NMHC PAC Board Report May 2018 NMHC’s political action committee, NMHC PAC, supports the apartment industry’s legislative goals, educates Congress about multifamily housing issues and encourages participation in the political process. NMHC PAC Receipts and Disbursements: As of April 23, there were 281 employees from 73 NMHC member firms and NMHC staff that have contributed $438,710 to NMHC PAC. These funds amount to 30% of this year’s $1.5 million goal collected in just under four months. Employees of the following firms have contributed $10,000 or more in 2018: Alliance Residential, American Campus Communities, AMLI Residential, ARA, Camden Property Trust, Conti Organization, Continental Properties, Demmon Partners, Heritage Title Company of Austin, Humphreys & Partners Architects, National Multifamily Housing Council, Trammell Crow Residential, UDR, Waterton Associates, and Westdale Asset Management. The top five firms for employee contributions to date are: ARA Newmark ($46,350), Camden Property Trust ($32,000), Heritage Title Company of Austin ($30,450), Alliance Residential ($27,250), and UDR ($23,500.) Also, as of April 23, a total of 56 NMHC members have each contributed the $5,000 maximum to the PAC. In January, the NMHC PAC Committee discussed the 2018 PAC Disbursement Budget. The budget is reviewed at each Committee Meeting. The two-year budget outlines a plan to spend approximately $3 million over the course of this two-year election cycle. The bulk of disbursements are targeted to key Congressional leadership and committee members with purview over critical legislative and regulatory issues such as tax and housing finance reform, energy efficiency and building codes, HUD programs and budget issues, privatized military housing and fair housing. Beginning this year with a balance of $750,000, NMHC PAC has disbursed $581,000 and for the cycle $1,986,500 to Congressional campaigns, leadership PACs and party committees. Many of these contributions were made to lawmakers at small, targeted fundraising events hosted by real estate industry groups. NMHC PAC disbursements can be viewed on the PAC section of the NMHC website. NMHC PAC Co-Hosted Events: A significant amount of NMHC PAC funds are used to co-host real estate specific events allowing NMHC’s government affairs team to build on the relationships with the key lawmakers who understand our industry and the issues impacting our members’ bottom lines. In addition to events based in Washington, D.C., the NMHC PAC Committee will continue the bi-partisan personal dollar initiative and encourage NMHC executives to contribute directly to candidates at the federal level who are supportive of the apartment industry. On April 30th, industry leaders, Sue Ansel, Bob DeWitt, Clyde Holland, Tom Moran, Greg Mutz, Alan Pollack, David Neithercut, and David Schwartz, hosted NMHC’s first 2018 personal dollar fundraiser in support of Congressman Peter Roskam (R-IL) at AMLI Residential River North building. (D-NY.) Crowley is Chairman of the Democratic Caucus and a key member of the Ways & Means Committee. Others to be held this year include; Senators Heller (R-NV), Heidkamp (D-ND), and Majority Leader Kevin McCarthy (R-CA.) These personal dollar events complement NMHC PAC’s work in Washington, D.C. • NMHC PAC Prior Authorization: Federal law requires member firms of NMHC to sign a Prior Authorization Form in order for the executive or administrative personnel of the firm to receive NMHC PAC information and/or be legally solicited for voluntary PAC contributions. Individual members do not need to sign Prior Authorization Forms. These signed forms allow NMHC staff to communicate with member firms about the importance of NMHC PAC and NMHC’s advocacy efforts on behalf of the industry. NMHC PAC focuses on outreach to NMHC’s lead and alternate representatives at member firms. • 2018 NMHC Political Action Committee Leadership: David Schwartz, Chairman & CEO of Waterton will serve as the 2018/2019 chairman; and Ken Valach, CEO of Trammell Crow Residential will serve as Vice Chairman.
