1. OFFICIAL NEWS
1.1 Message from the President
Dear EACES members and friends,
Thanks to Dr Magdolna Sass and to whole the
Budapest team, preparations to our
forthcoming biennial congress, 4-6 of
September in Budapest, are going well. We
have 150 submissions, and the confirmations
of accepted abstracts will be sent around about
the same time this newsletter is dispatched.
There will be some very prominent scholars
coming and details will follow soon. If you
were late with your submissions, please
contact [email protected], as there
may still be slots available to accomodate your
submission. The details on registration fees are
on http://www.eacesconference.eu/index.html
and fees can be paid after submission. This is
the event when we all meet once two years.
Please join us.
We also received several applications for the
biennial PhD award, the competition is strong,
and the dissertations were now sent to two
referees each, by the chair of the selection
committee, Prof. Saul Estrin.
Meanwhile, the boards met in Brussels on the
7th of March, please see the minutes in this
newsletter. Amongst other decisions, we
invited the University of Regensberg to
organise the next biannial congress in 2016.
While presence of German colleagues was
always very strong in EACES, never before
we met there.
The board also confirmed the number of
candidates for offices, which exactly matches
the number of posts we will vote on in
Budapest. It would be better, however, if
following the tradition, we have more
candidates than posts, to enable some genuine
selection. If you are willing to step forward or
recommend somebody, especially as a
candidate for the board member, please let me
know. Formally, we will need a support of two
members to put forward a candidate, but we
can think about it, once we find new names.
The full list will be published in the June
newsletter.
While news in Europe were dominated by
some disturbing political developments, it is
easy to overlook the economics, in particular
the process of institutional and policy change
that is proper remit of this association. An
important economic policy reform effort is
right now being initiated in Kiev, starting with
a well-designed package aiming to contain
corruption. There are odds against, including
the bankrupt government that the new
authorities inherited, but if successful,
economic reforms in Ukraine will create
example for other countries in the region. The
stakes are high.
With best wishes for the Spring of 2014,
which I am sure will bring some bright spots.

Minutes of meeting 13 September 2013 in
Budapest; these were circulated and, as no
objections or amendments were voiced,
approved by default.
Conference 2014: Magdolna Sass reported on
preparations for the 2014 conference. The
website has been functioning and, as of 1
March 2014, there were 138 applications with
145 abstracts and 14 panels. Extension of the
deadline was discussed.
Candidates for election; the following have
indicated a willingness to stand for office at
the elections at the AGM in Budapest in
September:

There was no objection raised and the board
expressed its gratitude to all the candidates. It
was decided to seek a few more candidates.
These should be supported by at least two
members each. All the candidates will be
presented in the June issue of the EACES
newsletter.
Conference 2016: following a presentation
from Jurgen Jerger, it was agreed to hold the
2016 conference in Regensburg on 8-10
September. Topics will be decided nearer the
time, but a preference was for including
institutions and economic development as
prominent linked themes.
World congress 2015 and 2017: the first
World Congress of Comparative Economics
(EACES, ACES, JACES, KACES) will be
held in Rome 25-27 June 2015, with a local
organising committee of Marcello Signorelli,
Pasquale Tridico and Sebastiano Fadda. In line
with the decision at the last meeting, and
following a previous offer that the event could
be held in St Petersburg, it was agreed to
recommend that city to the partner
organisations for 2017.
PhD award: Saul Estrin reported on progress.
Submissions had been whittled down to six
that were being considered, with two reviews
for each one, now under way.
Finance: Jens Holscher reported on the
significant levels of bank balances and
additional savings. He asked that the accounts
should be subjected to some form of auditing
independently of himself and Jurgen Jerger
agreed to undertake this task prior to the
AGM.
It was agreed to develop a conception on
additional means to spend the money, with
financial support for the association’s journal a
likely priority.
Journal: A report on the association’s journal,
the European Journal of Comparative
Economics, was circulated in advance of the
meeting, indicating considerable readership
and citations. The need was recognised for a
strategy to gain still wider recognition and
inclusion in formal classification indices.

Pacific Rim Conference 3: Financial and Economic Links and Institutions for Prosperity
Hawaii USA, May 14-17, 2014
The Association for Comparative Economic Studies (ACES), the Japanese Association for
Comparative Economic Studies (JACES), the Korean Association for Comparative Economic
Studies (KACES) and the Society for the Study of Emerging Markets (SSEM) invite the
submission of papers for, and participation in, a major international conference, (PacRim 3)
dealing with developments in the economic and financial systems of the Pacific Rim economies as
well as in the global economy. Empirical and theoretical papers related to the theme of the
conference as well as papers dealing with institutions, political economy and policy issues are
welcome. Participants are invited to submit individual papers for presentation or to propose an
entire panel consisting of four papers.
Among the themes to be considered at the conference are:
- Prospects for growth in the global economy and in the Pacific Rim region
- Economic transition and system change
- Sustainable development of the global economy and the Pac Rim economies;
- Value chains and logistics- PacRim economies’ links to each other and to the global economy.
- Institutional and regulatory innovations for economic growth and financial stability

- Regional economic cooperation lessons from Asia, Europe and the Americas
- Evolution of financial systems and their regional and global linkages

PUBLICATION OPPORTUNITIES
As with past PacRim conferences, selected papers presented at the conference will be published in
symposia or special issues or as regular papers in the journals of the sponsoring organizations. For
PacRim 3 these include Journal of Comparative Economics, Comparative Economic Studies,
Japanese Journal of Comparative Economics (in Japanese), Emerging Markets Finance and
Trade, and Seoul Journal of Economics. Any papers not selected for journal publication will be
guaranteed (subject to successful revision) publication in an e-book that will be posted on the

CONFERENCE VENUE
The Conference will be held at the Waikoloa Beach Marriott Resort & Spa, 69-275 Waikoloa

beach-marriott-resort-and-spa/). We have secured a special rate of US$150 (plus tax) per night for
conference attendees, and this rate applies to 3 days preceding and following the conference, giving

PAPER SUBMISSION AND REGISTRATION
Paper proposals, consisting of an abstract of not more than 250 words should be submitted to Josef
Brada at [email protected]. Proposals will be reviewed by the Conference’s scientific committee
on an ongoing basis. The deadline for submissions of abstracts is April 18, 2014 and final papers
must be submitted before May 5, 2013 in order to be included in the conference materials.
The number of papers that can be accommodated is limited, so please be sure to submit your abstract
early.
The registration fee for attendees is US$250, which includes a cocktail reception on May 14 and a
conference dinner/luau on May 18, 2014, coffee breaks and conference materials. Registration
materials and information on how to reserve rooms at the conference rate will be sent to participants
whose papers are accepted.

In cooperation with the European Association for Comparative Economic Studies (EACES),
the International Center for the Study of Institutions and Development at the Higher School of
Economics (ICSID) is pleased to invite submissions to the workshop:
Political Economy of Development:
A Comparative Perspective
The workshop is going to be part of the 3rd
ICSID conference, held at the St. Petersburg
campus of the National Research University – Higher School of Economics in May 2014.
Submissions from all fields of economics as well as from related disciplines such as political
science, history, anthropology and sociology are invited, as long as they relate to the general
field of the comparative political economy of development. Contributions that analyse the role
of institutions in economic, political and social development in a comparative perspective are
especially welcome. We are honoured to invite Professor Saul Estrin, Head of the
Department of Management of the London School of Economics, as distinguished keynote
speaker.
A joint long-term project of the Higher School of Economics and Columbia University, the
Center for the Study of Institutions and Development has assembled a team of Russian and
international researchers to analyse the impact of institutions on political and economic
behaviour (http://iims.hse.ru/en/csid). After focusing mainly on Russia during the first 3 years
of its existence, the center is now expanding its scope to the comparative analysis of other
contexts, with a special focus on China. In this respect, the 3rd
ICSID conference in St.
Petersburg is going to be a forum to exchange ideas about methodologies, approaches and
cutting-edge research among leading academics in the field, bringing together a number of
high-profile experts on the Russian and Chinese economies.
To participate in the workshop, paper abstracts of up to 200 words (or preliminary papers) are

2.3 EAEPE Conference
1st call for papers for the

Annual EAEPE Conference 2014
This conference will be held at University of Cyprus, Nicosia, Cyprus from 6-8 November 2014!
The conference theme 'Unemployment and Austerity in Mediterranean European Countries'will
focus on the current state of the crisis in Mediterranean European countries and viable ways out
beyond austerity in Europe. For the past 7 years most of the European economies have experienced severe economic crisis,
stagnation and recession, initialized by the financial crash of 2007. In Mediterranean economies the
crisis got exacerbated by the crisis of sovereign debt in general and by austerity programmes in
particular. Unemployment levels have reached double digits on average in the European Union and
shattering high levels in the South of Europe. Moreover, cuts (due to austerity restrictions) in welfare
expenditure, in public employment as well as in the wage level have worsened living conditions of
people dramatically. The Greek crisis (emerging in May 2010) has indicated that EU member states
are more concerned with their own national budgeting issues than real EU integration, exposing them
unnecessarily in times of crisis. Conversely, the lack of institutional coordination and fiscal solidarity
had a severe macroeconomic impact. Especially the public discourse about European imbalances is
used rhetorically as “a problem of laziness against effort” such as “Mediterranean corruption against
Northern European integrity”, outplaying member states on purpose. The other side of the same coin
are excessive export surpluses of a few, gained through real wage reductions over more than a decade,
an issue in the "European Semester". At this conference we want to look at the real problems behind the deficit-surplus rhetoric within the
EU, which we address as: the lack of deeper integration, the imperfections of the single market and
the lack of appropriate multi-level governance and policy crafting institutions able to cope with the
crisis. In this broad perspective we invite creative contributions going beyond wage-dumping
excessive export-surplus solutions (Germany), compare the current case of the EU commission
against Germany. Obviously such perspectives need to envision a monetary union with a real
economic and social integration, making it politically substantial in contrast to a mere neoliberal and
monetarist ideological construction. The 26
th Annual EAEPE Conference 2014 will be a platform for exchanging ideas and results in both
theoretical and empirical research. It will debate proper policies and institutions able to cope with the
crisis proposing a viable way out beyond austerity in Europe.

The opening address of the conference will be given by 2010 Nobel Prize Laureate Prof. Sir
Christopher Pissarides. All scholars are invited to submit their contribution on the conference them of
this year, or on usual topics covered by EAEPE research areas. Abstracts must besubmitted
electronically either on the conference theme or to a specific RA with 300-750 words. Authors are
also invited to propose special sessions (4 abstracts), in this case contact EAEPEdirectly. Additionally

Over the past decades, the gap between rich and poor has widened in most advanced
economies. In emerging countries, economic growth has helped to reduce sharply the
prevalence of poverty, but at the same time high levels of inequality have risen further. Today, the economic crisis has put additional pressure on the distribution of economic
resources. Inequality-related issues have reached the middle class in many parts of the world,
where middle- income groups are shrinking – fuelled by rising unemployment, weakening
job quality and workers dropping out of the labour market – and the social fabric is starting to
strain.
In front of this disturbing picture of high and widening disparities around the
world, the Conference aims at providing a platform for discussion between researchers
(young and established) and practitioners on the complex network of factors behind the
growing gap between rich and poor. Empirical and methodological contributions on what
caused and what has been the impact of such inequalities – and what can be done about that
– are particularly welcomed. Other themes that are typical to the Association, including all
areas of comparative economics and related disciplines treated in a comparative perspective,
will also be considered.

IOS Regensburg is an interdisciplinary area studies centre affiliated with the University of
Regensburg. It explores economic and historical developments of Eastern and South-eastern
Europe in a global perspective. IOS is an independent, non-profit institution. Apart from
research it is engaged in policy advice both within Germany and internationally. IOS was
founded in 2012, by merging the East European Institute (Osteuropa-Institut) with the Institute
for South East European Studies (Südost-Institut).

Work is one of the most essential aspects of life – both from the viewpoint of individuals and
the society as a whole. It is a social practice where life-courses intersect with power

hierarchies, ideologies, institutional regulations, and economic forces. The impact of formal
and informal institutions on the functioning of labour markets is well documented and varies
considerably across time and space.
East and Southeast Europe is characterized by frequent political and economic
transformations that resulted, among other things, in the fragility of institutions and a high
degree of informality. These phenomena are also relevant for the build-up of trust and social
capital that in turn are among the key factors for the understanding of labour relations and
labour market outcomes. Hence, labour is a central realm in which the shifting boundaries
between the formal and the informal, between the official and unofficial take effect.
The conference welcomes scholars both from humanities and social sciences. Contributions
should concentrate on the time span from the 19th
century to the present. Specific topics

Editorial: Presidential message in this issue of the EACES newsletter shares encouraging news of about 150 total
submissions to the forthcoming biennial conference at Budapest in 4-6 September 2014. Request to the
registration and membership renewal also included in the message. Minutes of EACES EC-AB Meeting at
ETUI Brussels, 7 March 2014, has exclusive coverage in this newsletter. More
specifically, it provides the list of prospective candidates for the new EC-AB
although this is the preliminary list and the final is expected to be published in June
newsletter. Another important decision EC-AB meeting has made is for 2016
biennial conference to hold in Regensburg on 8-10 September. The topic will be
decided later. Likewise, World congress on Comparative Economics (EACES,
ACES, JACES, KACES) will be held in 2015 and 2017; the first one in Rome, 25-
27 June 2015.
Section 2 of this newsletter presents Call for Papers for different
conferences/workshops/seminars. Pacific Rim Conference 3: Financial and Economic Links and
Institutions for Prosperity will be held in Hawaii USA, May 14-17, 2014. Likewise, ACES Workshop will
be in St. Petersburg (Russia) during May 20 – 22, 2014 that will focus on comparative perspectives on
political economy of development. This section also includes first call for papers for the 26th Annual
EAEPE Conference 2014. This conference will be held at University of Cyprus, Nicosia, from 6 to 8
November 2014 on the theme 'Unemployment and Austerity in Mediterranean European Countries'. First
call for papers for AISSEC’s 29th scientific conference on ‘Overcoming the Crisis: Inequality and
Unemployment in Advanced and Emerging Countries’ will be organised by University of Macerata in
Macerata, Italy during June 26-28, 2014. The organising committee has already decided to have a keynote
speech by Mauro Gallegati from Polytechnic University of Marche. The 55th Annual Conference of Italian
Economic Association is going to have in University of Trento at Department of Economics and
Management during 23-25 October 2014.
Most importantly, this newsletter is proud to include the first Call for Papers for the First World Congress
on Comparative Economics to be jointly organised by EACES, ACES, JACES, KACES in Rome during
25-27 June 2015. The forthcoming issues of this EACES newsletter will continue highlighting the
additional information in this regard.
Reminders of the most immediate conference events are available in Section 3. Sixth Joint
IOS/APB/EACES Summer Academy on Central and Eastern Europe is going to be held in APB Tutzing,
Munich, 2-4 June 2014; and Annual Conference of the Institute for East and Southeast European Studies in
