After prolonged struggle and on the basis of persistent demand for formation of Local Self Government, the freedom fighter achieved the goal and resulting thereby Rastraguru Surendra Nath Bandopadhyay founder of Local Self Government, was elected Chairman of this Municipality in the year 1885. He was the first Indian Elected Chairman and he held that chair in this Municipality for long 34 years from 1885 to 1889 and 1891 to 1921. The then area of jurisdiction of the North Barrackpore Municipality was initially residence areas of common people. Gradually, Palta Water Works of KMC named as Indira Gandhi Water Treatment Plant, two big Ordnance Factories viz. Ishapore Rifle Factory , Metal & Steel Factory and thereafter Indian Air Force Station were established within the municipal area. So,geographically the municipal area was segregated into three parts and now it is not a compact one. Mechanized Brick Factory of State Govt. and the Inland Fisheries Capture & Research Institute are two other reputed organizations within this municipal area. There are two Railway Stations within this municipality, namely Ichapore Station and Palta Station (on the Eastern Railway Sealdah – Ranaghat section). North Barrackpore Municipality was established on 1 April 1869 under British Rule in India.

MUNICIPAL VISION:

The primary motto and motive of this Vision is to enable this ULB to be “Self-Sufficient” in terms of its owned source of revenue. Especially for this, the ULB will have to develop various realistic and holistic projects, either through joint venture or PPP model, which will definitely yield revenue of both recurring and non-recurring nature. Municipal land resources are also to be utilized on priority basis to fulfill this objective.

Development of infrastructure will go hand to hand with preservation as well as beautification of our mother nature for maintaining a sustainable geo-environmental balance.

Next, proving 24X7 water supplies to all households within this ongoing plan period is to be implemented. This will definitely be treated as a quantum jump towards complete eradication of age-old water scarcity problem in the Municipality.

Municipal governance will be transparent, progressive, and definitely citizen-friendly. Providing municipal service at the door-step of citizens will be the guiding principle of this Municipality. Simultaneously, improvement of socio-economic status of poor people, providing them basic amenities like sanitation, potable water, basic health facilities, low-cost housing and others are to be implemented to fulfill such vision. Ultimately this ULB will be heading towards offering a “Slum-free clean and green City” to her citizens.

Last but not the least, the modus operandi of the functioning of this municipal office will be more and more IT- enabled so that almost every office procedure can be tracked as well as monitored efficiently to render better service to the people, Govt. and other internal and external stakeholders.

Providing services with sincerity and solidarity at the cost of perspiration, preparedness and pro-activeness are thought to be affixed on a solid pedestal on which the foundation stone of the above-stated Vision will be laid and thus the following plethora of development objectives are to be implemented resulting such Vision to be come true in the next few years to come. Nobody should forget that only “God helps those who help themselves”.

Progress update:-

Lots of Infrastructure development works at different words under SFC, 13th Finance, WBUES and

BSUP funds are going on. It is expected that the works will be completed within two months.

Detailed project report on development of park at Wards No – 1 and Ward No - 11 under AMRUT

for 2015-16 is prepared and submitted for necessary approval.

Construction work of proposed Convention Centre of North Barrackpore Municipality at Ghosh

Para Road, near Radha Cinema Hall, Ward No 14 will be started soon by KMDA.

Construction work of proposed Electric Crematorium at Debitala, Ward No – 5 will be started soon.

A monthly E-Newsletter The Municipality organized several city-oriented programmes like 1. Student Youth Festival 2. Vivek

Chetana Utsav 3. Subhas Utsav 4. Rakhi Bandhan Utsav , North Barrackpore Municipal Level Youth

Parliament and Quiz competition amongst the upper primary schools under this ULB. With the active

participation of the enlisted “Lokshilpi” of the Department of Information and Culture this ULB organized

several cultural programmes on occasion of Bi-Cycle distribution under Kanyashree, Bi-Cycle Distribution

among the ST Girls students, Inauguration programme of the Heritage Building in the name of Rastraguru

Surendranath Bandyopadhyay and inauguration of “ Debdwar”, a beautification project of North

Barrackpore Municipality at Monirampore. Programme of laying of foundation stone of “ABOKASH” the

old age home of North Barrackpore Municipality was also organized by the municipality with a gathering of

about 500-600 nos. of local people. Mid-Day-Meal running in 57nos. of School (Primary-36, Upper

Primary-20, NCLP-1) under North Barrackpore Municipality and covering 8,201 nos. of students.

On 12.01.2016, the Municipality organized Bi-Cycle distribution programme under Sabooj Sathi and Vivek

Chetana Utsav.

On 28.01.2016, a “Bishes Sabha” was organized at Ghosh para road with participation of at least 2000

citizen on occasion of Laying of foundation stone of Bikash Basu Memorial Convention Centre of North

Barrackpore Municipality by Mamata Banerjee, Hon’ble Chief Minister of West Bengal from the compound

of New Town Madintul Huzzaz.

On 23.02.2016 the following programme is going to be held at this Municipality.

1) Laying foundation stone of the Electric Crematorium at Debitala Burning Ghat.

2) Inauguration of Trans Municipal Water Treatment Plant of North Barrackpore and

Barrackpore Municipality.This plant, having a capacity of filtration of 3400 Cubic meter/ hr or

15 MGD portable water, will ensure 24*7 drinking water supply .
