To the ninth interrogatory, I allnser: That the best positions for a navy yard in this harbor are at (Cock Spur IHlan(l, Four Mile Point, and ait Fort Jackson. To the tenth interrogatory, I answer: 'T'hat the channel opposite to those positions runs close to the present shore. To the eleventh interrogatory, I answer: That tolerably good water can be obtained at either of those positions, and in any quantity. To the twelfth interroJgatory, I answer: That as to time health of those positions I can only say that there is amongst the inhabitants a diversity of' opinion on that subject. They were healthy whilst I was there. The soil, I think, is good. To the thirteenth interrogatory, I answer: That I had n]o opportunity to ascertain, from personal observation, anything conclusive vith regard to the destructivoness of the worn). COMMUNICATED TO TIHE SENATE JANUARY 9, 1828.

Mr. RAYNE, from the Conmmittee on Naval Affairs, to whom- was referred the rnemorial of Susan Decatur,praying for compensation to the officers and crew of the United States ketch Intrepid, for the captureof the frigate Philadelphia, reported:

That the claim is founded on the recapture of time Philadelphia frigate, in the harbor of Tripoli, onthe night of' the 16th of February, 1804. 'Thc circumstances attending that gallant achievement are sowell known that the comlnittee will content themselves with a very brief' recapitulation of them. Soonafter the war with Tripoli had commenced, a small squadron under Commodore Preble was dispatched tothe Mediterranean, for the purpose of carrying on hostilities. The United States frigate Philadelphia, offorty-four guns, commanded by Commodore B3ainbridgc, not long after thle arrival of the squadron onthe Barbary coast, was unfortunately stranded on rocks, and in that situation, resistance being impossible,she was captured by the enemy, and the whole of the officers and crew were made prisoners aud throwninto a dungeon.
