Subject : Central Plan Scheme-Implementation of the Scheme for Providing Quality Education in Madarsas (SPQEM) - ~ase of Grant in aid for the yearJ7OTO- 11 to State Government Kerara. / Sir, I am directed to say that Government of India has approved an expenditure of Rs. 14,90,09,000 (Fourteen crore ninety lakh and nine thousand only) to State Government of Kerala under the Scheme for Providing Quality Education in Madarsas (SPQEM) during the year 2010- II. The Grant-in-Aid is for giving assistance to 724 Madarsa as indicated below:- 2 I aIr! accordingly copvey the sanction of the President of India to release a sum of Rs. 14',9~;09',000/-(Rs:Fourteen crore ninety lakh and nine thousand only) to Seeretary, Education Department, Government of Kerala, Thiruvananthapuram for implementation of the above mentioned scheme for the year 2010-11, and subject to fulfilling of all terms and conditions laid down in the scheme and in terms of this Ministry's letter dated 29.10.2008. 4. It is certified that the grant in aid is being released in accordance with the pattern ofassistance approved by the Planning Commission and the Ministry as also in conformity with therules and regulations of the scheme.

5. The amount of the grant is to be utilized only for the purpose for which it was sanctioned.Accounts from the State Government to be furnished to the Central Government within one yearissue of the sanction positively along with the monitoring report regarding number of Madrassasreceiving assistance, total number of beneficiary students and the amounts received and utilized bythe Madrasa.

6. On receipt of the sanction letter, the Principal Accounts Officer may issue an advice toReserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance ofthe State Government. The Principal Accounts Officer may forward a copy of the advice to theAccountant General and finance Department of State Government concerned along with a copy tothe undersigned.

7. It may also be ensured that utilization certifica~ein respect of this grant may be furnishedas a separate and distinct set of proposal as forwarded to this Department under Scheme forProviding Quality Education in Madarsas (SPQEM).

8. This issues in exercise of the delegated powers in consultation with the Integrated FinanceDivision's v.ide their Dy.No.480 A -IFD dated 4.2..2010 and Finance Branch vide their Dy.No.250/11- IF-II dated 92.2011.
