A Hurricane/Disaster Plan for People with Disabilities

This program was created by Linda Carter, current Director and Founder

The original concept was created in 1995 and updated to the current program after Hurricane Charlie in 2004 that hit Southwest Florida.

Goal

The goal is to ensure the health and safety of all persons with disabilities in the State of Florida in the event of a disaster.

To this end, we seek endorsement and funding from the Florida legislature to establish a Commission or Task Force to gather and organize information on residents with disabilities in a consistent manner state-wide.

The mission of this initiative is to ensure that all persons with disabilities are accounted for and have an emergency action plan in place in the event of a hurricane or disaster.

Scope - The initial Project started in 2004 involved all

of Southwest Florida and was open to any other county within the State of Florida who wished to join in this endeavor. The ultimate Goal is to have all 67 counties involved and all persons with disabilities accounted for in the State of Florida if we receive a catastrophic hurricane or disaster within the State.

State Wide Registration System Each and every Agency, Organization or

Group that works or deals with persons with disabilities who live within the State of Florida will be highly encouraged to have their clients voluntary Register for this State Wide program “No Person Left Behind” so that they are not left un-informed as to what to do, and how to do it in case they are confronted with a Hurricane or other Disaster within the State of Florida.

Scope of Task – County Promote the Organization Mission – “No Person Left Behind”

during a Hurricane or Disaster and that they will be accounted for within their county.

Collaborates with all organizations, agencies and departments within their county that work with “Persons with Disabilities” so that the mission of the organization is accomplished and that all persons with disabilities within their county are voluntary registered.

Provide Education, Training on Hurricane and Disaster Planning to individuals, agencies, departments and organizations within their county.

Provide FEMA Hurricane and Disaster Publications to persons with disabilities, organizations, departments and agencies within their county.

Work with media in the county on promoting the mission of the organization.

Work with the county special needs department so that all are aware, educated on the programs for persons with disabilities.

Scope of Task – County Collaborates with the county and or county agencies that

will provide emergency electrical recharge points for those who are in power chairs and scooters.

Promote and Assist individuals, agencies, departments and organizations in creating their own Hurricane and Disaster Plan in case of an emergency.

Create a list of Agencies, Departments and Organizations that work with persons with disabilities within their county and with an Emergency Point of Contact – name , organization or agency, address, phone, and mobile phone so that contact can be made during an Emergency that has been declared by the county.

Keep the Region notified of all activity

Scope of Task – Region Promote the Organization Mission – “No Person Left

Behind” during a Hurricane or Disaster and that people will be accounted for within their county.

Collaborates with all organizations, departments, and agencies within their region so that the mission of the organization is accomplished and that all persons with disabilities within their county are voluntary registered.

Promote and Assist individuals, Agencies, Departments, and Organizations in creating their own Hurricane and Disaster Plan in case of an emergency within their regions and to assist their counties as needed.

Create and maintain a list of Agencies, Departments, and Organizations that work with persons with disabilities within their region, by county an Emergency Point of Contact – name , organization or agency, address, phone, and mobile phone so that contact can be made during an Emergency that has been declared by a county or counties in their region.

Keep the Organization Headquarters notified of all activity within their region.

Work with the State Emergency Operations Staff and agencies, departments so that all are aware, educated on the programs for persons with disabilities.

Work with the State, Regions and County agencies so that emergency electrical recharge points are created, for those who are in power chairs and scooters.

Promote and Assist individuals, agencies, and organizations in creating their own Hurricane and Disaster Plans in case of an emergency.

Create and maintain a list of Agencies, Departments and Organizations that work with persons with disabilities within the State and with an Emergency Point of Contact – name , organization or agency, address, phone, and mobile phone so that contact can be made during an Emergency that has been declared by the State, Region or County.

Keep the State notified of all activity.

Notification Phone Service Added

Possible 311, 611, 811, access so that persons with disabilities anywhere in the state can access the system and notify us that they are ok or need assistance.

This will work on all land line phones in the State of Florida

Request that be added to all cellular carriers in the State of Florida so instant access can be done in case of land line phone system being down.

A Nation wide number for access to the system so that persons with disabilities can access and give us their location and check in to let us know that they are ok.

Integrated with our database for reverse 911 system, as an example - Dialogic System.

Each applicant will be given a pin number to update, alert and notify us of the individual’s location for accountability.

Devices Needed TTY

Each office will have a TTY for use by those who are hearing impaired.

FAX Each office will have a dedicated fax machine to use to

send and receive documents as needed.

Devices Needed Printers

Large Print/Braille The organization will have at least 1 combination large print / braille

printer so that all documents can be printed for those who need large print or Braille.

Large Format Printers The Organization Headquarters will have at least 1 large print printer or

printers that can handle large volumes, so that documents can be printed and sent to those who request them in large print.

Each Region will have at least 1 large print printer or printers that can handle large volumes, so that documents can be printed and sent to those who request them in large print as a back up for the headquarters

Computers All offices will have computers with high speed internet connections,

large monitors, and able to work with zoom text, jaws, and any other adaptive devices needed so that staff can perform their duties as needed.

There will be at least one computer with video-cam, so that video conferencing can be done with other agencies, departments, organizations and state on an as needed basis in the performance of their duties.

Facilities

All facilities used by the organization will have a Backup Emergency Power source.

All facilities used by this organization will / should be able to be used as an Emergency Call Center when activated for use during a Hurricane or Disaster.

Transportation Have available at least 1 ADA bus with lift and

with the capacity of transporting 6 or more power chairs or scooters per trip.

During a Hurricane or Disaster this vehicle and/or additional vehicles will be used solely for transportation of Persons with Disabilities to the Hurricane Call Center, or other Emergency Centers (i.e. Emergency Operations Center, 211 Storm Watch, local emergency power recharge locations) or other locations as needed, that may be open within their county, region.
