters (Central Arizona and Tucson) met with Chelsea Lett, Director of Constituent Services, and Blake Farnsworth, Staff Assistant, for Senator Jeff Flake (R-AZ), on Tuesday, April 7. Attending on behalf of ASHRAE’s Chapters were Colin Leisure-Pool, Meg Gates and Dave Palty.
The meeting was arranged in response to a request from the ASHRAE Government Affairs Office urging our Chapter members to meet with federal legislators during the Spring Congressional recess. Topping their agenda with the Senator’s staff were energy efficiency, benchmarking, indoor environmental quality and STEM education.

ATLANTA – The technical program for the International Conference on Energy and Environment in Ships, May 22-24, 2015, Athens, Greece, is being finalized. Registration is slated to open in April.
Organized by ASHRAE, the Hellenic Navy, the Technical Chamber of Greece and the ASHRAE Hellenic Chapter, the Conference is focused on the state of the art and challenges related to HVAC&R, indoor environmental quality, and energy safety and security on ships as well as onshore facilities.
The Conference presents a comprehensive overview of the areas relevant to military and commercial ships. Conference paper topics cover energy conservation and efficiency, ship HVAC systems, economic and financial considerations, IAQ in compact cabins and much more. Among the 30-plus papers to be presented are:

In addition, the United Nations Environment Program presents a special session with a range of topics and presenters that addresses the management of ozone-depleting substances in the fishing and shipping sectors.
The Conference seeks to bring together the various professions in the shipping industry, according to Dimitris Charalambopoulos, conference chair.
“This conference will be the first of its kind to draw up the strong links to the Hellenic Navy, the shipping community and the engineering community,” he said. “Attendees can expect to see current practices, new approaches, methodologies and technologies, and identify areas of improvement.”
