The KickOff Meeting / Open House for the Northeast Birmingham Framework Plan was held on Monday, September 14th from 6 – 7 PM at the Our Lady of Lourdes Catholic Church Gymnasium. 123 residents and stakeholders showed up for the meeting to hear about the framework planning process and to give input to the planning team at the City of Birmingham and the Regional Planning Commission of Greater Birmingham. The meeting began with an introduction from City of Birmingham staff as well as Mayor William Bell and Councilor Lashunda Scales.
After the brief introduction and presentation, attendees were invited to participate in table exercises for each individual community. Tables were set up by community for East Pinson Valley, Huffman, Roebuck – South East Lake, and Cahaba.

Each table consisted of 3 activities:I Imagine…. : A whiteboard and camera were at each station where participants could write ideas and thoughts for how they imagine the future of their respective community.
Issues and Opportunity Banners: Large format banners were on the table where participants could write about issues they had in their community by four different categories:
• Community Renewal (Health, Wellness, Security, Blight, Housing)• Green Systems (Parks, Recreation, Gardens, Stormwater Management)• Economic Vitality (Education, Workforce Development, Business)• Transportation and Infrastructure (Transit, Sidewalks, Street Improvements)
Dot Exercises: Large format maps of each community were placed on each table where partici-pants could place color coded dots in specific areas under three categories:
• Red – “Places with issues or areas requiring attention”• Yellow – “Areas that are good but have opportunity for improvement”• Green - “Places that need to be preserved, conserved, or that you want to see more of”

The Huffman community forms the northeastern border of the City of Birmingham. Huffman begins north of I-59 and Roebuck Springs. Its western border includes Parkway East up until Five Mile Creek, where the neighborhood of Killough Springs spans west along the creek to the Tarrant Spring Branch stream, which the neighborhood generally follows to the northeast as its northern border. The northern section of Huffman in the Spring Lake neighborhood generally has Brewster Road and Dry Creek as its northern border. The Liberty Highlands neighborhood to the southeast is between Irondale to its southwest and Trussville to its northeast. Liberty Highlands borders the Cahaba community at I-20.

What We Learned:
East Pinson Valley CommunityThe East Pinson Valley community lies north of the Killough Springs neighborhood in the Huff-man community. East Pinson Valley’s western border is mostly the Pinson Valley Parkway. The community shares borders with the cities of Center Point to the east and Pinson to the north.
Key Areas:• Jefferson State Community College• Industrial Parks• 5 Established Neighborhoods: Echo Highlands,
Bridlewood, Sun Valley, Apple Valley, and Pine Knoll Vista
Top Issues, Opportunities, and Needs:• Desire for community gardens• Need improved greenspaces, ball fields• New trails and greenways• Sidewalk Improvements• Desire for recreation center• Desire for tutoring/ mentor center• Improved stormwater management• Adequate transit service

What We Learned:
Roebuck - South East Lake CommunityThe Roebuck - South East Lake community begins north of Oporto Madrid Boulevard, borders the City of Irondale to the southeast, edges I-59 and then travels up Parkway East on its east-ern border. The community is bound by Five Mile Creek at its northernmost point and has a less defined northwestern border as it snakes back down to I-59.
Key Areas:• South East Lake commercial area• Parkway East commercial area• Proximity to Ruffner Mountain• 3 established neighborhoods: South East Lake,
Roebuck Springs, and Roebuck
Top Issues, Opportunities, and Needs:• Desire for a grocery store• Address blighted housing• Sidewalk improvements• Road improvements, including drainage issues
that cause flooding• Upgrades to parks, swimming pool, and library• Redevelopment of Oporto Madrid Corridor• Redevelopment of old Banks HIghschool

What We Learned:
The Cahaba community is located in the southeast portion of the City of Birmingham and is south of the other communities in the Northeast Birmingham Framework Plan area. Cahaba borders Highway 280, parts of I-459, and a portion of I-20. The Cahaba community is unique in its relatively low population and amount of developable land in comparison to the other communities within the Northeast Framework Plan. The Cahaba area also has a portion of the Cahaba River within its border which is one of the most biologically diverse rivers in the Unit-ed States. Stakeholders representing Barber Motor Sports Park and the Cahaba River Society showed up to give input regarding the planning process in this area.
Key Areas:• Barber Motorsports Park• Cahaba River and Lake Purdy• New Grandview Medical Center• The Summit and Collonnade area• Birmingham Water Works properties• 1 established neighborhood: Overton
Top Issues, Opportunities, and Needs:• Need for better codes and incentives for low
impact development near the Cahaba River• Recreational cycling routes/infrastructure• More conservation easements• Barber Motorsports plans on a $20 million new
development investment• The Colonnade area has approximately 550,000
sq. ft of Class A office space - much of which is vacant
• Concerns about turning Cahaba Beach Road into a connector road to I-459 and the potential impact that would have on the Cahaba River
