that an attempt is making to deepen the- water on that shoal called the " Wrecks," which, if successful,will contribute much to the easty and safe navigation of that river.

To the ninth interrogatory, I allnser: That the best positions for a navy yard in this harbor are at(Cock Spur IHlan(l, Four Mile Point, and ait Fort Jackson.

To the tenth interrogatory, I answer: 'T'hat the channel opposite to those positions runs close to thepresent shore.

To the eleventh interrogatory, I answer: That tolerably good water can be obtained at either of thosepositions, and in any quantity.

To the twelfth interroJgatory, I answer: That as to time health of those positions I can only say thatthere is amongst the inhabitants a diversity of' opinion on that subject. They were healthy whilst I wasthere. The soil, I think, is good.

To the thirteenth interrogatory, I answer: That I had n]o opportunity to ascertain, from personalobservation, anything conclusive vith regard to the destructivoness of the worn).

To the fourteenth interrogatory, I answer: That I do not know of anything to prevent wharfing to thechannel. The average sunitnit level of the mise of' the tide in Savannah is (estimated at six feet.

I believe, sir, thmmt you will find in the foregoing report all the information that is necessary to enableyou to form a correct opinion of the ' practical facilities " of the hlarbor of Savannahfor " naval purposes."

ON CLAIM OF THE OFFICERS AND CREJVT OF THE KETCII INTREPID TO PRIZE MONEYFOR 'T'IIE DESTRUCTION OF 'TIIE FRIGATE PHILADELPHIA, AT TRIPOLI, IN 1804.

COMMUNICATED TO TIHE SENATE JANUARY 9, 1828.

Mr. RAYNE, from the Conmmittee on Naval Affairs, to whom- was referred the rnemorial of Susan Decatur,praying for compensation to the officers and crew of the United States ketch Intrepid, for the captureof the frigate Philadelphia, reported:

That the claim is founded on the recapture of time Philadelphia frigate, in the harbor of Tripoli, onthe night of' the 16th of February, 1804. 'Thc circumstances attending that gallant achievement are sowell known that the comlnittee will content themselves with a very brief' recapitulation of them. Soonafter the war with Tripoli had commenced, a small squadron under Commodore Preble was dispatched tothe Mediterranean, for the purpose of carrying on hostilities. The United States frigate Philadelphia, offorty-four guns, commanded by Commodore B3ainbridgc, not long after thle arrival of the squadron onthe Barbary coast, was unfortunately stranded on rocks, and in that situation, resistance being impossible,she was captured by the enemy, and the whole of the officers and crew were made prisoners aud throwninto a dungeon.
