INTRODUCTION

 Al Turki Enterprises LLC has been tasked with the removal of the redundant36inch Hydrocarbon Pipeline that runs between Block Valve Station Number 4(BVS-4) and Nimr Production Station (NRPS).

The route of the pipeline is within a corridor of Hydrocarbon Pipelines some25 (estimated) meters at the narrowest point. This corridor widens to 50(estimated) meters at road crossings and direction changes. The redundant36 Inch Pipeline (R 36”) that is to be removed is 5 (estimated) Meters from thetwin 18inch lines and 20 meters from the new 36 inch line.

The R36” pipeline crosses under 8 roads (RDX) along its route and numerousOverhead Power Line (OHPL) Crossings.

There are two (2) bypass lines and one (1) kicker line connected to the R36”

along its route. These are also to be removed. Double Block and Bleed(DBB) shall be required for these and isolation certificate accepted from client.To ensure positive isolation all valves shall be LOCKED prior to workcommencing or suitable blinds installed.

 All R36” is to be removed to BVS4 and NRPS battery limits, and blank flangesfitted to replace the two (2) bypasses and one (1) kicker line.

The contract due to its complexity and size shall require ALL persons,management and individuals to be held accountable for their behaviour while

involved or associated with the CLIENT works.

Persons must be clear as to behaviours that are expected and acceptable,and must fully understand their accountability and the subsequentconsequences of their driving behaviour.

SCOPE

The pipeline shall be Cold and Hot cut along its 11.8km length into 12metrelength which shall be transported to the Nimr scrape facility. All above groundlinepipe shall be removed prior to removal of RDX.

The pipeline sleepers shall be removed and returned to storage for future use.

R36’ route shall be reinstated and the establishment of a Right of Way (ROW)along the old R36” route shall take place.

Remedial works to make good washout of existing pipeline sleepers shall alsobe carried out. This procedure is applicable to all persons related to thecontract.

1.1 Site Manager Ensure So Far as is Reasonable Practicable that all required resources are made

available and that they are used for the purpose intendedEnsure that all persons are suitable for the task and position that they are appointed

to.

Permit Holder Ensure that no works take place until the correct permit is in place.Ensure that ALL equipment and task are listed on the permit and that item or tasks

not listed do not take place and are NOT allowed to be used on site.Ensure gas testing takes place as required within the Method Statement and that a

record is kept of each test.1.1.1 Ensure that works stops should an adverse Gas test result be

identified and inform site management of the result.

Mechanical Supervisor 

Ensure that they are capable of maintaining the integrity of the works and rearrangeworks with the agreement of Site Manager in line with agreed MethodStatement or amend and review works with CLIENT

Ensure all site personnel including drivers and operators are aware of their task,emergency procedures and use the equipment provided as intended.

Ensure all documentation is maintained and readily available for audit during works.

Gas Tester 1.1.2 Ensure that gas testing takes place as in the Method Statement

for cutting process.1.1.3 Record results of gas test and immediately inform site

supervisor of adverse results that could cause danger of explosion.

1.1.4 Ensure gas test equipment is maintained in a serviceablecondition for the duration of the works and not allow works totake place until results are known and confirmed as acceptable.

Driver Ensure they drive and the equipment as indented and directed.Ensure that all loads are secured before moving the vehicle as

identified in the Method Statement.Drive the vehicle in such a way as to minimise danger to other workers

and equipment.Take instructions from the site management and cooperate by

following routes and

Operator Ensure that all loads are supported correctly and that the equipment is setup

correctly before handling or lifting a load.Ensure that they equipment and ancillaries are fit for purpose.Comply with Banks man rigger indications and signals.

PROCEDURE

1.2 Pipe cuttingCold cutting shall be carried out using a bevel and cutting compressor driven

machine.This shall be used to cut 12meter pipe section out at low pointsor every 240meters to facilitate;Internal pipe inspection for hydrocarbon fluid and gas. Air flow into the pipe for natural air purgingIdentification of Hot cutting work fronts.The pipe shall be supported by a crane using a broad belt slingduring the cutting process then placed on the ground in asuitable location so as NOT to impeded routes and work fronts.The pipe shall be prevented from rolling using wooden chocks or sandbags.

 

Hot Cutting shall be carried out using oxy acetylene band mounted pipe cuttingdevice.The pipe shall be supported by a crane using a broad belt slingduring the cutting process then placed on the ground in asuitable location so as NOT to impeded routes and work fronts.The pipes shall be prevented from rolling using wooden chocksor sand bags.Permits and gas testing shall take place before each processcommences. To facilitate gas testing of the interior of the pipe inthe location of the pipe a 8-10 mm pilot hole shall be drilled inorder that the “Gas Tester’ probe can be inserted first at the 12

O’clock position and then at 6 O’clock location of the pipediameter. Any residual Hydrocarbon must be allowed to drain into areceptacle prior to cutting taking place. If large quantities of Hydrocarbon are detected then a gully sucker shall be employedto remove the excess.Hot cutting shall only take place within a 12metre (one pipelength) distance of the open pipe end

Loading/UnloadingLoading of the shall take place in any area more than 500 meters from other work

fronts to minimise congestion and maintain clear routes in the event of anemergency.

1.2.1 SlingsTwo (2) legged 10 meters sling of a capacity of no less than 6tonne per leg shall be used and connected to pipeshoes by ashackle with a minimum working load capacity of 6 Tonne.

1.2.2 PipeshoesPipeshoes of a 10 tonne capacity shall be used to lift the linepipefrom the Row onto the vehicle bed. These pipeshoes shall have

tag lines connected to them which shall facilitate insertion and

removal from the pipe ends without having to mount the trailer bed.

1.2.3 Banksman slingersShall be in attendance at each lifting operation and crane

operation and carry out their duties as instructed.

1.3 TransportTransportation of the pipe to the scrap yard shall be along the routes indicatedand each truck shall carry 3 pipe lengths in a triangular configuration with 2pipes on the lowest level and 1 pipe on the upper level. The trailers shallhave a minimum of six (6) metal stations along the length of the trailer oneither side. A minimum of 4 spansets of 2 tonne capacity shall be installedafter loading and NOT removed before arrival at the unloading location.

1.4 Routes Traffic Management

Pipe carrying vehicles shall only enter and leave the RoW as indicated dailyby the Mechanical Supervisor and travel at pedestrian speed (10KPH) pastany work fronts that are taking place along the route. No ‘U-turns arepermitted on the RoW, drivers must continue to the next exit for the day’swork. The pipe carrying truck shall stop in a location as indicated by thecrane operator and remain in his vehicle cab until loading has beencompleted.

1.5 SleepersOnce work fronts for cutting and pipe removal from Row are clear then andonly then shall the removal of pipe sleepers take place. The base of each

sleeper shall be excavated by hand or excavator positioned on the RoWfacing the twin 20 inch pipelines but at such a distance as to prevent thebackhoe reaching past the end of the sleeper. Sleepers shall be lifted usingthe lifting eyes cast into the base, four (4) legged sling and shackles with taglines. All ancillaries must be of suitable capacity (minimum of 2 tonnes per legand shackle).

1.6 ReinstatementDuring reinstatement all plant and equipment must remain at a safe distance

from the live lines. Any remedial works adjacent to live lives shall be carriedout by hand.

1.7 Personal Protective Equipment All persons shall at all-time use the appropriate PPE for the tsk being carriedout and at minimum;Head protectionEye protectionSafety Footwear Hearing protection as identified by assessmentBody protection appropriate for the task being carried out.

1.8 Fire protection All Equipment on site shall carry fire extinguishers and suitable additionalfoam or Dry Powder shall be provided for HOT CUTTING work fronts.

Monitoring

 All personnel shall monitor the progress and condition of the works at eachopportunity with the minimum of daily visits checking systems of work andadvising on possible improvements and or failings.

Health Safety and Environmental personnel shall ensure that they attend theworks at minimum for commencement of the works at the start of each dayand physically confirm that all documentation is in place and that processesare being carried out as per the method statements for the task. Any

subsequent failings or possible improvement must be reported to the siteforeman. Mechanical supervisor and Site Manager for the Project directly.

 All persons are permitted to curtail works should they feel that any process or act that could possible cause danger to persons or the environment untilcorrected without any form of reprisal.
