The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: “Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law.”

1. Researcher should retain copyright. Authors own copyright until they sign it away! They should retain, at least, the right to have a copy of the peer-

reviewed manuscript deposited in PubMed Central. Authors and institutions add an addendum to copyright

agreements with publishers in order to comply with the policy. There are tools to assist in retaining the copyright allowing for

deposit to comply with the NIH Public Access Policy.

*NIH suggests an addendum be added to the publisher’s copyright. Example:

“Journal [name] acknowledges that Author [name] retains the right to provide a copy of the peer-reviewed manuscript to the NIH upon acceptance for journal publications, for public archiving in PubMed Central as soon as possible but no later than 12 months after publication by Journal [name].”

2. Submitting the final manuscript Publishers can do this for the authors. Or authors can do it themselves. The University of Michigan MLibrary

has a pilot project to submit thepeer-reviewed manuscript for our researchers.

How it works: UM researchers funded by NIH can: Send an email to

[email protected] asking that their peer-reviewed manuscript be submitted on their behalf

They should include:

1. Corresponding PI name and grant number(s).

2. Name of the journal and if known, but not necessary, any embargo period the publisher requires.

3. The manuscript and any supplemental data or images associated with it.

Some journals or publishers will deposit on author’s behalf: If so, nothing needs to be done. http://publicaccess.nih.gov/submit_process_journals.htm

Author can deposit the manuscript: Use the NIH Manuscript Submission system (NIHMS). UM MLibrary pilot will deposit for our researchers into

both PubMed Central and if they choose in Deep Blue (UM’s digital repository) as well.
