registered / reputed firms / workshops having sufficient experience in the field of repair and maintenance of

vehicles and construction machinery. Offers are being invited for fixing of annual rate contract for repair and

maintenance of vehicles / construction machines of Jammu Municipal Corporation.

Offers complete in all respects shall reach through Registered Post / Speed Post or in person in the office

of the Executive Engineer, Division-II, 2nd Floor, Town Hall Complex, Jammu on or before 28-10-2020 up to 3

P.M.

All other details of the tender document can be seen on the official website www.jmcjammu.org of

Jammu Municipal Corporation or can be had from single window counter of Jammu Municipal Corporation from

10:00 A.M to 2:00 P.M on any working day for a payment of Rs. 1000/- (Non-Refundable) against a GR.

Annexure-A

Terms & Conditions

1. Tenders in two cover system should be addressed to the Executive Engineer, Division-II, 2nd

Floor, Town Hall Complex, Jammu and should reach his office on or before 28-10-2020 up to 3

P.M.

2. The firms shall attach the following documents with their offers i.e. Cover-I, the Technical Bid:

i) Earnest Money Deposit/Bid security (original) amounting to Rs. 50,000/- in shape of

CDR/FDR from any Nationalized / Scheduled Bank of India valid for one year pledged

to Chief Account Officer, Jammu Municipal Corporation.

ii) Cost of Tender document in the shape of G.R. (original) amounting to Rs. 1000/- (Non-

Refundable) against buying of tender document.

The firms wishing to download the tender document from official website

www.jmcjamm.org of the Corporation shall enclose the cost of tender document Rs.

1000/- (Non-Refundable) in shape of Demand Draft (original) pledged to Chief

Accounts Officer, Jammu Municipal Corporation failing which the tender will be out

rightly rejected.

iii) Self-attested photocopy of Registration Certificate under J&K ‘Goods & Service Act

2017’. Those not registered yet shall submit an undertaking to the effect that if they are

successful tenderer, they shall submit GST Registration Certificate in J&K within 30

days of issue of work order, failing which payment for the work executed will not be

released.

iv) Self-attested photocopy of valid 'PAN' document

v) Self-attested photocopies of latest income Tax Return Certificate for the last two financial

years.

vi) Self-attested photocopy Valid Registration Certificate

vii) Annual financial turnover not less than Rs. 25.00 lakhs for preceding three financial years

as certified by Chartered Accountant preceding the Financial Year in which bids are

invited.

3. a) The rates inclusive of all taxes under GST regime shall be quoted by the tenderer in the

relevant fields of Annexure-B.

b) The rates quoted shall be fixed with transparent cello tape & no conditional / overwritten

tenders will be accepted.

c) No price/cost escalation on account of increase in prices of spare parts or otherwise shall

be entertained by the Jammu Municipal Corporation

d) Rates quoted shall be firm & final and shall remain valid till the completion of the

contract.

4. a) The firms who intend to send their offers through post are requested to ensure that the

tenders should reach in the office of the Executive Engineer, Division-II, 2nd Floor, Town

Hall Complex, Jammu on or before the due date i.e. 28-10-2020 up to 3 PM.

b) Any delay in the submission/delivery of the tenders shall be the responsibility of the

firm/tenderer. No delayed tenders shall be accepted.

5. a) Cover-I i.e. Technical bid of the offers received within due date and time shall be

opened in the office of the tender inviting authority on the same day or subsequent

working day.

b) Interested bidders, if they desire so, can be present while opening of the bids so received.

6. Cover-II i.e. Financial bids of only the Technically qualifying bidders shall be opened by the

tender opening committee and evaluated.

7. The validity of the tenders shall be for three months from the date of opening of Cover-II of the

tender.

8. The acceptance / rejection of the tender/s will rest with the Commissioner, Jammu Municipal

Corporation who does not bind herself/himself to accept the lowest tender and reserves to

herself/himself the authority to reject any or all of the tenders received without assigning any

reason(s) thereof. Conditional tenders shall be out rightly rejected.

9. Jammu Municipal Corporation reserves the right to allot the lowest rates to any participating

tenderer who gives his/her consent to work at the lowest rates. The CDR/FDR of the tenderer

who agrees to work at lowest allotted rates shall be retained as performance guarantee and shall

be released after expiry of annual rate contract.

10. a) The Earnest Money shall be refunded to the unsuccessful tenderers and in case of the

successful tenderers shall be retained as performance guarantee and shall be released after

the annual rate contract has expired and/or new one has been put in place.

b) The earnest money of the tenderer who back out or withdraws his/her tender or fails to

abide by it, after acceptance thereafter is conveyed or posted to him, shall be forfeited

besides other penalties that may be available to the Jammu Municipal Corporation under

the law in force in the Union Territory.

11. The successful tenderers shall have to execute an agreement with the Jammu Municipal

Corporation within a period of 10 days after receiving the allotment order.

12. All the material/spare parts and workmanship shall be of the best quality and shall be strictly as

per prescribed specifications/samples.

13. The Corporation shall at any time have access to the workshop/site where the repair

work/fabrication is being undertaken by the firm and where material / manufactured articles and

machinery, are being obtained so as to inspect and examine material/spares and workmanship.

14. Penalty: The work shall have to be completed within a period of 3/5 days in all respects. Delay if

any, the penalty up to 10% shall be imposed.

15. Payment:

100% payment for the repair work/s carried out by the firm for the preceding month shall be

released after verification by the Engineer-in-Charge against the claims submitted by the firm by

or before 10th of every month

16. The decision of the Commissioner, Jammu Municipal Corporation shall be final, conclusive and

binding upon the contractor/successful bidder on all questions relating to the quality of repairs

carried out or workmanship or materials/equipment used for the repair and maintenance of

vehicles/construction machinery.

17. For any dispute arising out of this contract the Courts at Jammu only shall have jurisdiction.

18. All other terms and conditions laid down in PWD Form No. 25 of J&K Government shall be

applicable.
