1. NEPA at a Glance:-

The National Committee on

Police Training, headed by Dr. M

S Gore, under the caption

‘Training’ endorsed that “…There

are some States & Union

territories in the country where

the police force is small and

where the annual intake as well as the total complement of the police force is

small and where independent institutions may not be feasible. We

recommend the central Government should set up at the earliest one Police

Training College and Police Training School for such states and Union

Territories. This perhaps could be located very advantageously under the

Eastern Zonal Council at Shillong or Guwahati to serve primarily the need of

Manipur, Tripura, Arunachal Pradesh , Nagaland and Mizoram .The Central

Police Training College and school can serve as models for the states…..”.

The ‘Regional Police Training College’ was established with the

administrative approval of The President of India and it came into being on

21st July 1978. The college started functioning from 1979 by training the newly

recruit ASIs, SIs and Dy.SsP and the in-service personnel in two Basic Courses,

one Promotion Course, a Refresher Course and a Specialized Course

respectively with a limited number of trainees (166). The first training course

‘Understanding Human Behavior’ was held in March 1979 at Lake View

Cottage Hotel, Umiam. In May 1980, the name of the institution from

“Regional Police Training College” was changed to the “North Eastern Police

Academy”. Apart from serving as a viable institution to impart training to the

police personnel of the NE States, NEPA has done a remarkable service in

bringing cohesiveness, professionalism, co-operation and uniformity among

the state police forces of the region.

The Academy is located near the beautiful Umiam Lake, adjacent to the

main Shillong-Guwahati National Highway. A 20 km walk northwards from

Shillong, the capital of Meghalaya, 83 km south from Guwahati and 12 km

west from Umroi Airport, one reaches the country’s only Regional Police

Academy-THE NORTH EASTERN POLICE ACADEMY. It is spread in an area of

204 acres and situated in Umsaw village, Ri-Bhoi District at a height of 976

meters.

The Academy has completed 39 Basic Courses so far and passed out 541

Dy. SsP and 2415 ASIs/SIs/Inspectors till 2013.

6. Exam-Policy:

The Trainees will be evaluated continuously, for which following types of

tests/examinations will be scheduled:

(i) Snap Test: It may be multiple choice type or oral test in every month

during Basic Training.

(ii) Periodical Test: On Third Monday of each month, this test will be

organized.

(iii) Mid-term and Final Test: On completion of First Phase and Second Phase

Training respectively, these tests will be organized and marks obtained

during these tests will be counted for final evaluation of the trainee. Since

marks obtained during Basic Course are considered for determining final

inter-se-seniority of the trainee in their respective organizations, in some

of states, the marks obtained in Mid-term Test and Final Test are Crucial.

The marks obtained in Snap Tests and Periodical Tests are indication of

the progress of the trainee and hence useful for preparing pen-picture in

the course report of the trainee.

8. Failure in Mid-term Test and Final Test: The pass marks for individual

subjects are 50%. However a trainee failing in one or more subjects in

Mid-term Test & Final Test will be put through extra coaching and a re-

test will be conducted. In-case the trainee succeeds in re-test, only 50%

marks will be awarded. In-case of failure in re-test trainee may be

considered for relegation and may be required to continue training in next

batch. Maximum 5(Five) grace marks in total will be awarded in one or

more than one papers.

It may be noted that the medal awardee has to exibit excellent

conduct and in-case trainee has been reprimanded / issued warning

letter for some mis-conduct, his/her name will be deleted from the

medal list and next best performing trainee will be awarded the same

medal.

Trainee who remains most active during training will be declared

“Trainee of the Month” and his/her name will be prominently displayed

and the trainee will also be rewarded suitably.

10. Bharat Darshan Study Tour:

For around two (2) weeks the trainees will be taken on Bharat

Darshan Study Tour in small groups. The purpose of conducting these

tours is to expose the trainees to the policing, administrative function of

other states and to witness the economic, historical and cultural heritage

of the nation.

11. Training Times:

Indoor Training: Five classes will be organized every day and each

season will have following timings:

First Period : 0845 hrs – 0925 hrs

Second Period : 0930 hrs – 1010 hrs

Third Period : 1015 hrs – 1040 hrs

Fourth Period : 1115 hrs – 1155 hrs

Fifth Period : 1200 hrs – 1240 hrs

Tea Break Time : 1040 hrs – 1115 hrs.

On every Saturday, during indoor training Mufti Dress will be

worn. For outdoor training on each day the dress regulation will be

communicated, in advance.

13. Mess Advance:

Trainees have to deposit mess advance as under, which will be

adjusted at the time of completion of the course.

(i) Dy.SP : Rs. 5500/-

(ii) SI/ASI (Male) : Rs. 4000/-

(iii) SI/ASI (Female) : Rs. 5000/-

14. Purchase / Stitching of uniform and other equipments:

Approximately Rs. 20000/- per trainee will spent on this

account. An amount of Rs. 2000/- per trainee per month will be collected

by Quarter Master (trainee) and accounting & payment for these amounts

will be done by a committee of trainees and these accounts will also be

audited by them. Dy. Director (A) will issue separate guidelines in this

regards.

15. Mess Rules:

Trainees have to strictly abide by the following rules and other

instructions issued by respective Messes In-charge from time to time.

(i) No damage / defacing of any property is allowed.

(ii) The timings of breakfast, lunch and dinner, as specified, will be

adhere to.

(iii) Food will not be served in the rooms.

(iv) No guest will be allowed in the mess.

(v) Consumption of liquor or smoking is strictly prohibited.

(vi) Talking loudly or use of abusing language is not allowed.

(vii) During breakfast and lunch the trainees will be in uniform (without

cap) and during dinner they will be in Lounge Suit/Combination

Suit/Mufti Dress (winter) or Shirt-Trousers with tie (summer). Black

oxford shoes are compulsory. On Saturdays, Sunday and holidays,

the mess dress will be same as worn during dinners. During mess

nites the dress order will be communicated, in advance.

(viii) Trainees appearing in some other dresses, like Jeans, T-shirt, Sport-

Shoes, Slippers or Sandals will be marked and suitable warning letter

will be issued. They can also be denied entry in the lounge/dining hall

by mess staff.

(ix) Mess Secretary and Food Member will be selected among the

trainees, who will be responsible for proper functioning in the mess

and accounting of the mess purchases.

(x) Trainees are responsible for security of their belongings and their

rooms. It is advisable not to keep valuable items like jewelry or large

amount of cash in the rooms.

(xi) Weapons/knives/dagger are not allowed to be kept with the

trainees. The possession of these items will turn attraction of

disciplinary action.

16. Use of Mobile Phones:

Use of mobile phones is not allowed during Indoor or Outdoor

training.

17. Instruction about Medical Attendance:

Trainees falling sick will report to NEPA Hospital through CDI. In

case trainee has been advised rest for certain period/s, same will be

brought to the notice of indoor-faculty of the first morning class by class

senior in writing. Regular absence, on account of sickness/injury may

result termination of the training.

18. Discipline:

Trainees are expected to exhibit highest standard of discipline,

whether on parade or off parade. Following points may be kept in mind:

(i) Adhere to the timings- never be late.

(ii) Instructions will be issued for each activity which should be

followed in letter and spirit.

(iii) During Out-pass and Bharat Darshan the trainees have to show

high standard of discipline, as any misconduct may result in

disciplinary action against the trainee which will also bring bad

name to the Academy.

19. Leave Rule:

During Basic Training leave is not allowed as a rule and except

for any unfortunate incident, involving bereavement of close family

member, no leave will be granted. This leave on extreme compassionate

ground will also not be for more then 3 (three) days. No night pass /

station leave is allowed.

21. Applying for other post:

It has been experienced that some of the trainees request leave

for appearing in other competitive examinations. No such request will be

entertained. For appearing in any competitive examination conducted by

the UPSC or any State Service Commission, the request may be considered

only if the permission of the parent state & department is obtained prior

to applying for the same and the schedule of the exams is not in conflict

with the exams scheduled by this Academy and Passing Out Parade etc..

22. Out-pass:

For purchase of essential items, day Out-pass will be allowed,

on holidays / Sundays. The days will be decided by the Academy. The

timings of departure and arrival will be strictly adhered to. Trainees will be

in Mufti dress during Out-pass and till such time, the dress is stitched;

they will be putting on Lounge suit / Combination suit with neck-tie and

black shoes.

24. Social Functions:

(i) Mess Functions: On various occasions functions will be organized in the

Messes and trainees will be encouraged to participate in various

programmes.

(ii) Call-on: Social call on by trainees will be organized.

25. National Festivals:

National festivals i.e. Independence Day and Gandhi Jayanti will

be celebrated with lots of festivities and accomping programmes.

26. Celebrations of Indian Festivals:

To foster sense of unity and to know culture and traditions of all

communities, following festivals will be organized and trainees will

participate in these functions.

27. Amenities:-

(i) Library: Academy has a

well established library with

about 35,000 books on Law,

Police, Science, Psychology, Criminology, Forensic Science, Forensic

Medicine, Encyclopedia, Management, Training Précis, Journals,

Magazines and other books on Literature and General Awareness, etc. The

library has a well furnished reading hall with a capacity of 100 readers at a

time. One period each day will be allotted for library. Each trainee can

borrow 2(two) books for 14 days time.

(ii) NEPA Hospital: Hospital is equipped with qualified doctor & staff,

medicines and others

facilities. Ambulance is

also available to take

patient to Shillong

hospitals, in case of

emergency.

(iii) NEPA Co-operative store

and Shopping Complex:

Items for daily needs are

available in shopping

complex. A small

restaurant is also

available here. Trainees

can visit this complex

after evening roll coll.

(iv) NEPA departmental canteen: In training complex canteen is

available providing tea and refreshments.

(v) Riding Section: The Academy

Riding Section with stable and

13 horses imparts training on

riding for confidence building to

the Basic Course trainees.

(vi) Motor Transport section: The

Motor Transport section impart

training on maintenance and driving to the Basic Course trainees

besides providing motor transport for the trainees during the

training activities. Driving simulator is also used to impart training in

driving.

28. Reasons for returning the trainees from the Basic Training:

High level of discipline is enforced during Basic Training. Some

of the eventualities, which may result in returning the trainee from the

Basic Course are:-

(i) Cases of acts of gross indiscipline.

(ii) Use of liquor, drug or any intoxicating material

(iii) Over-stayal from mid-term break/leave.

(iv) Remaining sick for more than 7 days.

(v) Injury or illness, where Medical Officer does not advise for

continuation of training.

(vi) Violation of Mess Rules.
