lobbyists’ outbursts force council meeting shutdownSunbury

A 30-minute shutdown failed to calm tensions that escalated to swearing and shouting at Hume council’s meeting at Sunbury last Monday.

Local residents and pro-secession lobbyists Arnie Azaris and Trevor Dance were both asked to leave the public podium during question time. Both are expected to be issued with a three-month ban from attending future meetings a� er mayor Casey Nunn, and later chief executive Domenic Isola, were forced to read the rule book about good manners and constructive debate.

� e showdown was sparked by the council’s

formal adoption of its own submission to the “Sunbury out of Hume” panel inquiry, which wants to ensure Melbourne Airport remains part of Hume. � e submission also sought con� rmation that Hume councillors would not be replaced by administrators once the panel inquiry is submitted to the government a� er June 30.

“It’s a crisis of identity,” one woman in the gallery noted during the half-hour in which councillors retired behind closed doors to determine proper procedure in the face of accusations that councillors and the chief executive had breached their own code of conduct by speaking to the media beforehand.

� e build-up had started earlier in the

day when Craigieburn locals attended a public forum on the secession process. � ose gathered supported a motion led by Yuroke MP Liz Beattie, criticising the lack of information and clear intent by the government a� er a poll of ratepayers last October was determined as giving “overwhelming support” to the division of Sunbury from Hume, based on a boundary interface along Deep Creek.

� is would have le� Melbourne Airport within Hume, but subsequent comments made by the Sunbury Residents Association and councillors Jack Medcra� and Jack Ogilvie suggest the airport is very much in the sights of supporters of the new municipality.

Former Local Government Minister Jeanette Powell said the boundary question would be addressed by the government-appointed expert panel. \

Colleagues of Whittlesea councillor Nicola Davis have described her as an inspiration and “a breath of fresh air” following her death from cancer last week at the age of 35.

� e north ward councillor and mother of two was elected in 2012 and had since le� an indelible mark on the community, fellow north ward councillor Rex Gri� en said.

“She did so much for the community in such a short time,” he said. “I met her a few years back at an event she was hosting at a local restaurant. She said the money raised was to go towards cycling and 50 per cent was to be given to a disability charity. She always thought of others before herself.”

Cr Davis was born in the UK and had also lived in South Africa before moving to Australia with husband Paul in 2005.

� e couple opened their South Morang bike shop, Bike ’n’ Bean in 2009.

Cr Gri� en said that since Cr Davis became one of � ve new faces sworn in on the council in October 2012, she had worked tirelessly as a cycling advocate.

A council spokeswoman said councillors and sta� were saddened by Cr Davis’s death .

“During her 18 months as a councillor Nicola made a wonderful contribution to our community,” she said.

“She worked tirelessly as a councillor and local resident to make a di� erence and was

highly respected. But nothing was more important to her than her much-loved

husband, Paul, daughters Sienna and Tabatha, family and friends. Our thoughts are with her family and loved ones.”

Husband Paul posted the news of her death on Facebook.“She fought so hard to stay with us,

but the cancer beat her in the end,” he wrote. “Nicola packed so much into her 35 years,

much more than most people do in a lifetime. “She brought light and laughter into all ou r

lives, we are going to miss her deeply. Nicola, you will always be in our hearts, we love you so much. Now rest in peace.”

Cr Alessi expressed hi s condolences online. “In your short time on Whittlesea council you were an inspiration, a great colleague and friend,” he wrote. \

It was a busy week for Northern Victoria MP Amanda Millar (right), who chaired several o� en-heated community consultation sessions over Sunbury’s secession from Hume.

She also boarded a train with Donna Petrovich, the Liberal Party candidate for Macedon in November’s state election, to publicise the Napthine government’s announcement it would fund the $40 million

plan to � x mobile black spots and deliver free Wi-Fi for rail commuters on regional lines.

“More reliable internet services means commuters will be able to access emails, social media and work without the annoying service interruptions they currently have to deal with,” Ms Millar said.

New towers along the Bendigo, Ballarat, Geelong, Seymour and Traralgon VLine tracks will also give rail commuters more reliable mobile phone services. \ HG

Melbourne Airport authorities have welcomed the Napthine government’s budget promise to get behind a new rail link to Southern Cross Station.

“� e Coalition government is undertaking the detailed design, planning and consultation work on this important project,” Dr Napthine told the Liberal Party state council last week.

Melbourne Airport acting chief executive Adam Watson said the rail link would be great for Melbourne.

“� e construction of an airport rail link, along with the widening of the Tullamarine Freeway to three lanes, is critical to support the airport’s growth,” he said.

“As the gateway to Victoria, the proposed railway system from Melbourne Airport will be an important part in connecting visitors to our great city and state.”

� e new rail project proposes using dedicated tracks from the airport to Albion, where it will join the existing rail network to Southern Cross Station.

� e new service promises a train every 10 minutes in peak hours, with the trip to the

airport expected to take about 25 minutes.� e link will consist of a combination of at-grade and viaduct rail lines that will run from Albion, through the Jacana freight corridor and airport land, terminating at a new elevated station at the airport and a rail � yover at Albion.

Mr Watson’s comments came in the same week the airport � nalised its submission

to the Sunbury-out-of-Hume panel, which contains proposals for the airport to move from Hume into the new municipality.

� e airport submission highlights the need for “a strong

working relationship with local government”, which it says it

already has with the Hume council.“In this regard, the best outcomes for

the state and regional economies will be achieved where the relevant single municipality is appropriately resourced to manage the complex needs and impacts of an airport within its boundary,” the airport submission states.

“It should . . . preserve the curfew-free status of the airport while protecting amenity for future residential developments.” \

A gripe about GRAVELDoreen/laurimar

Recent road resurfacing works in Doreen and Laurimar have le� loose gravel and wet tar on what were once smooth roads, residents say.

More than 50 residents have contacted the Whittlesea council to complain about the state of their roads following crack repair and sealing works performed by Boral.

Large cracks on roads prompted the council to contract Boral to perform “reactive maintenance works” on 23 roads in Doreen and Laurimar. � e works began about a month ago and are complete, aside from some line-marking.

Whittlesea councillor Ricky Kirkham raised residents’ concerns as an item of urgent business at the council meeting on April 8.

“When you drive on this rough gravel base you can tell there’s lots of loose stones. You can almost peel some of the surface o� with your hands,” Cr Kirkham said.

“I don’t believe this is what our residents expect when these works are undertaken.”

Oakridge Street, Doreen, resident Evan Woolnough said the roads were “pretty good” before the works were done.

“� ey were nice and smooth. � e kids could go out there and skateboard,” he said.

“Now stones � ick up under your car. � ey reckon the roads can last for another � ve to 10 years [now]. I can’t put up with it for another two days. ”

A Boral spokeswoman said moving from an asphalt road to a sealed road “typically results in the presence of loose stones in the early stages following completion, which

is what has transpired in Doreen/Laurimar”.

“� is is not a re� ection of the quality of the roadworks, but rather it re� ects the fact that the road speci� ed is a sealed road, which is

a change from the original asphalt road surface,” she said.

She said Boral workers ha d returned to sweep the roads on a couple of occasions, but residents should expect the presence of loose stones on the roads for several more weeks.

Council advocacy and communications director Gri� Davis said spray sealing was a well-recognised method of extending the life of a road.

“It’s a bit rougher and noisier for cars, but over time that abates and acts like an asphalt road,” he said.

“� at’s why we put a reduced speed limit – to stop rocks kicking up.” \

My shout Like most budgetary measures, the Abbott government’s plan to increase the retirement age to 70 will be strongly felt in the north-western suburbs. While I can imagine sitting at a desk writing missives such as this well into old age, it’s a lot to ask for people whose work is mostly labour intensive. For those who can’t work until they’re 70, the � nancial burden will be worse. Blue-collar workers approaching retirement age have not had the bene� t of superannuation most of their working lives. Superannuation wasn’t compulsory and was mostly a management perk until the early 1990s, meaning many people approaching retirement won’t have a signi� cant nest egg. Small-business people, stay-at-home mums and migrants will be even worse off. Meanwhile, the government has axed the Income Super Contribution scheme for low-income earners. \

■ The economic development department (EDD) of Hume council employs 18 of� cers, presumably on an annual budget of several million dollars, based on salaries and various overheads. Other councils taking on similar functions have only two to three such staff.

The council has produced a glossy brochure, Hume City Council Economic Update (Issue 1, March 2014), outlining functions that are a duplication of the Department of State Development, Business and Innovation, CentreLink and privately owned employment agencies and other business associations.

The council claims it has assisted and in� uenced numerous large businesses and infrastructure projects in Hume (pages 16 and 17 of the brochure). Some of those projects, such as the current development of Melbourne Airport, Epping Fruit and Vegetable Market, Essendon Football Club facilities at Tullamarine, the Masters and Bunnings stores in Sunbury ,

occurred with little or no in� uence from the EDD.

The brochure also claims EDD of� cers assist businesses to process planning applications, which one would have thought was the role of the existing planning department. These examples are simply window dressing and border on false claims.

The EDD also provides of� cers to audit premises and give advice on possible ‘energy economies’ as well as provide access to � nancial assistance. Why has the council assumed those roles?

While some of the EDD’s objectives may be commendable, in the current economic climate, the council is empire-building at the expense of the ratepayers of Hume.ALAN K PORTER, SUNBURY

rethink rail route: petition calls for reserve’s rescueMernda

A Mernda resident has started a petition to save the Mernda and South Morang Rail Reserve from being developed into a rail corridor.

William Sharp started a petition two weeks ago calling on the state government to seek an alternate route for future rail infrastructure and preserve the reserve as a recreation area .

He said Whittlesea council’s Access Denied campaign, launched last month as a community advocacy campaign in the lead-up to the state election, did not re� ect the views of Mernda residents.

� e campaign focuses on the municipality’s lack of access to basic transport services and cites the delivery of the O’Herns Road interchange and train services to Mernda as its two key projects.

“I think they’ve jumped on board the slogan without looking at the logistics and speaking to residents,” Mr Sharp said.

So far, 97 people have signed his petition, and 26 people have “liked” his “Save Mernda-South Morang Reserve” Facebook group page. � e government-owned rail reserve has been unused for almost 60

years a� er trains that ran to Whittlesea stopped running in 1957 because of a lack of patronage.

Residential development has sprung up on either side of the reserve, and Mr Sharp argued it was now valuable open space .

Whittlesea council’s director of advocacy and communications, Gri� Davis, said the

original strategic planning for Mernda did plan for the re-establishment of the rail service.

In response to Mr Sharp’s concern about a rail line creating a divide between Mernda residents,

Mr Davis said it was a deliberate divide. “On the west side [of the

reserve] it will be a commercial centre and on the east side it’s residential,” he said.

An access road will also be provided on top of Bridge Inn Road.

“In a pure sense, it will divide the community, but planning has provided the necessary links, including bicycle links.”

So far, the council has received more than 1400 postcards from residents to be sent on to the government and opposition in support of their Access Denied campaign.

NBN rolls out togladstone park

More than 1900 Gladstone Park residents now have access to the national broadband network a� er their connections were completed last Wednesday.

� e rollout of the super-fast network will continue in the rest of the suburb, as well as surrounding suburbs including Tullamarine, Airport West, Essendon Fields, Gowanbrae and Keilor Park.

� e network will progressively be made available to residents in these suburbs over the next 18 months.

Meanwhile, South Morang residents have just one month to switch to the NBN before the copper network is disconnected on May 23.

NBN Co is urging residents to sign up with a service provider as soon as possible, if they are yet to do so. Animal welfare groups have expressed shock and disappointment at the state government’s revised code of practice for dog and cat breeding and rearing businesses .

� e code, which came into e� ect on April 11, was introduced following a three-month review and public consultation period.

In December, the government said dogs would have a � ve-litter limit and must be checked by a vet before and a� er each breeding session. Changes have since been made to the � nal version of the code, which now requires dogs and cats to have annual vet checks.

RSPCA chief executive Maria Mercurio said the changes essentially condoned the operation of puppy factories in Victoria. She said the RSPCA was advised of the last-minute changes at 4.13pm on the day the new code came into e� ect.

“As the peak animal welfare body in Victoria, we are outraged that the Victorian government has reneged on improving welfare for breeding animals, even a� er receiving more than 30,000 public submissions on the matter,” she said.

Ms Mercurio said the RSPCA was furious that “both male and female dogs can be kept in cages their entire lives, being bred back to back from 12 months of age” and that “vets can certify a female dog to continue breeding a� er � ve litters”.

Agriculture and Food Security Minister Peter Walsh said the revised code was far more detailed with new and expanded

sections on all aspects of animal welfare. “� e new code delivers a number

of major improvements in animal welfare standards. � ese include breeding limits; health checks; record keeping; nutritional, exercise and socialisation

requirements; bans on wire cage � oors; and minimum sta� -to-animal

ratios. � e new code also has clear euthanasia guidelines that ban the use of blunt-force trauma,” he said.

Non-compliance penalties include � nes of up to $35,512, bans of up to 10 years on owning animals and con� scation of animals.

Second Chance Animal Rescue co-ordinator Marisa Debattista, welcomed the revised code . She hope d the new rules would make “backyard breeders and puppy farm establishments think twice”. \

� e state government is o� ering $500,000 in grants for Men’s Sheds to expand and improve their facilities if they can come up with some of the funding themselves.

Each eligible ‘shed’ can get up to $30,000 through the Strengthening Men’s Sheds Program to meet growing demand.

But a Hume shed spokeswoman has expressed concerns at what she describes as tough grant conditions.

Community Services Minister Mary Wooldridge said the government saw Men’s Sheds as valuable community assets . “[It] plays a signi� cant role in the lives of many Victorian men, providing a place where they can develop new skills in a supportive and social environment,” she said.

Grant applicants must have targeted funding to develop or expand activities that support men with disabilities, health issues and disengaged youth, such as modi� cations to improve health and safety standards, increase disability access or li� shed capacity.

Eligibility criteria also stipulates that the shed contribute one third of the project’s cost, based on $2 from the government for every $1 from other sources, such as local businesses or community fund-raising.

Tullamarine Men’s Shed manager Cheryl Hildebrandt said the funding arrangement made it di� cult for smaller Men’s Sheds.

“If a shed is viable enough to attract funds of $10,000, it probably demonstrates they’re worthy of government investment,” she said. “But it’s a big ask to raise that much.”

Meanwhile, Northern Men’s Shed in Craigieburn has applied to Hume council to set up a new shed on a disused netball court at D.S. Aitken Reserve, o� Craigieburn Road. It is currently operating in a garage on private property. \
