Volunteer Firefighter Grant

Scholarship Overview The North Carolina State Firemen’s Association (NCSFA) will sponsor the following grants in the listed amounts for each of the three regions in the state. These regions will be the East, Piedmont, and West. Two categories of grants will be awarded in each region for a total of $4,000.00 per region ($12,000 statewide). The categories include Volunteer and Career Firefighters. Grant Administrative Policy
1. Introduction
1.1. This policy is intended to assist firefighters by providing grant monies for training opportunities to North Carolina State Firemen Association (NCSFA) members.
1.2. Grant awards are based upon the applicant’s certifications, employment, and professional designations.
1.3. The grant application period is January 1 through March 15 each year. 1.4. Official grant award announcements will be posted on the NCSFA website the 1st of May. 1.5. Grant recipients are notified by mail in following the website announcement. 1.6. Grant recipients have until April 30th the following year to use their grant funds.
2. Overview
2.1. The NCSFA sponsors grants in the Eastern, Piedmont, and Western regions of the state. 2.2. The grant regions align with the NCSFA regional association boundaries. An applicant who
submits an application for more than one region or the wrong region shall be disqualified. 2.3. Grants are awarded in two application categories. The categories include Volunteer and Career
Firefighters. 2.4. Four $500.00 Volunteer Firefighter and four $500.00 Career Firefighter grants shall be awarded
annually in each region. The maximum dollar amount of grants awarded per year is $12,000.00.
2.5. All grant recipients must be an active member of the NCSFA at the time of the application submission and must remain a member of the association to receive the grant award payment.
2.6. Applicants may apply for one only one scholarship or one grant per year. 2.7. Applicants that apply for a grant and a scholarship in the same application period will be
disqualified from both processes. 2.8. All of the areas of the grant application must be completed. Items that do not apply to the
applicant shall be marked N/A. Applications with incomplete information or blank spaces will be disqualified.
2.9. Scoring is based on the information provided on the application. No other scoring factors shall be considered. Supporting documentation such as transcripts and/or certificates must accompany the grant application. The members of the Scholarship/Grant Committee will independently review all information submitted on or with the application.
3. Firefighter Grants
3.1. A total of 24 grants are awarded annually.
3.2. Recipients of the grant must utilize the funds to attend/participate in the following training
opportunities:

RESCUE Expo
3.2.2. North Carolina Association of Fire Chiefs Mid-Winter Conference
3.2.3. North Carolina Association of Fire Chiefs Fire Prevention School
3.2.4. North Carolina Association of Fire Chiefs Executive Development Program
3.2.5. North Carolina Society of Fire Rescue Instructors Conference
3.2.6. Fire Department Instructors Conference
3.2.7. Fire Rescue International
3.2.8. South Eastern Association of Fire Chiefs Annual Conference
3.2.9. National Fire Academy residency classes.
3.2.10. National Fire Academy Executive Fire Officer Program Annual Graduate Symposium
3.2.11. NCOSFM Breathing Equipment School
3.2.12. NCOSFM National Fire Academy Weekend
4. Grant Fund Eligible Expenses
4.1. Grant funding may be used for related expenses associated with training or classes as defined
in Section 3.
4.2. Eligible expenses include registration fees, travel expenses, lodging, and meals.
4.3. Alcoholic beverages are not an eligible expense.
4.4. Grant recipients must provide original detailed receipts of expenses, within 30 days after
attending the training opportunity, to receive grant funding.
4.5. Proof of training or class attendance must accompany receipts.
5. Volunteer Firefighter Grant
5.1. Eligible recipients must be an active member of the NCSFA.
5.2. Only volunteer firefighters who receive no compensation may apply for this grant.
5.3. Stipends or reimbursements are not considered compensation.
5.4. A paid firefighter who is also a volunteer cannot apply for this grant.
5.5. Applicants must submit copies of their W-2 and 1040(A) income tax return from the previous
year to validate compensation sources with the grant application.
5.6. Compensation will be verified by the applicant’s membership status that is listed on their
department’s current NCSFA roster that is submitted in January of each year. The NCSFA will
check the applicant’s membership status to see if their name appears on more than one fire
department roster.
6. Career Firefighter Grant
6.1. Eligible recipients must be an active member of the NCSFA.
6.2. Only active paid firefighters who are employed full-time or part-time as a firefighter and receive
a wage may apply for a grant in this category.
6.3. Applicants must submit copies of their W-2 and 1040(A) income tax returns from the previous
year to validate compensation sources with the grant application.
6.4. Compensation will be verified by the applicant’s membership status that is listed on their
department’s current NCSFA roster that is submitted in January of each year. The NCSFA will
check the applicant’s membership status to see if their name appears on more than one fire
department roster.
6.5. Any paid firefighter who applies for a volunteer scholarship shall be disqualified from the
application process.
7. Grant Scoring
7.1. The grants shall be awarded based on the highest recorded regional association score, in each
grant category, among the qualified applications received by the NCSFA application deadline.
8. Grant Score Tiebreaker
8.1. Should a tie score occur among the volunteer firefighter or career firefighter applicants the
grant will be awarded to the firefighter with the highest number of verified years in the North
Carolina fire service.
9. Grant Applications
9.1. Incomplete grant applications and non-submittal of all required documentation shall be
grounds for disqualification from the application process.
Application Process Instructions Electronic submission will not be accepted. All submissions must be received by US mail or other courier (FedEx, UPS, etc.) Application packages must contain all required documentation. Those missing the required documentation will be disqualified. An individual may apply for one only one scholarship or one grant per year.
