NFCC Framework Agreement for UK Fire and Rescue Emergency Response Vehicles The Framework Agreement which went live March 27 th 2017 covers the following scope: New Fire and Rescue Emergency Response Vehicles; Pumping Appliances, Aerial Appliances and Special Vehicles, to include driver training variaons which are 3 tonne Gross Vehicle Weight (GVW) and above; Supply and fit of equipment or fit only where equipment is free issued to the Contractor. Installed and loose/non-installed, allowing Contracng Authories the opon to procure fully kied vehicles via the Framework Contractor. Oponal technology such as vehicle telemacs, equipment track and trace/asset tagging and CCTV; Conversion and refurbishment of exisng Fire and Rescue Emergency Response Vehicles; Customer/aſter sales support such as; vehicle maintenance support, warranty, damage repairs, parts and training. The core vehicle standards and requirements have been wrien by representaves from the NFCC Transport Officers Group (TOG) who are the professional voice for vehicles and associated equipment on behalf of UK Fire and Rescue Services, the Home Office Chief Fire and Rescue Advisors Unit on Standards alongside procurement representaves from the Fire Service. 40 FRSs responded to the consultaon and helped establish the pipeline of requirements from 2017 – 2021 which idenfied a minimum spend of £200m. Procurement support has been established for the ongoing management of the framework, the idenficaon of collaborave opportunies and to support individual FRS fleet requirements. Suppliers have been consulted and engaged throughout the procurement process. The term of the Framework Agreement is as follows: Mulple supplier lots - A period of four years, with the opon to extend for a further period or periods not exceeding eight years in total. Single supplier lots – A period of six years, with no extensions.

NFCC Framework Agreement for UK Fire and Rescue Emergency Response Vehicles The Framework Agreement which went live March 27th 2017 covers the following scope:

• New Fire and Rescue Emergency Response Vehicles; Pumping Appliances, Aerial Appliances and Special Vehicles, to include driver training variations which are 3 tonne Gross Vehicle Weight (GVW) and above;

The Framework Contractors who passed all the due diligence requirements were as follows:

Lots 5a, 5b and 10 – Emergency One

Lot Structure and Framework Contractors:

The Framework Agreement consists of eleven lots, eight are multiple supplier and three single supplier. Single Supplier Lots: Lots (5a, 5b and 10) are captured for the purpose of a specific Fire and Rescue Service project to introduce Rapid Intervention Vehicles (RIVs) and Incident Support Units (ISUs) into their fleet of emergency response vehicles. FRSs are able to procure vehicles via these lots by a direct award from Emergency One Ltd. The specification for these vehicles applies to the Framework Agreement and any Call-Off Contracts formed beneath it. Whilst minor variations are permitted and stated options available, such as manual or automatic transmission, Contracting Authorities are only able to procure a specific vehicle via these lots. The vehicles available via the single supplier lots are based on the following chassis: o Lot 5a, RIV 4x2 – Iveco Daily 70C18D 4x2 7t 3750mm wheelbase (Crew Cab) o Lot 5b, RIV 4x4 – Iveco Daily 70C18D 4x4 (modification) 7t 3750mm wheelbase (Crew Cab) o Lot 10, ISU - Iveco Daily 70C18D 4x2 7t 4100mm wheelbase (Crew Cab)

Multiple Supplier Lots: These lots allow Contracting Authorities to develop a specification and procure vehicles, individually or collaboratively. A further competition must be carried out via the relevant lot to award a Call-Off Contract. The lots established are:

The benefits for introducing a NFCC TOG endorsed Framework Agreement specifically for Fire Sector Emergency Response Vehicles which is available to all UK FRSs, are:
