outlined in the Tenth Malaysia Plan
initiative by the Malaysian government to turn Malaysia into
a high income economy by the year 2020.
Launched on 21st September, 2010,
managed by the Performance and Delivery Unit
(PEMANDU),
it is a comprehensive economic transformation plan to
propel Malaysia’s economy into high income economy.
What is mean by ETP
The ETP builds on the direction outlined in the Tenth
Malaysia Plan to develop a markedly different approach to
delivering the Government’s objectives.
The innovative approach in the ETP recognizes that
incremental improvements to the status quo will not be
enough for Malaysia to become a high-income nation.
There are five specific aspects of the ETP that are new and
distinctive.
These aspects will ensure that the ETP delivers the
improved outcomes that Malaysia needs.
WHAT IS DIFFERENT ABOUT THE ETP
a driver of economic activity that has the potential to
directly and materially contribute a quantifiable amount of
economic growth to the Malaysian economy.
National Key Economic Areas ( NKEA’s)
will receive prioritized Government support including
funding, top talent and Prime Ministerial attention.
policy reforms such as the removal of barriers to
competition and market liberalization will be targeted at
the NKEAs.
Why is Focusing on the NKEAs Important

Develop a clear value proposition
Avoid sub-scale investment
Align policies coherently
Four Key thrust :
sustaining oil & gas production
enhancing downstream growth
making Malaysia the number one Asian hub
for oil field services
Building a sustainable energy platform for
growth
The plantations have 4 segment includes
First segment is seed nursery , planting,
harvesting, collecting and milling.
The second segment includes refining, bulking
and trading activities.
The remaining two downstream segments are
non-food downstream as well as food and
health-based downstream.
Four sector-wide enablers :
increasing and focusing marketing in priority

Ensuring adequate supply of qualified human
capital
Improving tourism environment by improving
offering and accessibility
covers both financial institutions (banks, insurance
companies, brokerages and investment management
firms) and financial markets (debt and equity markets). The focus of the NKEA is on this formal financial
services sector and does not include the informal
financial services such as moneylenders,
pawnbrokers, informal remittance channels and self-
help groups.

Each of the sector’s four regional clusters has
its unique strengths and growth opportunities, on
which we will build.
The Northern Corridor has the most advanced
semiconductor cluster and has a growing cluster
of solar and LED manufacturers.

The characteristics of Business Services as one
of the 12 focus sectors will help propel Malaysia
towards achieving a high-income nation status by
2020

include non-store retailing, i.e. vending,
home shopping, Internet retailing and direct
selling and in-store retailing, i.e. grocery and
non-grocery retailers
The Healthcare National Key Economic
Area (NKEA) focuses on bringing both the
public and private sectors into collaboration.
aim is to identify private sector initiatives
and opportunities to develop the healthcare
industry in a more organized and coherent
manner.
spans a wide ecosystem covering content,
network applications, services and devices.
This focuses primarily on
telecommunications, which accounted for the
bulk of the GNI.
The Agriculture National Key Economic Area (NKEA)
focuses on transforming a traditionally small-scale,
production-based sector into a large scale
agribusiness industry that contributes to economic
growth and sustainability.
This transformation will be based on an integrated
and market-centric model that focuses on economies
of scale and value chain integration
It is defined as the area covered by 10 municipalities,
each governed by local authorities
achieved a top 20 ranking in city economic growth and
being the global top 20 most liveable cities by 2020.
Greater KL is a choice location for companies and
professional, connecting Greater KL/KV externally and
internally and enhancing services.
