A group of longboarders captured the incident on Finch Hill Road on Wednesday afternoon with a helmet-mounted camera. The video has racked up more than 350,000 views since it was posted Sunday night. The video depicts a group of riders heading down the hill, which is illegal inWest Vancouver, when a officer in an unmarked police SUV turns his lights on, pulls into the centre of the road and slams on the brakes. In the video, the riders swerve off the road to avoid the vehicle and tumble into the surrounding bus stop and yards. The video then cuts to the officer and longboarders confronting each other. “You swerved in front of our lane and made all these guys crash,” one of the riders says. But the officer cuts him off. “‘Our lane?’ It’s illegal to ride a longboard here. I’m sick and tired of dealing with you guys. Do you understand?” he retorts.     Some parents andteens inWestVancouverare questioning why alongtime youth outreachworker who developed agood rapport with at-riskboys was let go from themunicipalitys AmblesideYouth Centre recentlywith only a few daysnotice.

    TennysonWong workedas part of the youth outreachteam at the centre for thepast ve years.

    As an outreach worker,Wong said he spent a lot oftime establishing rapportwith many of the at-riskboys in the community anddeveloped programs likeGig Nights to connectwith teens.Many meetingswith families of troubledboys took place discreetlyafter hours.

    Wong said he lovedhis work and always hadoutstanding reviews.Wongsaid he worked on renewableone-year contracts for veyears and was led to believehe would be hired whenthe option of a permanentposition came available.

    Instead, at the end ofFebruary,Wong said he wasabruptly told his positionwould be ending in two daysbecause the district hadhired another person for thepermanent youth worker job.

    Essentially theyred me, he said. It allhappened really quickly.

    Besides being angryabout losing his job,Wongsaid hes also concernedabout the at-risk kidshe spent so much timedeveloping a bond with.

    None of them got anywarning their youth workeris gone, he said.Wongadded the outreach teamhas now been left with only

    one part-time male workerto help troubled boys. Wedont have enough maleworkers as it is, he said.

    Jim Gatzke, head ofWestVancouvers alternateschool program, said he wassurprised to learnWong hadbeen let go from the centre.Wong would often take kidson outings like ski trips orto an evening football gameas a way of getting to knowthem, he said. He was greatwith kids.

    OneWestVancouvermother who asked thather name not be used toprotect her childrens privacy said parents whose teenshave used the centre are alsoquestioning whyWong waslet go.

    Why would you get ridof somebody whos madeall these connections withthese youth?These are reallycomplex kids. . ., she said.To form a relationship withthemit takes a lot of trustand a lot of respect.

    She said parents sheknows are all bafed bythe decision.

    The mother added shefeels youth programs dontalways get the backing theyshould in a communitydemographically dominatedby an older population.

    Wong also wonders ifthe municipality has thesame appetite it once did foroutreach programs. I dontknow if they want to take onthe responsibility, he said.

    Much of the work he didwas hidden from the public,he said, and families feel asocial stigma that serves tokeep their problems private.

    Theres a hugeperception that people (inWestVancouver) dont haveproblems like kids that haveoppositional deant disorder,kids who run away or whogo and deal drugs, he said.But he added thats not thecase. Im working withinthat hidden community, hesaid. What the hells going

    to happen with these kidsnow?

    Preston Carter, a youngadult who was supported byWong when he was bulliedat school, said hes also beensad to seeWong go.

    He rst metWong whenhe was in Grade 10, he said.Me and him clicked rightaway.Wong encouragedhim to pursue his musicaltalents, and helped get him ajob, said Carter.

    Hes helped my familythrough situations over theyears, he said including aperiod of time when Carterwas living in the youth safehouse. Every day he keptme positive, he said. Hesthe only person I condedin.

    Carter addedWong wasalso the only youth workerhed met who was a visibleminority making it easierfor kids who were minoritiesthemselves to talk to him.

    I do miss him, he said.Jeff McDonald,

    spokesman for the District ofWestVancouver, said therewas little the municipalitywould say about the decisionnot to hireWong after veyears on the job.

    Thats not somethingwed comment on, he said.The only thing I wouldsay is were condent thehiring process was fair andreasonable.

    McDonald added thedistrict is comfortable withthe resources it dedicatesto youth programs.McDonald said in 2012,the district spent about$540,000 on youth servicesand earned about $74,000in revenue back, fornet expenses of roughly$466,000.That gureincludes support for youthprograms at the AmblesideYouth Centre, GleneaglesCommunity Centreand theWestVancouverCommunity Centre aswell as theYouth OutreachProgram.

    and the social media frenzy ithas resulted in.

    Though none of theriders in the video have comeforward to complain directlyto police, the departmenthas been looking into theincident since before thevideo was posted, accordingto Const. Jeff Palmer,WVPDspokesman.

    Regardless of that, wewould be undertaking areview of (whether) the

    actions (were) compliantwith policies andprocedures, he said.

    Ofcers responded tothe area only after someonecalled in to complain aboutthe longboarders.The ridersdid get ticketed, Palmersaid.

    Whatever the resultof the reviews is, well benotifying the public, Palmeradded. Its an issue ofpublic concern.

    The City of NorthVancouvers historicPacic Great Easternrailway building has,ironically, left thestation.

    The city contracteda rm to lift the 1913-station from its home atthe foot of Lonsdale andmove the historic structureto a temporary location ona vacant city-owned lot at449 Alder St.

    The foot of Lonsdaleis about to be torn upfor structural work to thesubsurface.The area ispegged to be the site of anew Presentation HouseGallery, a public plaza andan upgraded Spirit Trail.

    Exactly what happensnext with the building,which used to be wherePGE Railway passengerswould purchase ticketsand wait for their train,will be up to council.

    There will be a coupleof options for council,said Barb Pierce, the citysdirector of special projects.

    One is to keep it onthe site, not in the exactsame location becausethat location is going tobe right in the middleof the pathway for theSpirit Trail, . . . or ndinganother location within thecity for it to be used.

    Council will begin itsdebate on the future of thefoot of Lonsdale, includingthe century-old stationsfate, in May, according toPierce.

    In the last few yearsit was used as storagefor the NorthVancouverMuseum of Archives andas a launching point forhistorical walking tours ofthe shipyards. It also spentsome years in Mahon Parkas a satellite location forthe museum.

    A study byColliers Internationalcommissioned by thecity suggested the PGEstation could be convertedinto an ice cream shop, acoffee joint or a bicyclerental business as part of aredeveloped waterfront.

    and theres no relief in sight.However, the major factor left unsaid

    throughout all of this was how theNorth Shores only post-secondaryinstitution already one of the lowest-funded schools in British Columbia came to be forsaken by the province.After months of planning in 2007 and

    2008 on the assumption that Cap wouldreceive both one-time transitionalfunding and new base funding uponbecoming a university, the province hada last-second change of heart and leftCaps leadership with a take-it-or-leave-it offer with no new funding.After seeing the revelations in the

    2012 Avison report, we were

    frankly shocked.When pressed for why the ministry

    would wait until the last second andthen pull the rug on funding, the onlyresponse was that both parties agreedto the deal, as if that was the questionbeing asked.Meanwhile, the province has been all

    too happy to stand back and watch thecurrent administration take the blamefor the nancial mess.It might very well be true that going

    ahead and becoming a university wasstill right for Cap to do, but we have alot of unanswered questions.Why did this only come to light now?What have our own MLAs been doing

    to go to bat for Cap over all these years?And, most importantly, why must Cap

    be condemned to be the poor cousin inB.C.s post-secondary system?

    So why did the B.C.Liberal governmentset up its recyclingstewardship programand Multi Material B.C.outside the jurisdictionof the ofce of theauditor general and theprovinces FinancialAdministration Act?

    Back in the 80s and90s, the game of choicefor a dishonest federal orprovincial government wasto set up a government-funded program with broadmotherhood objectives,then ow massive amountsof taxpayer dollars to oneor more key advertisingagencies that weresupposed to produce thenecessary information,marketing materials and adcampaigns.

    But the real game

    was corruption involvingmisdirection and misuse oftaxpayer dollars.

    In the case of the federalgovernments sponsorshipprogram in Quebec, thefederal auditor generalgured it out with the helpof Ernst &Young and awhistleblower.

    The AG reportedon the appalling andunacceptable situation,then called in the RCMP.The AG reported in 2004that as much as $100million out of $250 millionin contracts was awarded toLiberal-friendly ad agencieswith little or no work done.

    There was a lot offallout.

    The presidents of theBusiness DevelopmentBank,Via Rail andCanada Post were allcanned.The ensuingGomery Commissionreported that rms werewinning contracts based

    on donations to federalLiberals with little or nowork being done.

    According to a recentCBC report, the RCMPsaid Jacques Corriveau, alongtime federal Liberalorganizer and ad agentreceiving sponsorshipmonies, alleged he couldexert inuence overthe federal governmentto obtain contracts inexchange for millions ofdollars of kickbacks forhimself and others.

    The sponsorshipprogram ran between 1996and 2004.

    The GomeryCommission cost taxpayers$14 million dollars. Untoldamounts of additionaltaxpayer dollars went intothe ensuing court cases.

    The investigation intothe activities of JacquesCorriveau continued until2013. Finally, JacquesCorriveaus trial date has

    been set for next month,May 2014.

    You think somethinglike this couldnt happen inBritish Columbia?

    Well it already did.In 1983, British

    Columbias auditor generalErma Morrison uncoveredinappropriate paymentsand missing expenditurecontrols in the MinistryofTourism in BritishColumbia.

    dishonesty on the partof the ministry.Thecommercial crime sectionwas called in. DennisCocke, MLA for NewWestminster, brought thematter to the LegislativeAssembly citing secretbank accounts, doublebilling and a million-dollarcost overrun.The deputyMinister of Tourism tookthe fall.

    Once again it was theprovinces auditor generalwho saved the day back in1984.Thats long enoughago that people dontremember. But I do, Imight have been on theteam of external auditorshired by the Ministry ofTourism to assist with themop up after the auditorgeneral and the commercialcrime squad nished theirinvestigations.

    Now back to my originalquestion:Why did the B.C.Liberal government set

    up MMBC outside thejurisdiction of the ofceof the auditor general andthe provinces nancialadministration act?

    Why is the ever-shrinking list of targetedcompanies being forcedto pay fees in the millionsof dollars directly to anorganization taking theform of a not for protsociety instead of payingtaxes into the provincesConsolidated RevenueFund?

    Why did the B.C.Liberal government seteverything up this way?

    I have more questions.Why did MMBC lea notice of intentionto borrow $1.5 millionfrom the Ontario-basedCanadian StewardshipService Alliance exactly oneweek after the last election?Why arent the audited

    NorthVancouver motionsand future provincialplans for campaign limitsnotwithstanding, developersandVancouvers GregorRobertson are not allowingthe green to grow undertheir feet.

    As you may already know,

    Vancouver developer BobRennie otherwise knownas the condo king whohas been helpingVancouvercouncil out of its OlympicVillage embarrassment recently threw a $25,000a plate luncheon fundraiserforVisionVancouver.

    Yup; this is wheretaxpayers who barely earnthat much in a year get toupchuck their KD-macaroni.

    In an article he wroteforThe Georgia Straight,Vancouver urbanist NedJacobs quoted a guidelinefor community planning:form should not follownance.Then he went onto warn, When this axiomis discarded, the result issubstandard urban designand loss of livability frequently with deleterioussocial and

    nancial consequences.Although Jacobs did not

    appear to be zeroing in oncampaign nancing per se,a healthy dose of watchfulcaution would not go amiss.Four-year terms on

    ConnecTra is a not-for-prot organization that wasincorporated in 1999 byformerVancouver mayorSam Sullivan, and is part ofthe Sam Sullivan DisabilityFoundation.

    The organization andits Connecting Project isfocused on connectingpeople with disabilitiesto their communities andhelping them access jobs,sports and social events.

    One such client from theNorth Shore is Bayan Azizi.The 24-year-old had a braintumour as a child. He nowuses a wheelchair and has atracheostomy tube to helphim breathe.

    The Capilano UniversityEnglish student haswritten a book detailinghis experience and wasconnected to a copy editor

    When asked about howthe program has affected herson, Nika Azizi spoke aboutthe challenges people withdisabilities face in termsof condence and feelingdisconnected from society.

    It has given him(Bayan) further hope andcondence. Despite thechallenges and obstacles,there is hope and there istangible hope, something ishappening and its going togo further and further andgive him a chance to be partof the community, part ofthe workforce, learning andteaching, sharing his storyand making that connectionwith society, she said.

    One of the things withpeople with disabilities,is there is a possibility ofbecoming isolated, andthere are lots of negativeimpacts of isolation, sheadded. So having theopportunity to be out andworking in the community,

    it offers growth.Another client is Simon

    Kok, a 37-year-old who hascerebral palsy.After Kokhad spent years trying tond a job, ConnecTra andWorkBC worked togetherto secure a job for him asan usher with CapilanoUniversitys BlueshoreFinancialTheatre, workingalongside his aide,AdrianMarks.

    Marks noted how excitedKok was about the job. Itwent great.We got thereearly to make sure everythingwas good to go and therewas no confusion oranything, but the whole time(Kok) was just so excitedand enthusiastic abouthelping out, said Marks,adding he just wanted towork the entire time.

    A lot of us try to avoidwork, get out of it, butthis was his opportunityto contribute and he wasjust so enthusiastic, Ithink it was actually kindof contagious, the othervolunteers and staff reallygot a kick out of how happyand enthusiastic he was.

    Louisa Bridgman, theco-ordinator for ConnecTra

    North andWestVancouver,said that it is the one-on-one relationship that helpsclients achieve their goals.

    We arm (clients) with asupport team that can helpadvocate for what they wantand what they need, thatswhyWorkBC is taking theinitiative to look at thesepeople as viable employablepeople, said Bridgman.

    Of the 26 clients thatBridgman personallyaids, 11 are registeredfor work withWorkBCand nine of those 11 arecurrently employed.Todate, 18 individuals haveobtained work through theConnecting Project.

    For some reason,society seems to think thatpeople in wheelchairs arenot capable of anything,said Bridgman, who hascerebral palsy. Thisprogram changes peopleslives, said Bridgman,noting there is no otherprogram like this out there,giving people one-on-onesupport, and thats whatmakes all the difference.

    Spring is nally hereand that means Easter isjust around the corner.

    Its always nice togather the family togetherat this time of year beforeeveryone makes plans forthe summer.

    If youre planning tohost a dinner party tocelebrate Easter, then thissimple, elegant table settingmay be for you.

    I decided to go witha cream theme this yearand, believe it or not, thereare loads of cream tulipseverywhere in stores.

    Look for a 30-centimetre tall whitechocolate bunny at Purdysor your local chocolatesupplier.

    Be aware that the bunnywill not be edible afterplacing it in the water withthe tulips.

    MaterialsCream or white oral

    container or medium-sizebucket

    30 cm white chocolatebunny

    White tulips (ve-sixpackages)

    White ribbon and oralwire (optional)

    Sharp knife or

    oral scissors

    Remove the tulips fromtheir packaging and washthem of any dirt or debris.

    Fill the container withroom temperature waterand set aside.

    Give your tulips asnip on each end tot comfortably inside

    the container so thearrangement is quite fulland a few of the tulipscascade over the edges.

    Remove the whitechocolate bunny from itspackaging and place it inthe centre of the tulips.

    To make the ribbon bow,simply cut a piece of ribbonapproximately 50 cm long.

    Starting at one end, foldover the ribbon betweenyour thumb and forengerin 10-cm sections. Repeatwith the remaining ribbonuntil the end is reached.Using a small piece oforal wire, bind the foldedover ribbon together in the

    The recent SochiWinterOlympic Games sawremarkable onlineavailability of eventcoverage in Canada by theCBC.

    The Mother Corp.provided not only its livebroadcasts online but alsoraw feeds of multiple eventsand on demand coverageof taped competitions, allthrough apps available onjust about every computingplatform out there:Windows and Mac PCs,Android phones and tablets,iPhones and iPads, andevenWindows Phone andBlackberry devices.

    The apps had aws,but the CBCs effortwas unprecedented andgenerated record onlineviewership. It was a greatexample of what unfetteredonline access to networkbroadcast content can belike.

    Too bad it lasted onlya few weeks. Post-Sochi,Canadian online viewershave been booted off the

    content podium and areback to the inconsistent,and aggravating, approachby ourTV networks todistribute their showsonline.

    Every lawn has its day,to borrow a phrase, andthe lawns of the NorthShore are in for a rudeawakening with the arrivalof the European chafer.

    First found in NewWestminster in 2001 andlater inVancouver, Burnaby,Coquitlam, Richmond andDelta, the European chaferis becoming a strong pestof lawns. In eastern NorthAmerica, Chafer larvae areserious pests that feed oncorn, potatoes, strawberries,conifers and nursery plants,as well as lawn, but here ontheWest Coast, the chaferhas found that dinner isserved on the thousandsof hectares of lush greenlawns across the LowerMainland.The reports ofchafer damage near 13th andKeith are only the start.Allinsects move and they moveto where food is plentifuland there are plenty of lawnsaround.

    Before we panic, a fewfacts to consider. Firstly,insects respond to theenvironment and eat what iseasily digestible according totheir life cycle.

    Secondly all infestationsare cyclical, meaning therewill be high and lows ofinfestation according tobreeding rates and foodavailability and not all

    lawns will be eaten.Thirdly,chafers cannot be effectivelycontrolled with insecticides.

    The European chafer(Rhizotrogus majalis) is asmall tan or pale brownbeetle no longer than aCanadian dime. Chaferbeetles y to nd matingpartners in late May or earlyJune and each mated femalelays 30-50 eggs in lawn grass.The eggs hatch in July anddig into the lawn to feed onroots, causing brown anddead patches.

    The cool moistconditions of fall enablechafer grubs to feed andour mild coastal wintersallow feeding in the lawnuntil spring when the grubspupate into the adult beetlethat ies off to mate.Thefew mild freezes we get hereare not severe enough to killmany of the grubs, whichburrow deeper into the turfduring freezing temperaturesbut return to the surfaceto feed when the weatherwarms.

    Control of the Europeanchafer in lawns on theWest

    Coast is still in its infancyas the industry scramblesto deal with its appearance.The primary damageof dead roots and dyingpatches of lawn are notthe real problem for lawnsinfested with chafer.The realproblem is the secondarypests that come to dine, thecrows, starlings, skunks and

    raccoons that dig up theturf to eat the chafer grubs.Ironically, raccoons andcrows are actually eatinggrubs and lowering chaferpopulations, but the controlis hardly worth the rewardafter a lawn is ripped toshreds.

    There are controlsfor European chafer but

    they only work if they areco-ordinated with theinsects life cycle.And themost effective control forchafers is not an optionthat many people willconsider.The most widelyrecommended control forchafers is to maintain ahealthy lawn, which is abroad interpretation to say

    the least.Prevention is the key to

    controlling chafers. Start bydoing the one thing that somany people are unwillingto do grow grass longer.Chafer adults prefer to layeggs in short, closely croppedand highly manicured turf.

    inches long to help preventchafer egg laying.

    Restricting the use ofchemical fertilizer (whichmakes plant tissue grow softand predisposed to pest anddisease attack) will also helplessen infestation.

    Proper core-aeration,followed immediately by

    topdressing, combined withdethatching can also improvelawn health but too muchof a good thing can alsodamage a healthy lawn.

    The favoured, butperhaps not the bestmethod, for chafer controlis application of parasiticnematodes.The problemwith this method is timing.The nematodes will onlykill the grubs during a shortwindow of opportunity in

    late July and early August.In addition, factors such aselevation, soil temperature,rainfall and soil type canimpact the efcacy of thenematodes.

    When applyingnematodes, the lawn must bewatered before applicationand watered lightly fortwo or three days afterapplication to allow thenematodes to swim into thesoil to nd the chafer grubs.

    Applying the nematodeson a cloudy day or in theevening helps because UVlight can kill or injure thenematodes.

    Ultimately, there isonly one control for thechafer grub that willprevent future infestations replacement of the lawnwith some other landscapefeature that chafer grubsdo not like to eat.Muchdepends on the location

    of infestation, but mixedshrub and perennial beds orgroundcover plantings aregood alternatives for manylocations.

    The day I became aGrandma is one that I willnever forget.

    We got the word fromour son-in-law when hephoned and said, HiGrandma.

    Our daughter Chelseahad delivered twins, and soa little boy and a little girlentered our lives.

    We met the childrenat the hospital. I walkedinto the room and was stilljust Mom.My eyes wentdirectly to my daughter.Wasshe OK? She was glowing.Then I walked over to thebassinette that containedtwo swaddled bundles. Ilooked down in awe andmy daughter said, Its OKMom, you can pick herup.And I did and that isthe moment I truly becameGrandma.

    And then, 16 dayslater, our daughter-in-lawdelivered a little boy tocomplete what we werecalling the grandparent hattrick.

    The babies are nowalmost two years old andit has been a time of magicand of learning.

    No matter how manypeople tell you howmagical it is to become agrandparent and how verydifferent it is from beinga parent, its one of thoseyou have to experience itrealities.

    The biggest difference is

    the ability to totally focus.For example, lets say I amabout to change a diaper.Well that activity withthat child can be my totalpreoccupation. I do notneed to wonder if there areenough diapers, if the sheeton the changing table isclean or whether there is achange of clothes available.When I was the parent all ofthese considerations cameinto play but now noneof that is my problem. Itsjust my grandchild and mein that moment and itsfantastic.

    New grandparents aretold they need to learn tobite their tongue when theysee their child parentingin a way different to whatthey would do.And its truebecause you have raisedyour children and now itstheir turn.

    On the other hand, sittingby worrying about what youare seeing is not the most

    productive way to maintaina healthy family relationship.

    So, put the judgmentand criticism aside and becurious. I notice you aregiving your children thesame food as you eat.Tellme about that.

    Your children are keen totell you about the parentingdecisions they are makingand where they are gettingtheir information as long asyou will listen respectfullyand understand they will notraise their children exactly asyou did.Times change. Letsface it, you didnt raise yourkids exactly the way yourparents raised you.

    There is muchgrandparents can do to helpaside from taking care of thebaby from time to time.

    Grandparents are thekeepers of the family stories.As your grandchildren growthey will love to hear thestories about their familyhistory, about their parentsand about your childhood.

    If you are lucky enoughto live close to yourgrandchildren there is thequestion of childcare. Itsimportant to be clear withyourself and your childrenabout your wishes onthis matter. During thepregnancies I let the kidsknow that I was not willingor able to handle full-timechildcare.And to be honest,
